O presente trabalho tem por finalidade estudar as relações estratigráficas das rochas consideradas do Grupo Passa Dois no Estado do Rio Grande do Sul. Este estudo foi feito através de levantamento de secções geológicas perpendiculares ao mergulho das camadas, em regiões cujo reconhecimento preliminar determinou serem as mais propícias para a demonstração das variações faciológicas das unidades. Foi completado com o estudo de testemunhos e perfis de sondagens e estabelecimento de secções colunares em áreas consideradas interessantes e que não se prestavam para um perfil contínuo. Foram feitas cinco seções, estudadas três áreas complementares e sete sondagens, cedidas pela Companhia Riograndense de Mineração - CRM. Os trabalhos de campo foram completados com estudos de laboratório que incluíram análises granulométricas, lâminas delgadas, testes colorimétricos e difração de Raios X. A integração dos dados de campo e de laboratório mostrou que: 1 - O grupo Passa Dois está constituído pelas Formações Irati e Estrada Nova, estando ausente a Formação Rio do Rasto, na faixa aflorante no Estado; 2 - A espessura do Grupo Passa Dois, na faixa aflorante no Estado varia ao redor de 100 metros; 3 - A Formação Irati apresenta duas fácies litológicas no Rio Grande do Sul. A primeira, quando presente, ocupa a posição basal e é caracterizada pela ocorrência de duas camadas de folhelhos pretos pirobetuminosos, associados com lentes calcárias fossilíferas. As camadas de folhelhos pretos contêm, entre elas, um pacote de folhelhos cinza com fratura concóide, com concreções calcárias de coloração amarelo-palha. Estas três camadas estão sobrepostas a um folhelho semelhante ao que está intercalado aos folhelhos pretos e contêm as mesmas lentes calcárias. A essa fácies é aqui proposta a designação fácies Tiaraju, indicando como área tipo a região a sul e a leste da estação Tiaraju, no município de São Gabriel. A segunda fácies, parcialmente sincrônica com a primeira, e que encerra a sedimentação Irati no Estado, é atípica da Formação Irati do resto da Bacia e pode ser descrita como folhelhos cinza-claros e cinza-escuros, às vezes com ritmitos na base, com laminação cruzada, com lentes calcárias de cor amarelo-palha. Em algumas áreas, como a Mina do Leão, os folhetos estão intercalados com siltitos e arenitos finos, de cor cinza, micáceos. A parte superior, a oeste de Pântano Grande, é cortada por veios verticalizados, espessura de 2 a 15 cm, preenchidos por sílica. Para esta fácies é proposta a designação fácies Valente e indicada como área-tipo a região a 5 quilômetros a norte do Passo do Valente, na estrada Bagé-Aceguá; 4 - O conteúdo fossilífero destas fácies da Formação Irati, no Rio Grande do Sul, é o mesmo; 5 - A Formação Estrada Nova também se apresenta com duas fácies litológicas bem distintas, sendo uma pelítica e outra arenosa. Em todas as regiões em que ambas ocorrem a arenosa situa-se no topo; 6 - O contato inferior da Formação Estrada Nova, com a Formação Irati, é marcado pelo aparecimento das cores vermelhas de alteração, que se intercalam com cores cinza-esverdeadas nos folhelhos e folhelhos sílticos. É considerado como topo da fácies inferior o aparecimento de arenitos muito finos em camadas lenticulares de pequena espessura que se alternam com lamitos vermelhos. Para a litofácies é aqui proposto o termo fácies Caveiras, sendo indicada como área tipo a região do Cerro das Caveiras no Município de Dom Pedrito; 7 - O contato superior da Formação Estrada Nova é com a Formação Rosário do Sul, sendo caracterizado pela ocorrência de arenitos médios, de coloração rosa, com estratificação cruzada planar ou acanalada, com conglomerados intraformacionais, ou de arenitos com estratificação ondulada. Este contato é, na maioria dos casos, erosivo sobre os sedimentos da Formação Estrada Nova, sendo aqui interpretado como discordante; 8 - O membro superior é caracterizado pela incidência de corpos lenticulares de arenitos muito finos e pela ocorrência de lentes calcárias com bordos irregulares, e de concreções calcárias elipsoidais de diâmetros de mais de dois metros. A este conjunto é aqui proposto o termo fácies Armada, sendo indicada como área tipo a região a leste do Rio Ibicuí da Armada, na estrada BR-293, no Município de Dom Pedrito; 9 - O conteúdo fossilífero da Formação Estrada Nova no Rio Grande do Sul, presentemente conhecido, não permite caracterizar qualquer das duas fácies.

