En els dos darrers anys la Universitat de Barcelona ha estat atenta als desenvolupaments que tenen lloc en l'àmbit europeu en el tema de la convergència europea dels ensenyaments universitaris, que té com a punt de partida la Declaració de Bolonya. Des del primer moment, la UB ha estat molt sensible a aquesta convergència i ha liderat una sèrie de reunions i treballs en el si de la universitat espanyola per debatre aquesta qüestió i preparar un futur europeu. El rectorat de la UB també ha tingut informada la seva comunitat de tots aquests desenvolupaments i ha organitzat una sèrie de seminaris i reunions de treball per informar els càrrecs acadèmics i el professorat i sensibilitzar-los de cara a iniciar el treball cap a aquesta convergència europea dels ensenyaments universitaris. D'acord, doncs, amb aquesta línia prioritària de la Universitat de Barcelona, aquest curs 2001-2002 la Facultat de Biblioteconomia i Documentació ha posat en marxa, amb l'ajuda de la Divisió de Ciències de l'Educació, un pla de millora docent on s'emmarquen una sèrie d'actuacions de cara a estudiar la implantació del sistema europeu de crèdits en algunes matèries troncals dels ensenyaments de Biblioteconomia i Documentació. Recentment, la Universitat de Barcelona també ha aprovat que l'ensenyament de Documentació que s'imparteix a la facultat sigui un dels ensenyaments pilot a fer la transició cap al sistema de crèdits europeu.

La elaboración de un marco legal y normativo que fija el derecho de los ciudadanos a una información veraz y adecuada sobre salud y enfermedad implica tener en cuenta estas necesidades informativas desde la doble perspectiva del ¿consumer health¿ y el ¿patient education¿. Se defiende, desde el punto de vista de los profesionales de la información, la materialización de este derecho a la información y a la formación en temas relacionados con la salud y la enfermedad gracias a un mejor aprovechamiento de los recursos informativos disponibles en las bibliotecas médicas y a los profesionales que los gestionan.

El 17 de gener de 2002, l'Escola d'Administració Pública de Catalunya, el Servei d'Arxius de la Direcció General de Patrimoni Cultural de la Generalitat de Catalunya i l'Associació d'Arxivers de Catalunya (AAC) van organitzar una jornada de divulgació, reflexió i debat sobre la Llei 10/2002, de 13 de juliol, d'arxius i documents. L'objectiu de la Jornada era donar a conèixer als professionals dels arxius aquesta llei i es va centrar a analitzar-ne l'abast, la incidència i les implicacions més rellevants. Emmarcada en la línia de la formació interdepartamental de l'Escola d'Administració Pública de Catalunya, la Jornada tenia com a destinataris els arxivers de l'Administració de la Generalitat de Catalunya, de l'Administració local i d'altres institucions públiques.

Iowa’s Rail Environment Iowa’s rail transportation system provides both freight and passenger service. Rail serves a variety of trips, including those within Iowa and those to other states as well as to foreign markets. While rail competes with other modes, it also cooperates with those modes to provide intermodal services to Iowans. In 2009 Iowa’s rail transportation system could be described as follows: Freight Iowa’s 130,000-mile freight transportation system includes an extensive railroad network, a well-developed highway system, two bordering navigable waterways, and a pipeline network as well as air cargo facilities. While rail accounts for only 3 percent of the freight network, it carries 43 percent of Iowa’s freight tonnage. A great variety of commodities ranging from fresh fish to textiles to optical products are moved by rail. However, most of the Iowa rail shipments consist of bulk commodities, including grain, grain products, coal, ethanol, and fertilizers. The railroad network performs an important role in moving bulk commodities produced and consumed in the state to local processors, livestock feeders, river terminals and ports for foreign export. The railroad’s ability to haul large volumes, long distances at low costs will continue to be a major factor in moving freight and improving the economy of Iowa. Traumatic Brain Injury (TBI) impacts the lives of thousands of Iowans every year. TBI has been described as the “Silent Epidemic” because so often the scars are not visible to others. The affects of brain injury are cognitive, emotional, social, and can result in physical disability. In addition to the overwhelming challenges individuals with brain injury experience, families also face many difficulties in dealing with their loved one’s injury, and in navigating a service delivery system that can be confusing and frustrating. In 1998, the Iowa Department of Public Health (IDPH) conducted a comprehensive statewide needs assessment of brain injury in Iowa. This assessment led to the development of the first Iowa Plan for Brain Injury, “Coming Into Focus.” An updated state plan, the Iowa Plan for Brain Injuries 2002 – 2005, was developed, which reported on progress of the previous state plan, and outlined gaps in service delivery in Iowa. Four areas of focus were identified by the State Plan for Brain Injuries Task Force that included: 1) Expanding the Iowa Brain Injury Resource Network (IBIRN); 2) Promoting a Legislative and Policy Agenda, While Increasing Legislative Strength; 3) Enhancing Data Collection; and, 4) Increasing Funding. The IDPH utilized “Coming Into Focus” as the framework for an application to the federal TBI State Grant Program, which has resulted in more than $900,000 for plan implementation. Iowa continues to receive grant dollars through the TBI State Grant Program, which focuses on increasing capacity to serve Iowans with brain injury and their families. Highlighting the success of this grant project, in 2007 the IDPH received the federal TBI Program’s “Impacting Systems Change” Award. The Iowa Brain Injury Resource Network (IBIRN) is the product of nine years of TBI State Grant Program funding. The IBIRN was developed to ensure that Iowans got the information and support they needed after a loved one sustained a TBI. It consists of a hospital and service provider pre-discharge information and service linkage process, a resource facilitation program, a peer-to-peer volunteer support network, and a service provider training and technical assistance program. Currently over 90 public and private partners work with the IDPH and the Brain Injury Association of Iowa (BIA-IA) to administer the IBIRN system and ensure that families have a relevant and reliable location to turn for information and support. Further success was accomplished in 2006 when the Iowa legislature created the Brain Injury Services Program within the IDPH. This program consists of four components focusing on increasing access to services and improving the effectiveness of services available to individuals with TBI and their families, including: 1) HCBS Brain Injury Waiver-Eligible Component; 2) Cost Share Component; 3) Neuro-Resource Facilitation; and, 4) Enhanced Training. The Iowa legislature appropriated $2.4 million to the Brain Injury Services Program in state fiscal year (SFY) 2007, and increased that amount to $3.9 million in SFY 2008. The Cost Share Component models the HCBS Brain Injury Waiver menu of services but is available for Iowans who do not qualify functionally or financially for the Waiver. In addition, the Neuro-Resource Facilitation program links individuals with brain injury and their families to needed supports and services. The Iowa Plan for Brain Injury highlights the continued need for serving individuals with brain injury and their families. Additionally, the Plan outlines the paths of prevention and services, which will expand the current system and direct efforts into the future.

