This report offers guidelines for the provision of adequate port reception facilities for vessel-generated garbage under the requirements of Annex V of the International Convention for the Prevention of Pollution From Ships, 1973 (MARPOL 73/78), Regulations for the Prevention of Pollution by Garbage from Ships. MARPOL Annex V prohibits at-sea disposal of plastic materials from vessels, and specifies the distance from shore at which other materials may be dumped. Annex V also requires the provision of port reception facilities for garbage, but it does not specify these facilities or how they are to be provided. Since the at-sea dumping restrictions apply to all vessels, the reception facility requirement applies to all ports, terminals, and marinas that serve vessels. These guidelines were prepared to assist port owners and operators in meeting their obligation to provide adequate reception facilities for garbage. The report synthesizes available information and draws upon experience from the first years ofimplementation of MARPOL Annex V. (PDF file contains 55 pages.)

非传播孤立波是近年来由中国学者发现的一种独特的孤立水波。本文通过数值求解非传播孤立波目前公认的控制方程-Miles导出的一个带共轭项的非线性立方Schrodinger方程,对非传播孤立波进行数值模拟。本文针对非传播孤立波的各种性质,作了大量的数值计算工作,并与实验观察的现象及人们对非传播孤立波的理论研究结果进行了比较和分析。为了得到稳定的非传播孤立波,本文讨论了Miles方程中的线性阻尼系数a的值,计算表明,线性阻尼a对能否形成稳定的非传播孤立波影响很大,在某些情况下,Laedke等人提出的Miles方程的非传播孤立波解的稳定性条件与我们对Miles方程的数值模拟的结果相当一致,a可在满足稳定性条件的区间内取值,但也发现在某些情况下Laedke等人的稳定性条件与我们的数值模拟不完全符合,证明Laedke等人关于非传播孤立波的稳定性条件只是一个必要条件,而不是充分条件。本文研究了两个非传播孤立波的相互作用,数值模拟表明,两个波的作用模式依赖于系统的参数,只有适当大小的外驱动频率和振幅及线性阻尼a可算出两个非传播孤立波周而复始的相互作用现象来,参数不合适时,两个波可能最终合并为一个非传播孤立波而不再分离,也可能彼此不发生作用,保持各自的独立。对不同的初始扰动及其演化的计算表明,要形成单个稳定的非传播孤立波,则初始扰动必须适当,否则扰动可能消失或发展成多个孤立波。关于形成非传播孤立波所需的外驱动条件,计算结果表明,只有适当大小的外驱动频率和振幅可形成稳定的非传播孤立波,数值结果可以描述驱动频率的上限和驱动振幅的上下限,但无法描述驱动频率的下限。我们的数值模拟工作说明Miles方程确实较好的描述了非传播孤立波的物理模型,该方程可以解释许多关于非传播孤立波的物理特性。但Miles方程无法对非传播孤立波的某些实验现象作出解释,因而有待于进一步研究改进。

The ACT workshop "Enabling Sensor Interoperability" addressed the need for protocols at the hardware, firmware, and higher levels in order to attain instrument interoperability within and between ocean observing systems. For the purpose of the workshop, participants spoke in tern of "instruments" rather than "sensors," defining an instrument as a device that contains one or more sensors or actuators and can convert signals from analog to digital. An increase in the abundance, variety, and complexity of instruments and observing systems suggests that effective standards would greatly improve "plug-and-work" capabilities. However, there are few standards or standards bodies that currently address instrument interoperability and configuration. Instrument interoperability issues span the length and breadth of these systems, from the measurement to the end user, including middleware services. There are three major components of instrument interoperability including physical, communication, and application/control layers. Participants identified the essential issues, current obstacles, and enabling technologies and standards, then came up with a series of short and long term solutions. The top three recommended actions, deemed achievable within 6 months of the release of this report are: A list of recommendations for enabling instrument interoperability should be put together and distributed to instrument developers. A recommendation for funding sources to achieve instrument interoperability should be drafted. Funding should be provided (for example through NOPP or an IOOS request for proposals) to develop and demonstrate instrument interoperability technologies involving instrument manufacturers, observing system operators, and cyberinfrastructure groups. Program managers should be identified and made to understand that milestones for achieving instrument interoperability include a) selection of a methodology for uniquely identifying an instrument, b) development of a common protocol for automatic instrument discovery, c) agreement on uniform methods for measurements, d) enablement of end user controlled power cycling, and e) implementation of a registry component for IDS and attributes. The top three recommended actions, deemed achievable within S years of the release of this report are: An ocean observing interoperability standards body should be established that addresses standards for a) metadata, b) commands, c) protocols, d) processes, e) exclusivity, and f) naming authorities.[PDF contains 48 pages]

