Systemic Science (systems thinking) provides a structured approach to better conceptualise and operationalise problems and to deal with complexity, uncertainty and risk. Systemic Science is different from traditional forms of scientific investigation because it focuses on 'the whole' rather than the component parts.

Systemic science is a skill that DPI generally lacks, although certain sections of the organisation do employ its principles with success. The objective of this project was to enhance DPI's existing systems thinking capability, with particular emphasis on FFSR, to develop the skills in more staff across the organisation, and to showcase the merits of the approach by applying the concepts on existing/planned projects. This report details ‘Phase 2’ (year 2) of the project and as such, outputs from the separate ‘Phase 1’ are not reported here.

This article is intended as a final commentary and sequel to two earlier articles in this journal that have examined the arcane and circular wording of s. 37AA of the Crimes Act 1958 (Vic) and its patent incompatibility with ss 36 and 38 of that Act that define the elements of rape. In particular, this article will revisit many of the essential points raised in the first two articles in order to afford readers with an appropriate backdrop against which the Victorian Court of Appeal’s decision in GC v The Queen will be examined. The article concludes with a strenuous recommendation that s. 37AA be repealed or substantially amended in order to comport with ss 36 and 38 as well as the Court of Appeal’s decision in NT v The Queen that significantly reshaped the Morgan principle.

With the deadly ISIS advance, the sudden rousing of Shia militias and the threat of Kurdish secession, Iraq faces a host of deep-seated and intractable problems. Together, these events raise a number of serious questions, not just for Iraq and its future but also for the broader Middle East, the United States and its Coalition partners and the international community. While these challenges and questions will drive much academic debate, political analysis and media discussion in the months and years ahead, they are not the central purpose of this chapter. While there is always a risk in commenting on unfolding events, including the potential to overstate their significance and likely long-term impact, it is difficult to ignore the significance of the deadly ISIS advance and all that has happened since. This chapter argues that key to understanding these events is coming to terms with the three varied and complex legacies of the 2003 Iraq War. The first central legacy of the Iraq War is the ongoing consequences of several critical mistakes made by the US-led Coalition before, during and immediately after the 2003 intervention. The second legacy addressed here is the fact that the 2003 war shattered – perhaps irreversibly - Iraqis fragile cultural mosaic and its rich and complex history of overlapping and intersecting communities, ideologies and narratives. The third and final legacy of the 2003 Iraq War detailed in this chapter is its significant regional and global consequences – from spiralling sectarianism across the Middle East to a profound challenge to America’s status as the last remaining superpower and its use of military power for ‘humanitarian’ ends. The argument here is that these three important legacies set in train a sequence of events that have served as the collective catalyst for the expansion of the ‘Islamic State’ from mid-2014.

Nitrogen-14 solid-state NMR (SSNMR) is utilized to differentiate three polymorphic forms and a hydrochloride (HCl) salt of the amino acid glycine. Frequency-swept Wideband, Uniform Rate, Smooth Truncated (WURST) pulses were used in conjunction with Carr-Purcell Meiboom-Gill refocusing, in the form of the WURST-CPMG pulse sequence, for all spectral acquisitions. The 14N quadrupolar interaction is shown to be very sensitive to variations in the local electric field gradients (EFGs) about the 14N nucleus; hence, differentiation of the samples is accomplished through determination of the quadrupolar parameters CQ and ηQ, which are obtained from analytical simulations of the 14N SSNMR powder patterns of stationary samples (i.e., static NMR spectra). Additionally, differentiation of the polymorphs is also possible via the measurement of 14N effective transverse relaxation time constants, Teff2(14N). Plane-wave density functional theory (DFT) calculations, which exploit the periodicity of crystal lattices, are utilized to confirm the experimentally determined quadrupolar parameters as well as to determine the orientation of the 14N EFG tensors in the molecular frames. Several signal-enhancement techniques are also discussed to help improve the sensitivity of the 14N SSNMR acquisition method, including the use of selective deuteration, the application of the BRoadband Adiabatic INversion Cross-Polarization (BRAIN-CP) technique, and the use of variable-temperature (VT) experiments. Finally, we examine several cases where 14N VT experiments employing Carr-Purcell-Meiboom-Gill (CPMG) refocusing are used to approximate the rotational energy barriers for RNH3+ groups.

