Latinalaisen Amerikan osuus maailmantaloudesta on pieni verrattuna sen maantieteelliseen kokoon, väkilukuun ja luonnonvaroihin. Aluetta pidetään kuitenkin yhtenä tulevaisuuden merkittävistä kasvumarkkinoista. Useissa Latinalaisen Amerikan maissa on teollisuutta, joka hyödyntää luonnonvaroja ja tuottaa raaka-aineita sekä kotimaan että ulkomaiden markkinoille. Tällaisia tyypillisiä teollisuudenaloja Latinalaisessa Amerikassa ovat kaivos- ja metsäteollisuus sekä öljyn ja maakaasun tuotanto. Näiden teollisuudenalojen tuotantolaitteiden ja koneiden valmistusta ei Latinalaisessa Amerikassa juurikaan ole. Ne tuodaan yleensä Pohjois-Amerikasta ja Euroopasta. Tässä diplomityössä tutkitaan sähkömoottorien ja taajuusmuuttajien markkinapotentiaalia Latinalaisessa Amerikassa. Tutkimuksessa perehdytään Latinalaisen Amerikan maiden kansantalouksien tilaan sekä arvioidaan sähkömoottorien ja taajuusmuuttajien markkinoiden kokoa tullitilastojen avulla. Chilen kaivosteollisuudessa arvioidaan olevan erityistä potentiaalia. Diplomityössä selvitetään ostoprosessin kulkua Chilen kaivosteollisuudessa ja eri asiakastyyppien roolia siinä sekä tärkeimpiä päätöskriteerejä toimittaja- ja teknologiavalinnoissa.

The purpose of this comparative study is to profile second language learners by exploring the factors which have an impact on their learning. The subjects come from two different countries: one group comes from Milwaukee, US, and the other from Turku, Finland. The subjects have attended bilingual classes from elementary school to senior high school in their respective countries. In the United States, the subjects (N = 57) started in one elementary school from where they moved on to two high schools in the district. The Finnish subjects (N = 39) attended the same school from elementary to high school. The longitudinal study was conducted during 1994-2004 and combines both qualitative and quantitative research methods. A Pilot Study carried out in 1990-1991 preceded the two subsequent studies that form the core material of this research. The theoretical part of the study focuses first on language policies in the United States and Finland: special emphasis is given to the history, development and current state of bilingual education, and the factors that have affected policy-making in the provision of language instruction. Current language learning theories and models form the theoretical foundation of the research, and underpin the empirical studies. Cognitively-labeled theories are at the forefront, but sociocultural theory and the ecological approach are also accounted for. The research methods consist of questionnaires, compositions and interviews. A combination of statistical methods as well as content analysis were used in the analysis. The attitude of the bilingual learners toward L1 and L2 was generally positive: the subjects enjoyed learning through two languages and were motivated to learn both. The knowledge of L1 and parental support, along with early literacy in L1, facilitated the learning of L2. This was particularly evident in the American subject group. The American subjects’ L2 learning was affected by the attitudes of the learners to the L1 culture and its speakers. Furthermore, the negative attitudes taken by L1 speakers toward L2 speakers and the lack of opportunities to engage in activities in the L1 culture affected the American subjects’ learning of L2, English. The research showed that many American L2 learners were isolated from the L1 culture and were even afraid to use English in everyday communication situations. In light of the research results, a politically neutral linguistic environment, which the Finnish subjects inhabited, was seen to be more favorable for learning. The Finnish subjects were learning L2, English, in a neutral zone where their own attitudes and motivation dictated their learning. The role of L2 as a means of international communication in Finland, as opposed to a means of exercising linguistic power, provided a neutral atmosphere for learning English. In both the American and Finnish groups, the learning of other languages was facilitated when the learner had a good foundation in their L1, and the learning of L1 and L2 were in balance. Learning was also fostered when the learners drew positive experiences from their surroundings and were provided with opportunities to engage in activities where L2 was used.

