The state appropriates funds to support library services to Iowans through the State Library, the Library Service Areas, and state aid to local libraries known as Enrich Iowa. As a result of legislation enacted in 2010, the Iowa Library Association, or ILA, convened a committee to make recommendations regarding reorganization of state-funded library operations and services. The committee's recommendations have been approved by the ILA and endorsed by the State Commission of Libraries. The recommendations described involve the reorganization of the State Library and Library Service Areas.

The state provides funds for preschool programming through several annual and standing appropriations. The funds are received and managed by a variety of local and state entities, including local school districts, Area Education Agencies, or AEAs, the Child Development Coordinating Council, the Department of Education, and local early childhood Iowa boards. This document also provides limited information on the federally funded Head Start Program, the largest source of preschool funding in Iowa.

During the recent economic crisis, school district budgets have been impacted by state school aid funding shortfalls and state aid reductions due to across-the-board general fund reductions in fiscal year 2009 and fiscal year 2010. Additionally, in fiscal year 2011, the state school aid appropriation was capped and was 156.1 million dollars short of fully funding the state portion of the school aid formula. This issue review examines the impact that the reductions in state aid have had on school district cash reserve levies.

This issue review also provides historical information regarding FTE positions and personnel costs and the current status and outlook of FTE positions and salary expenditures for fiscal year 2011. Funding for non-road multimodal transportation is a means to provide for future transportation needs and alternatives to provide safe and efficient transportation options. The state supports multimodal transportation in the annual infrastructure budget. Most of the state's appropriations for these non-road modes of transportation are provided from the Rebuild Iowa Infrastructure Fund, or infrastructure-related funds such as restricted capital from tax-emempt bond proceeds. Projects that have received funding include commercial and general aviation infrastructure, public transit infrastructure, freight rail, and passenger rail. In addition, recreational trails that encourage walking and cycling are considered part of multimodal transportation. This issue review provides a general overview of the multimodal transportation grant programs that are funded by the state and administered under the Department of Transportation, or DOT. Other means of state funding for multimodal transportation, a sampling of federally funded programs and how other states fund some of their multimodal transportation programs will be briefly discussed.

This issue review examines the change in the number of executive branch employees, supervisors and payroll between January 2011 and August 2012. In recent years, a variety of factors have encouraged a reduction in the number of state employees, salary adjustment that pays for contract-related salary and benefits increases has not been funded, limited departments' ability to pay increasing personnel costs. Early retirement packages have been offered, encouraging higher-paid employees to retire. Beginning in January 2011, the Governor set a goal of reducing the cost of state government by 15 percent, which could impact the number of employees.
