This paper establishes an overview of the variables and constraints that affected trade in the Council for Mutual Economic Assistance. It explores the origins of COMECON, the demographic and resource distribution of the member nations, and the role of trade in a centrally planned economy. The paper’s primary focus is on the emergence of a bilateral trade structure, the faulty price mechanism, and the nonconvertibility of currencies. The paper documents the origins and relationships between the constraints of trade within COMECON, and argues that ultimately, these constraints prevented COMECON from fully achieving its economic objectives.

Recent theoretical work has examined the spatial distribution of unemployment using the efficiency wage model as the mechanism by which unemployment arises in the urban economy. This paper extends the standard efficiency wage model in order to allow for behavioral substitution between leisure time at home and effort at work. In equilibrium, residing at a location with a long commute affects the time available for leisure at home and therefore affects the trade-off between effort at work and risk of unemployment. This model implies an empirical relationship between expected commutes and labor market outcomes, which is tested using the Public Use Microdata sample of the 2000 U.S. Decennial Census. The empirical results suggest that efficiency wages operate primarily for blue collar workers, i.e. workers who tend to be in occupations that face higher levels of supervision. For this subset of workers, longer commutes imply higher levels of unemployment and higher wages, which are both consistent with shirking and leisure being substitutable.

Regional integration proposals often require agreements between countries that differ in geographic size, resource endowments, transportation assets, technologies, and product quality. In this asymmetric setting, questions arise about the potential for mutual gains and the distribution of benefits among industries and workers in each country. This paper examines how regional integration between a small landlocked country and a large neighboring country--with a unique port facility that both nations must use to export goods--affects the wage and location decisions of firms, the allocation of labor, the welfare of each country's workers and firms, and aggregate measures of economic welfare in each country and the region. A simulated spatial labor market model is used to explore the economic effects of various stages of regional integration. Beginning with autarky as a benchmark case, we consider two forms of regional integration: partial mobility (mobile labor with geographically restricted firms); and full mobility (mobile labor and firms) with convergence of production technologies and product quality.

It is well accepted that the hippocampus (HIP) is important for spatial and contextual memories, however, it is not clear if the entorhinal cortex (EC), the main input/output structure for the hippocampus, is also necessary for memory storage. Damage to the EC in humans results in memory deficits. However, animal studies report conflicting results on whether the EC is necessary for spatial and contextual memory. Memory consolidation requires gene expression and protein synthesis, mediated by signaling cascades and transcription factors. Extracellular-signal regulated kinase (ERK) cascade activity is necessary for long-term memory in several tasks, including those that test spatial and contextual memory. In this work, we explore the role of ERK-mediated plasticity in the EC on spatial and contextual memory. ^ To evaluate this role, post-training infusions of reversible pharmacological inhibitors specific for the ERK cascade that do not affect normal neuronal activity were targeted directly to the EC of awake, behaving animals. This technique provides spatial and temporal control over the inhibition of the ERK cascade without affecting performance during training or testing. Using the Morris water maze to study spatial memory, we found that ERK inhibition in the EC resulted in long-term memory deficits consistent with a loss of spatial strategy information. When animals were allowed to learn and consolidate a spatial strategy for solving the task prior to training and ERK inhibition, the deficit was alleviated. To study contextual memory, we trained animals in a cued fear-conditioning task and saw an increase in the activation of ERK in the EC 90 minutes following training. ERK inhibition in the EC over this time point, but not at an earlier time point, resulted in increased freezing to the context, but not to the tone, during a 48-hour retention test. In addition, animals froze maximally at the time the shock was given during training; similar to naïve animals receiving additional training, suggesting that ERK-mediated plasticity in the EC normally suppresses the temporal nature of the freezing response. These findings demonstrate that plasticity in the EC is necessary for both spatial and contextual memory, specifically in the retention of behavioral strategies. ^

