Fisheries agreements with the European Community (EC) are an important component of the fisheries sector in Cape Verde and São Tomé e Príncipe, constituting today a key source of income for the respective fisheries administration. In spite of this, and of the fact that these agreements have been renewed several times over the past decades, challenges remain in domains such as control and communication of fishing activities, follow-up of financial counterparts, and integration of European fleets’ operations with the Cape Verdean and Santomean economies. This paper analyzes the EC fisheries agreements with Cape Verde and São Tomé e Príncipe in terms of those domains, considering both the contents of the agreements and their practical implementation. The fisheries sector in each of these countries is reviewed, as are some of the fundamentals and criticisms of EC fisheries agreements. It is argued that the agreements with Cape Verde and São Tomé e Príncipe will not live up to the stated objectives of sustainability and responsibility in fisheries until improvements are made to the control of EC vessels, the follow-up of funds paid by the EC, and the size and diversity of benefits accruing to the fisheries and related sectors in the two countries

In the North Pacific Ocean, an ecosystem-based fishery management approach has been adopted. A significant objective of this approach is to reduce interactions between fishery-related activities and protected species. We review management measures developed by the North Pacific Fishery Management Council and the National Marine Fisheries Service to reduce effects of the groundfish fisheries off Alaska on marine mammals and seabirds, while continuing to provide economic opportunities for fishery participants. Direct measures have been taken to mitigate known fishery impacts, and precautionary measures have been taken for species with potential (but no documented) interactions with the groundfish fisheries. Area closures limit disturbance to marine mammals at rookeries and haulouts, protect sensitive benthic habitat, and reduce potential competition for prey resources. Temporal and spatial dispersion of catches reduce the localized impact of fishery removals. Seabird avoidance measures have been implemented through collaboration with fishery participants and have been highly successful in reducing seabird bycatch. Finally, a comprehensive observer monitoring program provides data on the location and extent of bycatch of marine mammals and seabirds. These measures provide managers with the flexibility to adapt to changes in the status of protected species and evolving conditions in the fisheries. This review should be useful to fishery managers as an example of an ecosystem-based approach to protected species management that is adaptive and accounts for multiple objectives.

In July 2006, a mandatory observer program was implemented to characterize the commercial reef fish fishery operating in the U.S. Gulf of Mexico. The primary gear types assessed included bottom longline and vertical line (bandit and handline). A total of 73,205 fish (183 taxa) were observed in the longline fishery. Most (66%) were red grouper, Epinephelus morio, and yellowedge grouper, E. flavolimbatus. In the vertical line fishery, 89,015 fish (178 taxa) were observed of which most (60%) were red snapper, Lutjanus campechanus, and vermilion snapper, Rhomboplites aurorubens. Based on surface observations of discarded under-sized target and unwanted species, the majority of fish were released alive; minimum assumed mortality was 23% for the vertical line and 24% for the bottom longline fishery. Of the individuals released alive in the longline fishery, 42% had visual signs of barotrauma stress (air bladder expansion/and or eyes protruding). In the vertical line fishery, 35% of the fish were released in a stressed state. Red grouper and red snapper size composition by depth and gear type were determined. Catch-per-unit-effort for dominant species in both fisheries, illustrated spatial differences in distribution between the eastern and western Gulf. Hot Spot Analyses for red grouper and red snapper identified areas with significant clustering of high or low CPUE values.

From 2002 through 2008, the Mississippi Laboratories of the NMFS Southeast Fisheries Science Center, NOAA, conducted fishery-independent bottom trawl surveys for continental shelf and outer-continental shelf deep-water fishes and invertebrates of the U.S. Gulf of Mexico (50–500 m bottom depths). Five-hundred and ninety species were captured at 797 bottom trawl locations. Standardized survey gear and randomly selected survey sites have facilitated development of a fishery-independent time series that characterizes species diversity, distributions, and catch per unit effort. The fishery-independent surveys provide synoptic descriptions of deep-water fauna potentially impacted by various anthropogenic factors.