Este trabalho faz parte do Projeto Grande Minas - União Pelas Águas, que realizou o Zoneamento Ambiental das Sub-Bacias Hidrográficas dos Afluentes Mineiros do Médio Rio Grande. O zoneamento foi concluído em 2013 e produziu importantes informações sobre os meios físico, biótico e socioeconômico dos 22 municípios que compõem a bacia hidrográfica, dentre eles o local de estudo, que é o município de Delfinópolis - MG. Dentre os instrumentos que podem contribuir para o desenvolvimento sustentável, o município pode utilizar, além do zoneamento ambiental, o plano diretor municipal e o plano de manejo do Parque Nacional da Serra da Canastra, uma vez que esta unidade de conservação insere-se no município. Torna-se importante, entretanto, a integração destes três importantes instrumentos de gestão para que o planejamento municipal e as ações de política pública possam ser realizados de forma consistente. Este trabalho vem contribuir na avaliação e integração destas informações (Plano Diretor Municipal, Plano de Manejo, Zoneamento Ambiental) e os resultados deverão contribuir com os administradores públicos na tomada de decisões e na resolução dos problemas enfrentados na região, como exemplo as queimadas, o uso inadequado dos recursos hídricos, as atividades modificadoras do meio físico. A sistemática metodológica adotada envolveu a avaliação de dados existentes e a construção de um banco de dados digital do município; análise dos instrumentos legais de planejamento e gestão municipal e elaboração de produtos cartográficos interpretativos de fácil leitura e entendimento que possam ser utilizados diretamente pelos gestores públicos. A análise e avaliação dos dados existentes permitiu diagnosticar algumas características peculiares ao município, como a sua vocação para o turismo, com mais de 40 atrativos ligados ao ecoturismo; o grande número de minerações de areia e cascalho, grande parte delas não regularizada; e os conflitos locais existentes diante das atividades da economia rural e a necessidade de preservação impostas pela unidade de conservação.

Este estudio analiza los efectos de la política de financiamiento de la educación básica, por intermedio de los Fundos contables, Fundef y Fundeb, y su proposición en valorar el magisterio, considerando las dimensiones de carrera y de la remuneración de los profesores de la red pública estadal de enseñanza del estado de Rio Grande do Norte, en el período entre 1996 y 2010. Para entender las condicionantes de la evaluación de las políticas públicas, se buscó también las contribuciones de Marx (1996) segundo quién “el concreto es concreto” y que la dialéctica del concreto se puede auxiliar en el intento de captar el fenómeno estudiado. Se utilizó aún, el referencial teórico bibliográfico relacionado al financiamiento de la educación y a la valoración del magisterio, a partir de la literatura referente a las dimensiones del objeto (fundef y Fundeb) y (carrera y remuneración). En la investigación documental, además de las legislaciones, directrices nacionales y locales pertinentes, se utilizaron datos referentes a los recursos disponibles en la Finbra. Tesoro Nacional, SIOPE/RN, INEP/MEC, datos de resumen del folio y folio de pagamiento de Secretaria de Estado, de la Educación e de la Cultura (SEEC), y 289 sueldos de 21 profesores. Se realizó entrevista semi estructurada con nueve profesores, referente a la carrera, además de un cuestionario aplicado a 12 profesores relacionado a remuneración. Se considera que en los resultados referentes a los indicadores educacionales, en el período Fundef ocurrió una reducción en las inscripciones de la red pública de enseñanza, como también en las funciones docentes, de la enseñanza base (fundamental), que corresponde a 37%. A partir de la vigencia del Fundeb (2007 2010), estos indicadores fueron puestos en ecuación. En todo el período entre 1996 a 2010, ocurre un aumento en las inscripciones de 119,03% y en las funciones docentes de 77,44%. Sobre los datos de financiamiento, se constató que, del mínimo exigido (60%) en la aplicación de recursos de los Fundos en la remuneración del magisterio se aplica en el período de los dos Fundos, pero el mínimo exigido, o sea, 83,29% a 98,89% de los recursos. Los efectos de los Fundos en la carrera de los nueve profesores, considerando la promoción y la progresión, no han sido satisfactorios. En la promoción de los nueve de estos docentes, apenas uno evolucionó el Nivel (titulación), pero retrocedió en la progresión. En la progresión de los nueve profesores, ocho se hallan con la progresión retrasada, entre dos y cinco clases, acumulando un perjuicio que varía de 10% a 45% en su ganancia. La diferencia de una clase a otra corresponde a 5% en la renta anual. Se observa que las ventajas pecuniarias contribuyen con la remuneración con porcentaje más alto que la renta, disminuyendo esta diferencia en el período de Fundeb. Sobre la remuneración, un profesor con 24 años de carrera, con formación (magisterio), no consigue, después de años de profesión, ganar ni siquiera dos salarios mínimos. El profesor con 30 años de carrera, con maestría, tiene una renta, en 2010, correspondiente a menos de tres salarios mínimos, o sea, 2,82 y una remuneración que equivale a poco más de tres salarios mínimos, o sea, 3,66. Si comparamos la profesión de magisterio con otras que igual exigen formación superior, la primera es, en general, de bajo nivel, causando un resultado negativo sobre la búsqueda de la profesión del magisterio. Por los efectos en la remuneración, se concluye que hubo una mejoría, pero aún insuficiente, sobre todo al comparar con el Salario Mínimo Anual. Se evalúa, una vez que los fundos Fundef y Fundeb no fueron capaces de promover la valoración del magisterio en las dimensiones de la carrera y de la remuneración. Se constatan algunos resultados negativos en la política de Fundo ya que tendría que ver, principalmente, con la incapacidad de la referida política a valoración de magisterio, siendo una de las causas, o financiamiento con restricción de presupuesto.