Esta dissertação examina a situação geral dos Acidentes Viários, no contexto do transporte rodoviário, cujas evidências apontam o Fator Humano como o maior responsável por tais eventos. Entende-se que um maior conhecimento sobre ele possibilitará melhorar a segurança do tráfego e da produção transporte. O estudo pretende destacar a importância das análises relacionadas com a atividade transporte rodoviário, as variações da demanda do sistema de circulação e a tarefa do motorista, sob a ótica da ergonomia. Objetiva ele, também, mostrar importância desses estudos para melhor avaliar as interações dos fatores homemmáquina- ambiente viário e para o desenvolvimento de novas tecnologias e produtos de segurança viária. A revisão bibliográfica dos capítulos iniciais revelam o estado da arte e a importância da segurança de trânsito, em nível internacional. Também revelaram que todas nações sofrem do mesmo mal em suas redes viárias, que varia de acordo com a realidade de cada um. Embora o acidente de trânsito seja um fenômeno comum às nações, aqui eles atingiram a dimensão de flagelo social, em razão da sua severidade; e de calamidade econômica, face a elevação dos custos de produção na atividade do transporte rodoviário. São analisadas as características do fator humano, fundamentais na tarefa de condução, e o respectivo nexo causal das falhas com a gênese do acidente, num sistema multifatorial e interativo. O trabalho fundamenta-se em extensa revisão bibliográfica. O estudo de caso, desenvolvido a partir da revisão dos dados de uma pesquisa anterior, comprova a hipótese que o “álcool-direção”, considerado na literatura como o maior causador de acidentes viários, tem sua presença marcada por elevados índices nas rodovias do RS, contrariando a conclusão da pesquisa anterior. Ao final, também oferece recomendações para o desenvolvimento de ações objetivas para melhorar a segurança viária.

This study is a gathering and analysis of the main proposals and initiatives of Public Reform in Brazil, in a specific social area: the Education sector. The research considered the period that goes from the beginning of the 80's to the first half of the 90's, with special emphasis to the role of management in the sector's reform. The debate over the Education Reform was centered on the more general theories of the Government's reform, related on the one hand to the functions and size of Government, and on the other hand, to the management of the governmental policies. Two distinct moments were identified in the period considered, with respect to the role of Education and the priorities of the sector's reform. In a first moment, between the beginning of the 80's and the new Constitution, Education was seen as a citizen's right. In a second moment, the qualification for work was also added, as a condition for Brazil's entering a new international order. As to priorities, the emphasis was in the democratization of management and decision making processes, in the 80's. From the end of the decade on, and through the 90's, besides the democratization theme, emphasis was given to modernization of the decision making processes and management. The interaction between democratization and modernization became one of the biggest challenges for the sector's reform, and is a condition for Government to enhance quality and equity in education.

