Decentralisation of EC Competition Law Enforcement and General Principles of Community Law. Research Papers in Law, 4/2004

From the Introduction. By virtue of Council Regulation No. 1/2003, as of 1st May 2004 the full application of EC competition law will be entrusted to national competition authorities (hereinafter NCAs) and national courts. The bold reform of EC competition law enforcement adheres to the system of executive federalism1 which characterises the EC legal system. The repartition of competences within the Community allocates implementation of Community law mainly at Member States level. Pursuant to Article 10 EC, they are responsible for the implementation of the measures which have been adopted at Community level for the achievement of the objectives specified in the EC Treaty. Consequently, the attainment of the Community objectives depends very much upon the cooperation of national authorities, which act in accordance with their own national procedural rules.2 The various national procedural rules present themselves as conduits through which Community law is implemented and enforced. While as a rule Community law is not designed to alter national procedural rules, the Community legal order cannot afford to leave national procedural rules untouched when they are liable to hamper the effective application of Community law....For reason of space, this contribution intends only to highlight some aspects of Regulation No. 1/2003 with regard to which general principles of Community law are able to condition national procedural rules.

Pour identifier le développement du discours, on va s’appuyer sur des outils critiques de la génétique littéraire dont le concept central « d’avant-texte » nous permet de faire une lecture rétrospective de Bonsái et de La vida privada de los árboles comme des précurseurs idéologiques de Formas de volver a casa. En raison de la centralité jouée par l’espace dans ces romans, on va consacrer une grande partie du travail à la représentation spatiale et la manière dont l’espace configure la position des personnages à l’intérieur du schème narratif. C’est dans cette relation que l’on identifie la dichotomie spatiale élaborée dans les œuvres, car l’espace et la vie privée sont reliés à l’inertie et la résignation dans l’univers textuel, tandis que l’action et le questionnement appartiennent au domaine de l’espace et la vie publics. Lus l’un après l’autre, les romans témoignent du parcours suivi de l’écrivain, qui assimile le récit dictatorial en évitant la confrontation narrative au début, pour, par la suite, approcher le passé, l’histoire familiale et la dictature, dans un processus autofictionnel qui projette les différentes voies du retour chez soi.

The Baltic states’ Territorial Defence Forces in the face of hybrid threats. OSW Commentary Number 165, 19.03.2015

From the Introduction. Russia’s annexation of Crimea and its aggression in eastern Ukraine have triggered a debate about the main directions of defence policy in the Nordic and Baltic region. In the Baltic states, but also in the Nordic countries and Poland, much attention is being paid to questions of Territorial Defence Forces (TDF). TDF are viewed as one of the elements in the national defence systems’ response during the early stages of a hybrid conflict. The Baltic states have decided to adapt their Territorial Defence Forces to new threats by making a number of changes to their functioning, depending on the local conditions in each case. Given the growing uncertainty in the region, they have opted not to undertake any in-depth reforms of TDF at this stage, as that could entail a temporary disorganisation in the armed forces. In the coming years Estonia, Latvia and Lithuania will invest in increasing the size and combat readiness of their Territorial Defence Forces, providing them with better training and equipment, and creating a system of incentives to encourage more people to serve in volunteer formations.

Handling the Problem of Unbalanced Data Sets in the Classification of Technical Equipment States

Questions of handling unbalanced data considered in this article. As models for classification, PNN and MLP are used. Problem of estimation of model performance in case of unbalanced training set is solved. Several methods (clustering approach and boosting approach) considered as useful to deal with the problem of input data.

Search of Method for Analyzing "Viability" of Innovative Projects

Questions of "viability" evaluation of innovation projects are considered in this article. As a method of evaluation Hidden Markov Models are used. Problem of determining model parameters, which reproduce test data with highest accuracy are solving. For training the model statistical data on the implementation of innovative projects are used. Baum-Welch algorithm is used as a training algorithm.
