Uusia jäteveden puhdistusprosesseja kartoitetaan Suomessakin esimerkiksi kiristyvien päästömääräyksien vuoksi sekä parempia kustannus- ja energiatehokkuuksia tavoiteltaessa. Jätevesien puhdistus on Suomessa jo nykyään hyvällä tasolla, mutta muun muassa raskasmetallien, torjunta-aineiden, hormonien ja lääkeaineiden pitoisuuksien kasvut jätevesissä asettavat haasteita nykyisin käytössä oleville jäteveden puhdistusmenetelmille, sillä niitä ei ole suunniteltu näiden aineiden talteenottoon ja suurin osa aineista jää veteen. Lisäksi jätevedet halutaan nähdä enemmänkin resurssina kuin jätteenä, josta voidaan ottaa talteen hyödyllisiä komponentteja, kuten suoloja. Alueilla, joissa vuorokauden keskilämpötila pysyttelee edes osan vuodesta pakkasella, veden luonnollista jäätymisprosessia voidaan käyttää hyväksi jäteveden puhdistuksessa. Tässä työssä selvitettiin kiteytymisen teorian ja aikaisempien tutkimusten avulla, millaisten jätevesien puhdistukseen jäädytyskiteytys sopii sekä pohdittiin menetelmän potentiaalisia sovelluskohteita Suomessa. Jäädytyskiteytyksen todettiin olevan turvallinen ja energiatehokas ratkaisu monien koostumukseltaan erilaisien jätevesien puhdistukseen. Menetelmällä voitaneen puhdistaa öljyisiä, orgaanisia ja/tai epäorgaanisia epäpuhtauksia tai raskasmetalleja sisältäviä sekä myrkyllisiä jätevesiä. Olosuhteet prosessille ovat parhaat Pohjois-Suomessa, jossa vuorokauden keskilämpötila pysyttelee nollan alapuolella noin seitsemän kuukautta vuodesta. Etelä-Suomessa vastaava luku on kolme. Menetelmän potentiaalisia sovelluskohteita ovat esimerkiksi kaivosteollisuuden ja kaatopaikkojen jätevedet, joiden puhdistukseen jäädytyskiteytys saattaisi soveltua erinomaisesti. Jäädyttämällä voitaisiin myös puhdistaa tekstiili- ja nahkateollisuuden jätevesiä, sillä niiden sisältämien väriaineiden erottaminen vedestä on perinteisillä jäteveden puhdistusmenetelmillä usein vaikeaa tai jopa mahdotonta. Suolojen kiteyttämiseen vaadittavia korkeampia suolapitoisuuksia todettiin löytyvän lähinnä membraaniprosessien, kuten käänteisosmoosin, rejektivesistä. Sopivimmat eutektiset olosuhteet kiteyttämiseen ovat natriumsulfaatilla, kaliumsulfaatilla ja natriumkarbonaatilla. Veden luonnollisen jäätymisprosessin hyödyntäminen jätevedenpuhdistuksessa on huomionarvoinen idea. Prosessin käyttöönottoa haittaavat esimerkiksi korkeat investointikustannukset, mutta ne tulevat todennäköisesti ajan myötä teknologian kehittyessä laskemaan. Lisäksi monet prosessiin liittyvät käytännön asiat ovat vielä tutkimuksen alla. On myös huomattava, että Suomessakaan lämpötila ei pysyttele koko vuotta pakkasella, joten jäädytyksen rinnalla on oltava jokin toinen prosessi, jolla jätevedet puhdistetaan lämpötilan ollessa nollan yläpuolella.

