A auditoria interna é um recurso cuja função básica é o apoio à gestão e a toda a organização, com crescente responsabilidade social, através de uma condução sistemática e disciplinada para avaliar e melhorar a eficácia dos processos de gestão de risco, controlo e governance. As pequenas e médias empresas, são determinantes na economia do país e a certificação da qualidade permite-lhes estabelecerem vantagens competitivas no mercado globalizado. A certificação da qualidade permite às empresas estabelecerem vantagens competitivas, necessitando de recursos adaptáveis, flexíveis, pro-activos, antecipativos, e competências adequadas. A auditoria interna é um requisito básico das normas da qualidade ISO1 com objectivo de supervisão do sistema da qualidade, que por si só é um sistema de controlo interno. Compete aos auditores internos avaliar o sistema de controlo interno com base no modelo do Internal control-Integrated Framework. O COSO2 conclui que especialmente as PME’s são as que mais necessitam de orientação no momento de avaliar e melhorar o seu sistema de controlo interno. Assim, constata-se um crescimento exponencial da auditoria interna, pelo significativo aumento de PME’s certificadas, confirmado pela análise comparativa entre as 1500 maiores PME e as empresas certificadas, em Portugal.

Enquadramento – A reforma dos Cuidados de Saúde Primários (CSP) é um facto irreversível. Uma “onda” de reforma percorre igualmente grande parte dos países ocidentais exigindo uma reflexão sobre o processo. Objetivo – Descrever a reforma em curso nos CSP e identificar os potenciais factores de sucesso e insucesso dos serviços públicos de cuidados de saúde primários. Metodologia – Análise crítica da literatura. Resultados e conclusões – A eficiência, eficácia e equidade de acesso aos cuidados de saúde são insuficientes. Mudanças organizacionais estão a ser operadas alterando as relações e a cooperação inter‑profissional e inter‑organizacional. É evidente a tensão que existe entre as partes envolvidas. Novas formas organizacionais estão a ser criadas para garantir a viabilidade das reformas e equilíbrio dos sistemas. O novo modelo organizacional, se pretender garantir a sustentabilidade e a viabilidade dos cuidados primários, deverá assentar num equilíbrio de gestão de recursos e numa estratégia de saúde para todos que não significa saúde para tudo. ABSTRACT: Background – Primary Health Care (PHC) reform is a fact in several countries and is happening also in Portugal demanding a reflection on the process. Aim – To describe the PHC reform and to identify the factors of success or potential failure in PHC public services. Methods – Critical appraisal of the literature. Results and Conclusions – The efficiency, efficacy and access to health care are insufficient. Organizational changes are taking place altering inter‑professional and inter‑organizational cooperation and relationship. Tension among the parts involved is evident. New organizational models are being created to secure the sustainability of the reforms and the systems. The new models should provide a balanced management of the available resources, in a strategy of health for all that doesn’t mean health for everything.

O presente trabalho de final de Mestrado tem por objectivo estudar o desempenho actual da profissão de Relações Públicas em Portugal. Frequentemente associadas a actividades pouco relevantes ou vistas como um mero conjunto de técnicas executantes, assume-se neste trabalho uma visão de Relações Públicas como um elemento estratégico e fundamental à gestão organizacional. Assume-se aqui as RP como um acelerador de estratégia. As Relações Públicas, tal como as conhecemos hoje, são extremamente jovens e embora exista uma grande panóplia de definições e conceitos a si associados, estamos longe de chegar a um consenso e a uma definição institucionalizada sobre a profissão. Ao longo deste trabalho procurar-se-á reflectir um pouco sobre a evolução do conceito de Relações Públicas e perceber como estas passaram de um simples conjunto de técnicas para uma função estratégica, sendo hoje consideradas uma disciplina por excelência das Ciências da Comunicação. Analisar-se-á o desenvolvimento da disciplina e da profissão de Relações Públicas e, procurar-se-á fazer um enquadramento das RP em Portugal de modo a melhor compreendermos a realidade desta profissão no país.

