O Plano Tecnológico de Educação (PTE) pretendeu equipar tecnologicamente as escolas públicas de Portugal continental, procurando introduzir, por essa via, alterações e inovação no ensino e na aprendizagem. Neste contexto, importa destacar o papel que os coordenadores do PTE tiveram localmente, já que foram os responsáveis pela sua implementação dentro das escolas. Focámos assim a nossa investigação na figura dos CPTE, de forma a percebermos como o PTE tinha sido implementado e liderado nas escolas. Partimos de um enquadramento do problema, perspetivado em torno de três temas: a construção do Plano Tecnológico de Educação, destacando os seus três eixos e projetos, a problemática da incorporação das tecnologias de informação e comunicação na educação e o papel da liderança em projetos de inovação e mudança. O estudo empírico realizado apoiou-se fundamentalmente em métodos quantitativos, complementado por elementos qualitativos. Foi aplicado um inquérito a uma amostra com representação nacional, de 100 CPTE, de agrupamentos de escolas e escolas não agrupadas de Portugal continental com ensino secundário. Este inquérito permitiu perceber quem foram estes coordenadores ao definirmos o seu perfil relativamente às suas características pessoais e profissionais, às suas competências nas dimensões previstas para a função, bem como à sua liderança, neste caso concreto através da utilização do MLQ, de Bass & Avolio. Permitiu ainda determinar as condições de implementação do PTE e os principais constrangimentos. Os resultados obtidos comprovaram que nem todos os objetivos inicialmente propostos para o PTE foram concluídos ou implementados. No entanto, o balanço a nível tecnológico e de gestão é bastante positivo e menos a nível pedagógico. A liderança desempenhada pela generalidade dos CPTE enquadrou-se no perfil ideal identificado por Avolio & Bass (1995), onde as características de liderança transformacional são as mais manifestadas, complementando-se com algumas de liderança transacional.

Recent legislation and initiatives set forth high academic expectations for all high school graduates in the area of reading (National Governors Association Center for Best Practices, 2010; Every Student Succeeds Act, 2015). To determine which students need additional support to meet these reading standards, teachers can conduct universal screening using formative assessments. Maze Curriculum-Based Measurement (Maze-CBM) is a commonly used screening and progress monitoring assessment that the National Center on Intensive Intervention (2013) and the Center on Instruction (Torgesen & Miller, 2009) recommend. Despite the recommendation to use Maze-CBM, little research has been conducted on the reliability and validity of Maze-CBM for measuring reading ability for students at the secondary level (Mitchell & Wexler, 2016). In the papers included in this dissertation, I present an initial investigation into the use of Maze-CBM for secondary students. In the first paper, I investigated prior studies of Maze-CBM for students in Grades 6 through 12. Next, in the second paper, I investigated the alternate-form reliability and validity for screening students in Grades 9 and 10 using signal detection theory methods. In the third paper, I examined the effect of genre on Maze-CBM scores with a sample of students in Grades 9 and 10 using multilevel modeling. When writing these three papers, I discovered several important findings related to Maze-CBM. First, there are few studies that have investigated the technical adequacy of Maze-CBM for screening and progress monitoring students in Grades 6 through 12. Additionally, only two studies (McMaster, Wayman, & Cao, 2006; Pierce, McMaster, & Deno, 2010) examined the technical adequacy of Maze-CBM for high school students. A second finding is that the reliability of Maze-CBM is often below acceptable levels for making screening decisions or progress monitoring decisions (.80 and above and .90 and above, respectively; Salvia, Ysseldyke, & Bolt, 2007) for secondary students. A third finding is that Maze-CBM scores show promise of being a valid screening tool for reading ability of secondary students. Finally, I found that the genre of the text used in the Maze-CBM assessment does impact scores on Maze-CBM for students in Grades 9 and 10.