La lógica del mercado y al cambio de modelo de desarrollo en América Latina, en el intento de poder competir a nivel mundial, ha agudizado las disparidades y el deterioro ambiental. La presión que ejercen las grandes empresas y ciertos grupos con poder, el enquistamiento de una estructura administrativa que puja por mantener esquemas tradicionales ya perimidos y la falta de planificación impiden atender uno de los problemas claves que plantea la economía en el territorio, el de la concentración y los desequilibrios territoriales. Surge entonces el Ordenamiento Territorial como alternativa válida para atenuar estos procesos y dar respuesta a la sociedad. El caso que se presenta pone en el tapete muchos de estos temas que hoy preocupan y puede servir como experiencia transferible y aplicable a otras realidades que buscan consolidar un desarrollo local sustentable. El ante-proyecto de Ley de Ordenamiento Territorial y Usos del Suelo para la provincia de Mendoza, República Argentina, es un instrumento elaborado en el año 2006 por el sector académico-científico que desde una visión interdisciplinaria incorpora fundamentos técnicos y aportes de los actores sociales involucrados. La metodología aplicada permite consensuar por la sociedad en su conjunto los principios que sustentan la Ley, determinar la aplicación de ciertos instrumentos para efectivizar acciones en el territorio y definir una forma innovadora de hacer política, gestionar y planificar el uso del suelo. La propuesta considera al Ordenamiento Territorial como una política de Estado que debe propiciar condiciones de gobernabilidad. Sus principios y normas priorizan la equidad y el bienestar general por encima de los intereses particulares así como también el respeto de los valores y costumbres de la sociedad. Surge de un proceso participativo y sus principios y fines responden a los problemas actuales. Incorpora una serie de instrumentos debidamente jerarquizados conforme a las competencias jurisdiccionales y existencia de distintas escalas geográficas, como también, instrumentos jurídicos y prácticas administrativas innovadoras que permiten la resolución de conflictos territoriales. Identifica además recursos financieros para implementarla y prioriza el fortalecimiento de los mecanismos de control para un funcionamiento más ágil y eficaz de la gestión pública. Sin embargo existen riesgos vinculados a la voluntad política y el poder económico que pueden impedir que esta utopía se transforme en realidad. Solo la participación social es la que puede lograr vencer los intereses en juego y conseguir la aprobación de la Ley. Si esto se consigue se habrá dado un paso muy importante a ser imitado, sin lugar a dudas, en otros lugares de Argentina y América Latina.

La producción de Solanum tuberosum L., Lycopersicum esculentum Mill. y Physalis ixocarpa Brot. (Solanales: Solanaceae) ha sufrido fuertes pérdidas económicas por la presencia de Bactericera cockerelli Sulc. (Hemiptera: Triozidae) al asociarse con las enfermedades punta morada o “zebra chip", además de ser el transmisor de Candidatus Liberibacter solanacearum. Las alternativas de control utilizadas han carecido de eficacia por desconocer la distribución espacial del insecto dentro de la parcela. Conocer dicho comportamiento permitiría focalizar las alternativas de control, haciéndolas más eficaces. Este trabajo tuvo por objetivo modelizar la distribución espacial de los estadíos de huevo, ninfa y adulto de B. cockerelli obtenidos en muestreos por transectos en un cultivo de papa, utilizando herramientas geoestadísticas. Los resultados indican que la distribución espacial de las poblaciones de huevos, ninfas y adultos de B. cockerelli fue de tipo agregada en cada fecha de muestreo. La validación cruzada de los semivariogramas obtenidos corrobora la distribución agregada en las poblaciones de B. cockerelli. Por su parte, los mapas elaborados permiten observar la estructura agregada de las poblaciones del insecto, permitiendo identificar áreas infestadas y áreas libres. Se encontró estabilidad espacio temporal para los tres estadios del insecto.

