Outsourcing has emerged as one of the new ways of guiding the work. For its advantages and be consistent with the paradigms of managerial reform, outsourcing also started to be used in the Public Administration. However, taking into account the particularities of the latter, some issues are relevant when outsourcing concluded with the State. Gains notoriety, for example, the step of monitoring these contracts, to the extent that, from this activity, we can avoid the negative effects of outsourcing like the fact that the state will pay for labor and wage liens that are obligation of the company providing the services. This study aims to understand the perception that this process is under the Federal University of Rio Grande do Norte, from the point of view of different stakeholders, also explaining the motivations that these agents have to perform the supervisory process. As a theoretical basis was used the Agency Theory, which reinforces the supervisory activities as a necessary means to minimize moral hazard and adverse selection, seeking to understand not only the different motivations tax contracts to properly perform their duties, but also analyze other phenomena arising from this contractual relationship. To achieve the proposed objectives, were taken a literature review and a presentation of how to organize the management and oversight of contracts in UFRN. The methodological procedures included questionnaires and interviews with those involved in the process. After analyzing the results obtained in the survey instruments , and also based on the laws, regulations and instructions governing the procurement process within the UFRN, it was concluded that the process of overseeing the outsourcing of labor contracts in UFRN is not fully institutionalized, some points should be strengthened in order to have the consolidation of this process, highlighting the need for training of UFRN servers that act as tax, the knowledge that the contractual penalties are applied effectively, the need that there is a supervisor of tax of contractors and also the realization of the rotation system of outsourced employees

The professional profile of public administrators in Brazil is changing very rapidly in recent years, seeking to meet the principle of efficiency by public agencies at all levels. The admission of the permanent government employee under the Public Administration is by competition, however, commissioned positions are free appointment of managers, which allows effective participation of external experts according to their respective standards and norms. In this context, this dissertation seeks to understand the main characteristics of the profile of the occupants of commissioned positions in Direct Public Administration of the State of Rio Grande do Norte, noting the differences between those with functional link with the have nots. For this study, by data collection and content analysis, a mapping of the administrative structure of the Government of the State of Rio Grande do Norte was done, i.e., the organization of the Executive Branch, which is regulated by the Complementary Law no. 163/1999 and its amendments, which consists of 53 (fifty three) entities, these 29 (twenty nine) are agencies of the direct administration and the remaining 24 (twenty four) comprises the indirect administration. With the collected data, analysis on the number of commissioned positions of each organ of the State of Rio Grande do Norte and information on education, age, length of service, gender and functional link with the direct administration was carried out. Data were available from SEARH in June/2013, when they totaled 58,733 (fifty-eight thousand seven hundred thirty-three) servers, these 2.15% (two point fifteen percent) occupy commissioned positions, corresponding to 1,262 commissioned positions under the Direct Administration, below the national average of 4% (four percent). Of total commissioned positions 64.7% (sixty-four point seven percent) have no functional link with the direct administration, while only 35.3% (thirty -five point three percent) have functional link. It was noticed that there are no clear and specific criteria for the appointments of commissioned positions in the State. They occur freely, as provided in the State Constitution. Another conclusion is the importance of Public Administration define and improve their capacity, competence and efficiency in the delivery of public services. For that it is necessary to invest in their workforce composed of permanent employees and commissioned positions to define the appropriate professional profile

The visualization of three-dimensional(3D)images is increasigly being sed in the area of medicine, helping physicians diagnose desease. the advances achived in scaners esed for acquisition of these 3d exames, such as computerized tumography(CT) and Magnetic Resonance imaging (MRI), enable the generation of images with higher resolutions, thus, generating files with much larger sizes. Currently, the images of computationally expensive one, and demanding the use of a righ and computer for such task. The direct remote acess of these images thruogh the internet is not efficient also, since all images have to be trasferred to the user´s equipment before the 3D visualization process ca start. with these problems in mind, this work proposes and analyses a solution for the remote redering of 3D medical images, called Remote Rendering (RR3D). In RR3D, the whole hedering process is pefomed a server or a cluster of servers, with high computational power, and only the resulting image is tranferred to the client, still allowing the client to peform operations such as rotations, zoom, etc. the solution was developed using web services written in java and an architecture that uses the scientific visualization packcage paraview, the framework paraviewWeb and the PACS server DCM4CHEE.The solution was tested with two scenarios where the rendering process was performed by a sever with graphics hadwere (GPU) and by a server without GPUs. In the scenarios without GPUs, the soluction was executed in parallel with several number of cores (processing units)dedicated to it. In order to compare our solution to order medical visualization application, a third scenario was esed in the rendering process, was done locally. In all tree scenarios, the solution was tested for different network speeds. The solution solved satisfactorily the problem with the delay in the transfer of the DICOM files, while alowing the use of low and computers as client for visualizing the exams even, tablets and smart phones