Lifelong learning (LLL) has received increasing attention in recent years. It implies that learning should take place at all stages of the “life cycle and it should be life-wide, that is embedded in all life contexts from the school to the work place, the home and the community” (Green, 2002, p.613). The ‘learning society’, is the vision of a society where there are recognized opportunities for learning for every person, wherever they are and however old they happen to be. Globalization and the rise of new information technologies are some of the driving forces that cause depreciation of specialised competences. This happens very quickly in terms of economic value; consequently, workers of all skills levels, during their working life, must have the opportunity to update “their technical skills and enhance general skills to keep pace with continuous technological change and new job requirements” (Fahr, 2005, p. 75). It is in this context that LLL tops the policy agenda of international bodies, national governments and non-governmental organizations, in the field of education and training, to justify the need for LLL opportunities for the population as they face contemporary employability challenges. It is in this context that the requirement and interest to analyse the behaviour patterns of adult learners has developed over the last few years

The aim of this study was the assessment of exposure to ultrafine in the urban environment of Lisbon, Portugal, due to automobile traffic, and consisted of the determination of deposited alveolar surface area in an avenue leading to the town center during late spring. This study revealed differentiated patterns for weekdays and weekends, which could be related with the fluxes of automobile traffic. During a typical week, ultrafine particles alveolar deposited surface area varied between 35.0 and 89.2 μm2/cm3, which is comparable with levels reported for other towns such in Germany and the United States. These measurements were also complemented by measuring the electrical mobility diameter (varying from 18.3 to 128.3 nm) and number of particles that showed higher values than those previously reported for Madrid and Brisbane. Also, electron microscopy showed that the collected particles were composed of carbonaceous agglomerates, typical of particles emitted by the exhaustion of diesel vehicles. Implications: The approach of this study considers the measurement of surface deposited alveolar area of particles in the outdoor urban environment of Lisbon, Portugal. This type of measurements has not been done so far. Only particulate matter with aerodynamic diameters <2.5 (PM2.5) and >10 (PM10) μm have been measured in outdoor environments and the levels found cannot be found responsible for all the observed health effects. Therefore, the exposure to nano- and ultrafine particles has not been assessed systematically, and several authors consider this as a real knowledge gap and claim for data such as these that will allow for deriving better and more comprehensive epidemiologic studies. Nanoparticle surface area monitor (NSAM) equipments are recent ones and their use has been limited to indoor atmospheres. However, as this study shows, NSAM is a very powerful tool for outdoor environments also. As most lung diseases are, in fact, related to deposition of the alveolar region of the lung, the metric used in this study is the ideal one.

Résumé Cet article vise à contribuer à la connaissance de la Bolsa de Valores Sociais (BVS) — Social Stock Exchange — récemment créé au Portugal, dont le but primatial était de permettre la prise de moyens de financement des entités de l'Économie Sociale engagées dans des projets d'éducation et d'entreprenariat. Il se penchera sur la qualification juridique des divers types d'entités cotées dans la BVS, sur le concept d'investisseur social et sur la protection dont il jouira, vis-à-vis des exigences de transparence et de gouvernance qui incombent à ces entités. Le thème proposé sera examiné en soulignant les virtualités et le potentiel de la BVS, faisant référence à l'un ou à l'autre sujet qui viennent à effet, avec un accent particulier sur l'avantage d'élaborer un code de gouvernance corporative pour les entités de l'Économie Sociale. The proposed theme will be discussed highlighting the virtues and potential of BVS, playing in one or two topics that comes to purpose, with particular emphasis on the relevance of drawing up a code of corporate governance for entities of the Social Economy. Resumen Este artículo tiene como objetivo contribuir al conocimiento de la Bolsa de Valores Sociales (BVS), recientemente creada en Portugal, cuya finalidad principal es que las entidades de la economía social dedicadas a proyectos en las áreas de educación y de iniciativa empresarial puedan obtener medios financieros. Se abordará la calificación jurídica de los diversos tipos de entidades que cotizan en la BVS, así como el concepto de inversor social y la protección de que éste goza, con las consiguientes exigencias en materia de transparencia y de gobierno que recaen sobre esas entidades. Se analizará la temática propuesta destacando las virtudes y potencialidades de la BVS, sin omitir algún otro tópico adyacente que resulte relevante, en especial la conveniencia de que sea elaborado un código de gobernanza corporativa para las entidades de la economía social.

