A major problem in many developing countries is the degradation of commons. This degradation has occurred on account of the lack of fulfilment of the basic needs of the poor, free riding and ill–defined property rights. As these goods are essential for the survival of these people, they have to access these items from commons. This results in regular raids to common land for resources and also to private houses (for example, in New Delhi) which are not guarded for water. A variant of the agricultural household model is used to analyse the above problem. Several propositions are established and it is demonstrated that degradation can occur at both a low and high price of basic needs. This result has important policy implications as it demonstrates that land or common degradation cannot be solved by just using the price system. Properly defined property rights and provision of basic goods in kind may resolve the problem of degradation of commons.

Purpose - Recently, Colac Otway Shire in Australia released its management plan for Lake Colac, claiming over-enrichment of the lake with nutrients and degraded water quality. This paper aims to investigate these claims by establishing a correlation between key water and ecological indicators and land uses.

Design/methodology/approach - Examines the correlation between impairment and stressors in Lake Colac. This was achieved by identifying the likely sources of pollutants into Lake Colac; identifying any existing monitoring program; and characterizing the water and sediment inputs. The likely impacts of increased nutrients and sediment levels on indigenous flora and fauna were also examined. The use of meiofauna (very small benthic metazoan animals) was investigated as an indicator of degraded sites. Plankton diversity as a measure of water health was also assessed.

Findings - Water quality in Lake Colac was found to vary both temporally and spatially, and exhibited low attainment against acceptable trigger values/objectives. At current levels the lake can be classified as poorly degraded. Likely sources of pollution were identified to be related to land uses in the catchments. The biota of the lake, investigated at four study sites, yielded a sparse, benthic macrofaunal assemblage that was dominated by oligochaetes. In contrast, an abundant and taxonomically diverse meiofaunal assemblage was noted. Future meiofaunal analyses are likely to resolve suitable biotic indicator species of free-living nematodes in response to land use and waterway threats specified in the study. Originality value - This work will provide a better understanding of integrated environmental systems to enable development of best management practices, thus transforming the way the land and water are used in the future. Following the present work, other key water and ecological indicators (increased dispersion and dominance of biological species) at five additional sites were studied. Alternative management options for the effluent generated at Colac Sewage Treatment Plant and possible ecological effects of each option were also evaluated. More recently, a sediment characterization study was also carried out at sensitive sites representative of locations where build up of sediments and algae outbreaks are reported. This will enable classification of sediment and evaluation of dredging options.

The current study evaluated the association between attitudes toward sex, stress, relationship quality, performance anxiety, and sexual dysfunction among 157 men (114 dysfunctional, 43 functional) and 186 women (84 dysfunctional, 102 functional). The results demonstrate that the main factors related to all types of sexual dysfunction among men were attitudes toward sex, conflict in their relationship, and performance anxiety. For women, the main factors related to all types of sexual dysfunction were attitudes toward sex, relationship quality, and performance anxiety. These results demonstrate the central role of performance anxiety in either the development or maintenance of sexual dysfunction among both men and women. Every discipline which deals with the land question in Canaan-Palestine- Israel is afflicted by the problem of specialisation. The political scientist and historian usually discuss the issue of land in Israel purely in terms of interethnic and international relations, biblical scholars concentrate on the historical and archaeological question with virtually no reference to ethics, and scholars of human rights usually evade the question of God. What follows is an attempt, through theology and political history, to understand the history of the Israel-Palestine land question in a way which respects the complexity of the question. From a scrutiny of the language used in the Bible to the development of political Zionism from the late 19th century it is possible to see the way in which a secular movement mobilised the figurative language of religion into a literal 'title deed' to the land of Palestine signed by God.

The development of a comprehensive, adequate and representative reserve system is the key objective of the National Reserve System, and is supported by all Australian States and Territories. In Victoria, the purchase of private land for incorporation into the parks and reserves system assists in the protection of some of the State’s most endangered ecosystems. This article outlines the ecological attributes of private land purchased for addition to the Victorian public protected area system between 2004 and 2005.