This doctoral dissertation explores the contribution of environmental management practices, the so-called clean development mechanism (CDM) projects, and foreign direct investment (FDI) in achieving sustainable development in developing countries, particularly in Sub- Saharan Africa. Because the climate change caused by greenhouse gas emissions is one of the most serious global environmental challenges, the main focus is on the causal links between carbon dioxide (CO2) emissions, energy consumption, and economic development in Sub-Saharan Africa. In addition, the dissertation investigates the factors that have affected the distribution of CDM projects in developing countries and the relationships between FDI and other macroeconomic variables of interest. The main contribution of the dissertation is empirical. One of the publications uses crosssectional data and Tobit and Poisson regressions. Three of the studies use time-series data and vector autoregressive and vector error correction models, while two publications use panel data and panel data estimation methods. One of the publications uses thus both timeseries and panel data. The concept of Granger causality is utilized in four of the publications. The results indicate that there are significant differences in the Granger causality relationships between CO2 emissions, energy consumption, economic growth, and FDI in different countries. It appears also that the causality relationships change over time. Furthermore, the results support the environmental Kuznets curve hypothesis but only for some of the countries. As to CDM activities, past emission levels, institutional quality, and the size of the host country appear to be among the significant determinants of the distribution of CDM projects. FDI and exports are also found to be significant determinants of economic growth.

La liberté de religion, souvent reconnue comme étant la « première liberté » dans de nombreuses traditions juridiques, reflète également les différentes conceptions de la place de l’individu et de la communauté dans la société. Notre étude analysera les modèles constitutionnels canadien, américain et européen de liberté de religion et conscience. Dans un premier chapitre, nous examinerons les conceptions théoriques de la religion dans les sciences sociales ainsi les approches juridiques afin de mieux cerner comment la religion est conçue et de plus, comprendre les diverses influences sur sa conceptualisation. Dans un second et troisième chapitre, nous tenterons d’une part, de qualifier la relation entre la liberté de conscience et la liberté de religion au Canada en nous livrant à une analyse approfondie des deux libertés et d’autre part, d’identifier les questions qui demeurent irrésolues. Dans le chapitre final, nous observerons comment la liberté de conscience a été interprétée dans les contextes américain et dans l’Union Européenne, par le biais de la Cour Européenne des droits de l’Homme. Notre hypothèse est que l’on peut arriver à une meilleure compréhension de la relation entre les libertés de conscience et religion en clarifiant les conceptions théoriques de la religion et de la conscience en droit constitutionnel comparé.

A comparative assessment of the successes and failures of the judicial reform efforts of El Salvador and Brazil in the 1980’s produces striking results. The reforms varied greatly in scope and were conducted in very different socio-political and economic backgrounds. While El Salvador’s reforms seemed narrow and ill-planned, on paper it appeared that Brazil’s broad reforms would be a successful model for any country with a fledgling democracy. Brazil’s reforms were an exercise in constitutionalism, implementing genuine separation of powers and receiving legislative and executive support. I was very surprised that these different approaches produced strikingly similar negative effects on the people’s assessment of the judiciary. From this outcome I concluded that while judicial reform of a corrupt or inefficient judiciary is an important step in ensuring the rule of law in society, it can not be the vehicle through which democratic reform is implemented. Quite to the contrary, for successful judicial reform to take place there must be considerable penetration of the law in society through enforcement of unbiased legislation, consistency in the laws and their enforcement, and sufficient time for the reform to have an effect on society.

