This paper argues for greater dialogue on public health ethics. There has been little discussion in Australia about the significant ethical dilemmas in this field, and there is no agreed framework for analysing and responding to these challenges. We highlight concerns about the suitability of biomedical principles-based ethics for public health, and encourage public health professionals in this country to reflect on ethical challenges in public health research. A focus on research ethics concerns will deliver concrete examples demonstrating the need for a public health ethics frame work. Recommendations are offered for how public health ethics promotion may occur locally.

The state aid debate is one of the longest running and most intractable issues in the public policy sphere in Australia. Recent decisions by the Commonwealth government to increase funding to private schools has reignited the debate. But the traditional defences of public education have proved inadequate to the task of hanging the course of current neo-liberal education policy trajectories. As the percentage of students attending private schools continues to grow, and as the spectre of a residualised public education system looms larger, so the need to rethink Australian public education becomes a more urgent project. In this paper we analyse what is happening and why; identify a range of concerns from the standpoint of a social democratic educational agenda; and theorise some possible strategies which might be pursued by those committed to a vibrant public schooling
system in Australia.

New Product Development (NPD) innovation is a critical activity in the current economic environment. In order to manage their NPD innovation projects, firms use Management Controls Systems (MCS). However, the effect that these systems have on NPD innovation is not clear. One stream of research suggests that MCS help NPD innovation while another stream suggests MCS hinder NPD innovation. Past research has shown that the role and style of MCS used may offer explanations on why MCS can both help and hinder NPD innovation. This paper adds another explanation by examining the relationship between three models (divisional, activity/decision and conversion/response) of a commonly used MCS, known as the Stage-Gate Process1 in the NPD innovation literature, and three types of NPD innovation projects (incremental, semi-radical and radical). The insights from an ethnomethodology informed field study are used to understand how and why the firms may use a different MCS (Stage-Gate Process models) for different NPD innovation project types.

Though constructed with different purposes, the theory of constraints and activity based costing systems pose a choice problem in respect of product mix decisions. We believe that the existing explanation of short versus long run criterion to explain firms' choice between these two systems is incomplete and offer an alternate explanation based on asset specificity. We argue that the extent to which specialized resources are deployed to make products in a mix determines the choice. We present a 2*2 matrix stating that when asset specificity is high, a firm is likely to choose ABC instead of TOC since ABC makes a large portion of costs visible to enable control. However, the choice is likely to be a TOC-ABC combination when the manufacture of asset specific products is also constrained by bottlenecks.

The thesis analyses the principles and philosophies behind the public submissions into the Northern Territory's Rights of the Terminally Ill Act [1995], which mirror wider debate over euthanasia since 1945. It argues that religious prohibitions against euthanasia have been largely replaced by slippery slope arguments that effectively obstruct law reform.
