When a company desires to invest in a project, it must obtain resources needed to make the investment. The alternatives are using firm s internal resources or obtain external resources through contracts of debt and issuance of shares. Decisions involving the composition of internal resources, debt and shares in the total resources used to finance the activities of a company related to the choice of its capital structure. Although there are studies in the area of finance on the debt determinants of firms, the issue of capital structure is still controversial. This work sought to identify the predominant factors that determine the capital structure of Brazilian share capital, non-financial firms. This work was used a quantitative approach, with application of the statistical technique of multiple linear regression on data in panel. Estimates were made by the method of ordinary least squares with model of fixed effects. About 116 companies were selected to participate in this research. The period considered is from 2003 to 2007. The variables and hypotheses tested in this study were built based on theories of capital structure and in empirical researches. Results indicate that the variables, such as risk, size, and composition of assets and firms growth influence their indebtedness. The profitability variable was not relevant to the composition of indebtedness of the companies analyzed. However, analyzing only the long-term debt, comes to the conclusion that the relevant variables are the size of firms and, especially, the composition of its assets (tangibility).This sense, the smaller the size of the undertaking or the greater the representation of fixed assets in total assets, the greater its propensity to long-term debt. The State and Public Administration have gone through several reforms in search of a quick operation and the provision of services with quality. With the democratization of the country and the issue of the Constitution in 1988, further reform of the State and Public Administration, joined the government agenda in 1995 and included among its objectives, the principles of participation and social control. In view of this, it raises the Public Ombudsman in order to be a channel for the participation of users in the management of public affairs, social control, transparency of administrative actions, improving the quality of service and meeting the needs of the community. The aim of this study is to assess whether the Ombudsman of the State Department of Public Health to contribute to the period 2006-2008, for the improvement of specialized consulting services. The research is characterized as descriptive, qualitative approach. The collection technique used was the interview, conducted with 37 service users and two servants of the Ombudsman. The analysis was developed based on the perception of users and servers in the opinion of the Ombudsman. The most relevant results of the research showed that 41% of users search the Ombudsman because they believed that solve the problem presented. However, even with this level of public acceptance, the Ombudsman reached average index of resolvability of 53% in the period. In his role has not developed mechanisms for quality control of services, which is mentioned by 67% of users. It turned out the same fact in relation to popular participation, which is confirmed by 84% of users. For 24% of users, the problems raised were resolved, and of these, 56% believe that the Ombudsman has contributed to the positive outcome. As a result of the search results, it appears that the Ombudsman's SESPA / PA, is not fulfilling its role to ensuring the democratization of articipation in management, social control and has limited contribution to solving the problems of users and to improve the quality of services

Este estudo procurou, por um lado, caracterizar as bibliotecas das Universidades públicas portuguesas em termos de recolha de dados estatísticos, seu tratamento e posterior utilização na gestão e tomada de decisão nessas bibliotecas. Por outro lado, procurou auscultar a satisfação do staff e a satisfação dos utilizadores dessas mesmas bibliotecas. Além desta competente mais descritiva, este estudo incluiu também uma componente explicativa baseada num modelo teórico que sugere, primeiramente, a existência de uma relação entre a utilização de informação estatística (IE) na gestão e tomada de decisão e a satisfação do staff e a satisfação dos utilizadores. E, seguidamente, a presença de uma relação de interdependência entre o grau de satisfação do staff e o grau de satisfação dos utilizadores, tal como é sugerido pela teoria da cadeia de lucro na prestação de serviços (Heskett et al., 1994). Foi possível apurar a existência de uma cultura de recolha de dados estatísticos, tratamento e utilização dessa informação para a gestão e tomada de decisão entre as bibliotecas participantes. O estudo também revela que a recolha e utilização de IE tem um impacto positivo na satisfação dos utilizadores, mas afecta negativamente a satisfação do staff com o ambiente de trabalho. / ABSTRACT; This study characterizes the Portuguesa Higher Education Libraries with respect to the collection of data, its statistical analysis and subsequent use in the management and decision making of these Libraries. ln addition, the study also tried to obtain information on the level of satisfaction of staff and users in the same Libraries. Besides this descriptive component, this study includes an explicative component based on a theoretical model. This model first suggests the existence of a positive relationship between the use of statistical information in management and decision making in a Library and the level of satisfaction of users and staff. A second prediction of the model is the existence of an interdependence relationship between the level of satisfaction of the staff and the level of satisfaction of the users, as it is suggesting by the service-profit-chain theory (Heskett et al., 1994). The results reveal the existence of a culture of data collection, statistical analysis of the data and subsequent use in management and decision making among the participant libraries. The study also shows that the collection and use of statistical information has a positive impact on the level of satisfaction of the users but a negative impact on the level of satisfaction of staff regarding the job environment.

