Abstract (English) Cities nowadays face complex challenges to meet objectives regarding socio-economic development and quality of life. The concept of "smart city" is a response to these challenges. Although common practices are being developed all over the world, different priorities are defined and different architectures are followed. In this master thesis I focuses on the applied architecture of Riverside's case study, through a progression model that underline the main steps that moves the city from a situation of crisis, to be appointed "Intelligent Community" of the 2012 by Intelligent Community Forum. I discuss the problem of integration among the physical, institutional and digital dimension of smart cities and the "bridges" that connect these three spatialities. Riverside's progression model takes as a reference a comprehensive framework made unifying the keys component of the three most quoted framework in this field: a technology-oriented vision (strongly promoted by IBM [Dirks et al. 2009]), an approach-oriented one [Schaffers et al. 2011] that is sponsored by many initiatives within the European Commission, and a purely service-oriented one [Giffinger et al. 2007][Toppeta, 2010].

Agriculture is still important for socio-economic development in rural areas of Bosnia, Montenegro and Serbia (BMS). However, for sustainable rural development rural economies should be diversified so attention should be paid also to off-farm and non-farm income-generating activities. Agricultural and rural development (ARD) processes and farm activity diversification initiatives should be well governed. The ultimate objective of this work is to explore linkages between ARD governance and rural livelihoods diversification in BMS. The thesis is based on an extended secondary data analysis and surveys. Questionnaires for ARD governance and coordination were sent via email to public, civil society and international organizations. Concerning rural livelihood diversification, the field questionnaire surveys were carried out in three rural regions of BMS. Results show that local rural livelihoods are increasingly diversified but a significant share of households are still engaged in agriculture. Diversification strategies have a chance to succeed taking into consideration the three rural regions’ assets. However, rural households have to tackle many problems for developing new income-generating activities such as the lack of financial resources. Weak business skills are also a limiting factor. Fully exploiting rural economy diversification potential in BMS requires many interventions including improving rural governance, enhancing service delivery in rural areas, upgrading rural people’s human capital, strengthening rural social capital and improving physical capital, access of the rural population to finance as well as creating a favourable and enabling legal and legislative environment fostering diversification. Governance and coordination of ARD policy design, implementation and evaluation is still challenging in the three Balkan countries and this has repercussions also on the pace of rural livelihoods diversification. Therefore, there is a strong and urgent need for mobilization of all rural stakeholders and actors through appropriate governance arrangements in order to foster rural livelihoods diversification and quality of life improvement.

Die vorliegende Arbeit untersucht, in wie weit sich sozioökonomische Entwicklung und die Einbindung in Globalisierungsprozesse verantwortlich für die demokratische Entwicklung postkommunistischer Transformationsstaaten zeigen. Zu diesem Zweck wird ein theoretisches Modell hergeleitet, welches die klassische Modernisierungstheorie um neuere Ansätze erweitert und um Aspekte der Globalisierungsforschung ergänzt. Die empirischen Resultate basieren auf einer quantitativen Betrachtung von 19 postkommunistischen Staaten im Zeitraum zwischen 1996 und 2009. Die Ergebnisse zeigen, dass sich sozioökonomische Entwicklung und ökonomische Aspekte der Globalisierung positiv auf die Demokratieentwicklung auswirken; eine ungleiche Verteilung von Einkommen in der Bevölkerung sowie soziale Globalisierungsaspekte hingegen weisen lediglich marginale Effekte auf.

The international mechanism for Reducing Greenhouse Gas Emissions from Deforestation and Forest Degradation (REDD) supposedly offers new opportunities for combining climate mitigation, conservation of the environment, and socio-economic development for development countries. In Laos REDD is abundantly promoted by the government and development agencies as a potential option for rural development. Yet, basic information for carbon management is missing: to date no knowledge is available at the national level on the quantities of carbon stored in the Lao landscapes. In this study we present an approach for spatial assessment of vegetation-based carbon stocks. We used Google Earth, Landsat and MODIS satellite imagery and refined the official national land cover data to assess carbon stocks. Our study showed that more than half (52%) of carbon stock of Laos is stored in natural forests, but that 70% of this stock is located outside of national protected areas. On the basis of two carbon-centered land use scenarios we calculated that between 30 and 40 million tons of carbon could be accumulated in shifting cultivation areas; this is less than 3% of the existing total stock. Our study suggests that the main focus of REDD in Laos should be on the conservation of existing carbon stocks, giving highest priority to the prevention of deforestation outside of national protected areas.

