Esta dissertação foi desenvolvida no Instituto Nacional de Infectologia Evandro Chagas (INI) da Fundação Oswaldo Cruz (Fiocruz), uma organização pública multipropósito de saúde com atividades de pesquisa, assistência e ensino, que adotou a estratégia de inovar a sua estrutura organizacional, com vistas a garantir a qualidade dos serviços prestados à população, bem como reforçar a orientação empreendedora das suas ações integradas. Sob o ponto de vista da pesquisa em Ciências Contábeis, a reestruturação do INI constitui um exemplo potencial da acumulação de ativo intangível pela organização e este foi o fato gerador do problema da pesquisa: a aplicação do método DEA para avaliar a melhoria da eficiência dos oito laboratórios de pesquisa multipropósito do INI, está associada ao referencial teórico que justifica a inovação organizacional implantada no Instituto após proposta nos Congressos Internos da Fiocruz? O objetivo geral foi analisar os resultados dos escore-sínteses do Data Envelopment Analysis (DEA), como medida dos ativos intangíveis, associando-os aos efeitos provenientes da implantação de mudanças organizacionais estratégicas, caracterizadas como inovações organizacionais ocorridas nos oito laboratórios de pesquisa clínica multipropósitos, isto é, que contemplam ensino, pesquisa e assistência, no INI da Fiocruz. O método consistiu de quatro etapas. Na primeira, foi realizada a análise da literatura sobre ativos intangíveis; inovação organizacional; estruturas da organização e modelo de análise de eficiência em organizações. Na segunda, foi realizada a coleta dos indicadores qualitativos referentes a mudança da estrutura organizacional de oito laboratórios do INI por meio de análise documental dos Congressos Internos da Fiocruz e uma pesquisa de opinião dos representantes dos laboratórios; quantitativamente, foram levantados dados para calcular o indicador de eficiência de cada um dos laboratórios. Na terceira etapa foi realizada a análise dos dados coletados, do período de 2006-2012, utilizando os indicadores calculados para associar a eficiência do conjunto destas atividades antes e depois da inovação organizacional associada à adoção de uma estrutura inovadora na reestruturação. Finalmente, a quarta etapa apresentou os resultados e as respectivas considerações sobre a pesquisa. Como contribuição, apresenta-se uma associação entre a inovação organizacional, decorrente da reestruturação dos oito laboratórios de pesquisa clínica e os resultados do método empírico que utiliza o DEA.

EXTRACT (SEE PDF FOR FULL ABSTRACT): Stable isotope data obtained from snow and ice cores retrieved from an altitude of 5340m on Mt. Logan (60°30'N; 140°36'W) indicate that "isotopic seasons" are not generally in phase with calendar seasons. The former are phase lagged with respect to the latter by up to several months and appear to be correlated with SST'S and ocean heat transfer curves and/or the position of the Aleutian low rather than with air temperature or the temperature difference between the ocean surface and the core site.

The adjacency of 2 marine biogeographic regions off Cape Hatteras, North Carolina (NC), and the proximity of the Gulf Stream result in a high biodiversity of species from northern and southern provinces and from coastal and pelagic habitats. We examined spatiotemporal patterns of marine mammal strandings and evidence of human interaction for these strandings along NC shorelines and evaluated whether the spatiotemporal patterns and species diversity of the stranded animals reflected published records of populations in NC waters. During the period of 1997–2008, 1847 stranded animals were documented from 1777 reported events. These animals represented 9 families and 34 species that ranged from tropical delphinids to pagophilic seals. This biodiversity is higher than levels observed in other regions. Most strandings were of coastal bottlenose dolphins (Tursiops truncatus) (56%), harbor porpoises (Phocoena phocoena) (14%), and harbor seals (Phoca vitulina) (4%). Overall, strandings of northern species peaked in spring. Bottlenose dolphin strandings peaked in spring and fall. Almost half of the strandings, including southern delphinids, occurred north of Cape Hatteras, on only 30% of NC’s coastline. Most stranded animals that were positive for human interaction showed evidence of having been entangled in fishing gear, particularly bottlenose dolphins, harbor porpoises, short-finned pilot whales (Globicephala macrorhynchus), harbor seals, and humpback whales (Megaptera novaeangliae). Spatiotemporal patterns of bottlenose dolphin strandings were similar to ocean gillnet fishing effort. Biodiversity of the animals stranded on the beaches reflected biodiversity in the waters off NC, albeit not always proportional to the relative abundance of species (e.g., Kogia species). Changes in the spatiotemporal patterns of strandings can serve as indicators of underlying changes due to anthropogenic or naturally occurring events in the source populations.

Study Goals and Objectives: 1) Improve existing nutrient-related eutrophication assessment methods, updating (from early 1990s to early 2000s) the eutrophication assessment for systems included in the study with the improved method. 2) Develop a human-use/socioeconomic indicator to complement the assessment indicator. The human-use indicator was developed to evaluate costs of nutrient-related degradation in coastal waters and to put the issue into a broader context relevant to the interested public and legislators as well as to scientists. 3) Project objectives included collecting existing water quality data, developing an accessible database appropriate for application to a national study, and applying the assessment methods to 14 coastal systems – nine systems north of Cape Cod and five systems south. The geographical distribution of systems was used to examine potential regional differences in condition. 4) The intent is to use the lessons learned in this pilot study on a national scale to guide completion of an update of the 1999 National Estuarine Eutrophication Assessment.

Innovative research relating oceans and human health is advancing our understanding of disease-causing organisms in coastal ecosystems. Novel techniques are elucidating the loading, transport and fate of pathogens in coastal ecosystems, and identifying sources of contamination. This research is facilitating improved risk assessments for seafood consumers and those who use the oceans for recreation. A number of challenges still remain and define future directions of research and public policy. Sample processing and molecular detection techniques need to be advanced to allow rapid and specific identification of microbes of public health concern from complex environmental samples. Water quality standards need to be updated to more accurately reflect health risks and to provide managers with improved tools for decision-making. Greater discrimination of virulent versus harmless microbes is needed to identify environmental reservoirs of pathogens and factors leading to human infections. Investigations must include examination of microbial community dynamics that may be important from a human health perspective. Further research is needed to evaluate the ecology of non-enteric water-transmitted diseases. Sentinels should also be established and monitored, providing early warning of dangers to ecosystem health. Taken together, this effort will provide more reliable information about public health risks associated with beaches and seafood consumption, and how human activities can affect their exposure to disease-causing organisms from the oceans.