The condition of soft-textured flesh in commercially harvested sablefish, Anoplopoma fimbria, from southeastern Alaska was investigated by National Marine Fisheries Service (NMFS) scientists from the Alaska Fisheries Science Centers Auke Bay Laboratories (ABL) in Alaska and the Northwest Fisheries Science Center in Seattle, Wash. Sablefish were sampled by longline, pot, and trawl at five sites around Chichagof Island at depths of 259–988 m in the summer of 1985 and at depths of 259–913 m in the winter of 1986. At the time of capture and data collection, sablefish were categorized as being “firm” or “soft” by visual and tactile examination, individually weighed, measured for length, and sexed. Subsamples of the fish were analyzed and linear regressions and analyses of variance were performed on both the summer (n = 242) and winter (n = 439) data for combinations of chemical and physical analyses, depth of capture, weight vs. length, flesh condition, gonad condition, and sex. We successfully identified and selected sablefish with firm- and soft-textured flesh by tactile and visual methods. Abundance of firm fish in catches varied by season: 67% in winter and 40% in summer. Winter catches may give a higher yield than summer catches. Abundance of firm fish catches also varied with depth. Firm fish were routinely found shallower than soft fish. The highest percentage of firm fish were found at depths less than 365 m in summer and at 365–730 m in winter, whereas soft fish were usually more abundant at depths greater than 731 m. Catches of firm fish declined with increasing depth. More than 80% of the fish caught during winter at depths between 365 and 730 m had firm flesh, but this declined to 48% at these depths in summer. Longlines and pots caught similar proportions of firm and soft fish with both gears catching more firm than soft fish. Trawls caught a higher proportion of soft fish compared to longlines and pots in winter. Chemical composition of “firm” and “soft” fish differed. On average “soft” fish had 14% less protein, 12% more lipid, and 3% less ash than firm fish. Cooked yields from sablefish with soft-textured flesh were 31% less than cooked yields from firm fish. Sablefish flesh quality (firmness) related significantly to the biochemistry of white muscle with respect to 11 variables. Summer fish of all flesh conditions averaged 6% heavier than winter fish. Regulating depth of fishing could increase the yield from catches, but the feasibility and benefits from this action will require further evaluation and study. Results of this study provide a basis for reducing the harvest of sablefish with soft flesh and may stimulate further research into the cause and effect relationship of the sablefish soft-flesh phenomenon.

The United States has managed and analyzed its marine fisheries since 1871, and since 1970 via NOAA’s National Marine Fisheries Service (NMFS). As the primary directive moved from aiding fishermen in expanding their operations emphasizing conservation, the government over time recognized that management involves influencing people not fish, and has hired social scientists to complement the biologists who assess fish populations. This change has not always been smooth. We use archival documents and oral histories to trace the development of sociocultural analytic capabilities within NMFS and describe future plans for growing the program. Four points are made. First, NMFS has created the best developed social science program in NOAA. Second, established institutions change slowly; achieving the social science presence in NMFS has taken over 25 years. Third, change needs visionaries and champions with both tenacity and opportunity. Fourth, social science data collection and research helps in making fishery management decisions, but they have also been useful in evaluating the impact and helping with the recovery from Hurricane Katrina. Good work finds other uses.

The biography of Charles Bradford Hudson that follows this preface had its seeds about 1965 when I (VGS) was casually examining the extensive files of original illustrations of fishes stored in the Division of Fishes, National Museum of Natural History, Smithsonian Institution. I happened upon the unpublished illustration of a rainbow trout by Hudson and was greatly impressed with its quality. The thought occurred to me then that the artist must have gone on to do more than just illustrate fishes. During the next 20 years I occasionally pawed through those files, which contained the work of numerous artists, who had worked from 1838 to the present. In 1985, I happened to discuss the files with my supervisor, who urged me to produce a museum exhibit of original fish illustrations. This I did, selecting 200 of the illustrations representing 21 artists, including, of course, Hudson. As part of the text for the exhibit, Drawn from the Sea, Art in the Service of Ichthyology, I prepared short biographies of each of the artists. The exhibit, with an available poster, was shown in the Museum for six months, and a reduced version was exhibited in U.S. and Canadian museums during the next 3 years.

