ENGLISH: Most of the catches of yellowfin and skipjack tuna from the Eastern Pacific Ocean are made by vessels fishing with poles and lines and live bait. From 1931 to 1954, these baitboats, on the average, accounted for over three-fourths of the total annual California landings of yellowfin and skipjack (Shimada and Schaefer, 1956). With the substantial increase in recent years in the production of the tropical tunas, there have been greater demands for live bait. This increased need for larger amounts of baitfishes has given rise to important questions relating to the manner in which these populations may be most wisely used. The Inter-American Tropical Tuna Commission has been concerned with various aspects of this problem since its establishment in 1950. This report presents some of the results obtained from the Commission's studies of the baitfishes important to the fishery for yellowfin and skipjack tuna. It traces briefly the origin and development of the bait fishery, describes its operations, extent, and yield, and discusses some aspects of the effects of exploitation upon the Eastern Pacific baitfish populations, particularly of the anchoveta (Cetengaulis mysticetus). SPANISH: Los barcos que emplean cañas y cuerdas y carnada viva, son los que realizan la mayor parte de la pesca de atún aleta amarilla y barrilete en el Océano Pacifíco Oriental. De 1931 a 1954 estos barcos han desembarcado, en promedio, más de las tres cuartas partes de las pescas anuales de ambas especies (Shimada y Schaefer, 1956). Con el aumento sustancial en dicha producción en los últimos años, ha habido una mayor demanda por carnada viva. Esta creciente necesidad de obtener cantidades mayores de pecescebo, ha originado importantes cuestiones relativas a la mejor forma en que estas poblaciones pueden ser utilizadas. A la Comisión Interamericana del Atún Tropical le ha tocado ocuparse de varios aspectos de este problema, desde que fué establecida en el año 1950. Este informe ofrece algunos de los resultados obtenidos a través de los estudios de la Comisión sobre los peces-cebo importantes para la pesquería de atún aleta amarilla y barrilete; señala brevemente el origen y desarrollo de la pesquería de carnada; describe sus operaciones, extensión y rendimiento, y trata algunos aspectos de los efectos de la explotación sobre las poblaciones de dichos peces en el Pacifíco Oriental, particularmente de la anchoveta (Cetengraulis mysticetus). ENGLISH: Between 1 October and 17 December 1955 investigations of the physical, chemical and biological oceanography of the Eastern Pacific Ocean in a region bounded approximately by 30° N. latitude, 9° S. latitude, 120° W. longitude and the mainland coast were conducted from the vessels Horizon and Spencer F. Baird of the Scripps Institution of Oceanography of the University of California. These were part of a cooperative operation, designated for convenience by the code name "Eastropic," in which a vessel of the U. S. Fish and Wildlife Service worked, during this same period, further west and a vessel of the Peruvian Navy worked further south, offshore from Peru. A vessel of the California State Fisheries Laboratory also conducted certain sub-surface tuna fishing operations and other studies in the same general region as the Scripps vessels. In addition to carrying out a number of special studies related to particular oceanographic features, the Scripps vessels occupied a considerable number of hydrographic stations. The locations of these stations, at each of which were made net-hauls for zooplankton, are shown in Figure 4 and Tables 2 and 3. At some of the hydrographic stations, and in Some places between stations, there were made from the Spencer F. Baird measurements of chlorophyll "a" and of primary production (by the C14 technique), both in situ and in a shipboard incubator. The purpose of this paper is to report on the results of these biological observations. SPANISH: Entre el 1° de octubre y el 17 de diciembre de 1955, a bordo de los barcos Horizon y Spencer F. Baird) de la Institución Scripps de Oceanografía de la Universidad de California, se hicieron investigaciones sobre la oceanografía física, química y biológica del Océano Pacífico Oriental, en una región limitada aproximadamente por los 30° N. de latitud, 9° S. de latitud, 120° O. de longitud y la costa continental. Estas investigaciones fueron parte de una operación que se realizó cooperativamente y a la que se convino darle el nombre codificado de "Eastropic". En ella, durante el mismo período, una embarcación del Servicio de Pesca y Vida Silvestre de los Estados Unidos (U. S. Fish and Wildlife Service) trabajó más hacia el oeste, y un barco de la armada peruana más hacia el sur, frente a la costa del Perú. También colaboró una nave del Laboratorio de Pesquerías del Estado de California (California State Fisheries Laboratory), realizando algunas operaciones de pesca de atún en aguas subsuperficiales, y otros estudios en la misma región general que recorrieron las