Despite a rise in anti-EU rhetoric and a growing assertiveness in Ankara’s relations with Brussels, Turkey will continue to seek closer integration with the European Union in the coming years. The current stalemate in the accession process has been a source of irritation to Recep Tayyip Erdoğan’s government. Nonetheless, a complete collapse of accession talks would be a much worse scenario for the ruling AKP party. Currently, the government is primarily interested in keeping the negotiation process alive, rather than hoping to gain full membership any time soon. Erdoğan’s government will likely seek to continue the accession talks because the AKP is acutely aware of their importance for the country’s domestic politics, for its the economy, and – although to a lesser extent – for Turkey’s international standing. The opportunity to capitalise on this process will encourage the Turkish government to avoid crises in its relations with the EU, or to at least mitigate the impact of any potential diplomatic fallouts.

Strategia dunajska jest drugim po strategii bałtyckiej przykładem rosnącego znaczenia makroregionów w Unii Europejskiej. Na politykę regionalną patrzy się przy tym coraz częściej przez pryzmat realizacji nie tylko spójności wewnętrznej, ale także działań na rzecz lepszego powiązania państwa z otoczeniem zewnętrznym – zarówno unijnym, jak i pozaunijnym. Polska współtworzy strategię bałtycką, ale nie została włączona do ścisłego grona państw przygotowujących strategię dunajską. Wyzwaniem dla Grupy Wyszehradzkiej jest określenie stanowiska w sprawie roli strategii makroregionalnych w budowaniu spójności Europy Środkowej i harmonijnego rozwoju całej UE. Postulat lepszej koordynacji polityk i środków UE w celu wdrażania strategii makroregionalnych należy traktować także jako wezwanie do zacieśnienia współpracy między Polską a jej południowymi sąsiadami, bezpośrednio zaangażowanymi w realizację strategii dunajskiej.

Germany perceives the Eastern Partnership as an initiative that is conducive to German interests, but at the same time as one that could undermine them. Berlin would like the Eastern Partnership to be an instrument that brings the partner countries closer to the EU economically but not politically. Germany has opted for a tightening of the economic cooperation with the partner countries, by signing deals on deep free trade areas and harmonising part of the legislation of these countries with the acquis communautaire. On the other hand, Germany does not want the Eastern Partnership to evolve and turn into an initiative that offers the partner countries prospects of membership and antagonises Russia. Therefore Germany is trying to counteract any elements of the Eastern Partnership that would help it develop in the aforementioned direction. Moreover, Germany has set its own bilateral cooperation with partner countries in the east above the joint projects of the Eastern Partnership. In doing so, Berlin’s guiding principle is that German money allocated for the projects on development cooperation in the east should bring political and economic benefits first of all to Germany.

This paper investigates the impact of subsidies from the common agricultural policy on the total factor productivity of farms in the EU. We employ a structural, semi-parametric estimation algorithm, directly incorporating the effect of subsidies into a model of unobserved productivity. We empirically study the effects using samples from the Farm Accountancy Data Network for EU-15 countries. Our main findings are clear: subsidies had a negative impact on farm productivity in the period before the decoupling reform was implemented; after decoupling the effect of subsidies on productivity was more nuanced, as in several countries it turned positive.
