This report is an output of the project “Determination of high-potential aquaculture development areas and impact in Africa and Asia”. This monograph is the case study for Cameroon. Written in three parts, it describes the historical background, practices, stakeholder profiles, production levels, economic and institutional environment, policy issues, and prospects for aquaculture in the country. First, it documents the history and current status of the aquaculture in the country. Second, it assesses the technologies and approaches that either succeeded or failed to foster aquaculture development and discusses why. Third, it identifies the key reasons for aquaculture adoption.

Command and control regulation programs, particularly input constraints, typically fail to achieve stated objectives, because fishermen may substitute unregulated for regulated inputs. It is, thus, essential to have an understanding of the internal structure of production technology. A primal formulation is used to estimate a translog production function at the vessels level that includes fishing effort and fisherman’s skill. The flexibility of the selected functional permits the analysis of the substitution possibilities among inputs by estimating the elasticity of substitution with no prior constraints. Particular attention is paid to the empirical validation of fishing effort as an aggregate input, which implies either, the acceptation of the joint hypothesis that inputs making up effort are weakly separable from the inputs out of the subgroup or considering that effort is an intermediate input produced by a non-separable two stage technology. Cross sectional data from the Spanish purse seine fleet operating in the VIII Division European anchovy fishery provide evidence of limited input substitution possibilities among the inputs making up the empirically validated fishing effort translog micro-production function.

A dynamic optimisation framework is adopted to show how tax-based management systems theoretically correct the inefficient allocation of fishing resources derived from the stock externality. Optimal Pigouvian taxes on output (τ) and on inputs (γ) are calculated, compared and considered as potential alternatives to the current regulation of VIII division Cantabrian anchovy fishery. The sensibility analysis of optimal taxes illustrates an asymmetry between (τ) and (γ) when cost price ratio varies. The distributional effects also differ. Special attention will be paid to the real implementation of the tax-based systems in fisheries.

This monograph is the case study for China, with a particular focus on Henan Province, the project location. Written in three parts, it first describes the historical background, production levels and trends, economic and institutional environment, policy issues, and market situation in China in general. The main part of the study presents findings from two different surveys conducted in Henan Province. County-level information is used to analyze the current situation of aquaculture, providing a more disaggregated picture than what is generally available from national statistics. Data collected in a survey of fish farmers in two locations in Henan are then analyzed with regard to the prevailing aquaculture technology and production practices, economic performance of pond fish farming, and the key reasons for aquaculture adoption. In the final chapter, constraints and opportunities for the aquaculture sector in China in general are discussed. (pdf contains 68 pages.)

The study focuses on fishing community issues in the Sundarban Tiger Reserve (STR). It provides an overview of the legal framework, and design and implementation of fishing regulations, and documents and analyzes the experiences of local fishing communities. It explores ways in which livelihood concerns can be appropriately balanced with conservation. The report builds upon a study titled ‘Traditional Fishers in the Sundarban Tiger Reserve’ (DISHA 2008) and draws upon secondary review of literature and field visits conducted in September 2008. The report is structured in six parts. The first part provides the legal background and the second sketches the status of fisheries and fishing communities. The third part focuses on livelihood issues within the STR, and community concerns regarding implementation of tiger protection measures. Part four explores the initiatives undertaken in the domain of alternative livelihoods. Part five offers a conclusion. The final sixth part, recognizing the initiatives that have been taken to address alternative livelihood options, lists the study's recommendations. (PDF contains 32 pages)