The high rate of teacher attrition in urban schools is well documented. While this does not seem like a problem in Carter County, this equates to hundreds of teachers that need to be replaced annually. Since school year (SY) 2007-08, Carter County has lost over 7,100 teachers, approximately half of (50.1%) of whom resigned, often going to neighboring, higher-paying jurisdictions as suggested by exit survey data (SY2016-2020 Strategic Plan). Included in this study is a range of practices principals use to retain teachers. While the role of the principal is recognized as a critical element in teacher retention, few studies explore the specific practices principals implement to retain teachers and how they use their time to accomplish this task. Through interviews, observations, document analysis and reflective notes, the study identifies the practices four elementary school principals of high and relatively low attrition schools use to support teacher retention. In doing so, the study uses a qualitative cross-case analysis approach. The researcher examined the following leadership practices of the principal and their impact on teacher retention: (a) providing leadership, (b) supporting new teachers, (c) training and mentoring teaching staff, (d) creating opportunities for collaboration, (d) creating a positive school climate, and (e) promoting teacher autonomy. The following research questions served as a foundational guide for the development and implementation of this study: 1. How do principals prioritize addressing teacher attrition or retention relative to all of their other responsibilities? How do they allocate their time to this challenge? 2. What do principals in schools with low attrition rates do to promote retention that principals in high attrition schools do not? What specific practices or interventions are principals in these two types of schools utilizing to retain teachers? Is there evidence to support their use of the practices? The findings that emerge from the data revealed the various practices principals use to influence and support teachers do not differ between the four schools.

A inclusão de crianças com necessidades especiais nas escolas comuns é uma idealização voltada para a oportunidade e o respeito à diversidade. Com a Constituição Federal Brasileira (1988), no seu capítulo III, da Educação, da cultura e do desporto, Art. 205, rege que ―A educação, direito de todos e dever do Estado e da família [...]‖ denota que lugar de criança é na escola, independente de credo, deficiência, raça e cultura. O presente estudo de caso na escola pública Rui Barbosa, situada na cidade de Ribeira do Pombal, Bahia, Brasil, pretende conhecer a práxis educativa e o perfil dos profissionais sobre a proposta e a prática pedagógica inclusiva, como também analisar o espaço físico, observando se há ou não barreiras arquitetônicas e acessibilidade para os alunos com deficiência e também a participação da família, em inserir o filho no ambiente formal. Esta investigação tem como base a revisão da literatura sobre inclusão, com a utilização, no enquadramento teórico, da legislação brasileira, entre outros autores voltados ao tema. O desenvolvimento do estudo possui característica qualitativa, através de observação, questionário, entrevista, visitas, ou seja, uma construção através do diálogo e vivência diária realizada no turno matutino. Os participantes dessa investigação foram: gestores, coordenadora da Educação Especial e coordenadora do ensino comum, professores, agentes administrativos, representante da secretaria municipal, profissional da saúde (psicóloga), famílias e alunos do ensino comum e especial. A análise dos resultados obtidos revela que a proposta inclusiva encontra-se em processo de evolução humana e arquitetônica, mas também regista-se pontos positivos no aumento de número de matrículas, ou seja, os pais estão sendo conquistados e adquirindo confiança na instituição. Os professores, apesar da insegurança, da carência de auxílio, não tratam os alunos com desdém e buscam auxiliá-los como podem e sabem. Por fim, a escola aposta num trabalho que envolva o interpessoal e intrapessoal em busca da inclusão sem obstáculos.

The democratic management is a challenge for education, on the one hand for its actualization needs a link between the government and the educational institution. From that, research aims to understand the main challenges faced by the school administration to consolidate the management of public schools in Natal/RN. Against this context the methodology used was multiple cases, qualitative approach in which respondent were manager (director, deputy director and coordinator) of the four municipal schools and two representatives of the Democratic Management Commission of a Government departament of Education, Natal/RN. The analysis was made by peers, between schools that had grade superior IDEB that average stipulated by the federal government and two that had grade lower and between managers and representatives of the Secretary. Were used techniques of categorization and content analysis of the speeches of respondents. Was note that managers understand the importance of the participation about whole community in the democratic management, however only one school highlighted means of attracting the parents against to the difficulty of representing these. The lack of knowledge about the democratic management is evident mainly in the pair of schools with lower IDEB. That schools with a lower IDEB adhere to this management as a way to meet rules. So unanimous, the broad role of director hampers knowledge about the legislation. About relationship of the Government department with managers, there are some contradictions between the understanding of the role of the coordinator by managers and representatives of the Government department. It was perceptible the no uniformity about a good relationship between managers and Government department. It was notable features of democratic management in all school units, well as the efforts of the Government department in this scope. However there are also undemocratic features that deserve further study