Perfluoratut alkyyliyhdisteet eli PFAS-yhdisteet ovat synteettisiä orgaanisia yhdisteitä, joissa on fluorattu hiiliketju. Hiilen ja fluorin väliset vahvat sidokset ovat muodostuneet ongelmaksi jätevedenpuhdistamoilla, sillä yhdisteet eivät hajoa puhdistamoilla käytössä olevilla vedenpuhdistusmenetelmillä. Yhdisteitä kertyy luontoon jätevesien mukana. Kandidaatintyössä on vertailtu yhdisteitä sisältävien vesien käsittelymenetelmiä parhaiten soveltuvan menetelmän löytämiseksi. Menetelmien kustannuksia tai soveltuvuutta vedenpuhdistamomittakaavan prosessiksi ei ole arvioitu. Lisäksi työssä on koottu yhdisteitä sisältävien jätevesien analysointiin sopivia analyysimenetelmiä. Soveltuvat puhdistus- ja analyysimenetelmät on esitelty uusien tieteellisten artikkelien pohjalta. Mahdollisia erotusmenetelmiä ovat membraanierotus ja sorptio. Membraaneista soveltuvimpia ovat nanosuodatus- ja käänteisosmoosimembraanit, joilla erottuvat jopa 0,0001 μm:n kokoiset partikkelit. PFAS-yhdisteet voidaan erottaa sorptiolla muun muassa aktiivihiileen. Yhdisteiden rakenne hajoaa nykyaikaisilla hapetusmenetelmillä ja polttamalla lietteen mukana. Hapettaminen permanganaatin avulla ei tuottanut hyvää tulosta, mutta fotokemiallisella hapetuksella ja alhaisen lämpötilan plasmatekniikalla (NTP) yhdisteiden rakenne hajosi lähes kokonaan. Fotokemiallinen hapetus onnistui erityisesti perfluorokarboksyylihapoilla, joiden rakenne hajosi jopa kolmessa tunnissa. Yleisimmin käytetty analyysimenetelmä on nestekromatografin ja massaspektrometrin yhdistelmä (LC-MS/MS) ja matriisivaikutus minimoidaan tyypillisesti kiinteäfaasiuutolla (SPE). Työssä esitellyistä käsittelymenetelmistä parhaiten soveltuva on NTP-menetelmä, koska sillä saatiin tutkimusten mukaan hajotettua yhdisteiden rakenne muita menetelmiä lyhyemmässä ajassa ja se soveltuu parhaiten kaikille PFAS-yhdisteille. NTP-menetelmässä ei tarvita katalyyttiä tai lisäkemikaaleja. Voimakkaana hapettimena toimivat epästabiilit hydroksyyliradikaalit, jotka syntyvät koronapurkauksen kautta. Koronapurkauksessa muodostuu myös otsonia ja lisäksi vapaa happi voi tehostaa hapettumista. Menetelmässä muodostuvien hajoamistuotteiden hallinta vaatii lisätutkimusta. Mahdollinen hallintakeino voisi olla esimerkiksi hapettumisessa vapautuvien fluoridi-ionien saostaminen. Muodostuvien hajoamistuotteiden toksisuutta voitaisiin tarkkailla biosensorilla.

Työn tarkoituksena on ollut tutkia vesianalytiikan kehitystä Suomessa, arvioida rutiini-analytiikan luotettavuutta, selvittää eteläisimmän Saimaan jätevesikuormituksen kehitys ja siihen vaikuttaneet tekijät, laatia aikasarjat eräiden tutkimusalueen keskeisten veden laadun seurantapaikkojen veden laadun kehityksestä ja esittää keinoja veden laadun kehityksen kuvaa¬miseksi tiivistämällä suuri havaintomateriaali yksinkertaisiksi tunnusluvuiksi. Työssä käsiteltä¬vä aikajakso alkaa 1900-luvun alusta ja päättyy vuoteen 1998. Tutkimus on osa laajempaa ko¬konaisuutta. Tutkimusalue käsittää Vuoksen vesistön keskusjärven, Saimaan, eteläisimmät osat eli Pien-Saimaan, Suur-Saimaan, Vuoksen niskan ja Haapaveden altaat sekä vesistön purku¬-uoman, Vuoksen virran (ks. kuvat 5.1. ja 5.2.). Veden laatu alueen luonnontilaisilla alueilla on luokiteltavissa osin oligotrofiseksi, osin lievästi dysoligotrofiseksi. Sadan viimeisen vuoden aikana teollinen toiminta on muuttanut sitä voimakkaasti. Vesiensuojeluun on eteläisimmän Saimaan alueella investoitu yli 1,5 miljardia markka viimeisten noin 30 vuoden aikana. Investointien tuloksena kuormitus on laskenut oleellisesti 1960-luvun maksimikuormituksesta. Jätevesien purkuvesistön veden laatu on tänä aikana myös merkittävästi parantunut. Tämä on osoitettu veden laadun seurantatuloksista tehtyjen erilaisten tarkastelujen avulla (aikasarjadiagrammit, tilasto tarkastelut, indeksilukuluokitukset, PCA- ja PLS- ja DPLS- monimuuttujamallinnukset). Nykyisin veden laatu on lähes koko tutkimusalu¬eella vähintään tyydyttävä. Fysikaalis-kemiallisen veden laadun seurannan historia on Suomessa kansainvälisesti ja kansallisesti pitkä, ja Saimaalta voidaan veden laadun kehitystä arvioida luotettavasti 40 vuoden ajalta. Tutkimusmetodiikat vesitutkimusten pioneerimaissa ovat olleet samankaltaisia ja niiden perusteella on laadittu myös eurooppalaisen vedenlaadunseurannan suositukset. Vaikka tulevai¬suudessa vesistöä ja sen tilan kehitystä on tarkasteltava ekologisena kokonaisuutena, ei tätä voida tehdä ilman nykyisen kaltaista monitorointia. Teollisuuden jätevesikuormitus on laskenut neljännesvuosisadan aikana hyvin merkittä¬västi tavalla, joka vielä kymmenkunta vuotta sitten tuntui saavuttamattomalta. Saimaan. kuten muunkin Suomen metsäteollisuuden taso onkin kansainvälisesti korkea ja täyttää jo nyt kuormi¬tuksen suhteen lähes 2000-luvun alun BAT-tekniikan vaatimukset. Veden laatu ei kuitenkaan ole kuormitetuilla alueilla kaikkialla vielä hyvä, joten vesiensuojeluun on edelleen panostettava, kun tavoitteena on vesien hyvä ekologinen tila. Vesistöstä käsin tarkasteltuna hitaasti hajoavan orgaanisen aineen määrän vähentäminen vedestä on oltava seuraavana tavoitteena. Tätä tukee myös BAT-tekniikan tarkastelu.

