A high demand exists to increase the efficiency of present airport ground facilities and the co-ordination of traffic and services. The Traffic Office plays a crucial role in managing the airport. The main tasks of the Traffic Office is management of equipment, services, and ressources based on the flight schedule and resolving conflicts arising from deviations from the schedule. A new tool will support information exchange between Traffic Office and other facilities on the airport.

Das Ziel der Dissertation war die Untersuchung des Computereinsatzes zur Lern- und Betreuungsunterstützung beim selbstgesteuerten Lernen in der Weiterbildung. In einem bisher konventionell durchgeführten Selbstlernkurs eines berufsbegleitenden Studiengangs, der an das Datenmanagement der Bürodatenverarbeitung heranführt, wurden die Kursunterlagen digitalisiert, die Betreuung auf eine online-basierte Lernbegleitung umgestellt und ein auf die neuen Lernmedien abgestimmtes Lernkonzept entwickelt. Dieses neue Lernkonzept wurde hinsichtlich der Motivation und der Akzeptanz von digitalen Lernmedien evaluiert. Die Evaluation bestand aus zwei Teilen: 1. eine formative, den Entwicklungsprozess begleitende Evaluation zur Optimierung der entwickelten Lernsoftware und des eingeführten Lernkonzeptes, 2. eine sowohl qualitative wie quantitative summative Evaluation der Entwicklungen. Ein zentraler Aspekt der Untersuchung war die freie Wahl der Lernmedien (multimediale Lernsoftware oder konventionelles Begleitbuch) und der Kommunikationsmedien (online-basierte Lernplattform oder die bisher genutzten Kommunikationskanäle: E-Mail, Telefon und Präsenztreffen). Diese Zweigleisigkeit erlaubte eine differenzierte Gegenüberstellung von konventionellen und innovativen Lernarrangements. Die Verbindung von qualitativen und quantitativen Vorgehensweisen, auf Grund derer die subjektiven Einstellungen der Probanden in das Zentrum der Betrachtung rückten, ließen einen Blickwinkel auf den Nutzen und die Wirkung der Neuen Medien in Lernprozessen zu, der es erlaubte einige in der Literatur als gängig angesehene Interpretationen in Frage zu stellen und neu zu diskutieren. So konnten durch eine Kategorisierung des Teilnehmerverhaltens nach online-typisch und nicht online-typisch die Ursache-Wirkungs-Beziehungen der in vielen Untersuchungen angeführten Störungen in Online-Seminaren verdeutlicht werden. In den untersuchten Kursen zeigte sich beispielsweise keine Abhängigkeit der Drop-out-Quote von den Lern- und Betreuungsformen und dass diese Quote mit dem neuen Lernkonzept nur geringfügig beeinflusst werden konnte. Die freie Wahl der Lernmedien führte zu einer gezielten Nutzung der multimedialen Lernsoftware, wodurch die Akzeptanz dieses Lernmedium stieg. Dagegen war die Akzeptanz der Lernenden gegenüber der Lernbegleitung mittels einer Online-Lernplattform von hoch bis sehr niedrig breit gestreut. Unabhängig davon reichte in allen Kursdurchgängen die Online-Betreuung nicht aus, so dass Präsenztreffen erbeten wurde. Hinsichtlich der Motivation war die Wirkung der digitalen Medien niedriger als erwartet. Insgesamt bieten die Ergebnisse Empfehlungen für die Planung und Durchführung von computerunterstützten, online-begleiteten Kursen.

Existing fuel taxes play a major role in determining the welfare effects of exempting the transportation sector from measures to control greenhouse gases. To study this phenomenon we modify the MIT Emissions Prediction and Policy Analysis (EPPA) model to disaggregate the household transportation sector. This improvement requires an extension of the GTAP data set that underlies the model. The revised and extended facility is then used to compare economic costs of cap-and-trade systems differentiated by sector, focusing on two regions: the USA where the fuel taxes are low, and Europe where the fuel taxes are high. We find that the interplay between carbon policies and pre-existing taxes leads to different results in these regions: in the USA exemption of transport from such a system would increase the welfare cost of achieving a national emissions target, while in Europe such exemptions will correct pre-existing distortions and reduce the cost.

