In The Box surge como una idea de negocio que parte de la observación diaria con base en el ordenamiento del espacio público de la ciudad de Bogotá. La idea principal del proyecto se basa en el uso de espacios públicos que se encuentran de alguna manera en deterioro por parte de la administración distrital, con el fin de transformar estos espacios en lugares que los ciudadanos puedan aprovechar de una forma más adecuada. En este orden, In The Box propone la utilización de dichos espacios (zonas bajas de los puentes vehiculares) con el fin de ofrecer al cliente una experiencia gastronómica diferente, a través de la adaptación de un restaurante en un contenedor de carga marítima que podrá ser localizado en diferentes partes de la ciudad con base en el concepto on the go; Puesto que gran parte de los capitalinos se encuentran inmersos en una ardua rutina laboral la cual no permite en la mayoría de los casos el tiempo suficiente para ir a comer en un restaurante y obliga a acudir al consumo de productos de comida rápida.

En Colombia, mediante la Ley 1508 de 2102, se estableció el régimen jurídico de las Asociaciones Público Privadas (APP) y con la aprobación de la Ley 1682 de 2013, se regularon los proyectos de infraestructura de transporte. Con la presente tesis se pretende demostrar la figura del Diálogo Competitivo como procedimiento incompleto e insuficiente, apropiado así por nuestro régimen jurídico en la Ley de APP, visto desde la perspectiva de la Unión Europea, especialmente de los modelos español, inglés y francés, porque carece de la mayoría de sus elementos característicos. Posteriormente se realiza una crítica al Diálogo Competitivo colombiano desde la perspectiva de la Unión Europea, ya que se evidencia en la figura interna su precariedad frente a un procedimiento debidamente definido y organizado como el de la Unión Europea. Entre las instituciones jurídicas adoptadas por la Ley de APP, se encuentra el Diálogo Competitivo, que es un procedimiento, verificado en la etapa de estructuración de los contratos APP de iniciativa pública, cuyos antecedentes registran el mayor reconocimiento internacional en la Unión Europea (UE). Ésta introdujo esa figura a su régimen jurídico, a través de la Directiva 2004/18/CE, a su vez derogada por la Directiva 2014/24/UCE. La tesis culmina con una serie de conclusiones y recomendaciones que se estiman útiles para repensar y reestructurar el Diálogo Competitivo en los proyectos de infraestructura vial en Colombia, tarea que le corresponde al Congreso Nacional, pues así lo ha dispuesta la jurisprudencia del Consejo de Estado.

 Resumen:Este artículo presenta los resultados de una investigación realizada en el primer semestre de 2009 por el Grupo de Investigación en Derechos Humanos de la Universidad del Rosario1 y financiada por la Secretaría de Integración Social del Distrito Capital, donde se buscó desarrollar lineamientos para una política pública para los adultos mayores en Bogotá. Se abordan, en primer lugar, los aportes conceptuales de la investigación y su relación con los principales trabajos que en la materia se adelantan por parte del Grupo de Investigación en Derechos Humanos de la Universidad del Rosario, luego se describen los hallazgos logrados a través del trabajo con grupos focales en 10 localidades de Bogotá y, finalmente concluir con una breve explicación acerca de los retos identificados en dicho proceso. Abstract:The article presents the results of a research done during the first semester of 2009 by the Human Right Research Team of the Rosario University, and financed by the Secretary of Social Integration from District Capital, where the development of guidelines for an the elder adult’s policy in Bogotá was pursued. The article considers, in first place, the conceptual contribution of the research and it is relation with the principal works that in the same subject are done by the Human Right Research Team of the University of Rosario. The findings are described throughout the focal groups of work in 10 communities of Bogotá. Finally, the article concludes with a brief explanation about the challenges identified in the process.

Around 5 million women give birth each year in Europe and, while breastfeeding, the majority of them may need to take medications, either occasionally or continuously. Unfortunately, there is often scarce evidence of trustworthy information about how a specific molecule might affect the physiology of lactation. This is the reason that brought a European public-private partnership to fund the development of a reliable platform to provide women and health-care professionals a helpful instrument to reduce uncertainty about the effects of medication used during breastfeeding. On April 1st 2019, the ConcePTION project (Grant Agreement n°821520) started to develop such envisaged platform. The 3rd Work Package was in charge of the validation of in vitro, in vivo and in silico lactation models. Between the numerous species currently used in preclinical studies, pigs’ similarities with humans’ anatomy, physiology and genomics make them extremely useful as translational models, when proper veterinary expertise is applied. The ASA team from the University of Bologna, went first to characterize the translational lactation model using the swine species, chosen upon literature review. The aim of this work was to lay the foundations of a porcine lactation model that could be suitable for application within pharmaceutical tests, to study drug transfer through milk prior approval and commercialization. The obtained results highlighted both strengths and critical points of the study design, allowing a significant improvement in the knowledge of pharmacokinetic physiology in lactating mammals. Lastly, this project allowed the assessment of microbial changes in gut resident bacteria of newborns through an innovative in vitro colonic model. Indeed, even if there were no evident adverse effects determined by drug residues in milk, possible alterations in the delicate microbial ecology of newborns’ gastrointestinal tract was considered pivotal, giving its possible impact on the individual health and growth.

