Rapid developments in display technologies, digital printing, imaging sensors, image processing and image transmission are providing new possibilities for creating and conveying visual content. In an age in which images and video are ubiquitous and where mobile, satellite, and three-dimensional (3-D) imaging have become ordinary experiences, quantification of the performance of modern imaging systems requires appropriate approaches. At the end of the imaging chain, a human observer must decide whether images and video are of a satisfactory visual quality. Hence the measurement and modeling of perceived image quality is of crucial importance, not only in visual arts and commercial applications but also in scientific and entertainment environments. Advances in our understanding of the human visual system offer new possibilities for creating visually superior imaging systems and promise more accurate modeling of image quality. As a result, there is a profusion of new research on imaging performance and perceived quality.

Research into values at an early age has only started recently, although it has expanded quickly and dynamically in the past years. The purpose of this article is twofold: First, it provides an introduction to a special section that aims to help fill the gap in value development research. The special section brings together four new longitudinal and genetically informed studies of value development from the beginning of middle childhood through early adulthood. Second, this article reviews recent research from this special section and beyond, aiming to provide new directions to the field. With new methods for assessing children's values and an increased awareness of the role of values in children's and adolescents' development, the field now seems ripe for an in-depth investigation. Our review of empirical evidence shows that, as is the case with adults, children's values are organized based on compatibilities and conflicts in their underlying motivations. Values show some consistency across situations, as well as stability across time. This longitudinal stability tends to increase with age, although mean changes are also observed. These patterns of change seem to be compatible with Schwartz's (1992) theory of values (e.g., if the importance of openness to change values increases, the importance of conservation values decreases). The contributions of culture, family, peers, significant life events, and individual characteristics to values are discussed, as well as the development of values as guides for behavior.

Drilling of carbon fibre/epoxy laminates is usually carried out using standard drills. However, it is necessary to adapt the processes and/or tooling as the risk of delamination, or other damages, is high. These problems can affect mechanical properties of produced parts, therefore, lower reliability. In this paper, four different drills – three commercial and a special step (prototype) – are compared in terms of thrust force during drilling and delamination. In order to evaluate damage, enhanced radiography is applied. The resulting images were then computational processed using a previously developed image processing and analysis platform. Results show that the prototype drill had encouraging results in terms of maximum thrust force and delamination reduction. Furthermore, it is possible to state that a correct choice of drill geometry, particularly the use of a pilot hole, a conservative cutting speed – 53 m/min – and a low feed rate – 0.025 mm/rev – can help to prevent delamination.

Forecasting future sales is one of the most important issues that is beyond all strategic and planning decisions in effective operations of retail businesses. For profitable retail businesses, accurate demand forecasting is crucial in organizing and planning production, purchasing, transportation and labor force. Retail sales series belong to a special type of time series that typically contain trend and seasonal patterns, presenting challenges in developing effective forecasting models. This work compares the forecasting performance of state space models and ARIMA models. The forecasting performance is demonstrated through a case study of retail sales of five different categories of women footwear: Boots, Booties, Flats, Sandals and Shoes. On both methodologies the model with the minimum value of Akaike's Information Criteria for the in-sample period was selected from all admissible models for further evaluation in the out-of-sample. Both one-step and multiple-step forecasts were produced. The results show that when an automatic algorithm the overall out-of-sample forecasting performance of state space and ARIMA models evaluated via RMSE, MAE and MAPE is quite similar on both one-step and multi-step forecasts. We also conclude that state space and ARIMA produce coverage probabilities that are close to the nominal rates for both one-step and multi-step forecasts.