Chlorophyll "a" and adenozine triphosphate (ATP) concentrations together with size structure of microplankton were investigated in January-April 1989 in the Indian Ocean and in the Weddell Sea. ATP values varied from 11 to 92 ng/l, and chlorophyll "a" concentrations varied from 0.04 to 0.27 µg/l in the Indian Ocean, with prevailing nanoplankton and picoplankton fractions. Both ATP and chlorophyll "a" concentrations increased 2 times to the south of 40°S; in the Weddell Sea they exceeded 400 ng/l and 0.6 µg/l, respectively. Cells of nanophytoplankton and microphytoplankton (mainly diatoms) prevailed in size spectra. Spatial variabilities of the parameters were within one order of magnitude; their values decreased 3-4 times during 1 month. Size structure changed due to increased portion of nanoplankton and picolankton. ATP concentrations in the photic layer (0-200 m) varied from 31.96 mg/m**2 in February to 8.02 mg/m**2 in March to April. ATP concentrations were 61.5 and 98.8 mg/m**2 at depths of 4200 and 4700 m, respectively.

A prominent control on the flow over subaqueous dunes is the slope of the downstream leeside. While previous work has focused on steep (~30°), asymmetric dunes with permanent flow separation, little is known about dunes with lower lee-slope angles for which flow separation is absent or intermittent. Here, we present a laboratory investigation where we systematically varied the dune lee-slope, holding other geometric parameters and flow hydraulics constant, to explore effects on the turbulent flow field and flow resistance. Three sets of fixed dunes (lee-slopes of 10°, 20° and 30°) were separately installed in a 15 m long and 1 m wide flume and subjected to 0.20 m deep flow. Measurements consisted of high-frequency, vertical profiles collected with a Laser Doppler Velocimeter (LDV). We show that the temporal and spatial occurrence of flow separation decreases with dune lee-slope. Velocity gradients in the dune leeside depict a free shear layer downstream of the 30° dunes and a weaker shear layer closer to the bed for the 20° and 10° dunes. The decrease in velocity gradients leads to lower magnitude of turbulence production for gentle lee-slopes. Aperiodic, strong ejection events dominate the shear layer, but decrease in strength and frequency for low-angle dunes. Flow resistance of dunes decreases with lee-slope; the transition being non-linear. Over the 10°, 20° and 30° dunes, shear stress is 8%, 33% and 90 % greater than a flat bed, respectively. Our results demonstrate that dune lee-slope plays an important, but often ignored role in flow resistance.

La provincia de Santa Fe, Argentina, se encuentra en una localización estratégica. La potencialidad de la Hidrovía Paraná-Paraguay, los corredores bioceánicos viales y la red existente de trazados ferroviarios le confieren gran dinamismo a su integración económica, social, cultural y política, no sólo hacia el interior del propio territorio, sino también en relación a las demás provincias y más allá de los confines nacionales. La región capital, cuyo núcleo es la ciudad de Santa Fe, se encuentra caracterizada por factores realmente dinámicos: el riesgo hídrico que es intrínseco del área, la intensificación de los flujos económicos pasantes, los procesos de concentración demográfica y la creciente interdependencia entre ciudades, como es el casode Santa Fe y Paraná (capital de la vecina provincia de Entre Ríos), bajo un progresivo proceso de metropolización binuclear. Estos factores, sumados a la escasa cantidad de conexiones físicas sobre el sistema fluvial del río Paraná, han instalado la creciente necesidad de contar con un nuevo enlace interprovincial, adaptado a una hipótesis de reactivación ferroviaria. El proyecto se encuentra en fase preliminar. La cuestión principal gira en torno a la decisión de su localización específica, que deberá considerar el profundo efecto transformador propio de una obra civil de gran calibre, tanto en relación a la plataforma natural como al sistema de asentamientos humanos. También sus alcances territoriales y el impacto potencial en la micro, meso y macroescala. El propósito de la investigación reside en profundizar sobre las dimensiones involucradas por el proyecto (técnica, social, económica, ambiental, de movilidad), en la búsqueda de una toma de posición que permita echar luz sobre los escenarios más beneficiosos y/o menos desfavorables, en relación a las numerosas propuestas de localización que se encuentran actualmente en discusión. El resultado es una matriz analítica basada en variables cuantitativas y cualitativas, que permite una evaluación integral de las propuestas en función de considerar, en síntesis, el grado de impacto sobre la plataforma natural sustentante, sus capacidades para revertir las problemáticas territoriales actuales, y finalmente sus posibilidades para generar nuevos ejes de desarrollo en la región o bien potenciar los existentes. Se concluye que análisis preliminares de tipo pluridimensional son necesarios para someter a discusión, como instancia previa a estudios específicos de factibilidad y viabilidad, puesto que permiten una visualización integral de las variables intervinientes, marcando el camino hacia su adecuada ponderación. El significado contingente de un orden territorial ambientalmente sustentable es analizado desde la particular mirada de la geografía. La ordenación del territorio alude a la representación del resultado de las interacciones hombre-medio geográfico que implica, históricamente, diferentes configuraciones espaciales, de manera tal que cada cultura crea su ambiente. Distintas estrategias de desarrollo socioeconómico conducen a modelos diferentes de organización del espacio en el territorio; en similar sentido, toda estructura territorial dada impone condicionantes a las relaciones económicas y sociales que sobre ella puedan establecerse, según procesos de distinto orden: ecológicos, productivos y culturales. De allí la dificultad de la ordenación planificada del territorio, por parte de la gestión pública, que justifica la exploración geográfica de su significado. Se analizan para el caso de Argentina los "condicionantes" ambientales, desde el eje jurídico-normativo, vinculados al desarrollo territorial y uso del suelo.