La tesi ha ad oggetto la tutela dell’ambiente e il ruolo svolto dal diritto privato. In particolare, si affrontano gli aspetti che caratterizzano il danno all’ambiente e, ancor più nel dettaglio, si fa emergere la dimensione plurioffensiva. Si risolvono alcuni nodi e alcune problematiche che si manifestano in relazione alla legittimazione ad agire per danno all’ambiente e, di conseguenza, si focalizza l’attenzione sull’individuazione delle situazioni giuridiche soggettive ad esso correlate: termini come diritto soggettivo, interessi collettivi, interessi diffusi, legittimazione soggettiva e legittimazione oggettiva costituiscono il leitmotiv dell’indagine. Al fine di poter inquadrare sistematicamente il tema ambientale nella sfera del diritto privato, si analizzano i fondamenti del costituzionalismo e del diritto privato moderno, le ragioni dell’esistenza della dicotomia pubblico-privato e della separazione di interessi ad essa corrispondente. Quest’indagine, contenuta nel primo capitolo della tesi, è necessaria per cogliere le motivazioni della tendenziale estromissione (soprattutto nell’ambito delle categorie civilistiche) degli interessi superindividuali, degli interessi collettivi e dei corpi intermedi che ne sono portatori. Nel secondo capitolo si ripercorre, nell’intervallo temporale che va dagli anni ’70 sino alla fine degli anni ’90, l’evoluzione normativa e le principali teorie relative al danno all’ambiente. L’analisi di questi stessi temi, nel periodo intercorrente tra l’inizio del nuovo Millennio e i giorni nostri, è oggetto di indagine anche del terzo ed ultimo capitolo, in cui l’attenzione si sposta inevitabilmente sulla legislazione europea e sulla tutela multilivello dei diritti. Nelle conclusioni del lavoro, infine, ci si interroga sulla funzione giudiziaria e sulla separazione dei poteri nella gestione del problema ambientale, nonché sulla valenza attuale dei diritti soggettivi e dei diritti fondamentali dell’uomo nel costituzionalismo democratico. In questa sede, si illustra e si propone una dimensione istituzionale del diritto soggettivo, declinato in termini di partecipazione democratica.

There is a growing interest in social impact assessment across the private, the public and the nonprofit sector. However, there is still limited academic research produced in this area, particularly in what concerns to the application of the Social Return of Investment (SROI) methodology. The goal of this Work Project is to give an overview of the social impact measurement literature and apply the Social Return on Investment, a flagship methodology to measure impact, to the specific case of the Social Innovation Hub (SIH). The findings suggest that each 1€ invested on the SIH generates 1,21€ in terms of social value. While this value seems very appealing to use, there are some risks in monetizing impact in such way, mainly due to the lack of reliable data available for benchmarking purposes.

In this paper we use micro data from the Spanish Family Expenditure Survey for 1990 to estimate, for the first time, the private and social rates of return of different university degrees in Spain. We compute internal rates of return and include investment on higher education financed by the public purse to estimate social rates of return. Our main finding is that, as presumed, there is large heterogeneity in rates of return amongst different university

We decompose aggregate saving and investment into its publicand private components and then document a variety of ``stylized facts''associated with saving and investment rates for a sample of15 countries over the period 1975--1989. In order to seewhether these empirical relationships are consistent with aworld of perfect capital mobility we develop a multi--countrymodel with free trade in a riskfree bond and calibrate it tothe fifteen OECD countries. We pay special attential tomodeling the fiscal policy rules. The model performsremarkably well in accounting for a wide variety of timeseries relationships. Nonetheless the model is not able to capture the crosssectional aspect of the data. In particular, the model cannot accountfor both the large cross country correlation between aggregate saving and investmentrates and the very negative cross country relationship between the public andprivate saving minus investment gaps.

The article explores how fair trade and associated private agri-food standards are incorporated into public procurement in Europe. Procurement law is underpinned by principles of equity, non-discrimination and transparency; one consequence is that legal obstacles exist to fair trade being privileged within procurement practice. These obstacles have pragmatic dimensions, concerning whether and how procurement can be used to fulfil wider social policy objectives or to incorporate private standards; they also bring to the fore underlying issues of value. Taking an agency-based approach and incorporating the concept of governability, empirical evidence demonstrates the role played by different actors in negotiating fair trade’s passage into procurement through pre-empting and managing legal risk. This process exposes contestations that arise when contrasting values come together within sustainable procurement. This examination of fair trade in public procurement helps reveal how practices and knowledge on ethical consumption enter into a new governance arena within the global agri-food system.