Land use change has occurred rapidly in southwestern Victoria over the last decade and is expected to continue, albeit at a slower pace. One of these changes has been the development of 'new forests', that is industrial and farm forestry plantations and environmental plantings. Some of the challenges that these land use changes pose for water and natural resource managers are discussed. Land use change is expected to substantially reduce potential water yield in four of the region's seven drainage basins (A).

China Lake is located in Kennebec County, Maine. Since 1983 the lake has suffered from yearly algal blooms as a result of the addition of excess nutrients. The nutrient load was amplified by erosion within the watershed. Erosion varies widely depending on a number of factors, including the slope of the land, the type of soil, and the way the land is being used. Certain land use types have a high potential to add nutrients to the environment, while others may help absorb excess nutrients and prevent erosion and runoff into the lake. A comprehensive examination of the China Lake watershed was completed using GIS to calculate the erosion potential for the entire area, taking into account past and present land use patterns. This information will help the towns around the lake to make informed decisions about future development and land management.

Based on the analysis of the basic principal of land reservation system of small and medium-sized cities, this paper gives detailed discuss on many problems which exist during the process of land reservation system, such as unclear function position of land reservation organization, single capital resource, unfair land compensation standard and incomplete urban design. It also submits the proposal—choosing one scientific model, establishing suitable organization, opening more channels for raising funds, and setting up reasonable land compensation standard to unify the land reservation in small and medium-sized cities, improve the efficacy of reserve departments, adjust and standardize the land market in order to promote the healthy development of small and medium-sized cities in the long term.

This paper explores some of the dilemmas in operating as both a good community development practitioner and a good ecological citizen. It begins with a brief casestudy of an experience of community development engagement with nongovernment organisations (NGOs) concerned about illegal logging in a South East Asian country. This is followed by a discussion of the different ways of understanding and evaluating the threats to the natural environment today and the various strategies that might be invoked. The paper then considers why operating as a 'good ecological citizen' can be a challenging task for community development practitioners and it discusses some ways forward.

Government environment protection policies for waterways have traditionally relied on water quality indicators and their objectives. In this paper we describe the development of biological objectives based on invertebrate indicators for inclusion in a government policy for the catchment of Western Port Bay, Victoria. The first step of defining segments (areas with streams in which the same objectives are applied) was problematic, requiring two different approaches, as follows. Site groups initially based on invertebrate community composition derived using multivariate techniques (ordination and classification) proved to be unsuitable for policy segments. Segment boundaries were subsequently defined using topographical (e.g. boundary of foothills and lowland plains), climate (e.g. rainfall) and land-use (e.g. urban) features. We used information and data from reference sites inside as well outside the catchment to derive specific biological objectives based on aquatic invertebrates for these segments. Objectives were specified for the following four indicators – number of invertebrate families, the SIGNAL index, the AUSRIVAS predictive model and the number of key families.

The article outlines the legal context for Vietnamese artists that is not discussed in other literature, including the scarcity of data on the art market, the reasons for failure to enforce intellectual property (IP) rights and legal contracts, and the rapid growth of private-sector art dealing that makes an examination of the legal context so essential. The author's field research in Vietnam since 2003 is linked to analyses of Vietnam's art market and to civil codes and other international agreements that determine professional artists’ IP rights. This illustrates the reasons why IP rights have not been enforced or arbitrated in Vietnam. The author includes a discussion of the importance of enforcing IP law for the maintenance of artists’ incomes and careers, the development of a national art market, and for innovation and cultural sustainability in Vietnam.

Transformation of the mineral law system as part of the new political  dispensation in South Africa has long been foreseen. Subsequent to a Green and White Paper, as policy documents, the Department of Minerals and Energy published a Mineral Development Draft 8il12000 for public comment. This eventually culminated in the acceptance by Parliament of the Minerals and Petroleum Resources Development Act 28 of 2002, which came into operation on 1 May 2004. The Act will transform thE! mineral law system and the mining industry in" general. In this article the phaSing-out by the Act of the historical notion of 'mineral right' is examined.