A presente dissertação versa sobre o uso da Tecnologia da Informação e Comunicação aplicada aos processos de gestão pública à luz dos conceitos de eficácia, eficiência e accountabítlity. Para tanto, este estudo se funda sobre dois marcos teóricos. O primeiro trata do desenvolvimento científico-tecnológico e suas implicações na construção de uma sociedade resultante da interação da microeletrônica, da informatização e da telecomunicação. O segundo diz respeito à reforma do Estado Brasileiro, num contexto em que se discute a necessidade de torná-lo mais ágil, flexível e mais responsável perante a sociedade. Metodologicamente, valemo-nos do estudo de caso múltiplo, no qual analisamos o Pregão Eletrônico utilizado pelo Governo Federal para aquisição de bens e serviços nos moldes do leilão reverso do mercado de flores de Amsterdã. Especificamente, trata-se do Pregão 21/2001, realizado pelo Ministério da Previdência e Assistência Social, para compra de medicamentos. Este estudo contempla não só os diferentes aspectos do comércio eletrônico, como o procurement, mas também descreve o processo tradicional de licitações públicas. Ao final, concluímos que a adoção da tecnologia da informação aplicada à gestão pública, em especial como ferramenta para aquisição de bens e serviços, mostrouse eficiente ao promover uma redução de custos, tanto dos processos governamentais, quanto dos produtos adquiridos, fato extremamente relevante se considerarmos a realidade orçamentária brasileira. Ficou também comprovada a sua eficácia, evidenciada pela redução do tempo necessário à realização do procedimento, uma vez comparado ao processo tradicional de licitações pública. Por outro lado, podemos afirmar que a iniciativa amplia o grau de transparência das informações do setor público brasileiro, reconfigurando as relações EstadoSociedade.

Este trabalho analisa a interação entre o prefeito e as outras esferas do executivo nacional através das transferências voluntárias e as implicações nas contas públicas. É notória a utilização das transferências voluntárias como canal político; há aumento destas receitas tanto nos anos de eleição para prefeito quanto governador e presidente. O impacto das transferências voluntárias é significativo para diferenciar as despesas, investimento e gastos sociais, entre os municípios. Assim, como contrapartida, o governo municipal aumenta os gastos tanto nos anos do fim do mandato quanto no período do meio de mandato. As estimações sugerem que os gastos são estatisticamente maiores nas eleições para presidente e governador do que para o ciclo eleitoral do prefeito. Entretanto, o resultado para as receitas municipais apresenta um comportamento diferente dos gastos. As transferências voluntárias normalmente não explicam as diferenças de arrecadação municipal. Nos anos eleitorais para presidente e governador não há redução da arrecadação dos tributos municipais, o que já ocorre no final do mandato dos prefeitos. As estatísticas mostram que para as despesas há ciclo tanto no meio quanto no final do mandato, no entanto para as receitas há prioridade para as eleições municipais. Utilizamos um painel não balanceado para todos os municípios brasileiros, que havia informação, no período de 1996-2004.