The development of the ecosystem approach and models for the management of ocean marine resources requires easy access to standard validated datasets of historical catch data for the main exploited species. They are used to measure the impact of biomass removal by fisheries and to evaluate the models skills, while the use of standard dataset facilitates models inter-comparison. North Atlantic albacore tuna is exploited all year round by longline and in summer and autumn by surface fisheries and fishery statistics compiled by the International Commission for the Conservation of Atlantic Tunas (ICCAT). Catch and effort with geographical coordinates at monthly spatial resolution of 1° or 5° squares were extracted for this species with a careful definition of fisheries and data screening. In total, thirteen fisheries were defined for the period 1956-2010, with fishing gears longline, troll, mid-water trawl and bait fishing. However, the spatialized catch effort data available in ICCAT database represent a fraction of the entire total catch. Length frequencies of catch were also extracted according to the definition of fisheries above for the period 1956-2010 with a quarterly temporal resolution and spatial resolutions varying from 1°x 1° to 10°x 20°. The resolution used to measure the fish also varies with size-bins of 1, 2 or 5 cm (Fork Length). The screening of data allowed detecting inconsistencies with a relatively large number of samples larger than 150 cm while all studies on the growth of albacore suggest that fish rarely grow up over 130 cm. Therefore, a threshold value of 130 cm has been arbitrarily fixed and all length frequency data above this value removed from the original data set.

Este trabajo tiene por objetivo indagar el lugar que ocupa -y la forma en que está constituida- la dimensión espacial en distintos enfoques que nutrieron o se desarrollaron como teorías de la geografía económica. Se inicia la discusión partiendo de la economía convencional (neoclásica o keynesiana) y se sigue con los enfoques institucionalistas del desarrollo regional. Con respecto a estos últimos, se estudia los conceptos básicos tomados del giro relacional de la geografía humana, sobre todo al momento de definir sus objetos de análisis y su espacialidad inherente. Se intenta así caracterizar el tratamiento del espacio descubriendo sus límites y dificultades, poniéndose de manifiesto el piso común que estos enfoques comparten con las perspectivas convencionales de la geografía económica. Finalmente, se recuperan los aportes de geógrafos críticos dedicados al estudio de la estructuración espacio-temporal de la "moderna sociedad burguesa", entablando un diálogo fructífero con el giro relacional que sirvió de fundamento al pensamiento institucionalista
