This Policy Brief reviews the implementation of the EU Blue Card (BC) Directive in Member States and offers some suggestions on how to improve its potential. Firstly, it traces back the origin of the current partitioned approach in labour migration and the objectives that an EU labour migration policy should achieve according to the Commission. Secondly, it reports on the content of the directive and its implementation in Member States. Thirdly, there is an analysis of the weaknesses of the directive in terms of numbers of BCs issued and harmonization achieved. Finally, recommendations are put forward on how to improve EU labour migration policy.

Orientation and geometry of pores as well as sediment compressibility can be approximated by determining the shrinkage behavior of standardized samples. The sections investigated show that these measurements are influenced by changing sediment composition. This is also well documented by the relationship between void ratio and overburden pressure. Median pore-diameter calculations clearly reflect both sediment composition and compaction.

We used a novel system of three continuous wave Doppler radars to successfully record the directivity of i) Strombolian explosions from the active lava lake of Erebus volcano, Antarctica, ii) eruptions at Stromboli volcano, Italy, and iii) a man-made explosion in a quarry. Erebus volcano contains a convecting phonolite lava lake, presumably connected to a magma chamber at depth. It is one of the few open vent volcanoes that allow a direct observation of source processes during explosions. Its lava lake is the source of frequent violent Strombolian explosions, caused by large gas bubbles bursting at the lake surface. The exact mechanism of these bubble bursts is unclear, as is the mechanism of the creation of the infrasound signal accompanying the explosions. We use the Doppler radar data to calculate the directivity of Strombolian eruptions at Erebus. This allows us to derive information about the expected type of infrasound source pattern (i.e. the role of a dipole in addition to the monopole signature) and the physical structure of the volcano. We recorded 10 large explosions simultaneously with three radars, enabling us to calculate time series of 3D directivity vectors (i.e. effectively 4D), which describe the direction of preferred expansion of the gas bubble during an explosion. Such directivity information allows a comparison to dipole infrasound radiation patterns recorded during similar explosions only a few weeks later. Video observations of explosions support our interpretation of the measurements. We conclude that at Erebus, the directivity of explosions is mainly controlled by random processes. Since the geometry of the uppermost conduit is assumed to have a large effect on the directivity of explosions, the results suggest a largely symmetrical uppermost conduit with a vertical axis of symmetry. For infrasound recordings, a significant dipole signature can be expected in addition to the predominant monopole signature.

Use of nonlinear parameter estimation techniques is now commonplace in ground water model calibration. However, there is still ample room for further development of these techniques in order to enable them to extract more information from calibration datasets, to more thoroughly explore the uncertainty associated with model predictions, and to make them easier to implement in various modeling contexts. This paper describes the use of pilot points as a methodology for spatial hydraulic property characterization. When used in conjunction with nonlinear parameter estimation software that incorporates advanced regularization functionality (such as PEST), use of pilot points can add a great deal of flexibility to the calibration process at the same time as it makes this process easier to implement. Pilot points can be used either as a substitute for zones of piecewise parameter uniformity, or in conjunction with such zones. In either case, they allow the disposition of areas of high and low hydraulic property value to be inferred through the calibration process, without the need for the modeler to guess the geometry of such areas prior to estimating the parameters that pertain to them. Pilot points and regularization can also be used as an adjunct to geostatistically based stochastic parameterization methods. Using the techniques described herein, a series of hydraulic property fields can be generated, all of which recognize the stochastic characterization of an area at the same time that they satisfy the constraints imposed on hydraulic property values by the need to ensure that model outputs match field measurements. Model predictions can then be made using all of these fields as a mechanism for exploring predictive uncertainty.

ABSTRACT : BACKGROUND : On 1 November 2000, a series of new item numbers was added to the Medicare Benefits Schedule, which allowed for case conferences between physicians (including psychiatrists) and other multidisciplinary providers. On 1 November 2002, an additional set of numbers was added, designed especially for use by psychiatrists. This paper reports the findings of an evaluation of these item numbers. RESULTS : The uptake of the item numbers in the three years post their introduction was low to moderate at best. Eighty nine psychiatrists rendered 479 case conferences at a cost to the Health Insurance Commission of $70,584. Psychiatrists who have used the item numbers are generally positive about them, as are consumers. Psychiatrists who have not used them have generally not done so because of a lack of knowledge, rather than direct opposition. The use of the item numbers is increasing over time, perhaps as psychiatrists become more aware of their existence and of their utility in maximising quality of care. CONCLUSION : The case conferencing item numbers have potential, but as yet this potential is not being realised. Some small changes to the conditions associated with the use of the item numbers could assist their uptake.

