This paper uses a structural approach based on the indirect inference principle to estimate a standard version of the new Keynesian monetary (NKM) model augmented with term structure using both revised and real-time data. The estimation results show that the term spread and policy inertia are both important determinants of the U.S. estimated monetary policy rule whereas the persistence of shocks plays a small but significant role when revised and real-time data of output and inflation are both considered. More importantly, the relative importance of term spread and persistent shocks in the policy rule and the shock transmission mechanism drastically change when it is taken into account that real-time data are not well behaved.

Analisa em que medida a prioridade concedida ao ajuste fiscal, após a implantação do Plano Real (1994), interferiu no modelo federativo brasileiro ou diminuiu a autonomia federativa para Estados e Municípios. Discute se a centralização de poder decorrente de tal ajuste permite uma convivência com uma pluralidade política, própria do modelo federativo e o quanto essa subtração da capacidade econômica neutraliza a capacidade política e a autonomia das unidades subnacionais.

Analisa os instrumentos de que dispõe os artigos 15 a 17 da Lei de Responsabilidade Fiscal no controle dos gastos públicos. Objetiva conhecer melhor a sistemática de conferência dos dados do Relatório de Gestão Fiscal - RGF, bem como do cumprimento das exigências dos artigos 16 e 17 da Lei de Responsabilidade Fiscal e aprimorar o trabalho executado no âmbito da Coordenação de Auditoria Contábil e Operacional da Secretaria de Controle Interno da Câmara dos Deputados.

This paper estimates a standard version of the New Keynesian Monetary (NKM) model augmented with financial variables in order to analyze the relative importance of stock market returns and term spread in the estimated U.S. monetary policy rule. The estimation procedure implemented is a classical structural method based on the indirect inference principle. The empirical results show that the Fed seems to respond to the macroeconomic outlook and to the stock market return but does not seem to respond to the term spread. Moreover, policy inertia and persistent policy shocks are also significant features of the estimated policy rule.

This paper analyzes the consequences of the interaction between two different levels of government (regulators) in the development of housing policy when their decisions determine the level of competition in the housing market. The analysis discusses the implications derived from a lack of coordination between a local regulator who controls the supply of land for housing development and a central regulator who decides on housing subsidies. The results suggest that lack of coordination has significant effects on prices and supply of houses, housing developers’ profits, and buyers’ surplus.

The aim of this paper is to analyze how active R&D policies affect the growth rate of an economy with endogenous growth and non-renewable resources. We know from Scholz and Ziemens (1999) and Groth (2006) that in infinitely lived agents (ILA) economies, any active R&D policy increases the growth rate of the economy. To see if this result also appears in economies with finite lifetime agents, we developed an endogenous growth overlapping generations (OLG) economy à la Diamond which uses non-renewable resources as essential inputs in final good’s production. We show analytically that any R&D policy that reduces the use of natural resources implies a raise in the growth rate of the economy. Numerically we show that in economies with low intertemporal elasticity of substitution (IES), active R&D policies lead the economy to increase the depletion of non-renewable resources. Nevertheless, we find that active R&D policies always imply increases in the endogenous growth rate, in both scenarios. Furthermore, when the IES coefficient is lower (greater) than one, active R&D policies affect the growth rate of the economy in the ILA more (less) than in OLG economies.

This paper investigates the exploitation of environmental resources in a growing economy within a second-best scal policy framework. Agents derive utility from two types of consumption goods one which relies on an environmental input and one which does not as well as from leisure and from environmental amenity values. Property rights for the environmental resource are potentially incomplete. We connect second best policy to essential components of utility by considering the elasticity of substitution among each of the four utility arguments. The results illustrate potentially important relationships between environmental amentity values and leisure. When amenity values are complementary with leisure, for instance when environmental amenities are used for recreation, taxes on extractive goods generally increase over time. On the other hand, optimal taxes on extractive goods generally decrease over time when leisure and environmental amenity values are substitutes. Unders some parameterizations, complex dynamics leading to nonmonotonic time paths for the state variables can emerge.

Desde a promulgação da Constituição de 1988, todos os governos têm buscado realizar a reforma tributária. Há aparente consenso de que essa reforma precisa ser feita. No entanto, os insucessos nas propostas submetidas ao Congresso Nacional têm sido recorrentes. Essa dissertação busca explicar esse aparente insucesso a partir da análise evolutiva histórica de cinco tipos de incentivo fiscal: 1) regional (Sudam, Sudene e Zona Franca de Manaus); 2) guerra fiscal do ICMS; 3) exportação; 4) tributação simplificada (em especial o Simples); e 5) desenvolvimento econômico. O argumento central da pesquisa é o de que a política tributária desenvolvimentista e extrativa, adotada historicamente pelo Estado brasileiro e pautada pela concessão de incentivos fiscais, envolve interesses difíceis de serem revertidos - com características de dependência de trajetória -, que têm condicionado o comportamento do ator fundamental para o desenlace da reforma tributária - o empresariado -, o qual tem atuado de forma fragmentada e na busca por rendas, em vez de atuar de forma concertada buscando o objetivo coletivo pressuposto em uma reforma tributária. A pesquisa evidenciou ter havido uma dinâmica e relevante evolução do sistema tributário no período recente, vinculada em grande medida ao conjunto de incentivos fiscais que foram objeto de análise, o que afasta a hipótese de eventual paralisia decisória e relativizam as hipóteses de pontos de veto e de impasse entre interesses federativos como variáveis explicativas para o insucesso da reforma tributária.

We evaluate the management of the Northern Stock of Hake during 1986-2001. A stochastic bioeconomic model is calibrated to match the main features of this fishing ground. We show how catches, biomass stock and profits would have been if the optimal Common Fisheries Policy (CFP) consistent with the target biomass implied by the Fischler’s Recovery Plan had been implemented. The main finding are: i) an optimal CFP would have generated profits of more than 667 millions euros, ii) if side-payments are allowed (implemented by ITQ’s, for example) these profits increase 26%.

Objetiva identificar os fatores que dificultam o avanço das propostas de educação para a cidadania fiscal apresentadas pelo Programa Nacional de Educação Fiscal(PNEF) para o ensino fundamental e médio e as possíveis razões que explicam esses dificultadores.