The state has changed over time in order to meet a society with increasingly stringent demands. Techniques of private means begin to be employed in an attempt to overcome the dysfunctions entrenched bureaucracy, making the machine faster. By federal law by the People Management Skills was established as a reference for the administration of Human Resources of the public sector in an attempt to develop professionally servers, based mainly on the three pillars of the model: the knowledge, skills and attitudes. This thesis aims at understanding, in the view of employees, the perceived impacts on the organizational changes occurring in the Department of Administration and Human Resources of the State of Rio Grande do Norte in order to implement a People Management Skills-based. It is a simple case study, characterized by the research during a certain period of time, collecting data in a real environment of an organization, in this case SEARH/RN. The procedures used in collecting data were the literature review, documental research and field research. We used a qualitative approach with exploratory and descriptive approach. Every reform was implemented in the institution and reported from there analyzed the impacts observed by the servers. As a result we observed a considerable advance in institutional activities, mainly relating to physical structure / organizational and human resource policies, with minor advances on labor policies, in much the result of the guiding focus of the reform on SEARH/RN. The impacts in total were more positive than negative and direct paths to improvement in public organizations. Making a general analysis of the modernization program implemented in SEARH/RN, we can conclude that there was a distinct change in all dimensions studied, mostly pointing out positive aspects, and contrary to the opinion of some authors, who claim to be very difficult to implement reforms in public organizations, since they are highly institutionalized environments. What was found was a big organization, with gaps and weaknesses, but with a much larger number of hits and recognition from institutional actors

DBMODELING is a relational database of annotated comparative protein structure models and their metabolic, pathway characterization. It is focused on enzymes identified in the genomes of Mycobacterium tuberculosis and Xylella fastidiosa. The main goal of the present database is to provide structural models to be used in docking simulations and drug design. However, since the accuracy of structural models is highly dependent on sequence identity between template and target, it is necessary to make clear to the user that only models which show high structural quality should be used in such efforts. Molecular modeling of these genomes generated a database, in which all structural models were built using alignments presenting more than 30% of sequence identity, generating models with medium and high accuracy. All models in the database are publicly accessible at http://www.biocristalografia.df.ibilce.unesp.br/tools. DBMODELING user interface provides users friendly menus, so that all information can be printed in one stop from any web browser. Furthermore, DBMODELING also provides a docking interface, which allows the user to carry out geometric docking simulation, against the molecular models available in the database. There are three other important homology model databases: MODBASE, SWISSMODEL, and GTOP. The main applications of these databases are described in the present article. © 2007 Bentham Science Publishers Ltd.

Web service-based application is an architectural style, where a collection of Web services communicates to each other to execute processes. With the popularity increase of developing Web service-based application and once Web services may change, in terms of functional and non-functional Quality of Service (QoS), we need mechanisms to monitor, diagnose, and repair Web services into a Web Application. This work presents a description of self-healing architecture that deals with these mechanisms. Other contributions of this paper are using the proxy server to measure Web service QoS values and to employ some strategies to recovery the effects from misbehaved Web services. © 2008 IEEE.

This paper presents an Advanced Traveler Information System (ATIS) developed on Android platform, which is open source and free. The developed application has as its main objective the free use of a Vehicle-to- Infrastructure (V2I) communication through the wireless network access points available in urban centers. In addition to providing the necessary information for an Intelligent Transportation System (ITS) to a central server, the application also receives the traffic data close to the vehicle. Once obtained this traffic information, the application displays them to the driver in a clear and efficient way, allowing the user to make decisions about his route in real time. The application was tested in a real environment and the results are presented in the article. In conclusion we present the benefits of this application. © 2012 IEEE.

In this paper, remote laboratory experiment access is considered through the use of radio frequency identification (RFID) technology. Contactless smart cards are used widely in many applications from travel cards through to building access control and inventory tracking. However, their use is considered here for access to electronic engineering experimentation in a remote laboratory setting by providing the ability to interface experiments through this contactless (wireless) connection means. A case study design is implemented to demonstrate such a means by incorporating experiment data onto a contactless smart card and accessing this via a card reader and web server arrangement. © 2012 IEEE.