Recently, companies developed strategies which may influence their Corporate Social Responsibility (CSR) image. This paper discusses the image of four different supermarkets with stores in Portugal. The research compares CSR image and brand attitude of the four supermarkets. Empirical evidence shows that different supermarkets belonging to the same company have different CSR image and brand attitude. The research also confirms that there is positive correlation between CSR image and attitude towards the brand. Further, the results offer empirical evidence that CSR image and brand attitude influence purchase intention of supermarket brands. Finally, brand purchase intention is highly influenced by attitude towards the brand than CSR image.

Ausentes ou mitificadas, silenciadas ou vitimizadas, as mulheres da História de Portugal são exemplo do papel desempenhado pelo discurso historiográfico e pelo crivo da ideologia e da memória colectiva na formação das identidades, das suas práticas e representações. A ausência da mulher emerge em especial no momento de analisar a condição feminina no vasto cenário do espaço colonial e metropolitano, do Brasil ao Extremo Oriente, passando pela Europa, África e Índia, entre o início da expansão do século XVI e a devolução das colónias. Descrevendo com seriedade científica as vivências e os (pre)conceitos de que as mulheres foram sujeitos e objectos, esta obraconvoca uma multiplicidade de disciplinas, para que as perspectivas e a selecção das fontes e metodologias sejam isentas e plurais, e acolhe as mais diversas origens nacionais, para que se façam ouvir em sintonia as várias memórias intervenientes na saga global, bem como as diferentes versões da história do império colonial português.

This article analyses the painted panels of the moliceiro boat, a traditional working boat of the Ria de Aveiro region of Portugal. The article examines how the painted panels have been invented and reinvented over time. The boat and its panels are contextualized both within the changing socio-economic conditions of the Ria de Aveiro region, and the changing socio-political conditions of Portugal throughout the 20th century and until the present day. The article historically analyses the social significance of ‘moliceiro culture’, examining in particular the power relations it expresses and its ambiguous past and present relationships with the political and the economic powers of the Portuguese state. The article unpacks some of the complexity of the relations that have pertained between public and private, local and national, folk culture and ‘art’, and popular and institutional in the Ria de Aveiro region in particular, and Portugal more generally.

The aim of this study is to contribute to the assessment of exposure levels of ultrafine particles (UFP) in the urban environment of Lisbon, Portugal, due to automobile traffic, by monitoring lung-deposited alveolar surface area (resulting from exposure to UFP) in a major avenue leading to the town centre during late Spring, as well as in indoor buildings facing it. This study revealed differentiated patterns for week days and weekends, consistent with PM(2.5) and PM(10) patterns currently monitored by air quality stations in Lisbon. The observed ultrafine particulate levels could be directly related with the fluxes of automobile traffic. During a typical week, UFP alveolar deposited surface area varied between 35.0 and 89.2 µm(2)/cm(3), which is comparable with levels reported for other towns such in Germany and United States. The measured values allowed the determination of the number of UFP per cm(3), which are comparable to levels reported for Madrid and Brisbane. In what concerns outdoor/indoor levels, we observed higher levels (32-63%) outdoor, which is somewhat lower than levels observed in houses in Ontario.

Abstract - It is proposed the analysis of an important Portuguese painting, Mannerist, exhibited at the National Museum of Ancient Art, particularly from the point of view of attribution of authorship and iconographic reading.