Both climate change and socio-economic development will significantly modify the supply and consumption of water in future. Consequently, regional development has to face aggravation of existing or emergence of new conflicts of interest. In this context, transdisciplinary co-production of knowledge is considered as an important means for coping with these challenges. Accordingly, the MontanAqua project aims at developing strategies for more sustainable water management in the study area Crans-Montana-Sierre (Switzerland) in a transdisciplinary way. It strives for co-producing system, target and transformation knowledge among researchers, policy makers, public administration and civil society organizations. The research process basically consisted of the following steps: First, the current water situation in the study region was investigated. How much water is available? How much water is being used? How are decisions on water distribution and use taken? Second, participatory scenario workshops were conducted in order to identify the stakeholders’ visions of regional development. Third, the water situation in 2050 was simulated by modeling the evolution of water resources and water use and by reflecting on the institutional aspects. These steps laid ground for jointly assessing the consequences of the stakeholders’ visions of development in view of scientific data regarding governance, availability and use of water in the region as well as developing necessary transformation knowledge. During all of these steps researchers have collaborated with stakeholders in the support group RegiEau. The RegiEau group consists of key representatives of owners, managers, users, and pressure groups related to water and landscape: representatives of the communes (mostly the presidents), the canton (administration and parliament), water management associations, agriculture, viticulture, hydropower, tourism, and landscape protection. The aim of the talk is to explore potentials and constraints of scientific modeling of water availability and use within the process of transdisciplinary co-producing strategies for more sustainable water governance.

This report focuses on forest product users in the COMADEL and FMJ forest concessions, Cabo Delgado, as well as the effects of their combined strategies and activities on sustainable use of natural resources and sustainable socio-economic development of the region. The aim is to contribute to understanding the effects of these strategies and activities on forest regeneration, ecosystem services and on resource sustainability. The study examines the role played by the Committees of Natural Resources in forest exploitation. Data obtained from interviews and observations were used to complement and update a variety of existing data from oral and written sources dealing with forest regeneration in Cabo Delgado. These existing materials originate from previous studies conducted in the context of the ESAPP project that started more than two years ago. They include results from Learning for Sustainability workshops (LforS, http://www.cde.unibe.ch/Pages/Project/2/14/Learningfor- Sustainability-Extension-Approach.aspx), as well as field reports, academic studies, management plans used by concessionaires, and others. The interviews and observations took place more or less continuously from the beginning of this phase of the project in 2008. Interviews were systematically conducted with owners of concessions operating in the region, employees of logging companies, residents of villages within the existing concessions, government officials and others. It was not possible to collect information directly from poachers in part due to the illegal nature of their work. Information on these activities was obtained indirectly through members of the Committees of Natural Resources, the concessionaire, and its workers, as well as by observing the traces of extraction – traps, bones and parts of slaughtered animals, tree stumps, material ready for transportation, etc. The main results indicate that extraction by the logging company MITI Ltd. and others acting in the region, by poachers and by other actors – e.g. sawyers using manual saws – put a lot of pressure on marketable species, particularly Millettia stuhlmannii, Afzelia quanzensis and Swartzia madagascariensis. Natural regeneration of forests in northern Cabo Delgado is being compromised by the combination of various extracting activities and uncontrolled fires. MITI Ltd. continued the pattern of exploitation of forest resources that was characteristic of companies operating in the region earlier, such as COMADEL. MITI Ltd. failed to implement the broad range of development and conservation activities encouraged by the new legislation on forest concessions that was created to promote sustainable use of resources.

Labor export has been part of Vietnam’s socio-economic development strategy since the beginning of the doi moi era. Recent years, Vietnam has sent about 80,000 workers abroad per year. Vietnam has become a major source country of unskilled foreign workers for high-income East Asian countries. However, in these receiving countries, the desertion rate among Vietnamese workers is quite high, compared with that for workers from other countries. This paper examines the impact of Korean and Japanese policies for receiving foreign workers applied to and implemented in Vietnam, as well as the impact of Vietnamese labor sending system, on the problem of runaway workers.

