The aid allocation literature explores the motives behind development aid  assistance. This literature is enormous, yet surprisingly, the extant empirical  studies have in the main only focused on the motives of established donors. Consequently, relatively little is known of the motives of new donors. This paper explores the aid allocation motives of three relatively new DAC donors: Greece, Luxembourg, and Portugal. Both OLS and Tobit two-way effects estimators are used to model their aid allocation process. The results indicate that humanitarian concerns are not an important factor for these three donors. Greece contributes aid predominately to its neighbors and to transitional East European nations. Portugal is motivated by commercial interests and former colony status. The bandwagon effect exists in reverse for Portugal. Commercial interests operate also for Luxembourg. Additionally, Luxembourg appears to donate to smaller more developed countries and is less inclined to donate to East European nations.

Arterial bypass and heart valve replacements are two of the most common surgical treatments in cardiovascular surgery today. Currently, artificial materials are used as substitute for these cardiac tissues. However, these foreign materials do not have the ability to grow, repair or remodel and are thrombogenic, leading to stenosis. With the aid of tissue engineering, it is possible to develop functional identical copies of healthy heart valves and arteries, which are biocompatible. Although much effort has been made into this area, there are still inconsistencies with respect to
endothelialisation and cell retention on synthetic biological grafts. These variations may be attributed to differences in factors such as cell seeding density, incubation periods and effects of shear stress. In this study, we have compared the endothelialisation and cell retention between gelain chitosan-coated electrospun polyurethane (PU), poly (lactide co-glycolide) (PGA/PLA) and collagen-coated pericardium. Endothelial cells adhered to all of the materials as early as 1–day post seeding. After 7-day of seeding, the coverage on PU was almost 45% and that on PGA/PLA was about 25% and the least was on collagen-coated pericardium of approximately 15%. It was observed that the PU showed superior cell coverage and cell retention in comparison to the PGA/PLA and collagen-coated pericardium.

The state aid debate is one of the longest running and most intractable issues in the public policy sphere in Australia. Recent decisions by the Commonwealth government to increase funding to private schools has reignited the debate. But the traditional defences of public education have proved inadequate to the task of hanging the course of current neo-liberal education policy trajectories. As the percentage of students attending private schools continues to grow, and as the spectre of a residualised public education system looms larger, so the need to rethink Australian public education becomes a more urgent project. In this paper we analyse what is happening and why; identify a range of concerns from the standpoint of a social democratic educational agenda; and theorise some possible strategies which might be pursued by those committed to a vibrant public schooling
system in Australia.

The thesis explores the characterisation of foreign legal entities from the perspective of Australia's taxation regime. It also examines entity characterisation methodologies in the US, the UK and Germany. It proposes how juristic existence conferred on foreign forms of association should be dealt with in an Australian tax context.

All three frameworks reveal a strong positive impact of FDI on economic growth. On average, economic growth appears to have been driven by FDI, human capital, domestic investment, openness to trade, and economic freedom. However, findings on the impact of growth on FDI are somewhat different across the three frameworks.

This thesis examines the implementation of the 1984 English syllabus, which is claimed to be communicative. The study was conducted in three government Senior High Schools in Singaraja, northern Bali. The results indicate that the implementation of the Communicative Approach has been constrained by the limited resources, inadequate professional development and the national examination system, the EBTANAS.