embarcaciones de Scripps. Además de efectuar estudios especiales relacionados con las caracteristicas oceanográficas particulares de la región, las naves de Scripps establecieron un buen número de estaciones hidrográficas. La localización de estas estaciones se indica en la Figura 4 y en las Tablas 2 y 3; en cada una de ellas se hicieron rastreos con redes planctónicas para recoger muestras de zooplancton. En algunas de las estaciones hidrográficas, así como en algunos lugares entre estaciones, en el Spencer F. Baird se hicieron mediciones de la clorofila "a" y de la producción primaria (mediante la técnica del C14), tanto in situ como en una incubadora instalada a bordo. Seasonal variations in temperature, dissolved oxygen, and nutrients in the nearshore areas and in the canyon area of Monterey Bay, California during 1971-1972 were similar~ During upwelling periods, however, water in the nearshore areas was higher in temperature and oxygen and lower in nutrients than water in the canyon area~ This was caused by upwelled water moving north and south of the canyon into counterclockwise and clockwise flow in the northern and southern ends of the bay respectively. The water was heated by insolation and depleted of its nutrients by photosynthesis during this movement. The residence time of water in the nearshore northern and southern bay during upwelling is estimated to be 3 to 8 days, and this fits well into the above circulation pattern and average measured current velocities of 10 to 15 cm/sec~ There is sorne evidence that this circulation pattern and the estimated residence time may be also valid for on-upwelling periods. Upwelling apparently occurred in Monterey Submarine Canyon at rates of 0.4 to 2.9 m/day and was stronger in 1971 than 1972. (PDF contains 107 pages)

This report covers the 37th annual inventory of chinook salman, Oncorhynchus tshawytscha, spawner populations in the Sacramento-San Joaquin River system.-It is a compilation of reports estimating the fall-, winter-, late-fall-, and spring-run salmon spawner populations for streams which were surveyed. Estimates were made from counts of fish entering hatcheries and migrating past dams, froro surveys of dead and live fish and redds on spawning areas, and from aerial counts. The estimated 1989 total escapement of chinook salmon in the Central Valley was 205,990 fish. This total consisted of 181,864 fall-, 12,171 spring-, 539 winter-, and 11,416 late-fall-run spawners. All of the spring-, late-fall-, and winter-run salmon were estimated to be in the Sacramento River system, while 3,493 fish of the fall run were in the San Joaquin River system. Due to decreases of spawner populations in most Central Valley tributaries, the total 1989 salmon stock was 32% lower than in 1988; however, late-fall salmon in the upper Sacramento River had a run size similar to that of 1988. Current information is reviewed that provides clues to the intraspecific structure of dolphin species incidently killed in the yellowfin tuna purse-seine fishery of the eastern tropical Pacific (ETP). Current law requires that management efforts are focused on the intraspecific level, attempting to preserve local and presumably locally adapted populations. Four species are reviewed: pantropical spotted, Stenella attenuata; spinner, S. longirostTis; striped, S. coeruleoalba; and common, Delphinus delphis, dolphins. For each species, distributional, demographic, phenotypic, and genotypic data are summarized, and the putative stocks are categorized based on four hierarchal phylogeographic criteria relative to their probability of being evolutionarily significant units. For spotted dolphins, the morphological similarity of animals from the south and the west argues that stock designations (and boundaries) be changed from the current northern offshore and southern offshore to northeastern offshore and a combined western and southern offshore. For the striped dolphin, we find little reason to continue the present division into geographical stocks. For common dolphins, we reiterate an earlier recommendation that the long-beaked form (Baja neritic) and the northern short-beaked form be managed separately; recent morphological and genetic work provides evidence that they are probably separate species. Finally, we note that the stock structure of ETP spinner dolphins is complex, with the whitebelly form exhibiting characteristics of a hybrid swarm between the eastern and pantropical subspecies. There is little morphological basis at present for division of the whitebelly spinner dolphin into northern and southern stocks. However, we recommend continued separate management of the pooled whitebelly forms, despite their hybrid/intergrade status. Steps should be taken to ensure that management practices do not reduce the abundance of eastern relative to whitebelly spinner dolphins. To do so may lead to increased invasion of the eastern's stock range and possible replacement of the eastern spinner dolphin genome.(PDF file contains 24 pages.)