A promoção de um espírito empreendedor e de inovação é uma necessidade primordial para o crescimento económico, sustentado na criação de empresas inovadoras. Este trabalho de projecto consiste na elaboração de um plano de negócios para a criação de um empreendimento, que propõe uma nova abordagem estratégica ao sector parafarmacêutico. A Pharma Spa pretende promover o negócio de uma forma inovadora, através da diversificação e complementaridade da actividade da parafarmácia, com a prestação de serviços da área da saúde e bem-estar, integrando uma clínica e um Spa. Este conceito de negócio segue uma estratégia de Marketing Lateral e aposta nas relações com o cliente, promovendo o Marketing Experiencial. O plano de negócios apresentado, permite aferir que a Pharma Spa apresenta viabilidade económico-financeira, sendo interessante a sua concretização, pelo que podemos inferir que estamos na presença de um projecto com elevado potencial de sucesso. ABSTRACT; The promotion of an entrepreneurial and innovative spirit is a primordial necessity for economic growth, supported by the creation of innovative companies. This project consists in the elaboration of a business plan to create an enterprise, which considers a new strategical vision to the parapharmaceutical sector. The Pharma Spa pretends to promote the business in an innovative way, through the diversification and complementing of the parapharmacy activity, with the services rendering in the health area and well-being, integrating a clinic and a Spa. This business concept follows a strategy of “Lateral Marketing” and increment the relations with the customer, promoting the “Experiential Marketing”. The business plan presented, allows concluding that the Pharma Spa presents economical and financial viability, which his implementation is interesting, and we can assess that we are in the presence of a project with high potential of success.

New technologies appear each moment and its use can result in countless benefits for that they directly use and for all the society as well. In this direction, the State also can use the technologies of the information and communication to improve the level of rendering of services to the citizens, to give more quality of life to the society and to optimize the public expense, centering it in the main necessities. For this, it has many research on politics of Electronic Government (e-Gov) and its main effect for the citizen and the society as a whole. This research studies the concept of Electronic Government and wishes to understand the process of implementation of Free Softwares in the agencies of the Direct Administration in the Rio Grande do Norte. Moreover, it deepens the analysis to identify if its implantation results in reduction of cost for the state treasury and intends to identify the Free Software participation in the Administration and the bases of the politics of Electronic Government in this State. Through qualitative interviews with technologies coordinators and managers in 3 State Secretaries it could be raised the ways that come being trod for the Government in order to endow the State with technological capacity. It was perceived that the Rio Grande do Norte still is an immature State in relation to practical of electronic government (e-Gov) and with Free Softwares, where few agencies have factual and viable initiatives in this area. It still lacks of a strategical definition of the paper of Technology and more investments in infrastructure of staff and equipment. One also observed advances as the creation of the normative agency, the CETIC (State Advice of Technology of the Information and Communication), the Managing Plan of Technology that provide a necessary diagnosis with the situation how much Technology in the State and considered diverse goals for the area, the accomplishment of a course of after-graduation for managers of Technology and the training in BrOffice (OppenOffice) for 1120 public servers

The discussions wherein develop proposals for university reform in Brazil include, among other things, the conception of the university titled "New University", whose structural origin comes from the bill of higher education reform and unification of the foundations of education European upper (Bologna process). At its core, the Bologna process has imposed a series of transformations, among which, the promotion of mobility, as a stimulus to interinstitutional cooperation to enable an better and bigger qualification of the students. Nevertheless, what we see is that this point is one of the main points made flawed by Brazilian institutions that have adopted this model of higher education. An example is the Bachelor of Science and Technology - BC&T, Federal University of Rio Grande do Norte - UFRN, where there are problems of the internal order, represented by the problem of the reusing of the disciplines, such also of external order, in cases of transfers interinstitutional. Because of this, and knowing that this is a typical problem in which multiple criteria are involved, the aim of this study is to propose a multicriteria model for selection of interciclo of the BC&T of the UFRN which addresses the issue of mobility. For this, this study was of exploratory and study case nature, use as tools of data collection, the bibliographic and documentary research, as well as semi-structured interviews. For the elaboration of the model, were used the five phases most commonly used in the modeling of problems in operational research in a sample of 91 students of BC&T. As a result, we obtained a model that addresses the issue of internal and external mobility of the school and that, moreover, was also more robust and fair than the current model of BC&T and also what is used in other courses of the UFRN, taking into consideration the expected results by the decision makers