This is a broad historical overview of the bay scallop, Argopecten irradians, fishery on the East and Gulf Coasts of North America (Fig. 1). For a little over a century, from about the mid 1870’s to the mid 1980’s, bay scallops supported large commercial fisheries mainly in the U.S. states of Massachusetts, New York, and North Carolina and on smaller scales in the states in between and in western Florida. In these states, the annual harvests and dollar value of bay scallops were far smaller than those of the other important commercial mollusks, the eastern oysters, Crassostrea virginica, and northern quahogs, Mercenaria mercenaria, but they were higher than those of softshell clams, Mya arenaria (Table 1). The fishery had considerable economic importance in the states’ coastal towns, because bay scallops are a high-value product and the fishery was active during the winter months when the economies in most towns were otherwise slow. This article covers the biology and the history of the bay scallop habitats and fishery from Massachusetts to North Carolina. The scallop species that ranges from Massachusetts to New York is Argopecten irradians irradians. In New Jersey, this species grades into A. i. concentricus, which then ranges from Maryland though North Carolina. Bay scallops inhabit broad, shallow bays usually containing eelgrass meadows, an important component in their habitat. Eelgrass appears to be a factor in the production of scallop larvae and also the protection of juveniles, especially, from predation. Bay scallops spawn during the warm months and live for 18–30 months. Only two generations of scallops are present at any time. The abundances of each vary widely among bays and years. Scallops were harvested along with other mollusks on a small scale by Native Americans. During most of the 1800’s, people of European descent gathered them at wading depths or from beaches where storms had washed them ashore. Scallop shells were also and continue to be commonly used in ornaments. Some fishing for bay scallops began in the 1850’s and 1860’s, when the A-frame dredge became available and markets were being developed for the large, white, tasty scallop adductor muscles, and by the 1870’s commercial-scale fishing was underway. This has always been a cold-season fishery: scallops achieve full size by late fall, and the eyes or hearts (adductor muscles) remain preserved in the cold weather while enroute by trains and trucks to city markets. The first boats used were sailing catboats and sloops in New England and New York. To a lesser extent, scallops probably were also harvested by using push nets, picking them up with scoop nets, and anchor-roading. In the 1910’s and 1920’s, the sails on catboats were replaced with gasoline engines. By the mid 1940’s, outboard motors became more available and with them the numbers of fishermen increased. The increases consisted of parttimers who took leaves of 2–4 weeks from their regular jobs to earn extra money. In the years when scallops were abundant on local beds, the fishery employed as many as 10–50% of the towns’ workforces for a month or two. As scallops are a higher-priced commodity, the fishery could bring a substantial amount of money into the local economies. Massachusetts was the leading state in scallop landings. In the early 1980’s, its annual landings averaged about 190,000 bu/yr, while New York and North Carolina each landed about 45,000 bu/yr. Landings in the other states in earlier years were much smaller than in these three states. Bay scallop landings from Massachusetts to New York have fallen sharply since 1985, when a picoplankton, termed “brown tide,” bloomed densely and killed most scallops as well as extensive meadows of eelgrass. The landings have remained low, large meadows of eelgrass have declined in size, apparently the species of phytoplankton the scallops use as food has changed in composition and in seasonal abundance, and the abundances of predators have increased. The North Carolina landings have fallen since cownose rays, Rhinoptera bonsais, became abundant and consumed most scallops every year before the fishermen could harvest them. The only areas where the scallop fishery remains consistently viable, though smaller by 60–70%, are Martha’s Vineyard, Nantucket, Mass., and inside the coastal inlets in southwestern Long Island, N.Y.

This paper presents a model for Fisheries Social Impact Assessment (SIA) that lays the groundwork for development of fisheries-focused, quantitative social assessments with a clear conceptual model. The usefulness of current fisheries SIA’s has been called into question by some as incompatible with approaches taken by fisheries biologists and economists when assessing potential effects of management actions. Our model’s approach is closer to the economists’ and biologists’ assessments and is therefore more useful for Fishery Management Council members. The paper was developed by anthropologists initially brought together in 2004 for an SIA Modeling Workshop by the National Marine Fisheries Service, NOAA. Sand sole, Psettichthys melanostictus, is a small but important part of the west coast groundfish fishery. It has never been assessed and there is a limited amount of biological data for the species. We provide the first estimates of age and growth for California populations and compare them with studies from other areas. We found that sand sole is a rapidly growing species which may show a strong latitudinal gradient in growth rate. We also found evidence of a recent, strong cohortrelated shift in the sex ratio of the population towards fewer females. In addition we examined data from the Washington, Oregon, and California commercial fishery to make an initial determination of population status. We found that catch per unit of effort in commercial trawls experienced a decline over time but has rebounded in recent years, except central California (the southern part of its commercial range), where the decline has not reversed.

