The increasing research interest on stakeholder analysis in urban planning reflects a growing recognition that stakeholders can and should influence the decision-making. This paper concentrates on exploring the techniques for analysing stakeholders, especially the application of the Stakeholder Circle tool and Social Network Analysis. An urban renewal project and an infrastructure project in Australia are presented as case studies to verify the use of these two techniques. The stakeholders are identified and prioritized from two different points of view, namely, the attribute evaluations in the Stakeholder Circle tool, and the relationship network analysis. The paper ends with a discussion on the strengths and limitations of the techniques for stakeholder analysis. No method for stakeholder identification and prioritization is perfect. The selection of the approaches is an art with extensive considerations of ‘when, what, and how’ to choose methods to achieve the project objectives. Each method has its own strengths and limitations. Combining several methods when necessary is the best way to analyse stakeholders.

The interlaminar toughening of a carbon fibre reinforced composite by interleaving a thin layer (~20 microns) of poly(hydroxyether of bisphenol A) (phenoxy) nanofibres was explored in this work. Nanofibres, free of defect and averaging several hundred nanometres, were produced by electrospinning directly onto a pre-impregnated carbon fibre material (Toray G83C) at various concentrations between 0.5 wt % and 2 wt %. During curing at 150 °C, phenoxy diffuses through the epoxy resin to form a semi interpenetrating network with an inverse phase type of morphology where the epoxy became the co-continuous phase with a nodular morphology. This type of morphology improved the fracture toughness in mode I (opening failure) and mode II (in-plane shear failure) by up to 150% and 30%, respectively. Interlaminar shear stress test results showed that the interleaving did not negatively affect the effective in-plane strength of the composites. Furthermore, there was some evidence from DMTA and FT-IR analysis to suggest that inter-domain etherification between the residual epoxide groups with the pendant hydroxyl groups of the phenoxy occurred, also leading to an increase in glass transition temperature (~7.5 °C).

Using film grammar as the underpinning, we study the extraction of structures in video based on color using a wide configuration of clustering methods combined with existing and new similarity measures. We study the visualisation of these structures, which we call Scene-Cluster Temporal Charts and show how it can bring out the interweaving of different themes and settings in a film. We also extract color events that filmmakers use to draw/force a viewer's attention to a shot/scene. This is done by first extracting a set of colors used rarely in film, and then building a probabilistic model for color event detection. We demonstrate with experimental results from ten movies that our algorithms are effective in the extraction of both scene-cluster temporal charts and color events.

Describes in detail the methodology used by the Australian Institute of Health and Welfare to measure health services use and expenditure for specific diseases and disease groups in Australia in 1993-94. A companion report, Health System Costs of Diseases and Injury in Australia 1993-94, provides estimates of the health system costs for each disease and injury group and area of expenditure. Other reports will provide detailed estimates for specific National Health Priority Areas - cancer, cardiovascular disease, injury, mental health and diabetes.

The lack of comprehensive data on transport operations is a long- standing problem in transport research. Information on road transport in particular has proved difficult to obtain. This Paper documents a study which was aimed at developing and testing a technique to estimate long-distance passenger and freight movements based on direct observation of vehicle movements.

Two key methodological issues underlying different methods for calculating estimates of the number of alcohol-caused deaths are identified and recommendations suggested for future work.

1. How to adjust alcohol aetiologic fractions across time and place to reflect different levels of risky drinking. A common approach is outlined for both acute and chronic alcohol-related conditions. In the absence of consistent, reliable and regionally specific measures of the prevalence of risky alcohol consumption from national surveys, the use of per capita consumption data as a means of adjusting alcohol population aetiologic fractions over time and across regions is recommended.