The diagnosis of nutritional status is extremely re levant in clinical practice and population assessment, due to the association betwe en body fat and metabolic alterations. The aim of this study is to analyze th e prevalence of metabolic syndrome (MS) and its components in the pubertal stages of f emale students in Rio Grande do Norte state, Brazil, in accordance with Internation al Diabetes Federation criteria. This is a cross-sectional study with 449 students aged betw een 8 and 19 years, stratified into pubertal stages systematized by Marshal and Tanner (1969), as follows: 27.6% prepubertal, 44.3% pubertal and 28.1% postpubertal, with mean ages of 9.4±1.27, 12.4±2.23 and 15.1±1.88 years, respectively. Preval ences were analyzed using distribution of frequencies and their respective 95 % confidence intervals, while the chi- square test and odds ratio were applied to analyze the associations between variables. The general prevalence of MS was 3.3% (CI: 2% - 5%) , without occurrences in the prepubertal stage, observing that it emerges from t he pubertal stage onwards with a prevalence of 2.5% (CI 95% 0.1% - 5%), 1% (CI 95% 0.4% - 2.3%) of cases with overweight and 1.5% (CI 95% -0.1% - 3.2%) with obes e individuals, while in the postpubertal stage the prevalence is 7.9% (CI 95% 3 .2% - 12.6%), 0.8% (CI 95% -0.8% - 2.3%) normal weight cases, 4% (CI 95% 0.6% - 7.4% ) overweight and 3.1% (CI 0.1% - 6.2%) obese individuals. There was an association (p<0.02) between pubertal stages and MS ( x 2 =5.2), with an OR of 3.3 (CI: 1.2 - 5), showing tha t postpubertal adolescents are more prone to SM than pubertals, while the OR i n obese individuals was 2.1 (CI: 2 2.2) compared to the overweight. Body mass index (B MI) ( x 2 = 29.4; p<0.001) and age range ( x 2 = 13.1; p<0.001) showed a significant linear assoc iation with MS. Of the adolescents with MS, those aged ten years or younge r exhibited higher %G. The most prevalent components in all the stages were altered waist circumference (27.2% [CI 23% - 31%]) and low HDL cholesterol (39.6% [CI 35% 44%]), which, coupled with hypertension, displayed significant differences in the postpubertal stage in relation to the other stages. The results show that MS emerges from the pubertal stage onwards in proportion to excess childhood body fat, a fact tha t calls for prevention strategies using an educational approach, reducing the large demand on the National Health System. Postgraduate studies in Psychology have passed through intense process of growth and consolidation, attested by current high levels of scientific production. It is questionable, however, the return that psychological science has given to a society that has made large investments. Considering the increasing integration of Psychology in the social welfare area, a form of possible and necessary contribution is by the expansion of social policy debate. This work aimed to discuss how Psychology postgraduate studies can contribute to understand the issue of social policy. The object were academic theses defended in the 2007/2009 triennium related to one of the five thematic criteria, which resulted in 105 theses of 824 defended in the period. The main results point to the existence of the issue in Psychology programs in a sprayed way, predominantly, albeit for a limited set of researchers and programs, "social policy" appears as a priority object of research, indicating incipient systematization of these studies. Moreover, it was found that while the majority of theses can be characterized by fragility of the theoretical frameworks in relation to the subject, with most research in a strictly technical perspective, some proportion of the studies reveals concern about putting the social policy debate into a broader social context, which represents the essential condition to construct a reasoned and robust theoretical critic. In conclusion, this thesis defends that psychological science can only contribute effectively to the society development if academic community promotes a structured articulation around the theme, deepens the theoretical debate and transforms the knowledge built into organized political practice

