Designing and implementing fall intervention studies in acute care settings presents researchers with a number of challenges. To date, there are no fall prevention interventions that have unequivocal empirical support in these settings. Based on the best available evidence a multistrategy fall prevention program was implemented using a pretest–post-test design over a 12-month period. The results indicated no reduction in the fall rate. Contrary to the expected result, the fall rate increased post the implementation of the multistrategy fall prevention program. To assist other researchers understand the contextual and methodological barriers to conducting fall prevention research in acute care settings, this paper discusses the difficulties experienced in this study.

Research in common property, participatory resource management, and community development points to the central importance of organizational arrangements in conservation and development interventions. The dilemma facing contemporary conservation practitioners is how best to assist and facilitate such arrangements in support of participatory resource management and sustainable livelihoods, given the range of organizations, societal processes, and structures in which interventions might engage. This article presents some key findings from a study of stakeholder groups at 4 project sites, with information from a further 16 sites, in the Biodiversity Conservation Network: (1) Longstanding organizations had an established community niche, but could become bogged down in bureaucratic procedures; (2) poor communication between organizations was common and could undermine resource management; and (3) charismatic individuals and local elite interests could dominate groups, diminishing their representativeness. Based on these findings, the article argues that conservation professionals need to build their capacity as facilitators and negotiators, paying greater attention to how stakeholder groups form and function, their links to wider arenas, and the aims and positions of groups and individuals.

A degree of success has been achieved in controlling several epidemics of infectious and non-infectious causes of death in countries, such as, Australia and New Zealand. Using the epidemiological triad (host, vector, environment) as a model, the key components of the control of these epidemics have been identified and compared to the current status of interventions to prevent obesity and its main disease consequence, type 2 diabetes. Reductions in mortality from tobacco, cardiovascular diseases, road crashes, cervical cancer and sudden infant death syndrome have been achieved by addressing all corners of the triad. Similarly, prevention programs have minimized the mortality from HIV AIDS and melanoma mortality rates are no longer rising. The main lessons learned from these prevention programs that could be applied to the obesity/diabetes epidemic are: taking a more comprehensive approach by increasing the environmental (mainly policy-based) initiatives; increasing the 'dose' of interventions through greater investment in programs; exploring opportunities to further influence the energy density of manufactured foods (one of the main vectors for increased energy intake); developing and communicating specific, action messages; and developing a stronger advocacy voice so that there is greater professional, public and political support for action. Successes in the other epidemics have been achieved in the face of substantial barriers within individuals, society, the private sector and government. The barriers for preventing obesity/diabetes are no less formidable, but the strategies for surmounting them have been well tested in other epidemics.

This article analyses the status of child offenders under international criminal justice. International criminal proceedings, especially those in the African continent, have recently highlighted the significance of children and young people as perpetrators of genocide, crimes against humanity and war crimes. It has been suggested by one commentator that there exist international prohibitions on the prosecution of children for international crimes. It will be argued here that this claim is not substantiated in respect either of customary or treaty-based international obligations.

In the budget review of23 February 2000, the South African Minister of Finance announced that a capital gains tax ('CGT') would be introduced into South Africa, the anticipated start date at that point being 1 April 2001. Pursuant to Taxation Laws Amendment Act 5 of 2001, a CGT of general operation was introduced into the South African Income Tax Act 58 of 1962 (the 'ITA 1962') through the insertion of the Eighth Schedule1, read together with s 26A of the Act. Section 26A is the charging provision that states that a person's taxable income included their 'taxable capital gain'. As discussed below, the start date was revised to 1 October 2001.

There are currently no performance indicators in place for assessing the successful implementation of Victoria,'s strategic plans (Coastal Action Plans, CAPs) in achieving Integrated Coastal Zone Management (ICZM) at a regional level. This article explores the findings of a study which assessed the success of the approach adopted in Victoria under the State Coastal Management Act 1995 to implement ICZM through CAPs. The study developed a set of criteria for measuring this success. We conclude with a discussion of how appropriate such an approach may be in other jurisdictions.
