‘Six o’clock swill’ is one of the best known terms in Australian history, popularly associated with the drinking practices of a fifty-year period when pubs closed at six o’clock in most Australian states. Historians have tended to link the emergence of the’six o’clock swill’ to the introduction of early or six o’clock closing during the Great War. A closer analysis suggests it was not licensing law alone which impelled its emergence but historically specific conditions during World War II. Moreover, the term ‘six o’clock swill’ was no mere description of drinking practices; importantly it generated cultural politics particular to time and place.

Digital technologies are often considered effective methods of deterring or preventing crime. New forms of surveillance have particular appeal when attempting to reduce violence in the night-time economy, given ongoing concerns over perceived increases in the frequency and severity of reported assaults. This study examines the rationales for adopting compulsory patron ID scanning as a key method of reducing violence in and around licensed venues in the Victorian regional city of Geelong. Using a mixed methods approach, this paper challenges the popular perception that ID scanning has helped to reduce violence Geelong’s night-time economy. Further, the research identifies several limits in the administration of this technology that potentially undermine patron safety in the night-time economy. The authors conclude by proposing a series of reforms to address current regulatory gaps associated with ID scanning and related surveillance and identity authentication technologies to prevent crime.

The data is from an electron backscatter diffraction (EBSD) study of the microstructure of high carbon ‘Wootz’ steel. The objective of the study is to infer an unknown thermomechanical history from observation and analysis of the final microstructure in various ancient artefacts (swords and tools), and then compare the findings with heat treatments of the ancient artefacts and modern attempts at duplication of the structure. Electron backscatter data reveals the orientation relationships between various phases in the material, particularly cementite and ferrite. The dataset is randomly structured and organised. The data is automatically generated by an electron backscattered diffraction system attached to a field emission scanning electron microscope. The dataset uses proprietary software (cannot be copied or distributed without complying with licensing agreements): Oxford HKL Channel 5. As the native formats are binary they cannot be read with standard software.

This paper reports pilot data from an instrument devised as part of a large ARC funded project that aims, among other things, to investigate factors that influence the decisions of students in rural and/or disadvantaged areas to continue their schooling beyond Year 10. One section of the pilot student questionnaire comprised 42 items designed to reflect dimensions believed to influence these decisions. Participants responded on 5-point Likert scales indicating the extent of their agreement from Strongly Disagree to Strongly Agree with each of the items. We were interested in the extent to which the data supported the theoretical structure that underpinned the structure of the questionnaire and in testing the appropriateness of the language used. The large scale data collection will survey students from Years 5 to 11 with as few adaptations for differences in literacy levels across that range as possible. To this end, the pilot questionnaire was administered to Year 5 (n = 44) and Year 9/10 students (n = 50) with identical wording for both grade levels. A factor analysis of the complete data set (n = 94) provided initial evidence that being happy at school; having family support to continue with education, and appropriate curriculum options and extra-curricular activities, perceiving oneself as a high achiever both in general and in relation to mathematics, having teacher and peer support to continue, being positive about English, planning to be an apprentice, and having a job type in mind are dimensions worthy of further exploration in the larger study.

This paper reports on early findings from a pilot study into student retention beyond Year 10. Located in rural, regional and disadvantaged communities in Tasmania, the research has implications at State, national and international levels. It is being funded by a nationally competitive Australian Research Council Linkage grant and the Tasmanian Department of Education across three years. The paper begins by providing a conceptual overview of the research, including the background to the study, and then reports on trends that have emerged during the initial phase of data collection. Preliminary findings resulting from pilot data analysis of responses to questionnaires by students in Years 5 and 9/10 are discussed. The paper concludes with a discussion about what these early findings suggest in regard to factors impacting on student retention.

The assessment of individual physician performance has attracted interest from several quarters, including statutory licensing agencies and credentialing bodies of healthcare institutions. Performance measures and assessment methods have been developed, although their validity, reliability and feasibility in regards to physician specialty practice are open to challenge. Despite this, professional colleges and societies will be increasingly obliged to ensure their members are demonstrating high-quality performance on the basis of assessment methods viewed as being transparent, impartial and reproducible. This article provides an overview of the current state of the art which hopefully will serve to inform future debate both within and outside professional circles.

This study investigates the application of consumer behaviour theory to young Australian adults’ voting decision-making. Previous decision-making studies identified constructs of subjective knowledge, involvement, information seeking, satisfaction, confidence, and stability as key factors in voting decision-making. This research tests the relationship that these factors have with the consumer behaviour concept of usage. A new concept, commitment to vote, is also considered for Australia’s compulsory voting context. Data were gathered from a sample of 257 Australian citizens between the ages of 18 and 25. Exploratory factor analysis produced nine factors, and MANOVA and ANOVA were used to test the differences between three usage groups: voluntary users, involuntary users, and never trieds. The results illustrate that usage has a significant influence on information seeking, commitment to voting, satisfaction with voting choice, and stability in voting decision-making. Therefore, usage is a key element in voter decision-making and needs to be included in future studies.

Governments have traditionally censored drug-related information, both in traditional media and, in recent years, in online media. We explore Internet content regulation from a drug-policy perspective by describing the likely impacts of censoring drug websites and the parallel growth in hidden Internet services. Australia proposes a compulsory Internet filtering regime that would block websites that ‘depict, express or otherwise deal with matters of… drug misuse or addiction’ and/or ‘promote, incite or instruct in matters of crime’. In this article, we present findings from a mixed-methods study of online drug discussion. Our research found that websites dealing with drugs, that would likely be blocked by the filter, in fact contributed positively to harm reduction. Such sites helped people access more comprehensive and relevant information than was available elsewhere. Blocking these websites would likely drive drug discussion underground at a time when corporate-controlled ‘walled gardens’ (e.g. Facebook) and proprietary operating systems on mobile devices may also limit open drug discussion. At the same time, hidden Internet services, such as Silk Road, have emerged that are not affected by Internet filtering. The inability for any government to regulate Tor websites and the crypto-currency Bitcoin poses a unique challenge to drug prohibition policies.