The aim of this thesis was to examine efficiency of freeze crystallization and eutectic freeze crystallization in purification of wastewater by imitating natural freezing. In addition, a mathematic model based on heat transfer to determine ice thickness and ice growth rate was examined. Also, the amount of sodium sulfate crystallized at the eutectic point was under investigation. In literature part, advantages and applications of the freeze crystallization are discussed, and possibility to apply it in Northern hemisphere winter weather conditions is under study. Furthermore, main sources of sodium sulfate from Finnish industries are described. The experiments were carried out in modified chest freezer, where a fan was placed in order to obtain laminar air flow inside. Picolog PT-104 data logger was used to monitor temperature changes in the salt-water solution, and constant temperature was maintained in the crystallizer with Lauda RP 850 thermostat. The impurity of formed ice layer was determined by weighing ice samples after experiment and again after 24 hours drying to full dryness in oven. Volume of salt-water solution was also measured after experiment. The highest purity of formed ice layer was obtained with small temperature difference and with long freezing time. On the other hand, the amount of crystallized sodium sulfate was its greatest with long freezing time and higher temperature difference. The results obtained by the mathematic model and empirical results did not differ significantly in most of the experiments. However, the difference increased when salt-water mixture reached its eutectic point, leading to simultaneous ice and salt crystallization. Eutectic point was reached only with the highest salt concentration with one exception. In these cases, calculated values were in many cases greater than the experimental ones. In winter weather conditions freeze crystallization is cost-effective wastewater treatment method and rather simple. Nonetheless, the efficiency and separation rate are strongly depended on ambient temperature and its changes

The aim of this Master’s thesis focused on the oxidation of sodium thiosulfate using non thermal plasma technology as an advance oxidation process (AOP). By using this technology we can degrade certain toxic chemical compounds present in mining wastewaters as pollutants. Different concentrations of thiosulfate and pulse frequencies were used in the PCD experiments and the results in terms of various delivered energies (kWh/m3) and degradation kinetics were compared. Pulsed corona discharge is an energy efficient process compared to other oxidation processes using for the treatment of waste water pollutants. Due to its simplicity and low energy costs make it attractive in the field of waste water treatment processes. This technology of wastewater treatment has been tested mainly on pilot scale level and in future the attempts are to be focus on PCD investigations on larger process scale. In this research work of oxidation of thiosulfate using pulsed corona discharge, the main aim of this research was to study degradation of a studied toxic and not environmental friendly chemical compound. The focus of this research was to study the waste waters coming from the gold mines containing leachate compound thiosulfate. Literature review contained also gold leaching process when cyanide is used as the leachate. Another objective of this work was to compare PCD process with other processes based on their energy efficiencies. In the experimental part two concentrations of sodium thiosulfate, 1000ppm and 400ppm, were used. Two pulse generator frequencies of 833 and 200 pulses per second (pps) were used. The chemical analyses of the samples taken during semi-batch PCD oxidation process were analyzed by ion chromatographic (IC). It is observed after the analyses that among different frequencies and concentrations, the most suitable ones for the process is 200pps and 1000ppm respectively because the pollutants present in the waste water has more time to react with the OH radicals which are the oxidants and the process is energy efficient compared to other frequencies.