Supply chain management works to bring the supplier, the distributor, and the customer into one cohesive process. The Supply Chain Council defined supply chain as ‘Supply Chain: The flow and transformation of raw materials into products from suppliers through production and distribution facilities to the ultimate consumer., and then Sunil Chopra and Meindl, (2001) have define Supply chain management as ‘Supply Chain Management involves the flows between and among stages in a supply chain to maximize total profitability.’ After 1950, supply chain management got a boost with the production and manufacturing sector getting highest attention. The inventory became the responsibility of the marketing, accounting and production areas. Order processing was part of accounting and sales. Supply chain management became one of the most powerful engines of business transformation. It is the one area where operational efficiency can be gained. It reduces organizations costs and enhances customer service. With the liberalization of world trade, globalization, and emergence of the new markets, many organizations have customers and competitions throughout the world, either directly or indirectly. Business communities are aware that global competitiveness is the key to the success of a business. Competitiveness is ability to produce, distribute and provide products and services for the open market in competition with others. The supply chain, a critical link between supplier, producer and customer is emerged now as an essential business process and a strategic lever, potential value contributor a differentiator for the success of any business. Supply chain management is the management of all internal and external processes or functions to satisfy a customer’s order (from raw materials through conversion and manufacture through logistics delivery.). Goods-either in raw form or processed, whole sale or retailed distribution, business or technology services, in everyday life- in the business or household- directly or indirectly supply chain is ubiquitously associated in expanding socio-economic development. Supply chain growth competitive performance and supporting strong growth impulse at micro as well as micro economic levels. Keeping the India vision at the core of the objective, the role of supply chain is to take up social economic challenges, improve competitive advantages, develop strategies, built capabilities, enhance value propositions, adapt right technology, collaborate with stakeholders and deliver environmentally sustainable outcomes with minimum resources.

