International fisheries regulations which are now being developed will lead the tuna fisheries to improve their fleet management. An optimized fishing strategy is proposed for a tuna fleet, with or without aircraft surveys. 2 extreme situations are discussed: a complete coverage of the fishing area by planes, or no coverage at all.

The legal and policy issues facing Newport as it revises and implements its ordinances are numerous. Most of the issues have not been squarely resolved for Rhode Island. While Newport may take guidance from other states, it will be Rhode Island's task going forward to define the reach of its PTD as applied to some novel issues raised by mooring administration. The benefit of the flexibility of the PTD is allowing smaller units of government like Newport to define their regulatory goals based on a locally-tailored balancing test of competing interests facing scarce ocean resources. This report was designed to facilitate decision-maker discussion of how to strike that delicate balance.

This paper presents a role-play game designed by the authors, which focuses on international climate negotiations. The game has been used at a university with students all drawn from the same course and at summer schools with students from different levels (undergraduate, master’s and doctoral students and post-doctoral researchers) and different knowledge areas (economics, law, engineering, architecture, biology and others). We discuss how the game fits into the process of competence-based learning, and what benefits games, and role-play games in particular, have for teaching. In the game, students take on the role of representatives of national institutions and experience at first hand a detailed process of international negotiation concerned with climate change.

The workshop was organised by the Institut fur Physikalische Hochtechnologie, Jena, Germany and was the fourth in the series of workshops first held in Cambridge, UK, in 1997.

Oysters, Crassostrea virginica, and softshell clams, Mya arenaria, along the Massachusetts coast were harvested by European colonists beginning in the 1600’s. By the 1700’s, official Commonwealth rules were established to regulate their harvests. In the final quarter of the 1800’s, commercial fishermen began harvesting northern quahogs, Mercenaria mercenaria, and northern bay scallops, Argopecten irradians irradians, and regulations established by the Massachusetts Legislature were applied to their harvests also. Constables (also termed wardens), whose salaries were paid by the local towns, enforced the regulations, which centered on restricting harvests to certain seasons, preventing seed from being taken, and personal daily limits on harvests. In 1933, the Massachusetts Legislature turned over shellfisheries management to individual towns. Local constables (wardens) enforced the rules. In the 1970’s, the Massachusetts Shellfish Officers Association was formed, and was officially incorporated in 2000, to help the constables deal with increasing environmental problems in estuaries where fishermen harvest mollusks. The constables’ stewardship of the molluscan resources and the estuarine environments and promotion of the fisheries has become increasingly complex.

Este trabalho problematiza um tipo específico de racionalidade que emergiu nos fins do século XIX e avançou no século XX, implicando na constituição de uma política mundial destinada à regulamentação de determinadas substâncias psicoativas. Tais práticas foram possíveis em virtude de uma produção discursiva cujos enunciados médico-sanitários reivindicavam a intervenção dos Estados Nacionais em assegurar a saúde coletiva. No caso do uso de psicoativos, tais discursos fizeram emergir uma série de tratados internacionais, leis nacionais, normas e regulações que modificaram o comércio e os hábitos de consumo de tais substâncias, criminalizando qualquer uso que não estivesse de acordo com a legislação vigente. O recorte que esta dissertação procura fazer tem por foco analisar como esse processo se deu no Brasil, mais especificamente a partir da criação da Comissão Nacional de Fiscalização de Entorpecentes CNFE, organização esta de caráter governamental, que após sua criação passou a centralizar as políticas sociais sobre drogas no país. A CNFE foi constituída por meio do Decreto-Lei n 780em 28 de abril de 1936, vinculada ao Ministério das Relações Exteriores em conjunto com o Departamento Nacional de Saúde, através do Serviço de Fiscalização do Exercício Profissional. Neste caso, utilizando a documentação encontrada no Arquivo Histórico do Itamaraty, na Biblioteca de Saúde Pública da Fundação Oswaldo Cruz, Centro de Pesquisa e Documentação da Fundação Getúlio Vargas, dentre outras. Procurei delimitar esta pesquisa nos primeiros dez anos de atuação da Comissão, isto é, entre 1936 e 1946, para tanto, utilizo como instrumento de análise teórico-metodológico duas noções que serviram às reflexões do pensador francês Michel Foucault; biopolítica e governamentalidade. Desta forma, procuro acionar tais noções para localizar as estratégias de poder que culminaram na governamentalização do Estado voltadas para a gestão da vida das populações, tendo como pano de fundo os interditos das políticas sociais sobre drogas.

Shrimp fishermen trawling in the Gulf of Mexico and south Atlantic inadvertently capture and kill sea turtles which are classified as endangered species. Recent legislation requires the use of a Turtle Excluder Device(TED) which, when in place in the shrimp trawl, reduces sea turtle mortality. The impact of the TED on shrimp production is not known. This intermediate analysis of the TED regulations using an annual firm level simulation model indicated that the average Texas shrimp vessel had a low probability of being an economic success before regulations were enacted. An assumption that the TED regulations resulted in decreased production aggravated this condition and the change in Ending Net Worth and Net Present Value of Ending Net Worth before and after a TED was placed in the net was significant at the 5 percent level. However, the difference in the Internal Rate of Return for the TED and non-TED simulations was not significant unless the TED caused a substantial change in catch. This analysis did not allow for interactions between the fishermen in the shrimp industry, an assumption which could significantly alter the impact of TED use on the catch and earnings of the individual shrimp vessel.