The effect that plants {Typha latifolia) as well as root-bed medium physical and chemical characteristics have on the treatment of primary treated domestic wastewater within a vertical flow constructed wetland system was investigated. Five sets of cells, with two cells in each set, were used. Each cell was made of concrete and measured 1 .0 m X 1 .0 m and was 1.3 m deep. Four different root-bed media were tested : Queenston Shale, Fonthill Sand, Niagara Shale and a Michigan Sand. Four of the sets contained plants and a single type of root-bed medium. The influence of plants was tested by operating a Queenston Shale set without plants. Due to budget constraints no replicates were constructed. All of the sets were operated independently and identically for twenty-eight months. Twelve months of data are presented here, collected after 16 months of continuous operation. Root-bed medium type did not influence BOD5 removal. All of the sets consistently met Ontario Ministry of Environment (MOE) requirements (<25 mg/L) for BOD5 throughout the year. The 12 month average BOD5 concentration from all sets with plants was below 2.36 mg/L. All of the sets were within MOE discharge requirements (< 25 mg/L) for suspended solids with set effluent concentrations ranging from 1.53 to 14.80 mg/L. The Queenston Shale and Fonthill Sand media removed the most suspended solids while the Niagara Shale set produced suspended solids. The set containing Fonthill Sand was the only series to meet MOE discharge requirements (< Img/L) for total phosphorus year-round with a twelve month mean effluent concentration of 0.23 mg/L. Year-round all of the root-bed media were well below MOE discharge requirements (< 20mg/L in winter and < 10 mg/L in sumnner) for ammonium. The Queenston Shale and Fonthill Sand sets removed the most total nitrogen. Plants had no effect on total nitrogen removal, but did influence how nitrogen was cycled within the system. Plants increased the removal of suspended solids by 14%, BOD5 by 10% and total phosphorus by 22%. Plants also increased the amount of dissolved oxygen that entered the system. During the plant growing season removal of total phosphorus was better in all sets with plants regardless of media type. The sets containing Queenston Shale and Fonthill Sand media achieved the best results and plants in the Queenston Shale set increased treatment efficiency for every parameter except nitrogen. Vertical flow wetland sewage treatment systems can be designed and built to consistently meet MOE discharge requirements year-round for BOD5, suspended solids, total phosphorus and ammonium. This system Is generally superior to the free water systems and sub-surface horizontal flow systems in cold climate situations.