Die Dissertation befasst sich mit der Geschichte des Arbeitserziehungslagers (AEL) Breitenau, das 1940 von der Gestapostelle Kassel auf dem Gelände der Landesarbeitsanstalt Breitenau in Guxhagen gegründet wurde und bis zum Kriegsende bestand. Darüber hinaus wird auch der Frage nachgegangen, wie nach der NS-Zeit mit der Geschichte des Lagers, den Opfern und den Tätern umgegangen wurde. Die Dissertation ist in drei Teile gegliedert. Der erste Teil gibt einen Überblick über die Geschichte der Geheimen Staatspolizeistelle Kassel, der das Lager unterstand und die als zentrale Verfolgungsbehörde für den Regierungsbezirk Kassel zuständig war. Dabei wird vor allem aufgezeigt, wie die Gestapostelle Kassel entstanden ist, wie sie aufgebaut war und wer die Leiter und Mitarbeiter während des Zweiten Weltkrieges waren, die die Verfolgungsmaßnahmen organisierten und durchführten. Der zweite Teil der Dissertation befasst sich mit der eigentlichen Lagergeschichte. Breitenau war eines der ersten Arbeitserziehungslager überhaupt. Die Hauptfunktion bestand darin, ausländische Zwangsarbeiter und Zwangsarbeiterinnen, die sich dem Arbeitseinsatz widersetzt hatten, durch harte Bestrafung gefügig zu machen. Gleichzeitig wurden in das AEL aber auch deutsche und ausländische Gefangene eingewiesen, die aus politischen, rassischen, religiösen oder weltanschaulichen Gründen verhaftet worden waren. Das Lager unterstand zwar der Geheimen Staatspolizei Kassel, wurde aber von den Bediensteten der Landesarbeitsanstalt mit geleitet. Im Verlaufe des Zweiten Weltkrieges waren im AEL Breitenau etwa 8.300 überwiegend ausländische Schutzhaftgefangene inhaftiert, unter denen sich ca. 1.900 Frauen und 6.400 Männer befanden. Bei den Einweisungen wirkten neben der Gestapostelle Kassel und der Gestapostelle Weimar zahlreiche Orts- und Kreispolizeibehörden mit, wodurch ein flächendeckender Verfolgungsapparat entstand. Insgesamt lassen sich über 1.000 letzte Wohnorte von Gefangenen ermitteln. Die Haft- und Lebensbedingungen im Lager waren vor allem für die ausländischen Gefangenen besonders unmenschlich, und es gab mehrere Todesfälle. Nachweislich wurden mehr als 750 Gefangene in Konzentrationslager deportiert, was für viele den Tod bedeutete. Außerdem wurden mindestens 18 polnische Gefangene von Angehörigen der Gestapo Kassel erhängt und noch unmittelbar vor Kriegsende ein Massenmord an 28 Gefangenen verübt. Erst mit dem Einmarsch der amerikanischen Soldaten am Ostersamstag 1945 wurde das Arbeitserziehungslager Breitenau endgültig aufgelöst. Im dritten Teil der Dissertation wird der Frage des Umgangs mit dem damaligen Geschehen nachgegangen. Dabei lässt sich feststellen, dass die Täter und Mittäter von deutschen Spruchkammern und Gerichten gar nicht oder kaum bestraft wurden. Gleichzeitig wurden ihnen verschiedene Möglichkeiten geboten, sich in die Gesellschaft zu integrieren. Die ehemaligen Gefangenen hatten dagegen keinen Anspruch auf Entschädigung, und auch eine gesellschaftliche Würdigung wurde ihnen versagt. Erst seit den 90er Jahren trat hier eine Veränderung ein, die allerdings für viele Verfolgte zu spät kam. Die Geschichte des Arbeitserziehungslagers Breitenau war viele Jahre verdrängt worden. Das Gelände diente bis 1949 als Landesarbeitsanstalt, dann als geschlossenes Erziehungsheim, und seit 1974 besteht dort eine psychiatrische Einrichtung. Erst 1979 wurde durch ein Forschungsprojekt an der Gesamthochschule Kassel die NS-Geschichte „wiederentdeckt“ und 1984 die Gedenkstätte Breitenau eingerichtet, die als Gedenk- und Bildungsort an das damalige Geschehen erinnert.