2. Whether abstainers or low-risk drinkers should be used as the reference group when assessing the impact of alcohol consumption and how the resulting information is best presented. It is recommended that when abstainers are used as the reference group, the costs and benefits for both 'low-risk' and 'risky/high-risk' drinking should be identified. Using this approach, it was estimated that for Australia in 1998 there was a net benefit of 5,100 lives saved due to low-risk drinking, while there was a net loss of 2,737 lives due to risky/high-risk drinking. On its own, the figure of a net saving of 2,363 lives per year is a simplistic and potentially misleading picture of alcohol as a net benefit to public health and safety. For public health communications, there is still value in providing estimates using the low-risk drinking contrast, of the number of lives saved if risky/high-risk drinkers all became low-risk drinkers (n=3,292 in 1998). The use of the abstinence contrast, however, allows the more complex picture of alcohol's impact on public health to be apparent, e.g. including the estimated 1,505 deaths associated with low-risk drinking (mostly from cancer).

This report provides a consistent and systematic approach to the determination of environmental water requirements for estuaries in Victoria.

Victoria’s limited water resources are subject to competing demands. These demands, including town water supplies and irrigation requirements, often deplete the flow entering estuaries and put their environmental values at risk.

The Estuary Environmental Flows Assessment Methodology (EEFAM) is a standard methodology which can be applied in a consistent manner across all Victorian estuaries, according to their priority. It is not anticipated that this method would be used for the Gippsland Lakes or Port Phillip or Western Port Bay.

This article extends the recent literature on static multidimensional deprivation to propose dynamic deprivation measures that incorporate both the persistence and duration of deprivation across multiple dimensions. The article then illustrates the usefulness of the extension by applying it to Australian panel data for the recent period, 2001–2008. The empirical application exploits the subgroup decomposability of the deprivation measures to identify the subgroups that are more deprived than others. The proposed measure is also decomposable by dimensions and is used to identify the dimensions where deprivation is more persistent. The comparison between the subgroups shows that the divide between homeowners and non-homeowners is one of the sharpest, with the latter suffering much more deprivation than the former. The results are robust to alternative schemes for weighting and aggregating the dimensions as well as to the choice of model parameters.

Traditional Failure Mode and Effect Analysis (FMEA) adopts the Risk Priority Number (RPN) ranking model to evaluate failure risks, to rank failures, as well as to prioritize actions. Although this approach is simple, it suffers from several shortcomings. In this paper, we investigate a number of fuzzy inference techniques for determining the RPN scores, in an attempt to overcome the weaknesses associated with the traditional RPN model. The main objective is to examine the possibility of using fuzzy rule interpolation and reduction techniques to design new fuzzy RPN models. The performance of the fuzzy RPN models is evaluated using a real-world case study pertaining to the test handler process in a semiconductor manufacturing plant. The FMEA procedure for the test handler is performed, and a fuzzy RPN model is developed. In addition, improvement to the fuzzy RPN model is proposed by refining the weights of the fuzzy production rules, hence a new weighted fuzzy RPN model. The ability of the weighted fuzzy RPN model in failure risk evaluation with a reduced rule base is also demonstrated.

Assessing dietary intake is important in evaluating childhood obesity intervention effectiveness. The purpose of this review was to evaluate the dietary intake methods and reporting in intervention studies that included a dietary component to treat overweight or obese children. A systematic review of studies published in the English language, between 1985 and August 2010 in health databases. The search identified 2,295 papers, of which 335 were retrieved and 31 met the inclusion criteria. Twenty-three studies reported energy intake as an outcome measure, 20 reported macronutrient intakes and 10 studies reported food intake outcomes. The most common dietary method employed was the food diary (n = 13), followed by 24-h recall (n = 5), food frequency questionnaire (FFQ) (n = 4) and dietary questionnaire (n = 4). The quality of the dietary intake methods reporting was rated as ‘poor’ in 15 studies (52%) and only 3 were rated as ‘excellent’. The reporting quality of FFQs tended to be higher than food diaries/recalls. Deficiencies in the quality of dietary intake methods reporting in child obesity studies were identified. Use of a dietary intake methods reporting checklist is recommended. This will enable the quality of dietary intake results to be evaluated, and an increased ability to replicate study methodology by other researchers.
