Road maintenance work has gradually been increasing in Latin America. Existing contracts in Argentina, Chile, Guatemala and Uruguay - 210 overall - account for a total of 20,212 kilometers of public roadways by level of service. In Brazil, Ecuador and Peru, 26 contracts are now in the pipeline for the maintenance of 7,700 kilometres of roadway. This issue of the FAL Bulletin presents a survey of the status of road maintenance considered at the second Seminar of the Americas of the Road Maintenance Training Programme (Provial), held in Lima, Peru from 18 to 21 October 1999 and which examined the type of financing used in road maintenance as well as contracts, institutions and interaction between the public and private sectors.

This edition of the Bulletin is based on a document prepared by ECLAC and the Technical Coordination Committee of the presidential initiative for Regional Infrastructure Integration in South America (IIRSA), which is composed of the Inter-American Development Bank (IDB), the Andean Development Corporation (ADC) and the Financial Fund for the Development of the River Plate Basin (FONPLATA). The document was prepared as a joint activity on maritime and port security in South America in the context of the IIRSA sectoral integration process in relation to operational systems for maritime transport. It served as an input for the meeting on that subject held by representatives of the authorities of the South American countries in Montevideo, Uruguay, on 22 June 2004.This edition presents the results of the implementation cost assessment for the new compulsory regulations for maritime and port security of the International Maritime Organization (IMO) and also considers the costs of the voluntary measures.

The seventeenth Meeting of National Customs Directors of Latin America, Spain and Portugal was held in Santa Cruz, Bolivia from 27 to 31 January 1997. The meeting was attended by representatives from Argentina, Bolivia, Brazil, Chile, Cuba, Dominican Republic, El Salvador, Mexico, Nicaragua, Panama, Paraguay, Peru, Portugal, Spain, Uruguay and Venezuela. Observers from Australia, France, Japan and the United States were also present. Representatives of the following international organizations also attended the meeting: Association of Customs Agents of Uruguay, International Association of Professional Customs Agents (ASAPRA), Latin American Integration Organization (LAIA), Inter-American Development Bank (IDB), Economic Commission for Latin America and the Caribbean (ECLAC), United Nations Conference on Trade and Development (UNCTAD), Latin American Convention of Courier Enterprises (CLADEC), Central American Institute of Business Administration (INCAE), Board of the Cartagena Agreement (JUNAC), Organization of American States (OAS), World Customs Organization (WCO), and Postal Union of the Americas, Spain and Portugal (PUASP).

Since 2008 we have supported the collaborative initiative "Economics of Climate Change in Central America" aimed at demonstrating the impacts of climate variability and change and fostering a discussion on public policies in key sectors. The initiative has been led by the Ministries of Environment and Treasury or Finance of Central America, with the support of their ministerial councils, CCAD, COSEFIN, and Economic Integration Secretariat, SIECA. The Ministries of Agriculture and of Health, with their councils, CAC and COMISCA, have also joined the effort; and the Dominican Republic came on board in 2015.