Comparing the experiences of selected Latin America and the Caribbean countries and their trajectories over the past 15 years offers rich insights into the dynamics and causes for not meeting the 2015 MDGs. They also offer clues for post-MDG strategies. Central to achieving sustainable growth are government policies able to support small and medium-sized farms and peasants, as they are crucial for the achievement of several goals, centrally: to achieve food security; to provide a sound and stable rural environment able to resist external (financial) shocks; to secure healthy food; to secure local food; and to protect vibrant and culturally rich local communities. This paper analyses and compares the most successful government policies to the least successful policies carried out over the last 15 years in selected Latin American and Caribbean countries and based on this analysis, offers strategies for more promising post-MDG politics, able to reduce poverty, reduce inequality, fight back informality, and achieve more decent work in poor countries.

El interés de este estudio de caso es responder a la pregunta ¿Cuáles son los factores que determinan la ayuda de cooperación internacional en Colombia por parte de Estados Unidos a través de su agencia USAID? El propósito más puntual es explicar que estos factores están relacionados con aspectos externos ajenos a la manipulación de estos recursos por parte del gobierno colombiano. Estos factores son, crisis económicas internacionales, política exterior de ambos actores, intereses de las instituciones que asignan los recursos y priorización de Estados Unidos en materia de cooperación internacional. Para esto, se realizará un estudio más dinámico de las posibles variables que se presentan al momento de identificar los determinantes del aumento o la disminución de la cooperación internacional en Colombia. Siguiendo la perspectiva liberal, se avanza hacia el resultado de la investigación que permite identificar y corroborar de forma clara estos factores que determinan el aumento o la disminución de la cooperación internacional.

In the first year and a half of its existence, the EEAS and its head have become the target of extensive criticism for the shortcomings of EU foreign policy; shortcomings that in fact date back to the creation of the European Union. The EU’s diplomatic service has been blamed variously for ‘lacking clarity,’ ‘acting too slowly’ and ‘being unable to bridge the institutional divide’. In this Commentary author Hrant Kostanyan argues that the EEAS’ discretionary power in the Eastern Partnership multilateral framework is restricted by the decision-making procedures between a wide range of stakeholders: the member states and the partner countries, as well as by the EU institutions, international organisations and the Civil Society Forum. Since this decision-making process places a substantial number of brakes on the discretionary power of the EEAS, any responsible analysis or critique of the service should take these constraints into consideration. Ultimately, the EEAS is only able to craft EU foreign policy insofar as it is allowed to do so.

The purpose of this chapter is to trace the emergence of a new security imaginary in the foreign policy discourse in Germany during the 1990s and to determine whether it constitutes a return of Geopolitik in German foreign policy making. Does the re- appearance of geopolitical terms and expressions in the official and the academic discourses in post-unification Germany indicate such a shift? The essay will argue that the claims about a return of Geopolitik cannot be sustained. To the extent that the rhetoric of German government officials changes during the 1990s, this does not produce a coherent geopolitical security imaginary that stands diametrically opposed to the definition of political and institutional spaces of the Bonner Republik.