The objective of this thesis is to study the involvement of the Auditor General in the proposal, implementation and review of major public service reform initiatives during a period spanning nearly forty years, from the early 1960s to 2001 . This period began with the Glassco Commission and concludes at the end of the term in office of Auditor General Denis Desautels in 2001. It has been demonstrated throughout this work that the role of the OAG has varied, from proponent to critic, from instigator to reviewer. In the past forty years the OAG's mandate has changed to meet the requirements of critical analysis of government operations and this has been aptly demonstrated in the office's relationship to the issue of public service reform. It has been argued that many of the problems facing the public service are cultural in nature. Reform initiatives have taken on a number of various forms with each addressing a different set of priorities. However, there has been a great deal of consistency in the cultural values that these initiatives articulate. Throughout this thesis attention has been paid to values. Values define a culture and cultural change is required within the Canadian federal public service. How and when this cultural change will occur is but one question to be answered. During the period under consideration in this thesis the government undertook several significant public service reform initiatives. Those examined in this thesis include: The Royal Commission on Government Organization, The Special Committee on the Review of Personnel Management and the Merit Principle, The Royal Commission on Financial Management and Accountability, Increased Ministerial Authority and Accountability, Public Service 2000, Program Review and finally La Releve. The involvement, or interest, of the Auditor General's Office on the subject of public service reform is generally articulated through the means of its annual reports to Parliament although there have been supplementary undertakings on this issue. Such material relevant to this study include: Towards Better Governance: Public Service Reform in New Zealand (1984-94) and its Relevance to Canada and Reform in the Australian Public Service. In ''Nietzsche, Genealogy, History," Foucault suggests that genealogy is a sort of "curative science." The genealogist must be a physiologist and a pathologist as well as an historian, for his task is to decipher the marks that power relations and historical events leave on the subjugated body; "he must be able to diagnose the illnesses of the body, its conditions of weakness and strength, its breakdowns and resistances, to be in a position to judge philosophical discourse." But this claim seems to be incongruent with another major task of genealogy. After all, genealogy is supposed to show us that the things we take to be absolute are in fact discontinuous and historically situated: "Nothing in man-not even his body-is sufficiently stable to serve as the basis for self-recognition or for understanding other men." If this is true, then the subjugated body can never be restored to a healthy state because it has no essential or original nature. There are no universal standards by which we can even distinguish between healthy and unhealthy bodies. So in what sense is genealogy to be a "curative science"? In my thesis, I try to elucidate the complex relationship between genealogy and the body. I argue that genealogy can be a curative science even while it "multiplies our body and sets it against itself." Ifwe place a special emphasis on the role that transgression plays in Foucault's genealogical works, then the healthy body is precisely the body that resists universal standards and classifications. If genealogy is to be a curative science, then it must restore to the subjugated body an "identity" that transgresses its own limits and that constitutes itself, paradoxically, in the very effacement of identity. In the first chapter of my thesis, I examine the body's role as "surface of the inscription of events." Power relations inscribe on and around the body an identity or subjectivity that appears to be unified and universal, but which is in fact disparate and historically situated. The "subjected" body is the sick and pathologically weak body. In Chapters 2 and 3, I describe how it is possible for the unhealthy body to become healthy by resisting the subjectivity that has been inscribed upon it. Chapter 4 explains how Foucault's later works fit into this characterization of genealogy

Materials related to military and naval operations of the 1812 era, research of the late Robert Malcomson, Canadian author and historian. Materials include photocopies of materials relating to the War of 1812, photographs and detailed research notes Malcomson made regarding his approach to research (mainly found in Series VIII). Materials were originally arranged in binders relating to an area of research or a certain publication. Articles were removed from the binders and placed in folders using original titles from the binders as series or sub-series titles. Articles within the binders were separated by tabs indicating what the article related to in the publication or topic of interest. In order to avoid repetition, the writing on the tab was used for folder titles, as each folder would be a part of the Series under which it was grouped. The tab names could be authors, events, accounts etc. of the War. Series and sub-series titles were derived from the original titles on the binders. Original intellectual order was retained, grouping similar subjects into Series and Sub-series. Dates recorded were the publication dates of the articles; however, if no publication date was present the date of retrieval was used if from an academic database (ex. JSTOR). The black and white photos from various repositories are reproductions of paintings, microfilm etc. on photographic paper. The colour photographs from various repositories are actual photographs. All books donated by Malcomson were integrated into the University’s Special Collections book collection. These volumes are noted at the end of the finding aid under separated materials.

This paper develops a model of short-range ballistic missile defense and uses it to study the performance of Israel’s Iron Dome system. The deterministic base model allows for inaccurate missiles, unsuccessful interceptions, and civil defense. Model enhancements consider the trade-offs in attacking the interception system, the difficulties faced by militants in assembling large salvos, and the effects of imperfect missile classification by the defender. A stochastic model is also developed. Analysis shows that system performance can be highly sensitive to the missile salvo size, and that systems with higher interception rates are more “fragile” when overloaded. The model is calibrated using publically available data about Iron Dome’s use during Operation Pillar of Defense in November 2012. If the systems performed as claimed, they saved Israel an estimated 1778 casualties and $80 million in property damage, and thereby made preemptive strikes on Gaza about 8 times less valuable to Israel. Gaza militants could have inflicted far more damage by grouping their rockets into large salvos, but this may have been difficult given Israel’s suppression efforts. Counter-battery fire by the militants is unlikely to be worthwhile unless they can obtain much more accurate missiles.

This dissertation focuses on military cooperation between the United States and its special allies. It argues that alliance expectations determine the level of military cooperation, while two intervening variables - the level of government cohesion and military capabilities - determine its implementation. This study also shows how secondary states deploy strategies to overcome power asymmetries through bilateral concessions, international organizations and by appealing to principle. The focus of the research is on special allies, as they have the most to gain or lose by going along with American plans. My contention is that secondary allies can rarely influence the dominant ally decisively, but they can act autonomously and resist to pressures exerted by the stronger alliance partner. The argument builds on three central claims. First, power asymmetries between allies translate into different assessments of international threats. Second, when disagreements over threats arise, the outcome of intra-alliance bargaining is not necessarily dictated by the preferences of the stronger power. Third, secondary states, as opposed to the dominant partner, face unique constraints when facing major foreign policy decisions, i.e. they face a trade-off between establishing a credible reputation as an alliance partner in a politically feasible way while minimizing domestic audience costs. To examine the theoretical puzzle presented by asymmetric military cooperation, I introduce a causal explanation that builds on neoclassical realism, to zone in on the interaction between systemic and domestic variables. My research makes a contribution to alliance theory and foreign policy decision-making by studying how special allies respond to American decisions in times of threat and how systemic constraints are channeled through state-level variables. To investigate the causal link between threat perception, alliance expectations and domestic constraints, this study relies on the method of structured focused comparison with three detailed case studies. The focus is on the initial decision made by special allies regarding whether or not to participle in joint mobilization with the United States. The decision-making process is presented from the perspective of secondary allied states and measures the explanatory factors that motivated the decision on military cooperation. The case studies are the UK, Canada and Australia’s response to the war in Afghanistan and the war in Iraq during the period of 2001 to 2003.

