This report is submitted as required per Code of Iowa section 327J.3(5), "The director shall report annually to the general assembly concerning the development and operation of the midwest regional rail system and the state's passenger rail service." The Midwest Regional Rail Initiative (MWRRI) is a nine-state effort to develop an implementation plan for a 3,000-mile, high-speed rail system hubbed in Chicago. Studies done since 1996 have concluded that such a regional system, including a line from Chicago to Omaha through Davenport, Iowa City and Des Moines, is viable. Most of the system would be upgraded to allow 110 mile-per-hour service. Some low volume lines, including the Iowa portions, would be upgraded for 79 mile-per-hour service. The nine-state coalition released an updated 2004 executive report for the system. As reported, the updated cost estimate for the Chicago to Omaha corridor, which includes a branch to Quincy, Ill., is $638 million for infrastructure and $167 million for rolling stock. These costs are higher than first estimated in 1998 and are given in 2002 dollars, (not adjusted for the cost of inflation). Operating subsidies would be required during an extended start-up phase. The allocation of these subsidy costs among the various states has not been determined, and is still a subject for analysis and negotiation. Little progress on implementation is expected unless a federal funding package is passed for passenger rail initiatives. Continued congressional discussion on policy directions relative to Amtrak clouds the issue of passenger rail funding. However, Congress is expected to address passenger rail issues and funding in 2007. Participation of the Iowa Department of Transportation in the MWRRI is authorized under Iowa Code section 327J.3.

The 81st General Assembly of the Iowa legislature, in Section 85 of House File 868, required the Iowa Department of Transportation (Iowa DOT) to conduct a study of current Road Use Tax Fund (RUTF) revenues, and projected roadway construction and maintenance needs. With input from Iowa’s cities, counties and other interested groups, the Iowa DOT completed this report for submittal to the legislature.

While the quality of water in Brushy Creek Lake is currently adequate, a number of factors in the watershed (the surrounding area that drains into the lake) could put that water quality at risk. Sediment from the large watershed could fill in the lake and affect water clarity. Nutrients, like nitrogen and phosphorus, could cause algae blooms and other problems. Without preventative measures, potential manure and chemical spills could harm aquatic life in the lake. Using conservation farming practices and building structures like wetlands will work to maintain and even improve the lake’s water quality. Taking steps now to implement these critical practices will help prevent water quality problems, preserving water quality for future generations.

At one time, Clear Creek lived up to its name. Originally set among the prairie and oak savannah of the Iowa River valley, legend has it that early settler and Johnson County sheriff Samuel Trowbridge gave the creek its name because of its pristine waters. However, the stream’s natural protections began to weaken as more settlers moved into Iowa. Over time, the prairie disappeared, livestock trampled streambanks, the creek was dredged and straightened, wetlands were drained and urban areas began to take their toll.

The Weatherization Assistance Program is a low-income energy efficiency program administered by the Department of Energy (DOE). Its purpose is to make the homes of low-income clients more energy efficient, thereby reducing the households’ energy bills. The program also improves the health and safety of low-income homes. The energy efficiency and health and safety work is done using the most advanced technologies and testing protocols available in the housing industry. States administer the program in accordance with DOE rules and regulations.