The 13th Annual Larval Fish Conference and Annual Meeting of the American Fisheries Society Early Life History Section cohosted by Mote Marine Laboratory, United States, and the Instituto Nacional de la Pesca, Mexico, were held 21-26 May 1989, in Merida, Yucatan, Mexico. The purpose of holding the meeting in Mexico was to encourage the participation of our Latin American and Caribbean colleagues and to provide a forum for the exchange of ideas and information among researchers working in the Americas. More than 150 participants represented 24 U.S. states, the District of Columbia, and 13 foreign countries including Mexico, Canada, Puerto Rico, Costa Rico, Panama, Cuba, Columbia, Chile, Peru, Brazil, Argentina, South Africa, and West Germany. The Conference began with registration and a social in the courtyard patio of the Merida Holiday Inn. Fresh red grouper, the most important commercial finfish species of the State of Yucatan, was prepared and served by the hotel staff, courtesy of CPI, Itzamex, and the Terramar Trading Company. Information on geographical variation is reviewed for Stenella attenuata, S. longirostris, S. coeruleoalba, and Delphinus delphis in the eastern tropical Pacific, and boundaries for potential management units are proposed. National Marine Fisheries Service and Inter-American Tropical Tuna Commission sighting records made from 1979 to 1983 which were outside boundaries used in a 1979 assessment were examined for validity. Tagging returns and morphological data were also analyzed. Several stock ranges are expanded or combined. Three management units are proposed for S. attenuata: the coastal, northern offshore, and southern offshore spoiled dolphins. Four management units are proposed for S. longirostris: the Costa Rican, eastern, northern whitebelly, and southern whitebelly spinner dolphins. Two provisional management units are proposed for S. coeruleoalba: the northern and southern striped dolphins. Five management units (two of which are provisional) are proposed for D. delphis: the Baja neritic, northern, central, southern, and Guerrero common dolphins. Division into management units was based on morphological stock differences and distributional breaks. (PDF file contains 34 pages.)

The 23rd Annual Symposium on Sea Turtle Biology and Conservation was held between 17 and 21 March 2003 at The Legend Hotel in Kuala Lumpur, Malaysia, hosted by the Community Conservation Network, Hawaii, and WWF-Malaysia. The meeting was attended by slightly more than 300 participants representing 73 countries, a dramatic drop in participation from previous years brought about in no small part by the looming war in the middle east region and concerns over travel safety. For 22 years the Symposium had bee an Americas-based event, even though it is the annual gathering of the "international" sea turtle society, and with the move to Malaysia, the Symposium hoped to raise the awareness among the general public of the plight of amrine turtles in Southeast Asia, and share the enormous exspertise of the world authorities on sea turtles with this so-far underrepresented region. Adopting the thems, "Living With Turtles", the Symposium had a very personal flavour, and the smaller number of participants made it possible to make and renew acquaintances, and have time for discussion between sessions. While the travel safety concern excuse was often quoted, it was a pity, particularly to the large contingent of people who attended the event for the first time from underrepresented regions, that many of the household names linked to marine turtle biology and conservation were not present to share their knowledge and promote the global concerns on the plight of turtle populations.

This report covers the 39th annual inventory of chinook salman, Oncorhynchus tshawytscha, spawner populations in the Sacramento-San Joaquin River system." It is a compilation of reports estimating the fall-, winter-, late-fall-, and spring-run salman spawner populatiens fer streams which were surveyed. Estimates were made from counts of fish entering hatcheries and migrating past dams, from surveys of dead and live fish and redds on spawning areas, and from aerial counts. The estimated 1991 total escapement of chinook salmon in the Central Valley was 147,080 fish. This total consisted of 132,571 fall-, 5,921 spring-, 190 winter-, and 8,398 late-fall-run spawners. All of the spring-, late-fall-, and winter-run salmon were estimated to be in the Sacramento River system, while 1,176 fish of the fall run were in the San Joaquin River system. Spawner populations in all individual tributaries (except the American River) and the Sacramento River mainstem were lower than in 1990; but it should be noted that fall run populations in the Feather and Yuba rivers, two of the larger tributaries, were not surveyed that year. ENGLISH: Mean monthly maps of surface salinity of the eastern Pacific Ocean were prepared using all available data. Charts were also made of the distribution by one-degree quadrangles of the number of surface salinity observations for each month. Features of interest in the surface salinity distribution are discussed briefly, especially with reference to temporal changes. SPANISH: Se prepararon mapas mensuales sobre la salinidad media de superficie del Océano Pacifico oriental tropical, usando todos los datos disponibles. También se ejecutaron cartas por cuadrángulos de un grado, según el número de las observaciones mensuales de la distribución de la salinidad superficial. Las caracteristicas de interés de las distribuciones de la salinidad superficial se discuten brevemente, especialmente con referencia a los cambios estacionales. (PDF contains 44 pages.)

