Children and international migration in Latin America and the Caribbean

Child migration in the region has many contradictory aspects, as reported in the feature article of this bulletin. On the positive side, there are better educational opportunities in countries of destination and, in countries of origin, greater well-being thanks to remittances; greater protection gained by migrating away from situations of violence and social risk; and new horizons for broadening life experiences. On the negative side, there are precariousness and heightened family environment risks when the parents migrate and the children are left behind in the care of others; exposure to abuse and violation of rights during migratory processes; and possibly lower citizen status in receiving countries.

Esto implica no poder ejercer derechos ciudadanos básicos y enfrentar trabas en el acceso a prestaciones sociales, al sistema de justicia, al reconocimiento como personas en plenitud, al derecho al bienestar, al desarrollo de capacidades, al acceso a empleos productivos y a la participación política.

El desarrollo de las PYMES mediante el uso de tecnologías de la información y de las comunicaciones (TIC): las opciones para América Latina y el Caribe

Existe un amplio acuerdo sobre la enorme importancia que tienen las pequeñas y medianas empresas (pymes) para mejorar los niveles de empleo, fomentar la innovación y crear ventajas competitivas en nuevas actividades de producción o áreas de servicio. Además, el comercio sin soporte de papel representa una gran oportunidad para enriquecer la productividad, la eficacia y la competitividad en todos los niveles del desarrollo. Para crear las condiciones adecuadas que permitan la participación de estas empresas en el contexto actual de una economía mundial globalizada y automatizada, es fundamental que los gobiernos y las pymes puedan hacer frente a una situación totalmente nueva en cuanto a los aspectos tecnológico, productivo y normativo. En este artículo se plantea que los países de América Latina y el Caribe deben mejorar sus instituciones, herramientas y reglamentaciones de comercio exterior, ya que esta reestructuración conduciría a ventajas para la región en términos de costos y efectividad.
