Examining the living with possums policy in Victoria, Australia : community knowledge, support and compliance

Studying the human dimensions of wildlife management issues is now considered to be an essential component
of wildlife research. This study examined the Living with Possums policy in Victoria, Australia, in terms of the policy’s
success in educating the community and ensuring community compliance. Postal surveys and telephone interviews
were conducted across three samples from Greater Melbourne. These samples included people who had experiences
with possums on their property (n = 340), veterinary clinics (n = 45) and the general public (n = 103). Significant
levels of non-compliance were uncovered, highlighting the need for a renewed public education campaign to take place
along with a continued interest in this issue from government agencies and councils. The study also revealed
discrepancies between the policy and public preferences for possum management, suggesting that a shift in the
recommended management technique may be warranted.

Doctoral graduates in mental health nursing in Victoria, Australia : the doctoral experience and contribution to scholarship

The last decade has seen a substantial increase in the number of psychiatric or mental health nurses in Victoria, Australia who hold doctoral qualifications. The literature refers to the importance of scholarship for the professional development and recognition of nursing as a discipline. However, there is a paucity of literature addressing the contribution of nursing doctoral graduates to scholarship in mental health nursing or indeed the broader nursing profession. This paper presents the findings from a survey of psychiatric nurse doctoral graduates currently residing in the State of Victoria. A questionnaire was developed by the authors and distributed to the known doctoral graduates. The main findings demonstrate considerable variation in the discipline and topic of inquiry and in the extent to which doctoral studies had led to dissemination of research findings and engagement in further scholarly activity. The strengthening of mental health nursing knowledge requires scholarship and doctoral graduates are expected to make a major contribution, through research and the dissemination of findings. This paper presents a descriptive overview of doctoral graduates in one State of Australia with a particular focus on research and scholarship.

Absorption and desorption characteristics of fluoride in the calcareous and siliceous sand sheet aquifers of south-west Victoria, Australia

This study assessed the sustainability of utilising groundwater systems to
manage an aluminium smelter's fluoridated trade wastewater stream. Replacing ocean discharge of the wastewater with land irrigation is one option. Using a groundwater model (developed using MODFLOW incorporating parameter estimation software (PEST-ASP)), we found that most of the groundwater flow takes place through surface sands. Fluoride is adsorbed in these sands during the drier summer months, but desorption is rapid when winter rain flushes the aquifer. Underlying clays and other layers prevent significant contamination of the deeper aquifer.

Sea search : a community-based citizen science monitoring program for Victoria, Australia, Marine National Parks and Marine Sanctuaries

Community involvement in monitoring Victoria’s Marine Protected Areas (MPAs) engages coastal volunteers in looking after their marine ‘front yards”. The Management Strategy for Victoria’s System of Marine National Parks and Marine Sanctuaries dedicates an entire theme to community engagement with core key performance areas. This includes community participation. The Sea Search community based monitoring program was developed in 2003 to engage volunteers in meaningful ecological data collection for future sustainability of Victoria’s MPAs. Deakin University, an academic institute, and Parks Victoria, the management agency for Victoria’s MPAs, through a research partner program, trialled three different habitat monitoring methodologies. The trails assessed volunteer ability to collect scientific data, and social science aspects for their involvement in a community-based monitoring program. Information collected by volunteers, feeds directly into their local MPA management strategies to address issues such as climate change, introduced pests and human impacts and natural ecological variation.

The Sea Search program addresses the two action programmes, Agenda 21 and the Rio Declaration on Environment and Development, created at the United Nations Earth Summit, held in 1992. Both documents highlight the need for community engagement and capacity building for sustainability, health and integrity of the earth. Involvement in the Sea Search program builds the volunteer’s capacity by learning scientific skills, interacting with other like minded community members, and creating relationships with all organisations involved in the delivery of the program. In this regard, Sea Search is a citizen science program involving all sectors in society by promoting public-interest and research for decision making and planning of Victoria’s system of Marine National Parks and Marine Sanctuaries.

Reservation of important wetlands - recent experiences in conservation planning and practical implementation in Victoria

The establishment of a comprehensive, adequate and representative (CAR) reserve system is not only an objective of all States and Territories but it is an international commitment, since Australia signed the Convention on Biological Diversity. Various reviews note that Australia lacks a representative freshwater reserve system. However, there has been surprisingly little quantitative analysis on the reservation of freshwater ecosystems from which to identify the gaps or deficiencies in the reserve system.

We compared aspects of reservation in wetlands in northern Victoria before and after a major public land use investigation by the government-appointed Victorian Environmental Assessment Council, which sought specifically to recommend a CAR reserve system. Significant improvements in the reservation status for depleted and under-reserved wetland ecosystems, and improved reserve design have been recommended by the investigation. Increases in the reservation of nationally and internationally significant wetlands were also recommended. These recommendations are now under consideration by the Victorian Government.

Some of the challenges in decision-making during this investigation and their implications on wetland conservation are highlighted. The paper concludes by outlining broader policy dilemmas, decisions and debates that that require addressing in relation to developing a system of Freshwater Protected Areas in Australia.

Enablers and barriers to accessing mental health services for adults with high prevalence psychological disorders in South West Victoria

Knowing what services are available and how to access them can be challenging in rural areas. The aim of the South West Mental Health Mapping project was to identify the level, accessibility and effectiveness of mental health services for high prevalence psychological disorders amongst the adult population in the South West region of Victoria. This study includes data from a number of sources: regional records of the number and location of health professionals; a telephone survey of 1297 people in five Local Government Areas in the region; and a social network analysis of contact points. Additional qualitative interviews and surveys were conducted with 25 service recipients and 37 health professionals to identify issues from different perspective. This paper will focus on the social network analysis of the project. It highlights the relative prominence of each type of service provider within the overall network. The social network map shows the centrality of the General Practitioner and the wide range of agencies that become involved in supporting people with mental health issues. The discussion identifies primary contact points for people seeking help and places of referral. The main barrier acknowledged by people requiring assistance was lack of knowledge about where to go for help. Enablers included Medicare Better Access funded schemes. The findings show that there is a reasonable range of mental health professionals across the region, although there are challenges with recruitment and retention of staff. Even with available services, a major problem is communicating this information to potential consumers