Actualmente, la escasez de agua constituye un importante problema en muchos lugares del mundo. El crecimiento de la población, la creciente necesidad de alimentos, el desarrollo socio-económico y el cambio climático ejercen una importante y cada vez mayor presión sobre los recursos hídricos, a la que muchos países van a tener que enfrentarse en los próximos anos. La región Mediterránea es una de las regiones del mundo de mayor escasez de recursos hídricos, y es además una de las zonas más vulnerables al cambio climático. La mayoría de estudios sobre cambio climático prevén mayores temperaturas y una disminución de las precipitaciones, y una creciente escasez de agua debida a la disminución de recursos disponibles y al aumento de las demandas de riego. En el contexto actual de desarrollo de políticas se demanda cada vez más una mayor consideración del cambio climático en el marco de las políticas sectoriales. Sin embargo, los estudios enfocados a un solo sector no reflejan las múltiples dimensiones del los efectos del cambio climático. Numerosos estudios científicos han demostrado que el cambio climático es un fenómeno de naturaleza multi-dimensional y cuyos efectos se transmiten a múltiples escalas. Por tanto, es necesaria la producción de estudios y herramientas de análisis capaces de reflejar todas estas dimensiones y que contribuyan a la elaboración de políticas robustas en un contexto de cambio climático. Esta investigación pretende aportar una visión global de la problemática de la escasez de agua y los impactos, la vulnerabilidad y la adaptación al cambio climático en el contexto de la región mediterránea. La investigación presenta un marco integrado de modelización que se va ampliando progresivamente en un proceso secuencial y multi-escalar en el que en cada etapa se incorpora una nueva dimensión. La investigación consta de cuatro etapas que se abordan a lo largo de cuatro capítulos. En primer lugar, se estudia la vulnerabilidad económica de las explotaciones de regadío del Medio Guadiana, en España. Para ello, se utiliza un modelo de programación matemática en combinación con un modelo econométrico. A continuación, en la segunda etapa, se utiliza un modelo hidro-económico que incluye un modelo de cultivo para analizar los procesos que tienen lugar a escala de cultivo, explotación y cuenca teniendo en cuenta distintas escalas geográficas y de toma de decisiones. Esta herramienta permite el análisis de escenarios de cambio climático y la evaluación de posibles medidas de adaptación. La tercera fase consiste en el análisis de las barreras que dificultan la aplicación de procesos de adaptación para lo cual se analizan las redes socio-institucionales en la cuenca. Finalmente, la cuarta etapa aporta una visión sobre la escasez de agua y el cambio climático a escala nacional y regional mediante el estudio de distintos escenarios de futuro plausibles y los posibles efectos de las políticas en la escasez de agua. Para este análisis se utiliza un modelo econométrico de datos de panel para la región mediterránea y un modelo hidro-económico que se aplica a los casos de estudio de España y Jordania. Los resultados del estudio ponen de relieve la importancia de considerar múltiples escalas y múltiples dimensiones en el estudio de la gestión de los recursos hídricos y la adaptación al cambio climático en los contextos mediterráneos de escasez de agua estudiados. Los resultados muestran que los impactos del cambio climático en la cuenca del Guadiana y en el conjunto de España pueden comprometer la sostenibilidad del regadío y de los ecosistemas. El análisis a escala de cuenca hidrográfica resalta la importancia de las interacciones entre los distintos usuarios del agua y en concreto entre distintas comunidades de regantes, así como la necesidad de fortalecer el papel de las instituciones y de fomentar la creación de una visión común en la cuenca para facilitar la aplicación de los procesos de adaptación. Asimismo, los resultados de este trabajo evidencian también la capacidad y el papel fundamental de las políticas para lograr un desarrollo sostenible y la adaptación al cambio climático es regiones de escasez de agua tales como la región mediterránea. Especialmente, este trabajo pone de manifiesto el potencial de la Directiva Marco del Agua de la Unión Europea para lograr una efectiva adaptación al cambio climático. Sin embargo, en Jordania, además de la adaptación al cambio climático, es preciso diseñar estrategias de desarrollo sostenible más ambiciosas que contribuyan a reducir el riesgo futuro de escasez de agua. ABSTRACT Water scarcity is becoming a major concern in many parts of the world. Population growth, increasing needs for food production, socio-economic development and climate change represent pressures on water resources that many countries around the world will have to deal in the coming years. The Mediterranean region is one of the most water scarce regions of the world and is considered a climate change hotspot. Most projections of climate change envisage an increase in temperatures and a decrease in precipitation and a resulting reduction in water resources availability as a consequence of both reduced water availability and increased irrigation demands. Current policy development processes require the integration of climate change concerns into sectoral policies. However, sector-oriented studies often fail to address all the dimensions of climate change implications. Climate change research in the last years has evidenced the need for more integrated studies and methodologies that are capable of addressing the multi-scale and multi-dimensional nature of climate change. This research attempts to provide a comprehensive view of water scarcity and climate change impacts, vulnerability and adaptation in Mediterranean contexts. It presents an integrated modelling framework that is progressively enlarged in a sequential multi-scale process in which a new dimension of climate change and water resources is addressed at every stage. It is comprised of four stages, each one explained in a different chapter. The first stage explores farm-level economic vulnerability in the Spanish Guadiana basin using a mathematical programming model in combination with an econometric model. Then, in a second stage, the use of a hydro-economic modelling framework that includes a crop growth model allows for the analysis of crop, farm and basin level processes taking into account different geographical and decision-making scales. This integrated tool is used for the analysis of climate change scenarios and for the assessment of potential adaptation options. The third stage includes the analysis of barriers to the effective implementation of adaptation processes based on socioinstitutional network analysis. Finally, a regional and country level perspective of water scarcity and climate change is provided focusing on different possible socio-economic development pathways and the effect of policies on future water scarcity. For this analysis, a panel-data econometric model and a hydro-economic model are applied for the analysis of the Mediterranean region and country level case studies in Spain and Jordan. The overall results of the study demonstrate the value of considering multiple scales and multiple dimensions in water management and climate change adaptation in the Mediterranean water scarce contexts analysed. Results show that climate change impacts in the Guadiana basin and in Spain may compromise the sustainability of irrigation systems and ecosystems. The analysis at the basin level highlights the prominent role of interactions between different water users and irrigation districts and the need to strengthen institutional capacity and common understanding in the basin to enhance the implementation of adaptation processes. The results of this research also illustrate the relevance of water policies in achieving sustainable development and climate change adaptation in water scarce areas such as the Mediterranean region. Specifically, the EU Water Framework Directive emerges as a powerful trigger for climate change adaptation. However, in Jordan, outreaching sustainable development strategies are required in addition to climate change adaptation to reduce future risk of water scarcity.