ENGLISH: The rapid growth of the Eastern Pacific fishery for yellowfin and skipjack tuna since the end of World War II has given rise to questions concerning the rational utilization of these resources. As part of the Inter-American Tropical Tuna Commission's program of research designed to investigate these problems, a study was undertaken to determine from the historical records of the fishery the effects of fishing upon the stocks of yellowfin and skipjack tuna of the Eastern Pacific region and to evaluate the present condition of these stocks with respect to the maximum equilibrium yield. SPANISH: EI rápido crecimiento, desde la terminación de la Segunda Guerra Mundial, de la pesquería de atún aleta amarilla y barrilete en el Pacifico Oriental, ha dado lugar a que se hagan algunos comentarios sabre la racional utilización de estos recursos. Como parte del programa de la Comisión Interamericana del Atún Tropical designado para la investigación de estos problemas, un estudio fué llevado a cabo para determinar, de los informes historicós de la pesquería, los efectos de la pesca sobre los stocks de atún aleta amarilla y barrilete de la región del Pacifico Oriental y para evaluar la presente condición de estos stocks con respecto al máximo rendimiento de equilibria. ENGLISH: A primary objective of the Inter-American Tropical Tuna Commission is a knowledge of the ecology of tunas which inhabit the Eastern Tropical Pacific. This paper presents some results of the work in physical oceanography, which, it is hoped, will be useful to the biological work and at the same time of interest to physical oceanographers. The work presented here was begun in connection with simple observable facts; the thermocline is very close to the sea surface in a region off Costa Rica (Wooster and Cromwell, 1958), and this region is biologically productive (Holmes, et al. 1957; Brandhorst, 1958). It is the main object of this study to describe and explain these facts, insofar as possible. SPANISH: Uno de los principales objetivos de la Comisión Interamericana del Atún Tropical es el conocimiento de la ecología de los atunes que viven en el Pacífico Oriental Tropical. Este informe presenta algunos de los resultados del estudio en oceanografía física, los cuales se espera que serán útiles en la investigación biológica y, al mismo tiempo, de interés para los oceanógrafos físicos. El trabajo presentado aquí se inició en conexión con sencillos hechos observables; mar afuera de Costa Rica, la termoclina queda muy cerca de la superficie del mar (Wooster y Cromwell, 1958) y esta región es biológicamente productiva (Holmes, el al., 1957; Brandhorst, 1958). ENGLISH: In a previous Commission Bulletin, Shimada (1957) has described the geographical distribution of the yearly catches of yellowfin tuna (Neothunnus macropterus) and skipjack (Katsuwonus pelamis) from the Eastern Pacific Ocean for the period 1952 to 1955 inclusive, based on information obtained from logbook records of baitboats and purse-seiners. In view of the seasonal nature of the fishery in different areas, a summary of the catches by smaller time units may be of additional value. Accordingly, statistical data employed earlier by Shimada have been retabulated by quarters of the year and form the basis of the present report. SPANISH: En un Boletín anterior de la Comisión, Shimada (1957) hizo un estudio sobre la distribución geográfica de las pescas anuales de atún aleta amarilla (Neothunnus macropterus) y barrilete (Katsuwonus pelamis) del Océano Pacifico Oriental, en el perlado comprendido por los años 1952 a 1955 inclusive. Dicho estudio fué hecho sobre la base de la información obtenida en los registros de las bitácoras de los barcos carnaderos y rederos. Pero en vista de la naturaleza que imprimen las estaciones a la pesquería en las diferentes áreas se ha considerado que podría tener valor complementario un resumen de las pescas en unidades de tiempo menores. De acuerdo con este criterio, los datos estadísticos empleados antes por Shimada, se han tabulado de nuevo ahora, por trimestres, y constituyen siempre la base del presente informe. ENGLISH: One of the important problems in the current investigations of the Inter-American Tropical Tuna Commission is the determination of the racial affinities of the stocks of yellowfin and skipjack inhabiting the Eastern Tropical Pacific fishing region. The nature of the problem is twofold. Primary concern is elucidation of the inter-regional relationship of stocks between the Eastern Tropical Pacific fishing region and those further to the westward. Hardly less important, however, is the intraregional relationship of stocks within the regions, particularly the Eastern Pacific region. This latter relationship must be at least partially understood in order properly to approach investigation of the former. SPANISH: Dentro de las las investigaciones que al presente efectúa la Comisión Interamericana del Atún Tropical, uno de los importantes problemas consiste en la determinación de las afinidades raciales de los stocks de atún aleta amarilla y barrilete que se encuentran en las regiones de pesca del Pacífico Oriental Tropical. La naturaleza del problema es doble. El interés primario es la elucidación de la relación inter-regional entre los stocks de la región pesquera del Pacífico Oriental Tropical y los de aquéllas más hacia el oeste de dicho océano. Apenas menos importante, sin embargo, es la relación intra-regional de los stocks dentro de las regiones, particularmente la del Pacífico del Este.