Geographic Information Systems can help improve ocean literacy and inform our understanding of the human dimensions of marine resource use. This paper describes a pilot project where GIS is used to illustrate the connections between fish stocks and the social, cultural, and economic components of the fishery on land. This method of presenting and merging qualitative and quantitative data represents a new approach to assist fishery managers, participants, policy-makers, and other stakeholders in visualizing an often confusing and poorly understood web of interactions. The Atlantic herring fishery serves as a case study and maps from this pilot project are presented and methods reviewed.

The U.S. Fish Commission was initiated in 1871 with Spencer Fullerton Baird as the first U.S. Fish Commissioner as an independent entity. In 1903 it became a part of the new U.S. Department of Commerce and Labor and was renamed the Bureau of Fisheries, a name it retained when the Departments of Commerce and Labor were separated in 1912. The Bureau remained in the Commerce Department until 1941 when it was merged with the Biological Survey and placed in the Department of Interior as the U.S. Fish and Wildlife Service. It was a scientific agency with well conceived programs of action, and it provided knowledge, advice, and example to state governments and individuals with fisheries interests and needs. Its efforts were supported by timely international agreements which constituted the precedent for Federal interest in fishery matters. The Fisheries Service earned stature as an advisor through heavy emphasis on basic biological research. The lack of such knowledge was marked and universal in the 1870’s, but toward the end of that decade, strong steps had been taken to address those needs under Baird’s leadership. USFC research activities were conducted cooperatively with other prominent scientists in the United States and abroad. Biological stations were established, and the world’s first and most productive deepsea research vessel, the Albatross, was constructed, and its 40-year career gave a strong stimulus to the science of oceanography. Together, the agency’s scientists and facilities made important additions to the sum of human knowledge, derived principles of conservation which were the vital bases for effective regulatory legislation, conducted extensive fish cultural work, collected and disseminated fisheries statistics, and began important research in methods of fish harvesting, preservation, transportation, and marketing.

Rangia and marsh clams, Rangia cuneata, R. flexuosa, and Polymesoda caroliniana, occur in brackish waters along México’s eastern coast from the northern State of Tamaulipas to the southern State of Campeche. The clams were important to the prehispanic people in the southern part of the State of Veracruz, where they were used as food and as construction material. In modern times, they are harvested for food. The fishermen wade in shallow water and harvest the clams in soft sediments by hand. Annual landings of whole clams during a recent 5-yr period, 1998–2002, were 1,139–1,695 t. The only area with a substantial ongoing clam fishery is in the Lower Papaloapan River Basin, including Alvarado Lagoon, where as many as 450 fishermen are licensed harvesters. This fishery for the Rangia and marsh clams is the most important clam fishery along México’s Gulf Coast.

The National Marine Fisheries Service (NMFS) launched its National Bycatch Strategy (NBS) in March 2003 in response to the continued fisheries management challenge posed by fisheries bycatch. NMFS has several strong mandates for fish and protected species bycatch reduction, including the Magnuson-Stevens Fishery Conservation and Management Act, the Endangered Species Act, and the Marine Mammal Protection Act. Despite efforts to address bycatch during the 1990’s, NMFS was petitioned in 2002 to count, cap, and control bycatch. The NBS initiated as part of NMFS’s response to the petition for rulemaking contained six components: 1) assess bycatch progress, 2) develop an approach to standardized bycatch reporting methodology, 3) develop bycatch implementation plans, 4) undertake education and outreach, 5) develop new international approaches to bycatch, and 6) identify new funding requirements. The definition of bycatch for the purposes of the NBS proved to be a contentious issue for NMFS, but steady progress is being made by the agency and its partners to minimize bycatch to the extent practicable.