Power at the Falls: The first recorded harnessing of Niagara Falls power was in 1759 by Daniel Joncairs. On the American side of the Falls he dug a small ditch and drew water to turn a wheel which powered a sawmill. In 1805 brothers Augustus and Peter Porter expanded on Joncairs idea. They bought the American Falls from New York State at public auction. Using Joncairs old site they built a gristmill and tannery which stayed in business for twenty years. The next attempt at using the Falls came in 1860 when construction of the hydraulic canal began by the Niagara Falls Hydraulic Power and Manufacturing Co. The canal was complete in 1861 and brought water from the Niagara river, above the falls, to the mills below. By 1881 the Niagara Falls Hydraulic Power and Manufacturing Co. had a small generating station which provided some electricity to the village of Niagara Falls and the Mills. This lasted only four years and then the company sold its assets at public auction due to bankruptcy. Jacob Schoellkopf arrived at the Falls in 1877 with the purchase of the hydraulic canal land and water and power rights. In 1879 Schoellkopf teamed up with Charles Brush (of Euclid Ohio) and powered Brush’s generator and carbon arc lights with the power from his water turbines, to illuminate the Falls electrically for the first time. The year 1895 marked the opening of the Adam No. 1 generating station on the American side. The station was the beginnings of modern electrical utility operations. The design and operations of the generating station came from worldwide competitions held by panels of experts. Some who were involved in the project include; George Westinghouse, J. Pierpont Morgan, Lord Kelvin and Nikoli Tesla. The plants were operated by the Niagara Falls Power Company until 1961, when the Robert Moses Plant began operation in Lewiston, NY. The Adams plants were demolished that same year and the site used as a sewage treatment plant. The Canadian side of the Falls began generating their own power on January 1, 1905. This power came from the William Birch Rankine Power Station located 500 yards above the Horseshoe Falls. This power station provided the village of Fort Erie with its first electricity in 1907, using its two 10,000 electrical horsepower generators. Today 11 generators produce 100,000 horsepower (75 megawatts) and operate as part of the Niagara Mohawk and Fortis Incorporated Power Group.

Frank C. (Case) McCordick (1873-1946) was the son of William Henry (1849-1930) and Emily D. Howell (1851-1927) McCordick. William H. McCordick was in the coal business. The McCordick family included Frank Case, Mabel Gertrude, Ethel Howell and Arthur Stanley. Frank C. McCordick was educated in St. Catharines, and worked with his father in the coal business and eventually opened up a leather tanning operation. McCordick was active in the Lincoln Regiment and in 1906 was promoted to captain and in command of Company A, 19th Regiment. He was promoted to major and at the outbreak of war he was sent overseas as a commander of the 35th Battalion of the Canadian Expeditionary Forces (CEF). Upon arrival in France he was made officer commanding the 15th Battalion, King’s Own Yorkshire Light Infantry (KOYLI). After the war and his return to Canada he continued to play an active role in the local military units in the area as well as in Hamilton. After his retirement from the military in 1927 McCordick served as alderman and then mayor of St. Catharines from 1930 to 1931. He was a member of a large number of civic clubs, including St. Catharines Chamber of Commerce, Y.M.C.A., Lion’s Club, St. Catharines Golf Club, Detroit Boat Club, the St Catharines Club, as well as a member of several Masonic lodges. He continued to operate McCordick Tannery and other local investments. In 1903 Frank C. McCordick married May Beatrice Simson, daughter of Thomas E. Simson of Thorold. They had three children, E. (Edward) Frank McCordick, Bruce McCordick and (Margaret) Doris McCordick (m. Hubert Grigaut, d. 1977). The McCordick family resided at 82 Yates Street, near Adams Street. May Simson McCordick (b. 1873) was the daughter of Thomas Edward (1836-1908) and Julia Headlam (1844-1887) Simson of Thorold. Her siblings included: Edward, Frances, John, Augusta, Georgia and Gertrude. E. (Edward) Frank McCordick (1904-1980) was born in St. Catharines, Ont., attended Lake Lodge School in Grimsby, Ridley College in St. Catharines, Beechmont Preparatory School in England, Upper Canada College in Toronto and graduated from Royal Military College in Kingston, Ont. in 1925. Upon graduation he was made a lieutenant in the 10th (St. Catharines) Field Battery. In 1929 he married Helen Stanley Smith, daughter of Stanley George and Mary Walker Smith of St. Catharines. Col. McCordick, now promoted to Major, played an active role in the 10th (St. Catharines) Field Battery, being officer commanding the battery. In late 1939 McCordick headed to England for artillery tactical training and on December 6, 1939 the battery began the long trek overseas. McCordick saw action in Italy and in Holland. Upon his return to Canada at the end of the war he was the Liberal candidate in the federal election for Lincoln County. He remained active in the local military serving as honorary lieutenant-colonel of the 56th Field Regiment (ARCA) and in 1976 as the honorary colonel of the regiment. Col. McCordick held the Efficiency Decoration, the Order of the British Empire, granted in 1945 and was made an officer in the Order of St. John in 1978. He continued to serve his community in various capacities, including the Unemployment Insurance Canada Board, Royal Trust Company and the St. John Ambulance Society. He remained an active member of the alumni of Royal Military College, editing and compiling a newsletter and organizing reunion weekends. He kept in close contact with many of his classmates. Helen Stanley Smith McCordick lived in St. Catharines, Ont., attended Robertson School, and graduated from the University of Toronto in 1926 with a Bachelor of Arts degree in Modern Languages. During the war years (1939-1945) Helen was active in the Transport division of the local branch of the Canadian Red Cross and the Women’s Auxiliary of the 10th Field Battery. In 1932 E. Frank and Helen McCordick welcomed their only child, (Catharine) Anne McCordick. Helen continued to play an active role in her community until her passing in 1997. Stanley George Smith (1865-1960) was born in St. Catharines, Ont., the only child of William Smith (d. June 16, 1876) a native of Edinburgh, Scotland and his wife Hannah Louisa Maria Bulkeley a native of Fairfield, Connecticut. Stanley George Smith married Mary Walker of Guelph, Ont.(d. 1956) Mary was the daughter of Hugh and Elizabeth (d. 1924) Walker. Her siblings included Margaret, Agnes, Jessie, Isabella, Lorne, Ada, Alice, Eva, Alexander and George. Hugh Walker was a prominent fruit and vegetable merchant in Guelph. On 1904 their only child, Helen Stanley Smith was born. He was a post office clerk, and the treasurer for the James D. Tait Co. Ltd., a clothing and dry goods retailer in St. Catharines. The family lived at 39 Church Street in St. Catharines, Ont.

Dans le contexte d’urbanisation fulgurante de l’Asie du sud-est, les zones périurbaines agricoles vietnamiennes subissent des pressions environnementales croissantes et sont loin d’être équipées en infrastructures. L’assainissement présente un important manque d’investissement. La thèse s’est intéressée aux stratégies et aux mécanismes de financement qui aideront à réduire l’écart entre l’offre et la demande d’assainissement. Deux hypothèses principales ont été posées. D’abord, des fonds supplémentaires doivent provenir des ressources nationales, locales et celles des utilisateurs. La seconde hypothèse pose qu’il faudra investir avantage dans des activités qui augmenteront la durabilité des services d’assainissement, comme l’éducation et la promotion, qui en plus favorisent les contributions locales. La thèse a tenté de répondre à la question suivante : Dans le contexte périurbain d’Hanoi, comment mettre à contribution les ressources locales pour améliorer l’accès et la durabilité de l’assainissement? L’étude de cas est un projet communautaire pilote de gestion des eaux usées en banlieue d’Hanoi. Les facteurs de demande pour de l’assainissement et leurs effets sur la durabilité du projet ont été analysés auprès des ménages, des acteurs du village et des acteurs nationaux liés à l’assainissement. La thèse a d’abord permis d’actualiser les connaissances sur deux aspects importants : le cadre institutionnel qui encadre le financement de l’assainissement et les coûts et bénéfices de l’assainissement alternatif au Vietnam. Ces deux sujets présentaient une lacune sérieuse au niveau de la documentation. Puis, malgré de faibles capacités au niveau local, la demande réelle pour de l’assainissement était beaucoup plus importante que celle relevée dans la littérature. La recherche a permis de conclure que les institutions gouvernementales pourraient compter sur une plus grande contribution du milieu local si la planification ciblait ces facteurs : l’éducation et promotion, une grande part de décision et de gestion au niveau local et des technologies plus simples.