In 2000 the European Statistical Office published the guidelines for developing the Harmonized European Time Use Surveys system. Under such a unified framework, the first Time Use Survey of national scope was conducted in Spain during 2002– 03. The aim of these surveys is to understand human behavior and the lifestyle of people. Time allocation data are of compositional nature in origin, that is, they are subject to non-negativity and constant-sum constraints. Thus, standard multivariate techniques cannot be directly applied to analyze them. The goal of this work is to identify homogeneous Spanish Autonomous Communities with regard to the typical activity pattern of their respective populations. To this end, fuzzy clustering approach is followed. Rather than the hard partitioning of classical clustering, where objects are allocated to only a single group, fuzzy method identify overlapping groups of objects by allowing them to belong to more than one group. Concretely, the probabilistic fuzzy c-means algorithm is conveniently adapted to deal with the Spanish Time Use Survey microdata. As a result, a map distinguishing Autonomous Communities with similar activity pattern is drawn. Key words: Time use data, Fuzzy clustering; FCM; simplex space; Aitchison distance

Free media may not favor political accountability when other democratic institutions are weak, and may even bring undesirable unintended consequences. We propose a simple model in which politicians running for office may engage in coercion to obtain votes. A media scandal that exposes these candidates increases their coercion effort to offset the negative popularity shock. This may result in the tainted politicians actually increasing their vote share. We provide empirical evidence from one recent episode in the political history of Colombia, the ‘parapolitics’ scandal featuring politicians colluding with illegal armed paramilitary groups to obtain votes. We show that colluding candidates not only get more votes than their clean competitors, but also concentrate them in areas where coercion is more likely (namely, areas with more paramilitary presence, less state presence, and more judicial inefficiency). Harder to reconcile with other explanations and as a direct test of the effects of media exposure, we compare tainted candidates exposed before elections to those exposed after. El interés de esta monografía es analizar las interacciones no-lineales con resultados emergentes que mantuvo la comunidad kurda en Siria, durante el periodo 2011-2014, y por las cuales se produjeron formas de auto-organización como resultado de la estructura compleja a la que pertenece. De esta forma, se explica cómo a raíz de la crisis política siria y los enfrentamientos con el Estado Islámico, se transformó el rol de los kurdos en Siria y se influenciaron las estructuras políticas del país y las naciones de la región con población kurda. Por lo tanto, esta investigación se propone analizar este fenómeno a través del enfoque de complejidad en Relaciones Internacionales y el concepto de Auto-Organización. A partir de ello, se indaga sobre las interacciones surgidas en estructuras más pequeñas, que habrían afectado un sistema mayor; estableciendo nuevas formas de organización que no pueden ser explicadas, únicamente, a partir de elementos causales.

We look at at the empirical validity of Schelling’s models for racial residential segregation applied to the case of Chicago. Most of the empirical literature has focused exclusively the single neighborhood model, also known as the tipping point model and neglected a multineighborhood approach or a unified approach. The multi-neighborhood approach introduced spatial interaction across the neighborhoods, in particular we look at spatial interaction across neighborhoods sharing a border. An initial exploration of the data indicates that spatial contiguity might be relevant to properly analyse the so call tipping phenomena of predominately non-Hispanic white neighborhoods to predominantly minority neighborhoods within a decade. We introduce an econometric model that combines an approach to estimate tipping point using threshold effects and a spatial autoregressive model. The estimation results from the model disputes the existence of a tipping point, that is a discontinuous change in the rate of growth of the non-Hispanic white population due to a small increase in the minority share of the neighborhood. In addition we find that racial distance between the neighborhood of interest and it surrounding neighborhoods has an important effect on the dynamics of racial segregation in Chicago.

Simulations of the top-of-atmosphere radiative-energy budget from the Met Office global numerical weather-prediction model are evaluated using new data from the Geostationary Earth Radiation Budget (GERB) instrument on board the Meteosat-8 satellite. Systematic discrepancies between the model simulations and GERB measurements greater than 20 Wm-2 in outgoing long-wave radiation (OLR) and greater than 60 Wm-2 in reflected short-wave radiation (RSR) are identified over the period April-September 2006 using 12 UTC data. Convective cloud over equatorial Africa is spatially less organized and less reflective than in the GERB data. This bias depends strongly on convective-cloud cover, which is highly sensitive to changes in the model convective parametrization. Underestimates in model OLR over the Gulf of Guinea coincide with unrealistic southerly cloud outflow from convective centres to the north. Large overestimates in model RSR over the subtropical ocean, greater than 50 Wm-2 at 12 UTC, are explained by unrealistic radiative properties of low-level cloud relating to overestimation of cloud liquid water compared with independent satellite measurements. The results of this analysis contribute to the development and improvement of parametrizations in the global forecast model.