The use of self-contained, low-maintenance sensor systems installed on commercial vessels is becoming an important monitoring and scientific tool in many regions around the world. These systems integrate data from meteorological and water quality sensors with GPS data into a data stream that is automatically transferred from ship to shore. To begin linking some of this developing expertise, the Alliance for Coastal Technologies (ACT) and the European Coastal and Ocean Observing Technology (ECOOT) organized a workshop on this topic in Southampton, United Kingdom, October 10-12, 2006. The participants included technology users, technology developers, and shipping representatives. They collaborated to identify sensors currently employed on integrated systems, users of this data, limitations associated with these systems, and ways to overcome these limitations. The group also identified additional technologies that could be employed on future systems and examined whether standard architectures and data protocols for integrated systems should be established. Participants at the workshop defined 17 different parameters currently being measured by integrated systems. They identified that diverse user groups utilize information from these systems from resource management agencies, such as the Environmental Protection Agency (EPA), to local tourism groups and educational organizations. Among the limitations identified were instrument compatibility and interoperability, data quality control and quality assurance, and sensor calibration andlor maintenance frequency. Standardization of these integrated systems was viewed to be both advantageous and disadvantageous; while participants believed that standardization could be beneficial on many levels, they also felt that users may be hesitant to purchase a suite of instruments from a single manufacturer; and that a "plug and play" system including sensors from multiple manufactures may be difficult to achieve. A priority recommendation and conclusion for the general integrated sensor system community was to provide vessel operators with real-time access to relevant data (e.g., ambient temperature and salinity to increase efficiency of water treatment systems and meteorological data for increased vessel safety and operating efficiency) for broader system value. Simplified data displays are also required for education and public outreach/awareness. Other key recommendations were to encourage the use of integrated sensor packages within observing systems such as 100s and EuroGOOS, identify additional customers of sensor system data, and publish results of previous work in peer-reviewed journals to increase agency and scientific awareness and confidence in the technology. Priority recommendations and conclusions for ACT entailed highlighting the value of integrated sensor systems for vessels of opportunity through articles in the popular press, and marine science. The inadequate supply of tilapia seed is considered as one of the major present constraints to the development of the culture industry in Nigeria. The floating bamboo net-hapa hatchery/nursery system was observed to be very efficient in the mass production of tilapia (Oreochromis niloticus) fry and fingerlings at Kainji Lake Research Institute. This system was therefore, recommended for small-scale (artisanal) commercial operators consisting of fishermen families in order to increase their productivity and hasten development of rural communities. The economic analysis of this system showed that loan obtained for the recommended scale of operation can be amortized within 2 years of the project. It was emphasized that the operational and managerial skills of the fish farm operators account largely to the production cost and profitability of the enterprise

In this thesis we uncover a new relation which links thermodynamics and information theory. We consider time as a channel and the detailed state of a physical system as a message. As the system evolves with time, ever present noise insures that the "message" is corrupted. Thermodynamic free energy measures the approach of the system toward equilibrium. Information theoretical mutual information measures the loss of memory of initial state. We regard the free energy and the mutual information as operators which map probability distributions over state space to real numbers. In the limit of long times, we show how the free energy operator and the mutual information operator asymptotically attain a very simple relationship to one another. This relationship is founded on the common appearance of entropy in the two operators and on an identity between internal energy and conditional entropy. The use of conditional entropy is what distinguishes our approach from previous efforts to relate thermodynamics and information theory.