In the Brazilian network of psychosocial care, health professionals are important actors in the process of transformation of mental health public policies among various services. In the reality of psychiatric hospitals, one should understand the need to expand the debate about the current context of practices developed. This study aimed at analyzing the process of psychiatric reform and the mental health policy in the State of Rio Grande do Norte (RN) from the profiles and practices of higher-level professionals in two psychiatric hospitals. This is a cross-sectional and descriptive research, with quantitative and qualitative data, conducted in two psychiatric hospitals of RN. The universe of the target population was 95 professionals, taking into account the margin of error of 8%, non-response rate and the inclusion criteria: holding effective link with the institution by means of approval in public examination for, at least, six months, being state or municipal servant; having a minimum weekly workload of 20 hours in service; participating in care and/or activities with patients and families in a direct way. The final sample consisted of 60 professionals. The tool for data collection was a questionnaire with closed and semi-open questions about socioeconomic profile, and mental health policies, practices and training. Quantitative data were tabulated in the statistical software SPSS, and simple and bivariate statistics, chi-square type, was used for analysis by adopting the significance level with the value p<0,05. In order to analyze data, the content analysis of Bardin was used. The qualitative findings obtained with the semi-open questions in Analyse Lexicale par Context d'un Ensemble de Segments de Texte (ALCESTE) were grouped into four thematic axes: Professional action in mental health; Mental health training; Scenarios of psychiatric reform and psychiatric hospitals; Mental health policies and practices: challenges for professionals in hospitals. The profile of professionals has revealed the majority of women (89,7%), nurses (36,7%), aged 50-59 years (42,9%), weekly workload of 40 hours (52,4% ), time of completion of graduation from six to 15 years (57%), and 21,4% reported to have specialization in mental health. Regarding the practices developed in individual care, it was found an association between those who do not build or partially conducts the therapeutic project and those who conduct care related to observation and annotation. In family care, it was obtained care consultation during crisis; and, in group care, recreational activities. In the analysis of thematic axes, it was noted that, despite changes identified in the profiles and practices of higher-level professionals in care services for mental health, with the implementation of new public policies for this field, the findings indicate the confluence of asymmetries and divergences in the actions of the teams in psychiatric hospitals, difficulties in managing services, frequent readmissions, reduced quantitative of available services and equipment, high demand of users, disarticulation of the network of psychosocial care, and the very shortage of skilled human resources to compose these services. Accordingly, the evidenced scenarios partially outline the current political and ideological mismatch of the national process of psychiatric reform that denies the role of care actions conducted within hospitals, although it has not gone far enough with the creation of new services that justify the total extinction of this institution

The dissertation assesses aspects of the management of IT in Education Program (ProInfo), in the municipality of Parnamirim-RN. Checks as their management functions, with the following objectives: a) Examine whether the objectives of the activities related to teachers' program are being implemented according to the official documents, b) examine if there is a monitoring program activities as the activities of teachers c) Identify whether teachers develop activities and environments using the technological resources of the internet. The research brings a central issue: How ProInfo is subsidizing the activities of the teachers involved in the program to achieve their goals effectively? As a central hypothesis of this work, to be a general north to the research, we have: the ProInfo establishes a fragile and discontinuous link between the management of the activities of teachers and the goals that he sets. The hypothesis was validated by the analysis of data from field research, when we encounter a series of limiting aspects of program effectiveness at the municipal level. This research was undertaken with managers of state and municipal schools and teachers, using a sample of four schools Parnamirim-RN, in order to include some aspects of program management at the municipal level and effectiveness goals proposed, focusing on teachers who participated in the training. The methodological process consisted of literature review, interviews and documentary analysis carried to the organs responsible for ProInfo statewide (UNDIME/RN ) and municipal level, next to the Municipal Education Parnamirim-RN. Based on data collected from empirical field research, it was found that the ProInfo lacks periodic reviews by the governing bodies of the program, about the actions developed through appropriate instruments, which enable a more realistic view of the results of the program ex post (during or after deployment)

