Investimento direto externo, acumulação de capital produtivo e distribuição de renda: uma abordagem pós-keynesiana

It is developed a macrodynamic model in the post-keynesian tradition of political economy of the productive capital accumulation and income distribution to analyze some of the impacts of the (flow of) foreign direct investment and the (stock of) foreign productive capital on capital accumulation, economic growth and functional income distribution in a stylized economy. Alongside a usual demand effect, the impacts of such an internationalization of local capital through labor productivity and market concentration are taken into account as well.

Mercosul: o dilema entre união aduaneira e área de livre-comércio

Mercosur: the dilemma between the customs union and a free trade area. In 2001, the government of Argentina - facing a major economic crisis - took a rather controversial decision and reduced the tariff rates of all capital goods to zero. This became a main source of conflict with Brazil, the only country of Mercosur that produces such goods. This paper discusses two possible scenarios for the resolution of this issue. In the first one, the countries would opt for the maintenance of the customs union. The authors present some suggestions for the rebuilding of the Common External Tariff (CET), by which the countries would take a middle course acceptable to all. The other possible outcome would be a step back in the direction of a free trade area, with no CET at all.

Déficits gêmeos e poupança nacional: abordagem teórica

A consensus has not yet emerged about the relationship between budget deficit, external deficit and national saving. According to mainstream economic literature the budget deficit can cause an insufficiency of national saving for a given investment rate. In this case, the investment rate will not be reduced if foreign saving is absorbed, causing an external deficit. In general, the mechanisms through which budget deficits could cause current account deficits are not highlighted in the works about this theme. We arrive at the conclusion that there is not a systematic relationship between budget deficit, current account deficit and national saving and that when it happens it can be processed only through changes in the real exchange rate.

Estudo da complementaridade do comércio entre o Brasil e o Japão com vistas a um acordo de livre comércio

Complementarity of trade between Brazil and Japan with a view to a free trade agreement. Japan has signed free trade agreements as trade policy since 2002 and three countries have already signed in Latin American. Considering the intention to carry out an agreement with Mercosur, this article aims to analyze the complementarities between Brazil and Japan trade structure by revealed comparative advantages indexes, with World Bank data for the period between 2006 and 2008. The results show a comparative advantage in primary commodities to Brazil and in industrial products to Japan, as well as indicating sectors that may oppose to trade liberalization.

Estado, bloco no poder e acumulação capitalista: uma abordagem teórica

State, power block and capitalist accumulation: a theoretical approach. This article aims to elaborate a theory, based on Poulantzas, about the role of the State in a capitalist economy through a relational perspective that perceives the State as a field and a strategic process for the disputes of class fractions within the power bloc. In order to do so, it exposes the relation between State and accumulation at an abstract-formal level, emphasising the limitations of studies that use only this dimension. Next, it analyzes the role of the power bloc in mediating between the abstract and concrete levels of the State, observing that public policies are elaborated as a result of the clashes within the power bloc. Finally, it promotes a discussion on the external constraints (international system) that are affected and affect the State and, consequently, the dynamics of the power bloc.

As famílias na abordagem Minskyana: aspectos e desdobramentos do endividamento das famílias americanas no século XX e início do XXI

RESUMO Este artigo busca retratar a inserção financeira das famílias e suas implicações para a dinâmica do sistema econômico, tendo em vista a importância assumida pelo endividamento das famílias norte-americanas nas últimas décadas, em particular, na crise de 2007 nos EUA. Frente às transformações da economia norte-americana e de seu sistema financeiro, é proposto o resgate das contribuições da economia monetária de Keynes e da visão financeira de Minsky para compreender de forma adequada o comportamento das famílias, tanto na dimensão dos fluxos de renda e gastos, quanto nas decisões sobre estoques de ativos e passivos sujeitos à volatilidade e incerteza.

Uma abordagem naturalista da consciência humana

Abordo neste trabalho alguns dos principais problemas filosóficos concernentes a uma concepção naturalista da consciência humana, assim como algumas evidências disponíveis na neuropsicologia e neurofisiologia, sobre a relação entre atividade cerebral e experiência consciente. Inicialmente faço uma revisão sobre a definição de "consciência", seu estatuto filosófico e relação com os processos emocionais, e proponho três condições para sua atribuição a um sistema físico. Em seguida, identifico diferentes modalidades de consciência, e seus correlatos cerebrais em diferentes escalas espaciais e temporais. Finalmente, discuto possíveis mecanismos biofísicos subjacentes aos processos conscientes.

A abordagem microgenética na matriz histórico-cultural: uma perspectiva para o estudo da constituição da subjetividade

Este trabalho focaliza a análise microgenética enquanto abordagem metodológica que está inscrita numa interpretação histórico-cultural e semiótica dos processos humanos e que é distinta de formas de análise de microeventos ligadas a outros aportes teóricos. O propósito é caracterizar, dentro da matriz histórico-cultural, a vertente dessa abordagem que articula o nível microgenético das interações sociais com o exame do funcionamento dialógico-discursivo, salientando, ainda, as propostas de vinculação com as proposições do paradigma semiótico-indiciário. É salientado o caráter promissor de tais tendências para a investigação da constituição do sujeito, pois elas permitem adensar o estudo dos processos intersubjetivos e expandem as possibilidades de vincular minúcias e indícios de episódios específicos a condições macrossociais, relativas às práticas sociais.
