Fishing communities around the Indian Ocean were severely affected by the December 2004 tsunamis. Programs for rebuilding coastal fisheries livelihoods need to address the pre-tsunami situation that was characterized by overfishing and degraded natural resources. Adopting appropriate strategies to ensure sustainable livelihoods will require community involvement, as well as cross-sectoral, integrated planning and management at ascending government levels. Key recommendations from the WorldFish Center study Sustainable Management of Coastal Fish Stocks in Asia are presented to encourage discussion and debate.

Women in India are involved in various facets of shrimp (Penaeus monodon; Penaeus indicus) farming, including pond construction, seed collection, collection of feed materials and preparation of feeds, pond maintenance and post-harvest handling. This study indicates that 40% of laborers involved in shrimp farm construction are women. The various roles of women in shrimp farming are also described.

Small-scale fisheries in and around rice fields in the lowland areas of Cambodia are greatly underestimated and undervalued. Their contribution to the protein requirements of the poor rural households is significant. In Svay Rieng province, they could provide 65-75% of the animal protein requirements of these households. The value could well be around 40% of the value of rice production. It is, therefore, important that these natural stocks and the fisheries are managed well and that developmental activities explicitly consider their impact on these fisheries.

Esta dissertação tem por objetivo investigar como Alice Munro e Margaret Laurence se apropriam de gêneros canônicos, especificamente do Bildungsroman e do Künstlerroman, para subvertê-los e representar versões diferentes do sujeito feminino através de romances de cunho autobiográfico escritos por mulheres. A investigação é focada em dois romances: Lives of Girls and Women (1971), escrito por Alice Munro, e The Diviners (1974), escrito por Margaret Laurence. No romance de Alice Munro, as estratégias de apagamento das fronteiras entre gêneros, a ideia de que perspectivas de realidade mudam de acordo com a experiência e a memória de cada indivíduo, como também a ênfase no desenvolvimento da protagonista enquanto pessoa e escritora, são assuntos amplamente discutidos. No romance de Margaret Laurence, a ênfase no aspecto subjetivo da memória, a desconstrução de estereótipos de gênero e a renegociação da representação do sujeito feminino para o alcance de uma identidade feminina autônoma na vida e na arte são os principais assuntos investigados. Em vista disso, esta dissertação visa mostrar como a representação da identidade feminina é redefinida por duas escritoras canadenses que se apropriaram de discursos dominantes para subvertê-los e, então, reescreverem suas histórias

Although women have proved to be competent in adopting new aquaculture technologies, their role is very much restricted and often ignored. One of the major reasons is the location of aquaculture sites and several sociocultural taboos against women who strive to earn for their family’s subsistence in rural areas. There is a gender bias in many aquaculture activities. To ensure that women utilize their full potential in profitable activities like aquaculture, it is necessary to provide capacity building support to rural women, which will eventually lead to their empowerment. In countries like India, the technology provided to women must take into account cultural aspects. One such project - backyard ornamental fish breeding and management - has been found to offer immense scope for improving the livelihood of rural women. This paper gives some practical tips for dissemination of technology in the rural sector, particularly to rural women.

The crab (swimming crab; Portunus pelagicus) fishery in coastal Cambodia appears to have declined in recent years due to over-fishing and a growth in the number of fishermen, but remains an important source of income for households along the coast. Several initiatives have started since 2007, with support from NGOs, international organizations and the Fisheries Administration (FiA), to test stock enhancement techniques through the release of crab larvae. The so-called “crab bank” initiative involves keeping harvested gravid crabs alive in cages for a few days until they spawn, instead of immediately selling them for consumption or processing. In Cambodia, this initiative has developed within the framework of Community Fisheries (CFis) and thus implies a communitybased approach. The FiA has promoted the continuation of such initiatives; however, the nature of crab fisheries and the results from crab bank initiatives have not been documented in detail. Aquatic agricultural systems (AAS) are systems in which the annual production dynamics of freshwater and/or coastal ecosystems contribute significantly to total household income. Improving the livelihood security and wellbeing of the estimated 250 million poor people dependent on AAS in Bangladesh, Cambodia, the Philippines, the Solomon Islands and Zambia is the goal of the Worldfish Center-led Consortium Research Program (CRP), “Harnessing the development potential of aquatic agricultural systems for development.” One component expected to contribute to sustainably achieving this goal is enhancing the gender and wider social equity of the social, economic and political systems within which the AAS function. The CRP’s focus on social equity, and particularly gender equity, responds to the limited progress to date in enhancing the inclusiveness of development outcomes through interventions that offer improved availability of resources and technologies without addressing the wider social constraints that marginalized populations face in making use of them. The CRP aims to both offer improved availability and address the wider social constraints in order to determine whether a multi-level approach that engages with individuals, households and communities, as well as the wider social, economic and political contexts in which they function, is more successful in extending development’s benefits to women and other excluded groups. Designing the research in development initiatives to test this hypothesis requires a solid understanding of each CRP country’s social, cultural and economic contexts and of the variations across them. This paper provides an initial input into developing this knowledge, based on a review of literature on agriculture, aquaculture and gender relations within the five focal countries. Before delving into the findings of the literature review, the paper first justifies the expectation that successfully achieving lasting wellbeing improvements for poor women and men dependent on AAS rests in part on advances in gender equity, and in light of this justification, presents the AAS CRP’s conceptual framew

Government development programmes and policies in fisheries are focused on the problems and needs of men though women are known to dominate the post-harvest sector in artisanal fisheries and are involved, to varying degrees, in pre-harvest and harvest activities. A lack of women’s participation in decision-making bodies within communities, fisheries organizations and government has resulted in a general neglect of their interests. This has led to a constant demand by women’s-rights activists and organizations to address market-related issues of women vendors. This study, “Women Fish Vendors in Mumbai”, aims to provide insights into the challenges faced by women fish vendors in the city of Mumbai (formerly Bombay).

This handbook provides detailed information for a wide range of legal instruments relevant to fisheries and fishworkers. It covers 114 legal instruments, categorized into the following seven themes: Theme I. Human Rights, Food Security, Women and Development. Theme II. Environment and Sustainable Development. Theme III. Oceans and Fisheries Management. Theme IV. Environmental Pollution Theme V. Fishing Vessels and Safety at Sea Theme VI. Labour Theme VII. Trade The handbook also includes the working of the instruments (decision-making bodies, monitoring and implementation agencies, periodicity of meetings, rules for participation in meetings of the decision-making bodies and implementation agencies for States and non-governmental organizations), regional instrument and agencies. Apart from being a ready reckoner to the instruments, it highlights the important sections of relevance to fisheries or small-scale fisheries and fishworkers. The companion CD-ROM provides the full texts of the instruments in a searchable database. The handbook will be useful for fishworker and non-governmental organizations, and also for researchers and others interested in fisheries issues.