El modelo económico actual basado en el consumo y en la búsqueda permanente de una mayor calidad de vida, unido a una población mundial en aumento, contribuye a incrementar la demanda de servicios energéticos para cubrir las necesidades de energía de las personas y las industrias. Desde finales del siglo XIX la energía se ha generado fundamentalmente a partir de combustibles fósiles (carbón, petróleo y gas), convertidos en el suministro energético predominante mundialmente. Las emisiones de gases de efecto invernadero que genera la prestación de servicios energéticos han contribuido considerablemente al aumento histórico de las concentraciones de esos gases en la atmósfera, hasta el punto de que el consumo de combustibles fósiles es responsable de la mayoría de las emisiones antropogénicas (IPCC, 2012). Existen diversas opciones para disminuir las emisiones de gases de efecto invernadero del sector energético y con ello contribuir a mitigar el cambio climático, entre otras sería viable aumentar la eficiencia energética y sustituir combustibles de origen fósil por combustibles de origen renovable, pudiendo garantizar un suministro de energía sostenible, competitivo y seguro. De todas las energías renovables susceptibles de formar parte de una cartera de opciones de mitigación, esta tesis se centra en la bioenergía generada a partir de la valorización energética de las biomasas agrícolas, forestales, ganaderas o de otro tipo, con fines eléctricos y térmicos. Con objeto de mostrar su capacidad para contribuir a mitigar el cambio climático y su potencial contribución al desarrollo socioeconómico, a la generación de energía distribuida y a reducir determinados efectos negativos sobre el medio ambiente, se ha analizado minuciosamente el sector español de la biomasa en su conjunto. Desde el recurso biomásico que existe en España, las formas de extraerlo y procesarlo, las tecnologías de valorización energética, sus usos energéticos principales y la capacidad de implementación del sector en España. Asimismo se ha examinado el contexto energético tanto internacional y europeo como nacional, y se han analizado pormenorizadamente los instrumentos de soporte que han contribuido de manera directa e indirecta al desarrollo del sector en España. Además, la tesis integra el análisis de los resultados obtenidos mediante dos metodologías diferentes con fines también distintos. Por un lado se han obtenido los resultados medioambientales y socioeconómicos de los análisis de ciclo de vida input-output generados a partir de las cinco tecnologías biomásicas más ampliamente utilizadas en España. Y por otro lado, en base a los objetivos energéticos y medioambientales establecidos, se han obtenido distintas proyecciones de la implementación del sector a medio plazo, en forma de escenarios energéticos con horizonte 2035, mediante el modelo TIMES-Spain. La tesis ofrece también una serie de conclusiones y recomendaciones que podrían resultar pertinentes para los agentes que constituyen la cadena de valor del propio sector e interesados, así como para la formulación de políticas y mecanismos de apoyo para los agentes decisores, tanto del ámbito de la Administración General del Estado como autonómico y regional, sobre las características y ventajas de determinadas formas de valorización, sobre los efectos sociales y medioambientales que induce su uso, y sobre la capacidad de sector para contribuir a determinadas políticas más allá de las puramente energéticas. En todo caso, esta tesis doctoral aspira a contribuir a la toma de decisiones idóneas tanto a los agentes del sector como a responsables públicos, con objeto de adoptar medidas orientadas a fomentar modificaciones del sistema energético que incrementen la proporción de energía renovable y, de esta forma, contribuir a mitigar la amenaza que supone el cambio climático no solo en la actualidad, sino especialmente en los próximos años para las generaciones venideras. ABSTRACT The current economic model based on both, consumption and the constant search for greater quality of life, coupled with a growing world population, contribute to increase the demand for energy services in order to meet the energy needs of people and industries. Since the late nineteenth century, energy has been basically generated from fossil fuels (coal, oil and gas), which converted fossil fuels into the predominant World energy supply source. Emissions of greenhouse gases generated by the provision of energy services have contributed significantly to the historical increase in the concentrations of these gases in the atmosphere, to the extent that the consumption of fossil fuels is responsible for most of the anthropogenic emissions (IPCC, 2012). There are several options to reduce emissions of greenhouse gases in the energy sector and, thereby, to contribute to mitigate climate change. Among others, would be feasible to increase energy efficiency and progressively replacing fossil fuels by renewable fuels, which are able to ensure a sustainable, competitive and secure energy supply. Of all the renewable energies likely to form part of a portfolio of mitigation options, this thesis focuses on bioenergy generated from agricultural, forestry, farming or other kind of biomass, with electrical and thermal purposes. In order to show their ability to contribute to mitigate climate change and its potential contribution to socio-economic development, distributed energy generation and to reduce certain negative effects on the environment, the Spanish biomass sector as a whole has been dissected. From the types of biomass resources that exist in Spain, ways of extracting and processing them, energy production technologies, its main energy uses and the implementation capacity of the sector in Spain. It has also examined the international, European and national energy context, and has thoroughly analyzed the support instruments that have contributed directly and indirectly to the development of the sector in Spain, so far. Furthermore, the thesis integrates the analysis of results obtained using two different methodologies also with different purposes. On the one hand, the environmental and socio-economic results of the analysis of input-output cycle life generated from the five biomass technologies most widely used in Spain, have been obtained. On the other hand, different projections of the implementation of the sector in the medium term, as energy scenarios with horizon 2035, have been obtained by the model TIMES-Spain, based on several energy and environmental objectives. The thesis also offers a series of conclusions and recommendations that could be relevant to the agents that constitute the value chain of the biomass sector itself and other stakeholders. As well as policy and support mechanisms for decision-makers, from both: The Central and Regional Governments, on the characteristics and advantages of certain forms of valorization, on the social and environmental effects that induce their use, and the ability of the biomass sector to contribute to certain policies beyond the purely energy ones. In any case, this thesis aims to contribute to decision making, suitable for both: Industry players and to public officials. In order to adopt measures to promote significant changes in the energy system that increase the proportion of renewable energy and, consequently, that contribute to mitigate the threat of climate change; not only today but in the coming years, especially for future generations.