La investigación presenta los conceptos y argumentos más importantes para Cornelius Castoriadis que permitan elucidar el papel de la acción política en la búsqueda de la autonomía individual y colectiva. A partir de la delimitación histórica y conceptual de la reflexión filosófica sobre la autonomía, se muestra las principales críticas de Castoriadis dirigida al determinismo histórico, las tendencias totalitarias en la historia de la filosofía y la alienación promovida por la ideología capitalista. Por lo tanto, es esencial para comprender las categorías utilizadas por él durante toda su camino filosófico: sociedad, imaginación radical, imaginario social, lenguaje y social-histórico. Castoriadis opone a cualquier concepción de la historia que apela a un plan predeterminado, ya sea natural, racional o divino. Continúa la idea de que cada sociedad es el resultado de una tensión permanente entre la sociedad establecida y la sociedad instituyente porque cada sociedad es el resultado de la diferencia entre la sociedad en particular y el imaginario social que promueve su modificación. La historia es creada por la actividad teórica y práctica de los hombres, en la dimensión llamada social-histórico que impone un límite que no se puede superar incluso objeto de cuestionamiento y del constante cambio de la acción humana. Para aclarar el concepto de la democracia presentado por Castoriadis se analizan en profundidad como la imaginación radical se inserta en la formación de la persona y la institución de la sociedad, así como elucidar la forma en que se relacionan los conceptos de autonomía, heteronomia, libertad, igualdad y justicia, explicando el contexto que aparecen en la obra de Castoriadis.

The Brazilian Northeast has been a constant subject for journalists of one of the world's leading media companies - The New York Times - between 1933 and 1945. This time, the US government implemented a new foreign policy for Latin America - known as the Good Neighbor Policy. It preached, various points including more respect and attention to the countries south of U.S. borders. Because of her geostrategic importance, Brazil was one of the countries that received the most attention of the bureaucracy and American press. This study investigates the multiple Northeast representations formulated in The New York Times' pages when the Americans were spotlight is on the region. It delineates similarities and differences between the NYT, the press and the governments of the United States and Brazil from the ways of conceiving this particular part of Brazil. Through the analysis of texts, photographs and maps, it is dedicated to establish connections between spaces, press and politics of the 1930s and 1940s. These decades there were relevant changes in the political landscape of both countries that permeated the news, reports and articles of NYT. Circumstances such as the 1935 armed uprisings - known as Communist Conspiracy - the installation and operation of the New State, and especially the Brazilian and US participation in World War II and the bilateral negotiations on the installation of US bases in Brazil were cardinal for the various Northeast images that circulated in the publication. The region was repeatedly subject of correspondent of the New York newspaper in Brazil, Frank M. Garcia, but also present on matters of professionals responsible for various sections: review of books, publishing, tourism, foreign affairs, etc. Along the investigated period, the visions of the region made in the articles published in the newspaper that suffered major metamorphoses. Starting with Northeast of the drought, famine and death recurrent in Brazilian literature to the most dangerous point for hemispheric defense, passing through representations of the American West lawless nineteenth century and the Latin America marked by the dominance of exotic nature and stagnation, a space to be transformed by the US technical knowledge.

The configuration assumed by the institutional governance arrangement established in the cities of Fortaleza and Natal, and its influence on the implementation of the National Public Policy of Professional Learning that promotes the formation and integration into the labor market of teens and young people aged 14 to 24 years old and people with disabilities is the aim of this thesis. The interactive governance approach, proposed by Kooiman (2003.2008) was the mainstay of the epistemological construction of the investigative process, also supported by contributions from Draibe (2001) concerning the stages of implementation of public policies. In methodological terms, the approach used was qualitative, being performed descriptive bibliographical and documentary research, applying semi-structured interviews with 44 subjects. Data were based on Bardin (2011), having been pre-established two categories of analysis: governance and implementation. The results pointed, among other things, to greater diversity and dynamics of the arrangement in Fortaleza, highlighting the much larger number of accessions of Nonprofit Entities (ESFLs) to politics, more frequent interactions between stakeholders from different organizational levels of governance, better alignment between guiding governance images and spaces designed to encourage interactions among actors and also greater local government involvement. In both cities studied, on the other hand, the study indicated that the failure of institutional capacities adversely affect the interactions stimulation and the exercise of meta-governance. The thesis concluded that the shape and intensity of the interactions between the actors involved in the implementation of the National Public Policy of Professional Learning and the way images are shared results in greater understanding and dissemination of the policy and create a favorable environment for cooperation and dialogue needed to collective work and favors the modeling of a governance structure able to handle the demands and characteristics of organizations and their participants in order to accommodate the divergent interests, make room for the creation of innovations and convergence of actions to achieve the objectives of the policy. Thus, the results of the Professional Learning Policy in the cities of Natal and Fortaleza, in terms of levels of entering the labor market, can be understood from the differences found in the governance structure of the institutional arrangement used for its implementation.

