Inesgotável fonte de magia: o poder encantatório da palavra em um conjuro anglo-saxônico

This work aims to analyze the Wið Færstice, a charm from the anglo-saxon literature, translated as Charm for a sudden Stich. Inside of the imaginarium in this context, the refered pain is assigned to a dart shooted by an elf, witch or pagan god. This charm is included in the anglo-saxon medicine manuscripts andwas wrtitten in form of poetry, presenting characteristics of the poetic work, presenting aspects of the poetic do that once considered historical, cultural and artistic issues concerning the people and the Anglo-Saxon culture, indicate a close relationship between poetry as a form of thought and knowledge and magic as a way of interpreting the world. At this respect we call here, for methodological purposes, incantatory power of the word. From the analysis of this referred enchantment, as well as of the elements in the text, is intended to demonstrate how articulates this incantatory power of words and how to give, within the Anglo-Saxon conception of the Sacred, the transformation of reality through the pronouncement of words

Instituições, confinamento e relações de poder: questões metodológicas no pensamento de Michel Foucault

O artigo trata de uma discussão sobre a análise de instituições a partir do pensamento de Michel Foucault. Um dos objetivos é interrogar a afirmação de que Foucault definiu os mecanismos disciplinares como restritos ao confinamento em algumas instituições. Visa-se ressaltar que as relações de poder não eram propriedade de uma instituição ou apenas restritas ao Estado. Busca-se pensar como as tecnologias biopolíticas também extrapolam o âmbito estatal e operam governos das condutas por meio de articulações e composições e não ficam apenas fixadas em uma entidade de maneira naturalizada. Outro ponto tratado é o questionamento realizado por Foucault da visão de poder apenas como repressão e massificação operada pelas instituições. Finaliza-se, apontando a preocupação central de Foucault, qual seja, a análise das práticas, e não apenas das instituições.

O poder da caneta: a Medida Provisória no processo legislativo estadual

A Medida Provisória (MP) brasileira é um dos instrumentos legislativos mais poderosos nas mãos do Presidente da República para alterar unilateralmente o status quo. Apesar de o judiciário ter reconhecido a competência dos governadores para instituir e adotar a MP, esta existe apenas em seis estados. O artigo procura explicar a não adoção deste instrumento legislativo pela maioria dos estados. Enfatiza-se a escassa ou marginal relevância que é dada à MP pelo governador nos seis casos que a adotaram. Defende-se, aqui, que os governadores, diferentemente dos presidentes, não necessitam de mais um instrumento legislativo ou da ampliação da delegação de prerrogativas legislativas para garantir sua agenda frente a seus respectivos legislativos, já que com ou sem poder de decreto estadual os governadores controlariam a já limitada agenda decisória nos estados.