La réforme des secteurs de sécurité est au cœur du processus de reconstruction postconflictuelle et du rétablissement de l’État de droit. Souvent implantées par des acteurs internationaux, ces réformes sont nécessaires au développement socio-économique des sociétés sortant de conflit. L’objectif premier de ce travail est d’établir si la coordination des forces militaires et policières internationales a une influence sur la réussite de la réforme des secteurs de sécurité dans le cadre des missions de paix de l’ONU. L'hypothèse de départ est la suivante : la coordination entre les policiers et les militaires sur le terrain, facilitée par la coopération entre les composantes policières et militaires du Département des opérations de maintien de la paix de l'ONU (DOMP), favorise le succès de la RSS. C’est la culture bureaucratique de l’ONU qui influencera la qualité et le degré de coopération entre les composantes policières et militaires du DOMP. Cela sera vérifié à travers l’étude en deux temps de l’aide internationale apportée à la réforme des secteurs de sécurité en Haïti de 1993 à 1997, puis de 2004 à aujourd’hui. La qualité de la coordination entre policiers et militaires dépend de facteurs internes à la mission plutôt que des initiatives mises de l’avant par les quartiers généraux de l’ONU. De plus, la coordination militaropolicière sur le terrain facilite certains aspects de la réforme des secteurs de sécurité, comme la professionnalisation des forces policières locales et le rétablissement de la sécurité.

Ce mémoire porte sur la question de l’innovation militaire en temps de guerre et plus particulièrement sur la transition de la guerre conventionnelle vers la contre-insurrection des forces armées américaines au cours de la guerre d’Irak. Cette transition est un cas d’innovation militaire intéressant puisqu’il s’agit d’un changement radical dans les pratiques militaires de l’Armée américaine et du Corps des marines particulièrement parce qu’ils ont régulièrement tenté d’éviter les missions de contre-insurrection au cours de leur histoire. Cette recherche tentera d’expliquer comment les forces américaines ont innové au cours de la guerre d’Irak Nous considérons que le passage de la guerre conventionnelle à la contre-insurrection des forces américaines est le résultat d’un processus d’innovation militaire en temps de guerre qui se produit simultanément à partir de la base et du sommet de l’organisation militaire américaine. Tout d’abord, à la base, nous estimons que les unités américaines de l’Armée et des marines ont développé de nouvelles capacités de contre-insurrection à la suite d’un processus d’exploration de nouvelles tactiques et de nouvelles techniques sur le champ de bataille. Ensuite, à partir du sommet, nous croyons que la contre-insurrection est le résultat d’un changement stratégique au niveau des opérations des forces américaines. Ce mémoire est divisé en quatre chapitres. Le premier est consacré aux modèles théoriques d’innovation militaire. Le deuxième présente un aperçu de la guerre d’Irak de 2003 à 2007. Les chapitres 3 et 4 analysent respectivement la contre-insurrection comme un processus d’innovation militaire par la base et par le sommet.

L’objectif de ce mémoire est d’analyser les impacts et l’efficacité de la politique d’assassinats ciblés d’Israël dans le cadre du conflit israélo-palestinien. Pour ce faire, trois angles d’approches sont utilisés; militaire, légale et politique. Pour cette raison, l’hypothèse de départ soutient que la politique compromet la résolution du conflit et se divise en trois sections. Tout d’abord, les assassinats ciblés nuisent au règlement du conflit car ils engendrent un cycle de représailles contre Israël. Deuxièmement, ils représentent une violation du droit international ainsi que du droit national israélien. Finalement, ils sont un sérieux obstacle à la résolution politique du conflit dû au climat de violence et de méfiance qu’ils instaurent. Dans la conclusion, il est retenu que, bien que la politique d’assassinats ciblés ne soit pas efficace pour lutter contre les organisations terroristes, elle n’engendre cependant pas d’effet contreproductif de cycle de violence. Dans un second temps, la politique va à l’encontre de lois internationales mais elle peut cependant être justifiée par certains articles issus de ces mêmes textes alors que la Cour suprême israélienne a reconnu que certaines opérations pouvaient s’avérées légales. Troisièmement, elle nuit bel et bien à la résolution politique du conflit israélopalestinien en exacerbant les tensions de par le climat qu’elle instaure. Finalement, les nombreux impacts de celle-ci sur le conflit n’en font pas une politique efficace.