The information constitutes one of the most valuable strategic assets for the organization. However, the organizational environment in which it is inserted is very complex and heterogeneous, making emerging issues relevant to the Governance of information technology (IT) and Information Security. Academic Studies and market surveys indicate that the origin of most accidents with the information assets is the behavior of people organization itself rather than external attacks. Taking as a basis the promotion of a culture of safety among users and ensuring the protection of information in their properties of confidentiality, integrity and availability, organizations must establish its Information Security Policy (PSI). This policy is to formalise the guidelines in relation to the security of corporate information resources, in order to avoid that the asset vulnerabilities are exploited by threats and can bring negative consequences to the business. But, for the PSI being effective, it is required that the user have readiness to accept and follow the procedures and safety standards. In the light of this context, the present study aims to investigate what are the motivators extrinsic and intrinsic that affect the willingness of the user to be in accordance with the organization's security policies. The theoretical framework addresses issues related to IT Governance, Information Security, Theory of deterrence, Motivation and Behavior Pro-social. It was created a theoretical model based on the studies of Herath and Rao (2009) and D'Arcy, Hovav and Galletta (2009) that are based on General Deterrence Theory and propose the following influencing factors in compliance with the Policy: Severity of Punishment, Certainty of Detection, Peer Behaviour, Normative Beliefs, Perceived Effectiveness and Moral Commitment. The research used a quantitative approach, descriptive. The data were collected through a questionnaire with 18 variables with a Likert scale of five points representing the influencing factors proposed by the theory. The sample was composed of 391 students entering the courses from the Center for Applied Social Sciences of the Universidade Federal do Rio Grande do Norte. For the data analysis, were adopted the techniques of Exploratory Factor Analysis, Analysis of Cluster hierarchical and nonhierarchical, Logistic Regression and Multiple Linear Regression. As main results, it is noteworthy that the factor severity of punishment is what contributes the most to the theoretical model and also influences the division of the sample between users more predisposed and less prone. As practical implication, the research model applied allows organizations to provide users less prone and, with them, to carry out actions of awareness and training directed and write Security Policies more effective.

This research has vegan groups in the city of Natal-RN as interlocutors, although I also report to other research contexts, such as those located in the cities of Recife (Pernambuco State) and Campina Grande (Paraíba State). Moved by ethical principles based on animal rights, vegans refuse to consume any product with animal origin. To the extent that consumption habits can be considered powerful elements of identification, the relationship between consumption, food, identity, and politics is an important analytical key in the development of this work. As my main theoretical question, I follow the ways by which the vegan discourse (of abolitionist character) takes shape and materializes into actions, demonstrations and political mobilization. Therefore, I aim to present an ethnography of activities performed collectively by these individuals, such as those of a more ludic character (picnics, etc.) as well as those more politically oriented, especially protests and demonstrations in public places.

This work aims at reconstructing the formulation process of PRONERA (National Program of Education in Agrarian Reform). A public policy that had its first ideas conceived within social movements and afterwards, made possible by diligences of then government. Therefore, the Program was rendered in a partnership among State, social movement, public institutions, and non-governmental organizations. As a goal, we intend to grasp both what motivated the choice for this proposal as a strategy to face educational problems in rural areas and how the actors, entities involved in this enterprise and the social-political context have influenced its formulation and entry in the governmental agenda as Public Policy. Thus, we reconstruct the history and education policy of and in rural areas. Besides, we seek to understand the context of PRONERA's conception, the factors that have influenced its creation and the actors' performances in the process. It is assumed that under the 1988 Constitution, civil society was provided with legal conditions for the active participation in political process and, consequently, in the public policy-making. We conclude, then, that PRONERA was the result of the crossing of three different flows (problems, solutions and policies) advocated by the Kingdon model. As a result, this analytical repertoire was useful to explain PRONERA’s entry in the government agenda, helping to understand how the chances of this social demand increased with an action from the politic community. It allowed its way in the government agenda as well as its becoming a public policy.