The problem of the existence and stability of periodic solutions of infinite-lag integra-differential equations is considered. Specifically, the integrals involved are of the convolution type with the dependent variable being integrated over the range (- ∞,t), as occur in models of population growth. It is shown that Hopf bifurcation of periodic solutions from a steady state can occur, when a pair of eigenvalues crosses the imaginary axis. Also considered is the existence of traveling wave solutions of a model population equation allowing spatial diffusion in addition to the usual temporal variation. Lastly, the stability of the periodic solutions resulting from Hopf bifurcation is determined with aid of a Floquet theory.

The first chapter is devoted to linear integro-differential equations with constant coefficients utilizing the method of semi-groups of operators. The second chapter analyzes the Hopf bifurcation providing an existence theorem. Also, the two-timing perturbation procedure is applied to construct the periodic solutions. The third chapter uses two-timing to obtain traveling wave solutions of the diffusive model, as well as providing an existence theorem. The fourth chapter develops a Floquet theory for linear integro-differential equations with periodic coefficients again using the semi-group approach. The fifth chapter gives sufficient conditions for the stability or instability of a periodic solution in terms of the linearization of the equations. These results are then applied to the Hopf bifurcation problem and to a certain population equation modeling periodically fluctuating environments to deduce the stability of the corresponding periodic solutions.

The scaling law of photoionization in few-cycle laser pulses is verified in this paper. By means of numerical solution of time-dependent Schrodinger equation, the photoionization and the asymmetry degree of photoionization of atoms with different binding potential irradiated by various laser pulses are studied. We find that the effect of increasing pulse intensity is compensated by deepening the atomic binding potential. In order to keep the asymmetric photoionization unchanged, if the central frequency of the pulse is enlarged by k times, the atomic binding potential should also be enlarged by k times, and the laser intensity should be enlarged by k(3) times. Within the framework of second-order Rayleigh-Schrodinger perturbation theory, the polaronic correction to the first excited state energy of an electron in an quantum dot with anisotropic parabolic confinements is presented. Compared with isotropic confinements, anisotropic confinements will make the degeneracy of the excited states to be totally or partly lifted. On the basis of a three-dimensional Frohlich's Hamiltonian with anisotropic confinements, the first excited state properties in two-dimensional quantum dots as well as quantum wells and wires can also be easily obtained by taking special limits. Calculations show that the first excited polaronic effect can be considerable in small quantum dots.

By means of the numerical solution of time-dependant Schrodinger equation, we verify a scaling law of photoionization in ultrashort pulses. We find that for a given carrier-envelope phase and duration of the pulse, identical photoionizations are obtained provided that when the central frequency of the pulse is enlarged by k times, the atomic binding potential is enlarged by k times, and the laser intensity is enlarged by k(3) times. The scaling law allows us to reach a significant control over direction of photoemission and offers exciting prospects of reaching similar physical processes in different interacting systems which constitutes a novel kind of coherent control.

We present a novel account of the theory of commutative spectral triples and their two closest noncommutative generalisations, almost-commutative spectral triples and toric noncommutative manifolds, with a focus on reconstruction theorems, viz, abstract, functional-analytic characterisations of global-analytically defined classes of spectral triples. We begin by reinterpreting Connes's reconstruction theorem for commutative spectral triples as a complete noncommutative-geometric characterisation of Dirac-type operators on compact oriented Riemannian manifolds, and in the process clarify folklore concerning stability of properties of spectral triples under suitable perturbation of the Dirac operator. Next, we apply this reinterpretation of the commutative reconstruction theorem to obtain a reconstruction theorem for almost-commutative spectral triples. In particular, we propose a revised, manifestly global-analytic definition of almost-commutative spectral triple, and, as an application of this global-analytic perspective, obtain a general result relating the spectral action on the total space of a finite normal compact oriented Riemannian cover to that on the base space. Throughout, we discuss the relevant refinements of these definitions and results to the case of real commutative and almost-commutative spectral triples. Finally, we outline progess towards a reconstruction theorem for toric noncommutative manifolds.

