In May 2013, the European Commission received a mandate from the European Council to “to present an analysis of the composition and drivers of energy prices and costs in Member States, with a particular focus on the impact on households, SMEs and energy intensive industries, and looking more widely at the EU's competitiveness vis-à-vis its global economic counterparts”. Following such mandate and in view of the preparation by the Commission of a Communication and a Staff Working Document, DG Enterprise and Industry commissioned CEPS to carry out a set of studies aimed at providing well-grounded evidence about the evolution and composition of energy prices and costs at plant level within individual industry sectors. A team of CEPS researchers conducted the research, led by Christian Egenhofer and Lorna Schrefler. Vasileios Rizos served as Project Coordinator. Other CEPS researchers contributing to the project included: Fabio Genoese, Andrea Renda, Andrei Marcu, Julian Wieczorkiewicz, Susanna Roth, Federico Infelise, Giacomo Luchetta, Lorenzo Colantoni, Wijnand Stoefs, Jacopo Timini and Felice Simonelli. In addition to an introductory report entitled “About the Study and Cross-Sectoral Analysis”, CEPS prepared five sectoral case studies: two on ceramics (wall and floor tiles and bricks and roof tiles), two on chemicals (ammonia and chlorine) and one on flat glass. Each of these six studies has been consolidated in this single volume for free downloading on the CEPS website. The specific objective was to complement information already available at macro level with a bottom-up perspective on the operating conditions that industry stakeholders need to deal with, in terms of energy prices and costs. The approach chosen was based on case studies for a selected set (sub-)sectors amongst energy-intensive industries. A standard questionnaire was circulated and respondents were sampled according to specified criteria. Data and information collected were finally presented in a structured format in order to guarantee comparability of results between the different (sub-)sectors analysed. This study explores the existing policy problems and the possible options for reforming the EU copyright framework as provided by EU Directive 29/2001 on Copyright in the Information Society (InfoSoc Directive) and related legislation, with a specific focus on the need to strengthen the Internal Market for creative content. We find two main policy problems: i) the absence of a Digital Single Market for creative works; and ii) the increasing tension between the current system of exceptions and limitations and the legal treatment of emerging uses of copyrighted content in the online environment. Without prejudicing a future impact assessment that might focus on more specific and detailed policy options, our analysis suggests that ‘more Europe’ would be needed in the field of copyright, given the existing sources of productive, allocative and dynamic efficiency associated with the current system. Looking at copyright from an Internal Market perspective would, in this respect, also help to address many of the shortcomings in the current framework, which undermine legal certainty and industrial policy goals.

This study provides an ex-post evaluation of the EU copyright framework as provided by EU Directive 29/2001 on Copyright in the Information Society (InfoSoc Directive) and related legislation, focusing on four key criteria: effectiveness, efficiency, coherence and relevance. The evaluation finds that the EU copyright framework scores poorly on all four accounts. Of the four main goals pursued by the InfoSoc, only the alignment with international legislation can be said to have been fully achieved. The wider framework on copyright still generates costs by inhibiting content production, distribution and creation and generating productive, allocative and dynamic inefficiencies. Several problems also remain in terms of both internal and external coherence. Finally, espite its overall importance and relevance as a domain of legislation in the fields of content and media, the EU copyright framework is outdated in light of technological developments. Policy options to reform the current framework are provided in the CEPS companion study on the functioning and efficiency of the Digital Single Market in the field of copyright (CEPS Special Report No. 121/November 2015).

La diagnostica strutturale è un campo in continuo sviluppo e attualmente sono numerosi gli studi tendenti alla definizione di tecniche e metodi in grado di fornire parametri che possano identificare, in modo sempre più accurato, lo stato di sicurezza di una struttura. Stato di sicurezza è un termine globale che si riferisce alla capacità portante di una struttura e alla sua resistenza alle sollecitazioni esterne, siano esse statiche o dinamiche. Per tanto, un qualsiasi danneggiamento strutturale potrebbe in varia misura influenzare tale stato. Per quanto riguarda i ponti stradali, negli ultimi anni l’attenzione è stata focalizzata allo studio di metodi di individuazione del danno a partire dai risultati ottenuti dal monitoraggio delle vibrazioni mediante accelerometri. Questo è stato possibile grazie agli avanzamenti raggiunti nell’identificazione modale e nei sensori per il monitoraggio strutturale. Questo lavoro si pone come obiettivo quello di proporre una nuova metodologia di analisi dei dati ottenuti da indagini sperimentali che possono essere svolte in sito. La definizione di tale metodologia è affidata a simulazioni numeriche volte a rappresentare stati di danneggiamento avanzati su elementi strutturali. In una prima fase verranno analizzati elementi semplificati rappresentativi di strutture esistenti, come ad esempio travi da ponte in calcestruzzo armato. In una seconda fase, il metodo verrà testato su modelli più complessi che tengano conto della tridimensionalità del problema, oltre alle variazioni sezionali e di materiali degli elementi che lo compongono.

The presence of polyoxymethylene (POM) in cometary grains has been debated years ago. Although never proven, its presence can not be excluded. Rosetta, the ESA mission to comet 67P/Churyumov–Gerasimenko, may answer this question. On board the spacecraft, COSIMA (COmetary Secondary Ion Mass Analyzer) will analyze the grains ejected from the nucleus using a Time Of Flight Secondary Ion Mass Spectrometer (TOF-SIMS). In this paper we report the extent to which COSIMA will be able to detect POM if this compound is present on cometary grains. We have analyzed two kinds of POM polymers with a laboratory model of COSIMA. Positive mass spectra display alternating sequence of peaks with a separation of 30.011 Da between 1 and 600 Da related to formaldehyde and its oligomers but also to the fragmentation of these oligomers. The separation of 30.011 Da of numbers peaks, corresponding to the fragmentation into H2CO is characteristic of POM and we show that it could be highlight by mathematical treatment. POM lifetime on COSIMA targets have also been studied as POM is thermally instable. It can be concluded that the cometary grains analysis have to be planned not too long after their collection in order to maximize the chances to detect POM. Primary productivity (14C) and mass flux measurements using a free-drifting sediment trap deployed at 900 m were made at four stations in the Pacific Ocean between 12°N and 6°S at 153°W. The latitudinal variations in productivity were consistent with historical patterns showing the equator as a zone of high production and the oligotrophic waters north of the equatorial region as an area of low productivity. The correlation coefficient between the two sets of independent measurements was 0.999, indicating that in this oceanic area the activity of the primary producers was closely related to the total mass flux. A re-examination of historical data suggests that the downward flux of particulate organic carbon varies in direct proportion to the quotient of surface primary production raised to the 1.4 power and depth raised to the 0.63 power.