Black boys are confronted with unique educational circumstances. They are often misdiagnosed and misplaced into special education programs (Bush-Daniels, 2008; Patton, 1998; Terman et al., 1996). Additionally, they are less likely to be enrolled in gifted and talented programs, even if their former achievements reflect their aptitude to succeed (Black Alliance for Educational Options, n.d.; Moore & Flowers, 2012). Given these statistics, a considerable emphasis has been placed on the causes and the consequences of low/under achievement for this population. As a result, the experiences of Black males who are achieving have been greatly neglected. Moreover, little is known about the factors that facilitate academic achievement among high-achieving Black boys. In an effort to bring the heterogenic nature of schooling experiences for Black boys to light, the present study examined the influence risk and protective factors had on the academic experiences of high-achieving Black boys. Grounded in the risk and resilience framework and the Integrative Model for the Study of Minority Youth Development, this study explored whether the high-achieving Black high school boys in this sample (n =88) reported experiencing discrimination (i.e. academic-based) and how this academic-based discrimination related to their 1) academic performance (i.e. GPA), 2) perceptions of math ability, and 3) race-based academic self-concept. In addition to exploring how academic-based discrimination was linked to academic achievement, this study examined how cultural resources such as racial socialization messages and racial identity related to academic achievement. Specifically, cultural socialization, preparation for bias, egalitarianism, private regard and public regard were evaluated alongside the three academic outcomes under study. Finally, the study explored whether aspects of racial socialization or racial identity buffered the effects of discrimination on any of the outcomes. Interestingly, the race/ethnicity of the student mattered for how students perceived their math ability. The risk factor academic-based discrimination was linked to academic performance. Cultural resources cultural socialization, preparation for bias, and private regard were linked to various academic outcomes of interest. There was only one significant moderating effect: a high private regard buffered the relationship between academic-based discrimination and race-based academic self-concept. Limitations and implications of this study are discussed.

Objective: Some studies have suggested that school engagement can be an ally in the prevention of psychosocial and occupational risks, to which students are exposed daily. The aim of this study is to estimate the impact of emotional, behavioral, and cognitive engagement on burnout syndrome among pharmacy undergraduate students. Methods: A total of 363 students enrolled in the pharmacy undergraduate program in the College of Pharmaceutical Sciences at Sao Paulo State University’s Araraquara Campus (UNESP) participated, 78.0% of whom were female. Mean age was 20.3 (SD = 2.7) years. The Maslach Burnout Inventory for students (MBI-SS) and the University Students School Engagement Inventory (USEI) were used. Confirmatory factor analysis was performed to assess the psychometric properties of the instruments. The data were included in a structural equation model in which burnout was considered the central construct. The impact of school engagement on burnout was based on the statistical significance of causal paths (β) evaluated by z tests (α = 5%). Results: The psychometric properties of the MBI-SS and USEI were adequate and the structural model also presented an adequate fit. Behavioral engagement (β = −0.56) and the emotional engagement (β = −0.71) explained 81.0% of burnout variability in the sample. Cognitive engagement was not found to contribute significantly. This data provides evidence of the impact of school engagement on burnout that can be used by educators and policymakers in charge of educational process. Conclusion: School engagement presented inverse and significant influence on burnout syndrome among pharmacy students.