Time-harmonic methods are required in the accurate design of RF coils as operating frequency increases. This paper presents such a method to find a current density solution on the coil that will induce some desired magnetic field upon an asymmetrically located target region within. This inverse method appropriately considers the geometry of the coil via a Fourier series expansion, and incorporates some new regularization penalty functions in the solution process. A new technique is introduced by which the complex, time-dependent current density solution is approximated by a static coil winding pattern. Several winding pattern solutions are given, with more complex winding patterns corresponding to more desirable induced magnetic fields.

Study Design. Survey of intraobserver and interobserver measurement variability. Objective. To assess the use of reformatted computerized tomography (CT) images for manual measurement of coronal Cobb angles in idiopathic scoliosis. Summary of Background Data. Cobb angle measurements in idiopathic scoliosis are traditionally made from standing radiographs, whereas CT is often used for assessment of vertebral rotation. Correlating Cobb angles from standing radiographs with vertebral rotations from supine CT is problematic because the geometry of the spine changes significantly from standing to supine positions, and 2 different imaging methods are involved. Methods. We assessed the use of reformatted thoracolumbar CT images for Cobb angle measurement. Preoperative CT of 12 patients with idiopathic scoliosis were used to generate reformatted coronal images. Five observers measured coronal Cobb angles on 3 occasions from each of the images. Intraobserver and interobserver variability associated with Cobb measurement from reformatted CT scans was assessed and compared with previous studies of measurement variability using plain radiographs. Results. For major curves, 95% confidence intervals for intraobserver and interobserver variability were +/- 6.6 degrees and +/- 7.7 degrees, respectively. For minor curves, the intervals were +/- 7.5 degrees and +/- 8.2 degrees, respectively. Intraobserver and interobserver technical error of measurement was 2.4 degrees and 2.7 degrees, with reliability coefficients of 88% and 84%, respectively. There was no correlation between measurement variability and curve severity. Conclusions. Reformatted CT images may be used for manual measurement of coronal Cobb angles in idiopathic scoliosis with similar variability to manual measurement of plain radiographs.

Le pitture intumescenti sono utilizzate come protettivi passivi antincendio nel settore delle costruzioni. In particolare sono utilizzate per aumentare la resistenza al fuoco di elementi in acciaio. Le proprietà termiche di questi rivestimenti sono spesso sconosciute o difficili da stimare per via del fatto che variano notevolmente durante il processo di espansione che subisce l’intumescente quando esposto al calore di un incendio. Per questa ragione la validazione della resistenza al fuoco di un rivestimento presente in commercio si basa su metodi costosi economicamente e come tempi di esecuzione nel quale ciascuna trave e colonna rivestita di protettivo deve essere testata una alla volta attraverso il test di resistenza al fuoco della curva cellulosica. In questo lavoro di tesi adottando invece un approccio basato sulla modellazione termica del rivestimento intumescente si ottiene un aiuto nella semplificazione della procedura di test ed un supporto nella progettazione della resistenza al fuoco delle strutture. Il tratto di unione nei vari passaggi della presente tesi è stata la metodologia di stima del comportamento termico sconosciuto, tale metodologia di stima è la “Inverse Parameter Estimation”. Nella prima fase vi è stata la caratterizzazione chimico fisica della vernice per mezzo di differenti apparecchiature come la DSC, la TGA e l’FT-IR che ci hanno permesso di ottenere la composizione qualitativa e le temperature a cui avvengono i principali processi chimici e fisici che subisce la pittura come anche le entalpie legate a questi eventi. Nella seconda fase si è proceduto alla caratterizzazione termica delle pitture al fine di ottenerne il valore di conduttività termica equivalente. A tale scopo si sono prima utilizzate le temperature dell’acciaio di prove termiche alla fornace con riscaldamento secondo lo standard ISO-834 e successivamente per meglio definire le condizioni al contorno si è presa come fonte di calore un cono calorimetrico in cui la misura della temperatura avveniva direttamente nello spessore del’intumescente. I valori di conduttività ottenuti sono risultati congruenti con la letteratura scientifica e hanno mostrato la dipendenza della stessa dalla temperatura, mentre si è mostrata poco variante rispetto allo spessore di vernice deposto ed alla geometria di campione utilizzato.
