Concessions have become an important mechanism in Latin America for attracting financing and private management to the highway sector. Highways are one of the areas of transport infrastructure in which this concept in long-term investment in road conservation and management has been widely applied and the concession-holder's costs are recouped through tolls and other complementary mechanisms. After a brisk start in the 1990s, the pattern of road concessions has proved to be less dynamic in the current decade. Nevertheless, highway concessions have expanded significantly and now account for 1% of the total inter-city road network. The international seminar entitled "Concessions for the provision of transport infrastructure: challenges for Latin America" was organized jointly by the Economic Commission for Latin America and the Caribbean (ECLAC) and the Agency for the Promotion of Private Investment of Peru (PROINVERSION) and held in Lima, Peru, on 13 and 14 November 2003.

Road maintenance work has gradually been increasing in Latin America. Existing contracts in Argentina, Chile, Guatemala and Uruguay - 210 overall - account for a total of 20,212 kilometers of public roadways by level of service. In Brazil, Ecuador and Peru, 26 contracts are now in the pipeline for the maintenance of 7,700 kilometres of roadway. This issue of the FAL Bulletin presents a survey of the status of road maintenance considered at the second Seminar of the Americas of the Road Maintenance Training Programme (Provial), held in Lima, Peru from 18 to 21 October 1999 and which examined the type of financing used in road maintenance as well as contracts, institutions and interaction between the public and private sectors.

The seminar was part of the project entitled Comparative Study on East Asian and Latin American IT Industry, financed by the thematic fund for information and communication technologies (ICT) for development of the United Nations Development Programme (UNDP) and has been carried out in close collaboration with the Institute of Developing Economies (IDE), an organization that belongs to the Japanese External Trade Organization (JETRO). This article contains a discussion of the concepts, definitions and standards associated with electronic commerce, as well as the opportunities to be seized and the challenges to be met so that MSMEs can expand their electronic business.

The Centre for the Facilitation of Procedures and Practices in Administration, Commerce and Transport (CEFACT) constitutes a partnership between the public and private sectors for their mutual benefit. For the private sector, working with governments to improve commerce is critical to improving international competitiveness. For governments, working with the private sector to reduce procedural barriers to trade is critical to improving both their own administrative effectiveness and the economic well-being of their countries. This issue of the Bulletin presents an exposition by the Chairman of the CEFACT, Mr. Henri Martre, at the Trade Facilitation Seminar, carried out between 9 and 10 March of 1998, at the Headquarters of the World Trade Organization, Geneva, Switzerland. Its main purpose is to explain the importance of CEFACT's partnership between the public and private sectors; how this partnership works, and the trade facilitation instruments it has created.

One of the consequences of the opening of the worlds economies - an integral part of globalization - is increased focus on the efficiency and costs of transport services (on which competitiveness is largely dependent). Countries with inefficient and costly transport services lose out, in terms of economic activity and income, to those with more appropriate transport services. The issue is particularly important in Latin America, where exports mainly consist of bulk consignments of products with comparatively low value/quantity ratios and transport costs are a major determining factor of c.i.f. prices. The determination of competitiveness indices in the long term, however, also needs to include the costs of pollution, congestion and accidents, in addition to the transport costs usually considered as part of the price of freight. Competitiveness, efficiency and the global costs of transport were the main subjects of an international seminar organized in conjunction with the Chilean Institute of Engineers and held on 9 and 10 September 2004 at the Headquarters of the Economic Commission for Latin America and the Caribbean (ECLAC).

In recent years, increasing attention has been given to promoting short agrifood supply chains, not only in Europe and the United States but also in Latin America. This bulletin describes some specific experiences with short food supply chains, both in Latin America and in other parts of the world, which have made it possible to identify success factors and lessons learned. These examples are based on cases discussed at the seminar on short food supply chains recently held by ECLAC, FAO and WHO.