With data centers being the supporting infrastructure for a wide range of IT services, their efficiency has become a big concern to operators, as well as to society, for both economic and environmental reasons. The goal of this thesis is to design energy-efficient algorithms that reduce energy cost while minimizing compromise to service. We focus on the algorithmic challenges at different levels of energy optimization across the data center stack. The algorithmic challenge at the device level is to improve the energy efficiency of a single computational device via techniques such as job scheduling and speed scaling. We analyze the common speed scaling algorithms in both the worst-case model and stochastic model to answer some fundamental issues in the design of speed scaling algorithms. The algorithmic challenge at the local data center level is to dynamically allocate resources (e.g., servers) and to dispatch the workload in a data center. We develop an online algorithm to make a data center more power-proportional by dynamically adapting the number of active servers. The algorithmic challenge at the global data center level is to dispatch the workload across multiple data centers, considering the geographical diversity of electricity price, availability of renewable energy, and network propagation delay. We propose algorithms to jointly optimize routing and provisioning in an online manner. Motivated by the above online decision problems, we move on to study a general class of online problem named "smoothed online convex optimization", which seeks to minimize the sum of a sequence of convex functions when "smooth" solutions are preferred. This model allows us to bridge different research communities and help us get a more fundamental understanding of general online decision problems.

数值求解了一维含时的Schroedinger方程,研究了μ子催化核聚变反应中激光强度和波长对介原子μ^3He电离的影响.发现当激光强度为10^19-10^23W/cm^2量级时,介原子μ^3He有2.7%左右的电离率;当激光强度达到6.0×10^24W/cm^2时,对介原子μ^3He有显著的电离,并且电离率随着激光的强度、波长而递增,进而会有效提高μ子的催化效率.

This thesis describes simple extensions of the standard model with new sources of baryon number violation but no proton decay. The motivation for constructing such theories comes from the shortcomings of the standard model to explain the generation of baryon asymmetry in the universe, and from the absence of experimental evidence for proton decay. However, lack of any direct evidence for baryon number violation in general puts strong bounds on the naturalness of some of those models and favors theories with suppressed baryon number violation below the TeV scale. The initial part of the thesis concentrates on investigating models containing new scalars responsible for baryon number breaking. A model with new color sextet scalars is analyzed in more detail. Apart from generating cosmological baryon number, it gives nontrivial predictions for the neutron-antineutron oscillations, the electric dipole moment of the neutron, and neutral meson mixing. The second model discussed in the thesis contains a new scalar leptoquark. Although this model predicts mainly lepton flavor violation and a nonzero electric dipole moment of the electron, it includes, in its original form, baryon number violating nonrenormalizable dimension-five operators triggering proton decay. Imposing an appropriate discrete symmetry forbids such operators. Finally, a supersymmetric model with gauged baryon and lepton numbers is proposed. It provides a natural explanation for proton stability and predicts lepton number violating processes below the supersymmetry breaking scale, which can be tested at the Large Hadron Collider. The dark matter candidate in this model carries baryon number and can be searched for in direct detection experiments as well. The thesis is completed by constructing and briefly discussing a minimal extension of the standard model with gauged baryon, lepton, and flavor symmetries.

Nonlinear X-wave formation at different pulse powers in water is simulated using the standard model of nonlinear Schrodinger equation (NLSE). It is shown that in near field X-shape originally emerges from the interplay between radial diffraction and optical Kerr effect. At relatively low power group-velocity dispersion (GVD) arrests the collapse and leads to pulse splitting on axis. With high enough power, multi-photon ionization (NIPI) and multi-photon absorption (MPA) play great importance in arresting the collapse. The tailing part of pulse is first defocused by MPI and then refocuses. Pulse splitting on axis is a manifestation of this process. Double X-wave forms when the split sub-pulses are self-focusing. In the far field, the character of the central X structure of conical emission (CE) is directly related to the single or double X-shape in the near field. (c) 2007 Elsevier B.V. All rights reserved.