As universidades, além de suas atribuições constitucionalmente previstas de ensino, de pesquisa e de extensão, possuem um 'quarto elemento essencial e indissociável dos outros três, concretizado na intensa prática política desenvolvida no ambiente acadêmico. Dada a existência desse fator, a presente pesquisa examina o fenômeno da polêmica como elemento de interincompreensão nos confrontos da política acadêmica na Universidade Federal do Pará (UFPA), com base no suporte teórico principal de Maingueneau (2005), observando-se como se estabelece essa relação de interincompreensão, analisando os simulacros que cada sujeito constrói do seu interlocutor e de si mesmo. Constituem o corpus deste trabalho, de um lado, as notas das três entidades acadêmicas da UFPA, quais sejam o Diretório Central dos Estudantes - DCE, a Associação dos Docentes da UFP A - Adufpa e o Sindicato dos Trabalhadores da UFP A - Sintufpa, que representam, respectivamente, estudantes, docentes e servidores técnico-administrativos; e, de outro, as notas da Administração Superior. Essas notas referem-se à tomada da Reitoria, pelos estudantes, ocorrida em junho de 2007, motivada, segundo nota da entidade estudantil (Anexo 3A), por não terem sido atendidas suas reivindicações, relacionadas a problemas acadêmicos diversos. A pesquisa é desenvolvida em uma perspectiva discursiva, cuja metodologia compreende um objetivo geral, que é identificar os simulacros que se constroem na política acadêmica da UFP A. Para tanto, nos valemos de quatro frentes de pesquisa, materializadas em objetivos específicos, a saber: 1. Investigar o contexto dessa política; 2. Resgatar o vocabulário constitutivo da material idade discursiva, observando as ações, referidas por meio de verbos e nomes, e as caracterizações, efetuadas por meio de adjetivações e nomes; 3. Identificar as marcas da heterogeneidade mostrada; 4. Capturar os flagrantes de infração ao "código dogmático" da prática política. Ao longo das notas, no embate discursivo que se desenvolve, percebemos o chamado "diálogo de surdos", em que não se vislumbra a possibilidade de os adversários reverem seus posicionamentos.

Esta pesquisa trata da Qualidade de Vida no Trabalho, um estudo realizado a partir dos documentos publicados sobre as ações e programas propostos pela Diretoria de Saúde e Qualidade de Vida da Universidade Federal do Pará, destinados aos seus servidores. O objetivo geral foi levantar documentos que dessem conta da história de criação da DSQV, explicitando sua ligação com a Pró-Reitoria de Desenvolvimento e Gestão de Pessoal da UFPA observando-se o alcance das ações propostas em número de servidores atendidos por esses programas. Tomou-se por especificidades descrever o percurso traçado pela DSQV a partir do seu surgimento no ano de 2005, até alcançar as ações e programas propostos para 2010. Fazer levantamento da legislação federal voltada à garantia de benefícios que contribuam para a qualidade de vida dos servidores públicos e analisar a proporção tomada pelas ações e programas implantados pela DSQV, no que concerne ao número de servidores alcançados. A escolha do campo e população deu-se, a princípio, em função do próprio programa de mestrado ser destinado aos servidores dessa organização e ter como foco pesquisa na área da administração pública, sugerindo como lócus essa universidade. A pesquisa caracteriza-se de um estudo exploratório e descritivo, baseado em dados de fundamentação teórica a respeito do tema e documental, analisando os relatórios de gestão entre os anos de 2006 a 2010 na PROGEP/DSQV/UFPA. Os resultados obtidos apontam para ações desenvolvidas pelas coordenadorias que compõem a DSQV, no qual o destaque são os atendimentos feitos pela Coordenadoria de Vigilância à Saúde do Servidor através do SIASS com a realização de perícia multidisciplinar implantada em 2010, o que é um diferencial nessa atividade, bem como, os afastamentos de servidores por adoecimento, por meio das varáveis gênero, lotação e natureza da perícia. Também foram levantadas as ações realizadas pelas Coordenadorias de Apoio Psicossocial e Qualidade de Vida e Responsabilidade Social, para análise do alcance de cada uma delas em número de ações e programas existentes e de servidores atendidos. A pesquisa buscou ainda analisar os valores propostos por cada setor investigado a fim de deslindar do ponto de vista da axiologia, ou seja, da filosofia o sentido da presença de cada um desses valores como um fator a ser compartilhado pelos servidores da Universidade Federal do Pará.