Les agents anti-infectieux sont utilisés pour traiter ou prévenir les infections chez les humains, les animaux, les insectes et les plantes. L’apparition de traces de ces substances dans les eaux usées, les eaux naturelles et même l’eau potable dans plusieurs pays du monde soulève l’inquiétude de la communauté scientifique surtout à cause de leur activité biologique. Le but de ces travaux de recherche a été d’étudier la présence d’anti-infectieux dans les eaux environnementales contaminées (c.-à-d. eaux usées, eaux naturelles et eau potable) ainsi que de développer de nouvelles méthodes analytiques capables de quantifier et confirmer leur présence dans ces matrices. Une méta-analyse sur l’occurrence des anti-infectieux dans les eaux environnementales contaminées a démontré qu’au moins 68 composés et 10 de leurs produits de transformation ont été quantifiés à ce jour. Les concentrations environnementales varient entre 0.1 ng/L et 1 mg/L, selon le composé, la matrice et la source de contamination. D’après cette étude, les effets nuisibles des anti-infectieux sur le biote aquatique sont possibles et ces substances peuvent aussi avoir un effet indirect sur la santé humaine à cause de sa possible contribution à la dissémination de la résistance aux anti-infecteiux chez les bactéries. Les premiers tests préliminaires de développement d’une méthode de détermination des anti-infectieux dans les eaux usées ont montré les difficultés à surmonter lors de l’extraction sur phase solide (SPE) ainsi que l’importance de la sélectivité du détecteur. On a décrit une nouvelle méthode de quantification des anti-infectieux utilisant la SPE en tandem dans le mode manuel et la chromatographie liquide couplée à la spectrométrie de masse en tandem (LC-MS/MS). Les six anti-infectieux ciblés (sulfaméthoxazole, triméthoprime, ciprofloxacin, levofloxacin, clarithromycin et azithromycin) ont été quantifiés à des concentrations entre 39 et 276 ng/L dans les échantillons d’affluent et d’effluent provenant d’une station d’épuration appliquant un traitement primaire et physico- chimique. Les concentrations retrouvées dans les effluents indiquent que la masse moyenne totale de ces substances, déversées hebdomadairement dans le fleuve St. Laurent, était de ~ 2 kg. En vue de réduire le temps total d’analyse et simplifier les manipulations, on a travaillé sur une nouvelle méthode de SPE couplée-LC-MS/MS. Cette méthode a utilisé une technique de permutation de colonnes pour préconcentrer 1.00 mL d’échantillon dans une colonne de SPE couplée. La performance analytique de la méthode a permis la quantification des six anti-infectieux dans les eaux usées municipales et les limites de détection étaient du même ordre de grandeur (13-60 ng/L) que les méthodes basées sur la SPE manuelle. Ensuite, l’application des colonnes de SPE couplée de chromatographie à débit turbulent pour la préconcentration de six anti-infectieux dans les eaux usées a été explorée pour diminuer les effets de matrice. Les résultats obtenus ont indiqué que ces colonnes sont une solution de réchange intéressante aux colonnes de SPE couplée traditionnelles. Finalement, en vue de permettre l’analyse des anti-infectieux dans les eaux de surface et l’eau potable, une méthode SPE couplée-LC-MS/MS utilisant des injections de grand volume (10 mL) a été développée. Le volume de fuite de plusieurs colonnes de SPE couplée a été estimé et la colonne ayant la meilleure rétention a été choisie. Les limites de détection et de confirmation de la méthode ont été entre 1 à 6 ng/L. L’analyse des échantillons réels a démontré que la concentration des trois anti-infectieux ciblés (sulfaméthoxazole, triméthoprime et clarithromycine) était au dessous de la limite de détection de la méthode. La mesure des masses exactes par spectrométrie de masse à temps d’envol et les spectres des ions produits utilisant une pente d’énergie de collision inverse dans un spectromètre de masse à triple quadripôle ont été explorés comme des méthodes de confirmation possibles.

This article discusses the 1997 Flemish reform in the domestic water sector (Belgium). It abolished a previously existing social correction of the wastewater charge. Instead, a tax exemption for some disadvantaged categories was introduced. Moreover, water consumers receive 15 m3 of drinking-water per person per year for free. This policy change was assumed to contribute better to social equity. However, the reform led to changes in the drinking water tariffs by the water companies. Furthermore, a study conducted by Van Humbeeck (1998) shows that the distributive impact of the new water regulation is negative. As a matter of fact, the water reform increased the regressivity of the total wastewater and drinking water expenses. The Flemish example shows that ex ante evaluation of any reform of public services is a prerequisite for more social justice in the provision of basic goods to underprivileged citizens.