INFORME DE RECERCA: Aquest treball ha consistit en una indagació sobre la protesta socialrecent al nostre país (Espanya, 1982-2002); específicament, sobre els principals episodis contemporànisd'acció col.lectiva que han esclatat a Espanya i a Catalunya, amb dos paràmetresdelimitadors bàsics:a) haver-se produït en el periode postransicional, és a dir, amb la fase de resolució dela transició política ja culminada (cosa que, com altres investigadors, hipotitzemque es produí pel 1982, amb el primer relleu democràtic i pacífic del Govern iamb el que anomenem transició institucional ja acabada); per tant, entre 1982 i2003 aproximadament.b) haver mobilitzat un seguiment massiu i adquirit, degut a aquest motiu, a vegadesreforçat per altres, una significació política excepcional, fora d'allò que esconsidera normal en l'activitat política quotidiana (itenint en conseqüència un impacte molt notable en el decurs mateix delperiode postransicional).

Ten years of demographic and genetic monitoring of Stachys maritima in Catalonia (2001-2010). Implications for a recovery plan.- Stachys maritima is a species typical of the coastal dunes, with a wide distribution within the Mediterranean Basin. In spite of this, the species shows a clear regression. In Catalonia, it has been observed an important reduction of its populations since early 20th century, where it has disappeared from several localities in which it was relatively common (Tarragonès, Barcelonès). Herein we present the results of the demographic monitoring of the species during the last 10 years (2001-2010) in the known localities in Catalonia. Besides corroborating the disappearance (northern Sant Martí d'Empúries), the re-discovering (Llobregat Delta beach) and the detection of new populations (inner dunes of the Montgrí), a large year-to-year fluctuation of the monitored populations is stated; the possible reasons are discussed. In addition, the present work also includes the results of the allozyme diversity analysis of the new detected populations as well as the rediscoveries of the period 2004-2008, which were not included in a former study of genetic diversity carried out in 2002-2003. It is necessary to emphasize that the contribution of the new populations to the genetic diversity of Stachys maritima is very small, which can be attributed to their limited population size and /or to founder effects. Despite that the species is included in the Annex 2 ('En Perill d'Extinció') within the Catàleg de Flora Amenaçada de Catalunya (Catalogue of Endangered Flora of Catalonia), and some 'soft' conservation measures have been applied at local level (signposting of the beach accesses, environmental education, etc.) coupled with other more significant measures (e.g. translocation of individuals discovered in an artificial sandbank), it would be necessary the coordinated action and the scientific support of any initiative of conservation that could be carried out. The general frame to initiate actions of conservation should be the recovery plan of Stachys maritima, whose draft and application is mandatory in accordance to the Catàleg.

La Loi vaudoise sur l'information (LInfo), en vigueur depuis le 1er septembre 2003, contient les bases légales relatives à l'information communiquée par l'Etat aux médias et au public. A l'image de plus en plus de législations en la matière, elle consacre le principe de l'information sur demande, selon lequel tout individu a désormais le droit de consulter des documents officiels et d'obtenir de l'information de la part des autorités sans devoir motiver sa demande. La présente évaluation s'intéresse à comprendre comment ce principe de transparence est défini dans cette loi, quelle est son application par l'administration, dans quelle mesure il est utilisé par les citoyens et enfin quels sont ses effets six ans après son entrée en vigueur. Das waadtländische Informationsgesetz (LInfo), in Kraft seit dem 1. September 2003, liefert die rechtliche Grundlage betreffend Informationen die durch den Kanton an die Medien und die Öffentlichkeit kommuniziert werden. Als Grundlage dient dazu das Prinzip um Erhalt von Informationen, nach welchem jede Person das Recht hat offizielle Dokumente einzusehen und Informationen von den Behörden zu erhalten ohne die Anfrage begründen zu müssen. Der vorliegende Beitrag hinterfragt wie dieses Transparenzprinzip im Gesetz definiert ist und wie es durch die Verwaltung angewendet wird. Weiter wird untersucht in welchem Ausmass es durch die Bürger und Bürgerinnen angewendet wird und was das Gesetz sechs Jahre nach seinem Inkrafttreten bewirkt hat.