The work described in this thesis aims to support the distributed design of integrated systems and considers specifically the need for collaborative interaction among designers. Particular emphasis was given to issues which were only marginally considered in previous approaches, such as the abstraction of the distribution of design automation resources over the network, the possibility of both synchronous and asynchronous interaction among designers and the support for extensible design data models. Such issues demand a rather complex software infrastructure, as possible solutions must encompass a wide range of software modules: from user interfaces to middleware to databases. To build such structure, several engineering techniques were employed and some original solutions were devised. The core of the proposed solution is based in the joint application of two homonymic technologies: CAD Frameworks and object-oriented frameworks. The former concept was coined in the late 80's within the electronic design automation community and comprehends a layered software environment which aims to support CAD tool developers, CAD administrators/integrators and designers. The latter, developed during the last decade by the software engineering community, is a software architecture model to build extensible and reusable object-oriented software subsystems. In this work, we proposed to create an object-oriented framework which includes extensible sets of design data primitives and design tool building blocks. Such object-oriented framework is included within a CAD Framework, where it plays important roles on typical CAD Framework services such as design data representation and management, versioning, user interfaces, design management and tool integration. The implemented CAD Framework - named Cave2 - followed the classical layered architecture presented by Barnes, Harrison, Newton and Spickelmier, but the possibilities granted by the use of the object-oriented framework foundations allowed a series of improvements which were not available in previous approaches: - object-oriented frameworks are extensible by design, thus this should be also true regarding the implemented sets of design data primitives and design tool building blocks. This means that both the design representation model and the software modules dealing with it can be upgraded or adapted to a particular design methodology, and that such extensions and adaptations will still inherit the architectural and functional aspects implemented in the object-oriented framework foundation; - the design semantics and the design visualization are both part of the object-oriented framework, but in clearly separated models. This allows for different visualization strategies for a given design data set, which gives collaborating parties the flexibility to choose individual visualization settings; - the control of the consistency between semantics and visualization - a particularly important issue in a design environment with multiple views of a single design - is also included in the foundations of the object-oriented framework. Such mechanism is generic enough to be also used by further extensions of the design data model, as it is based on the inversion of control between view and semantics. The view receives the user input and propagates such event to the semantic model, which evaluates if a state change is possible. If positive, it triggers the change of state of both semantics and view. Our approach took advantage of such inversion of control and included an layer between semantics and view to take into account the possibility of multi-view consistency; - to optimize the consistency control mechanism between views and semantics, we propose an event-based approach that captures each discrete interaction of a designer with his/her respective design views. The information about each interaction is encapsulated inside an event object, which may be propagated to the design semantics - and thus to other possible views - according to the consistency policy which is being used. Furthermore, the use of event pools allows for a late synchronization between view and semantics in case of unavailability of a network connection between them; - the use of proxy objects raised significantly the abstraction of the integration of design automation resources, as either remote or local tools and services are accessed through method calls in a local object. The connection to remote tools and services using a look-up protocol also abstracted completely the network location of such resources, allowing for resource addition and removal during runtime; - the implemented CAD Framework is completely based on Java technology, so it relies on the Java Virtual Machine as the layer which grants the independence between the CAD Framework and the operating system. All such improvements contributed to a higher abstraction on the distribution of design automation resources and also introduced a new paradigm for the remote interaction between designers. The resulting CAD Framework is able to support fine-grained collaboration based on events, so every single design update performed by a designer can be propagated to the rest of the design team regardless of their location in the distributed environment. This can increase the group awareness and allow a richer transfer of experiences among them, improving significantly the collaboration potential when compared to previously proposed file-based or record-based approaches. Three different case studies were conducted to validate the proposed approach, each one focusing one a subset of the contributions of this thesis. The first one uses the proxy-based resource distribution architecture to implement a prototyping platform using reconfigurable hardware modules. The second one extends the foundations of the implemented object-oriented framework to support interface-based design. Such extensions - design representation primitives and tool blocks - are used to implement a design entry tool named IBlaDe, which allows the collaborative creation of functional and structural models of integrated systems. The third case study regards the possibility of integration of multimedia metadata to the design data model. Such possibility is explored in the frame of an online educational and training platform.

This paper examines the output losses caused by disinflation and the role of credibility in a model where pricing mIes are optimal and individual prices are rigid. Individual nominal rigidity is modeled as resulting from menu costs. The interaction between optimal pricing mIes and credibility is essential in determining the inflationary inertia. A continued period of high inflation generates an asymmetric distribution of price deviations, with more prices that are substantially lower than their desired leveIs than prices that are substantially higher than the optimal ones. When disinflation is not credible, inflationary inertia is engendered by this asymmetry: idiosyncratic shocks trigger more upward than downward adjustments. A perfect1y credible disinflation causes an immediate change of pricing rules which, by rendering the price deviation distribution less asymmetric, practically annihilates inflationary inertia. An implication of our model is that stabilization may be sucessful even when credibility is low, provided that it is preceded by a mechanism of price alignment. We also develop an analytical framework for analyzing imperfect credibility cases.