Certaines communes composant un corridor d’une trentaine de kilomètres de large longeant la frontière française se sont vu imposer le français, et non l’anglais comme ailleurs dans le land. Pour cette raison, le règlement a été dénoncé par des opposants lorsqu’il fut rendu public en 2001. La recherche a pour objectif dans une première étape de reconstituer, à l’aide de protocoles parlementaires du land, de publications ministérielles et de jugements de la Cour administrative, les événements entourant l’élaboration, l’implantation et la réception de cette politique éducative entre 1998 et 2011. La question qui nous intéresse dans une deuxième étape se rapporte aux causes des tensions entre le ministère de l’Éducation et les citoyens. La recherche mettra en évidence le fait que les citoyens n’étaient pas seulement contre l’enseignement du français plutôt que de l’anglais, mais aussi contre l’imposition de l’objet d’enseignement. Pour ce faire, un corpus d’articles de journaux dressera le portrait des opinions saillantes de la population, et les positions du débat pourront être systématisées. Une troisième étape proposera une analyse à l’aide de théories de l’évolution des modes de gouvernance en politique de l’éducation et proposera de nouvelles pistes de réflexion.

Students with specific learning disabilities (SLD) typically learn less history content than their peers without disabilities and show fewer learning gains. Even when they are provided with the same instructional strategies, many students with SLD struggle to grasp complex historical concepts and content area vocabulary. Many strategies involving technology have been used in the past to enhance learning for students with SLD in history classrooms. However, very few studies have explored the effectiveness of emerging mobile technology in K-12 history classrooms. ^ This study investigated the effects of mobile devices (iPads) as an active student response (ASR) system on the acquisition of U.S. history content of middle school students with SLD. An alternating treatments single subject design was used to compare the effects of two interventions. There were two conditions and a series of pretest probesin this study. The conditions were: (a) direct instruction and studying from handwritten notes using the interactive notebook strategy and (b) direct instruction and studying using the Quizlet App on the iPad. There were three dependent variables in this study: (a) percent correct on tests, (b) rate of correct responses per minute, and (c) rate of errors per minute. ^ A comparative analysis suggested that both interventions (studying from interactive notes and studying using Quizlet on the iPad) had varying degrees of effectiveness in increasing the learning gains of students with SLD. In most cases, both interventions were equally effective. During both interventions, all of the participants increased their percentage correct and increased their rate of correct responses. Most of the participants decreased their rate of errors. ^ The results of this study suggest that teachers of students with SLD should consider a post lesson review in the form of mobile devices as an ASR system or studying from handwritten notes paired with existing evidence-based practices to facilitate students’ knowledge in U.S. history. Future research should focus on the use of other interactive applications on various mobile operating platforms, on other social studies subjects, and should explore various testing formats such as oral question-answer and multiple choice. ^

This research study was designed to examine the relationship between globalization as measured by the KOF index, its related forces (economic, political, cultural and technological) and the public provision of higher education. This study is important since globalization is increasingly being associated with changes in critical aspects of higher education. The public provision of education was measured by government expenditure and educational outcomes; that is participation, gender equity and attainment. The study utilized a non-experimental quantitative research design. Data collected from secondary sources for 139 selected countries was analyzed. The countries were geographically distributed and included both developed and developing countries. The choice of countries for inclusion in the study was based on data availability. The data, which was sourced from international organizations such as the United Nations and the World Bank, were examined for different time periods using five year averages. The period covered was 1970 to 2009. The relationship between globalization and the higher education variables was examined using cross sectional regression analysis while controlling for economic, political and demographic factors. The major findings of the study are as follows. For the two spending models, only one revealed a significant relationship between globalization and education with the R2 s ranging from .222 to .448 over the period. This relationship was however negative indicating that as globalization increased, spending on higher education declined. However, for the education outcomes models, this relationship was not significant. For the sub-indices of globalization, only the political dimension showed significance as shown in the spending model. Political globalization was significant for six periods with R2 s ranging from .31 to .52. The study concluded that the results are mixed for both the spending and outcome models. It also found no robust effects of globalization on government education provision. This finding is not surprising given the existing literature which sees mixed results on the social impact of globalization.

Reading fluency is a skill that’s difficult for many students to acquire. However, research suggests that consistently implementing the Repeated Reading intervention can help students increase fluency and comprehension. The effect of this strategy when used to promote reading fluency in secondary students with severe intellectual disabilities has yet to be investigated. My research will examine the effect of the Repeated Reading intervention on the fluency level of students with intellectual disabilities in a public high school.