The transport of stratospheric air deep into the troposphere via convection is investigated numerically using the UK Met Office Unified Model. A convective system that formed on 27 June 2004 near southeast England, in the vicinity an upper level potential vorticity anomaly and a lowered tropopause, provides the basis for analysis. Transport is diagnosed using a stratospheric tracer that can either be passed through or withheld from the model’s convective parameterization scheme. Three simulations are performed at increasingly finer resolutions, with horizontal grid lengths of 12, 4, and 1 km. In the 12 and 4 km simulations, tracer is transported deeply into the troposphere by the parameterized convection. In the 1 km simulation, for which the convective parameterization is disengaged, deep transport is still accomplished but with a much smaller magnitude. However, the 1 km simulation resolves stirring along the tropopause that does not exist in the coarser simulations. In all three simulations, the concentration of the deeply transported tracer is small, three orders of magnitude less than that of the shallow transport near the tropopause, most likely because of the efficient dilution of parcels in the lower troposphere.

Previous assessments of the impacts of climate change on heat-related mortality use the "delta method" to create temperature projection time series that are applied to temperature-mortality models to estimate future mortality impacts. The delta method means that climate model bias in the modelled present does not influence the temperature projection time series and impacts. However, the delta method assumes that climate change will result only in a change in the mean temperature but there is evidence that there will also be changes in the variability of temperature with climate change. The aim of this paper is to demonstrate the importance of considering changes in temperature variability with climate change in impacts assessments of future heat-related mortality. We investigate future heatrelated mortality impacts in six cities (Boston, Budapest, Dallas, Lisbon, London and Sydney) by applying temperature projections from the UK Meteorological Office HadCM3 climate model to the temperature-mortality models constructed and validated in Part 1. We investigate the impacts for four cases based on various combinations of mean and variability changes in temperature with climate change. The results demonstrate that higher mortality is attributed to increases in the mean and variability of temperature with climate change rather than with the change in mean temperature alone. This has implications for interpreting existing impacts estimates that have used the delta method. We present a novel method for the creation of temperature projection time series that includes changes in the mean and variability of temperature with climate change and is not influenced by climate model bias in the modelled present. The method should be useful for future impacts assessments. Few studies consider the implications that the limitations of the climate model may have on the heatrelated mortality impacts. Here, we demonstrate the importance of considering this by conducting an evaluation of the daily and extreme temperatures from HadCM3, which demonstrates that the estimates of future heat-related mortality for Dallas and Lisbon may be overestimated due to positive climate model bias. Likewise, estimates for Boston and London may be underestimated due to negative climate model bias. Finally, we briefly consider uncertainties in the impacts associated with greenhouse gas emissions and acclimatisation. The uncertainties in the mortality impacts due to different emissions scenarios of greenhouse gases in the future varied considerably by location. Allowing for acclimatisation to an extra 2°C in mean temperatures reduced future heat-related mortality by approximately half that of no acclimatisation in each city.

The polar vortex of the Southern Hemisphere (SH) split dramatically during September 2002. The large-scale dynamical effects were manifest throughout the stratosphere and upper troposphere, corresponding to two distinct cyclonic centers in the upper troposphere–stratosphere system. High-resolution (T511) ECMWF analyses, supplemented by analyses from the Met Office, are used to present a detailed dynamical analysis of the event. First, the anomalous evolution of the SH polar vortex is placed in the context of the evolution that is usually witnessed during spring. Then high-resolution fields of potential vorticity (PV) from ECMWF are used to reveal several dynamical features of the split. Vortex fragments are rapidly sheared out into sheets of high (modulus) PV, which subsequently roll up into distinct synoptic-scale vortices. It is proposed that the stratospheric circulation becomes hydrodynamically unstable through a significant depth of the troposphere–stratosphere system as the polar vortex elongates.