The Program for International Student Assessment (PISA) is as a triennial event of ranking compulsory education performance of students in participating countries. The results are published as a leagues table, which attracts much attention from politicians, media, employer groups, academics and other interest groups. Many of the responses and much of interpretation of PISA results are arguably misguided, for they mistake quality of education within performance of education systems. In this paper we are attempting to demystify PISA results by focusing on issues OECD-PISA education concept, test results and its limitations from a quality of education perspective.

The present paper aims to review current evidence for the effectiveness and/or feasibility of using inter-agency data sharing of ED recorded assault information to direct interventions reducing alcohol-related or nightlife assaults, injury or violence. Potential data-sharing partners involve police, local council, liquor licensing regulators and venue management. A systematic review of the peer-reviewed literature was conducted. The initial search discovered 19,506 articles. After removal of duplicates and articles not meeting review criteria, n = 8 articles were included in quantitative and narrative synthesis. Seven of eight studies were conducted in UK EDs, with the remaining study presenting Australian data. All studies included in the review deemed data sharing a worthwhile pursuit. All studies attempting to measure intervention effectiveness reported substantial reductions of assaults and ED attendances post-intervention, with one reporting no change. Negative logistic feasibility concerns were minimal, with general consensus among authors being that data-sharing protocols and partnerships could be easily implemented into modern ED triage systems, with minimal cost, staff workload burden, impact to patient safety, service and anonymity, or risk of harm displacement to other licensed venues, or increase to length of patient stay. However, one study reported a potential harm displacement effect to streets surrounding intervention venues. In future, data-sharing systems should triangulate ED, police and ambulance data sources, and assess intervention effectiveness using randomised controlled trials that account for variations in venue capacity, fluctuations in ED attendance and population levels, seasonal variations in assault and injury, and control for concurrent interventions.

There is a growing awareness of the importance of including computing education in the curriculum of secondary schools in countries like the United States of America, the United Kingdom, New Zealand, and South Korea. Consequently, we have seen serious efforts to introduce computing education to the core curriculum and/or to improve it. Recent reports (such as Wilson et al. 2010; Hubwieser et al. 2011) reveal that computing education faces problems regarding its lack of exposure as well as a lack of motivators for students to follow this line of study. Although students use computers for many tasks both at home and at school, many of them never quite understand what computer science is and how it relates to algorithmic thinking and problem solving. This panel will bring together leaders in computing education from Australia, Germany, Greece, Israel and Norway to describe the state of computing education in each of their countries. Issues raised will include how high school computer education is conducted in that country, how teachers are skilled /accredited, the challenges that are being faced today and how these challenges are being addressed. Panellists will suggest lessons other countries may find of value from their way of doing things. An important issue is how to recruit female students in to computer education at high school level and how to encourage them to continue in the discipline to university. The problem is exacerbated because computer education is still not included as a compulsory subject in the regular curriculum of high schools in all of these countries.

Australian teacher education programmes that prepare teachers of English to speakers of other languages (TESOL) are confronting the nexus of two facets of globalization: transformations in the Asian region, captured in the notion of the "Asian century", and shifting conceptions of professionalism in TESOL in non-compulsory education. In booming Asian economies, English language learning is integral to the demand for high-quality education. This has produced increases in TESOL Teacher Education Programme (TTEP) enrolments of both domestic Australian students and international students from Asia. Growth in demand for TTEPs has necessitated that they cater to student diversity, and the intended contexts of practice. This demand has coincided with a concurrent movement towards professional standards for TESOL that, we argue, confronts complexities around quality, accountability, and professional identity and achieving conceptual and contextual coherence. Drawing on discourses of managerialism and performativity, this paper explores tensions between increased student demands for TTEPs, professional standards discourses which are part of the global policy discourses on teacher quality, and the achievement of programmatic conceptual and contextual coherence from the perspective of Australian TTEPs.

Here we present an improved implementation of the TIGER2 Replica Exchange Molecular Dynamics (REMD) method, using the replica exchange Application Programming Interface (API) found in contemporary versions of the NAMD Molecular Dynamics Package. The implementation takes the form of a TCL script which is used in conjunction with the standard configuration file. This implementation is validated against a previous TIGER2 implementation, as well as data reported for the original TIGER2 simulations. Our implementation is compatible with a range of architectures; crucially it enables the use of this wrapper with the BlueGene/Q architecture, in addition to the x86 architecture. When Bridget Driscoll, a 44-year-old mother of two died after being struck by a motor vehicle, considered to be the first motor vehicle fatality in UK and possibly the world, the coroner stated 'I trust this sort of nonsense will never happen again'.1 Sadly, the coroner, medical practitioners and general public would be deeply and repeatedly disappointed. It was 1896. Motor vehicles were a curiosity. Drivers did not undergo any form of testing, be it medical fitness, driving ability or otherwise, and there were no licensing regulatory agencies. By 2010, road injury was the ninth most common cause of death globally (1.3 million deaths per annum) and dementia the fourth most common in high income countries.2 By 2030 the number of all licensed UK drivers who are 65 years or older will increase by almost 50% to almost one in every four drivers.3 If the juxtaposition of driving with dementia in an ageing population is not already a contentious social, political and medical issue, it certainly will become so.