The judiciousness of American felon suffrage policies has long been the subject of scholarly debate, not least due to the large number of affected Americans: an estimated 5.3 million citizens are ineligible to vote as a result of a criminal conviction. This article offers comparative law and international human rights perspectives and aims to make two main contributions to the American and global discourse. After an introduction in Part I, Part II offers comparative law perspectives on challenges to disenfranchisement legislation, juxtaposing U.S. case law against recent judgments rendered by courts in Canada, South Africa, Australia, and by the European Court of Human Rights. The article submits that owing to its unique constitutional stipulations, as well as to a general reluctance to engage foreign legal sources, U.S. jurisprudence lags behind an emerging global jurisprudential trend that increasingly views convicts’ disenfranchisement as a suspect practice and subjects it to judicial review. This transnational judicial discourse follows a democratic paradigm and adopts a “residual liberty” approach to criminal justice that considers convicts to be rights-holders. The discourse rejects regulatory justifications for convicts’ disenfranchisement, and instead sees disenfranchisement as a penal measure. In order to determine its suitability as a punishment, the adverse effects of disenfranchisement are weighed against its purported social benefits, using balancing or proportionality review. Part III analyzes the international human rights treaty regime. It assesses, in particular, Article 25 of the International Covenant on Civil and Political Rights (“ICCPR”), which proclaims that “every citizen” has a right to vote without “unreasonable restrictions.” The analysis concludes that the phrase “unreasonable restrictions” is generally interpreted in a manner which tolerates certain forms of disenfranchisement, whereas other forms (such as life disenfranchisement) may be incompatible with treaty obligations. This article submits that disenfranchisement is a normatively flawed punishment. It fails to treat convicts as politically-equal community members, degrades them, and causes them grave harms both as individuals and as members of social groups. These adverse effects outweigh the purported social benefits of disenfranchisement. Furthermore, as a core component of the right to vote, voter eligibility should cease to be subjected to balancing or proportionality review. The presumed facilitative nature of the right to vote makes suffrage less susceptible to deference-based objections regarding the judicial review of legislation, as well as to cultural relativity objections to further the international standardization of human rights obligations. In view of this, this article proposes the adoption of a new optional protocol to the ICCPR proscribing convicts’ disenfranchisement. The article draws analogies between the proposed protocol and the ICCPR’s “Optional Protocol Aiming at the Abolition of the Death Penalty.” If adopted, the proposed protocol would strengthen the current trajectory towards expanding convicts’ suffrage that emanates from the invigorated transnational judicial discourse.

This work presents a fully operational interstate CGE model implemented for the Brazilian economy that tries to quantify both the role of barriers to trade on economic growth and foreign trade performance and how the distribution of the economic activity may change as the country opens up to foreign trade. Among the distinctive features embedded in the model, modeling of external scale economies, port efficiency and land-maritime transport costs provides an innovative way of dealing explicitly with theoretical issues related to integrated regional systems. In order to illustrate the role played by the quality of infrastructure and geography on the country‟s foreign and interregional trade performance, a set of simulations is presented where barriers to trade are significantly reduced. The relative importance of trade policy, port efficiency and land-maritime transport costs for the country trade relations and regional growth is then detailed and quantified, considering both short run as well as long run scenarios. A final set of simulations shed some light on the effects of liberal trade policies on regional inequality, where the manufacturing sector in the state of São Paulo, taken as the core of industrial activity in the country, is subjected to different levels of external economies of scale. Short-run core-periphery effects are then traced out suggesting the prevalence of agglomeration forces over diversion forces could rather exacerbate regional inequality as import barriers are removed up to a certain level. Further removals can reverse this balance in favor of diversion forces, implying de-concentration of economic activity. In the long run, factor mobility allows a better characterization of the balance between agglomeration and diversion forces among regions. Regional dispersion effects are then clearly traced-out, suggesting horizontal liberal trade policies to benefit both the poorest regions in the country as well as the state of São Paulo. This long run dispersion pattern, on one hand seems to unravel the fragility of simple theoretical results from recent New Economic Geography models, once they get confronted with more complex spatially heterogeneous (real) systems. On the other hand, it seems to capture the literature‟s main insight: the possible role of horizontal liberal trade policies as diversion forces leading to a more homogeneous pattern of interregional economic growth.

Moving into a new and foreign market can be challenging, especially when such market has a different culture and working environment in comparison to the home market. Thus, it is of utter importance to adjust a company’s strategy to the new market conditions. Currently, there are no concrete guidelines of what aspects are most important when moving from a developing market such as Brazil into a more sophisticated market like Europe, or vice versa. The present study will examine two companies from the same industry, but with different cultural backgrounds and its strategic similarities and differences for operating in multiple international markets. The data was collected via semi-structured interviews with the Chief Executive Officers (CEOs’) from both companies, using an interview guideline that is based on three different theoretical frameworks. The aim is to give recommendations to these two industries of how to efficiently use existing theoretical frameworks and which aspects are most significant when moving into a new market while keeping in mind a company’s size and background.