Historicamente tido como nacional, o meio revista está sendo regionalmente reinventado. Seus moldes tradicionais passam por uma readaptação e os esquematismos dominantes na produção jornalística já não são homogêneos. Há um movimento setorial à procura de um novo mercado, incrustado nas especificidades regionais e no desenvolvimento socioeconômico que está vicejando num cotidiano desconhecido pela chamada grande imprensa. O mercado de revistas no Brasil cresce consecutivamente e de forma organizada há anos. Embora não haja registros nas fontes de autoridade, as revistas regionais e as tiragens têm se multiplicado velozmente, contrariando os revezes econômico-financeiros sentidos por outros setores da indústria cultural. Este fenômeno é o objetivo desta pesquisa: mapear a nova geografia do meio revista nas cinco macrorregiões brasileiras para entender como as identidades regionais são processadas em favor da comunicação com públicos específicos, característica que está na essência da revista. Métodos mistos de pesquisa qualitativa e quantitativa traçam o caminho da justaposição necessária para descrever este surto de publicações regionais. Estudo de casos múltiplos e análise de conteúdo envolvendo cinco revistas de cada uma das regiões políticoadministrativas, descrevem e discutem as tendências da segmentação no mercado editorial além do eixo Rio-São Paulo. Como resultado desta investigação, chega-se às seguintes conclusões: a consolidação de um novo campo jornalístico regional, profissionalizado, competente e criativo, distante do amadorismo, do bairrismo e da mimetização simplista; os mais expressivos veículos de cada uma das cinco macro-regiões infra-nacionais, segundo o construto metodológico criado para esta pesquisa, trabalham as relações, modos e demandas de produção simbólica sem artificialismos; as identidades regionais instituídas estão intimamente ligadas às regiões de influência e as redes urbanas; o retrato do estilo de vida urbano estampado nas revistas do corpus reforça tanto o poder desta como veículo de comunicação, como retroalimenta os sotaques regionais nos níveis sociais onde são produzidas e digeridas.(AU)