The titanium and titanium alloys are widely used as biomaterial in biomedical device and so research have been developed aiming to improve and/or better to understand interaction biomaterial/biological environment. The process for manufacturing of this titanium implants usually involves a series of thermal and mechanical processes which have consequence on the final product. The heat treatments are usually used to obtain different properties for each application. In order to understand the influence of these treatments on the biological response of the surface, it was done, in this work, different heat treatments in titanium and analyzed their influence on the morphology, adhesion and proliferation of the pre-osteoblastic cells (MC3T3-E1). For such heat-treated titanium disks were characterized by optical microscopy, contact angle, surface energy, roughness, microhardness, X-ray diffraction and scanning through the techniques (BSE, EDS and EBSD). For the analysis of biological response were tested by MTT proliferation, adhesion by crystal violet and β1 integrin expression by flow cytometry. It was found that the presence of a microstructure very orderly, defined by a chemical attack, cells tend to stretch in the same direction of orientation of the material microstructure. When this order does not happen, the most important factor influencing cell proliferation is the residual stress, indicated by the hardness of the material. This way the disks with the highest level state of residual stress also showed increased cell proliferation

This text is organized through discussions undertaken in the area of the History of Education in Rio Grande do Norte, circumscribed to the History of Women from the first decades of the Brazilian Republic, and to the analysis of what was expected of this education. We examined representations of women in Natal, between 1889 and 1914, with the goal of configuring relations between the sexes with the emphasis on moral, intellectual and pedagogical aspects required of these women. As documental sources we utilized the educational, civil and criminal Legislation, on a National scope, as well as on a State and Municipal scope. We circumscribed our search to the newspaper A República, in which we found literature that circulated in Natal in the form of pamphlets, short stories and poetry, as well as other texts by authors that were part of the corpus of analysis of this study, located in public and private archives in Rio Grande do Norte, such as the Historical and Geographic Institute of Rio Grande do Norte (IHGRN) and the State Public Archive of Rio Grande do Norte (APE-RN). The use of the indexing method and the propositions of Cultural History were the appropriate theoretical-methodological framework to complete studies of this nature. This operational perspective permitted us to elaborate nuances about this time of transition from the 19th to the 20th Century, and to spotlight the fire of the women from this period. The basis of the argument that related women to maternity and domesticity, and within the ideals of abnegation and religious leadership, aligned to a demand coming from the increase in the quantity of schools for women, allocated women as the most appropriate for superior in educational performance in the country, based on its foundations: primary education. Beyond the universe of formal education, the other side of women appeared in republican politics. The mother-spouse and the institutionalization of domestic education associated the female gender with the role of educator at home as well. Be it in the public sphere, as a teacher, or in private, as mother-spouse, female care is perceived in this configuration, as an educational base that the Republic, and in transition, bequeathed to the Brazilian 20th Century

Em Goiás, o pequi (Caryocar brasiliense) se destaca, dentre as frutíferas nativas do Cerrado, como promissora para a produção comercial. Um dos obstáculos para a sua produção em grande escala, no entanto, é o fato de que a germinação de sementes seja baixa e irregular. Com o objetivo de avaliar a emergência de sementes de pequizeiro e o desenvolvimento inicial de mudas oriundas de 16 plantas, aos dez meses após a colheita, na presença e ausência de ácido giberélico (GA3), foram conduzidos dois experimentos. O primeiro foi implantado em delineamento de blocos ao acaso, com parcelas subdivididas, tendo as matrizes nas parcelas e, nas subparcelas, um tratamento de imersão por 48 horas, em água pura e em solução de 500 mg L-1 de GA3. Foram realizadas avaliações a cada sete dias, para determinação da percentagem final, tempo médio e índice de velocidade de emergência. Para o segundo experimento, foi utilizado delineamento inteiramente casualizado, com número variado de repetições, de acordo com o número de mudas obtidas no primeiro experimento. Para percentagem, índice de velocidade e tempo médio de emergência, o efeito dos tratamentos foi significativo, sendo que, para os dois primeiros, houve interação significativa entre genótipo e tratamento, para superação da dormência. Observou-se que a utilização de 500 mg L-1 de ácido giberélico pode minimizar a dormência em sementes de Caryocar brasiliense e que o crescimento das matrizes em campo foi linear e contínuo, ao longo do tempo.