Historicamente tido como nacional, o meio revista está sendo regionalmente reinventado. Seus moldes tradicionais passam por uma readaptação e os esquematismos dominantes na produção jornalística já não são homogêneos. Há um movimento setorial à procura de um novo mercado, incrustado nas especificidades regionais e no desenvolvimento socioeconômico que está vicejando num cotidiano desconhecido pela chamada grande imprensa. O mercado de revistas no Brasil cresce consecutivamente e de forma organizada há anos. Embora não haja registros nas fontes de autoridade, as revistas regionais e as tiragens têm se multiplicado velozmente, contrariando os revezes econômico-financeiros sentidos por outros setores da indústria cultural. Este fenômeno é o objetivo desta pesquisa: mapear a nova geografia do meio revista nas cinco macrorregiões brasileiras para entender como as identidades regionais são processadas em favor da comunicação com públicos específicos, característica que está na essência da revista. Métodos mistos de pesquisa qualitativa e quantitativa traçam o caminho da justaposição necessária para descrever este surto de publicações regionais. Estudo de casos múltiplos e análise de conteúdo envolvendo cinco revistas de cada uma das regiões políticoadministrativas, descrevem e discutem as tendências da segmentação no mercado editorial além do eixo Rio-São Paulo. President Viktor Yanukovych and his Party of Regions have been repeating the pledge to decentralise power in Ukraine and to give local government a greater decision-making role ever since the party appeared on the Ukrainian political scene. The implementation of this reform is crucial both for the economic recovery of Ukraine’s regions and the overall modernisation efforts of the Ukrainian state. At present relations between central government and the regions are regulated by Soviet-era legislation that fails to address the modern-day challenges facing Ukraine. The political elite in the country, including the opposition, appear to have reached consensus on the importance of the decentralisation reform. The first attempts to implement changes in this area were made in the late 1990s, followed by a comprehensive reform programme developed between 2007 and 2009 by Yulia Tymoshenko’s government. In 2012, the Constitutional Assembly under the President of Ukraine appointed a team of experts who drafted a document detailing the reform of local government and the territorial organisation of power1. The document envisages the implementation of what effectively are two major reforms: (1) an administrative-territorial reform, which would help consolidate the fragmented administrative structure, creating larger and more economically self-sufficient administrative units, and (2) local government reform, focusing on creating clearly defined powers for local authorities with a view to securing government funding for specific tasks delegated from central government. Nonetheless, despite these measures, and in spite of the rhetoric coming from President Yanukovych and other members of the Party of Regions, it seems unlikely that the reform will be implemented in the foreseeable future. A series of concrete political decisions taken by the president over the past three years indicate that Yanukovych has not abandoned his plan to build a highly centralised political system. This in turn limits the capacity to govern of local authorities and further restricts the sources of funding for Ukraine’s regions. This apparent resistance to change stems from the fact that by implementing the proposed reforms, the president and his political allies would be forced to relinquish much of their control over the political processes taking place in the country and would have to free up the distribution of budgetary resources between Kyiv and the regions. The implementation of the reform within the specified timeframe (i.e. by 2015) is also unlikely due to the upcoming presidential election and the deteriorating economic situation in Ukraine. Without a comprehensive reform of local government, however, Ukraine will be unable to undertake effective modernisation measures, which are key for the socio-economic development of the country’s regions.

In the aftermath of the 2011 Arab uprisings in the southern and eastern Mediterranean, the region has reached a turning point in its history, presenting as many opportunities as challenges. The European Union itself is facing challenging conditions following the financial and economic crises that have hit its periphery. This MEDPRO Policy Paper examines and assesses various possible scenarios that could play out in EU-Mediterranean relations over the next two decades and offers recommendations towards long-term sustainable socio-economic development in the region.

For 23 years, a combination of harsh repression and impressive socio-economic development in Tunisia ensured a certain level of stability of Ben Ali’s regime. However, on 14 January 2011, after several weeks of anti-government protests, the President fled the country, revealing the fallacy of the ‘Tunisian model’. While the departure of Ben Ali is an important step towards Tunisia’s political change, the fate of its democratic transition remains uncertain. In light of these changes and challenges, this paper first assesses the factors underpinning the former stability of Ben Ali’s regime; it then investigates the causes of its underlying unsustainability, culminating in the anti-government popular uprising in December 2010-January 2011 and the removal of Ben Ali; finally the paper evaluates the prospects for a real democratic transition in Tunisia, by highlighting the main political and socio-economic challenges that confront the country
