In some ants, bees, and wasps, workers kill or "police" male eggs laid by other workers in order to maintain the reproductive primacy of the queen. Kin selection theory predicts that multiple mating by the queen is one factor that can selectively favor worker policing. This is because when the queen is mated to multiple males, workers are more closely related to the queen's sons than to the sons of other workers. Earlier work has suggested that reproductive patterns in the German wasp Vespula germanica may contradict this theory, because in some colonies a large fraction of the adult males were inferred to be the workers' sons, despite the effective queen mating frequency being greater than 2 (2.4). In the present study, we reexamine the V. germanica case and show that it does support the theory. First, genetic analysis confirms that the effective queen mating frequency is high, 2.9, resulting in workers being more related to the queen's sons than to other workers' sons. Second, behavioral assays show that worker-laid eggs are effectively killed by other workers, despite worker-laid eggs having the same intrinsic viability as queen-laid ones. Finally, we estimate that approximately 58.4% of the male eggs but only 0.44% of the adult males are worker derived in queenright colonies, consistent with worker reproduction being effectively policed.

The Spanish judicial system is independent and headed by the Supreme Court. Spain has a civil law system. The criminal procedure is governed by the legality principle--by opposition to the opportunity or expediency principle--which implies that prosecution must take place in all cases in which sufficient evidence exists of guilt. Traditionally, the role of the PPS in Spain has been very limited during the investigative stage of the process. That stage is under the responsibility of the Examining Magistrate (EM). Since the end of the 1980s, a series of modifications has been introduced in order to extend the functions of the PPS. In 1988, the PPS received extended competences which allow them to receive reports of offenses. Upon knowing of an offense (reported or known to have been committed), the PPS can initiate the criminal proceeding. The PPS is also allowed to lead a sort of plea bargain under a series of restrictive conditions and only for some offenses. At the same time, the PPS received extended competences in the juvenile justice criminal proceeding in 2000. With all this said, the role of the PPS has not changed radically and, during the investigative stage of the process, their main role remains the presentation of the accusation, playing a more active role during the trial stage of the proceeding. In this article the national criminal justice system of Spain is described. Special attention is paid to the function of the PPS within this framework and its relationship to police and courts. The article refers to legal provisions and the factual handling of criminal cases.

La surveillance et la maîtrise des coûts liés aux analyses ADN sont très importants, surtout dans un contexte où les ressources financières ne sont pas illimitées. Des décisions quant à la priorisation des prélèvements à analyser s'imposent. La connaissance de l'aspect budgétaire est un des éléments qui peut aider à la prise de décision. Après un bref rappel des bases légales en matière d'analyses ADN en Suisse et de l'évolution législative de ces dernières années, l'article présente différents aspects financiers liés aux analyses ADN. De l'importance des sommes investies dans ces analyses et souvent méconnues dans leur globalité, même au sein des acteurs de la chaîne pénale, aux efforts faits pour optimiser les dépenses liées aux analyses ADN. Des actions sur différents facteurs qui portent sur la communication entre le laboratoire et le mandant des analyses, les changements dans le mode et les stratégies de prélèvements, ou l'utilisation de tests indicatifs moins chers qu'une analyse, nous ont permis d'optimiser nos dépenses pour obtenir plus de résultats positifs.

"Argent et stupéfiants, stupéfiants et argent" : c'est un binôme bien implanté dans l'imaginaire commun. La production, le transport et la vente de stupéfiants constituent l'un des principaux trafics illicites au niveau international et permettent, à travers le blanchiment de l'argent qui en est issu, de financer beaucoup d'activités illégales. Dans ce cadre, le monde judiciaire montre un intérêt tout particulier à pouvoir démontrer que des sommes d'argent ont été en contact avec des produits stupéfiants et donc de les relier à leur trafic. C'est dans cette optique que l'analyse des contaminations en produits stupéfiants que l'on retrouve sur les billets de banque constitue un outil intéressant. Il s'agit de pouvoir établir que des billets en circulation présentent peu de traces de stupéfiants alors que les billets saisis dans le cadre de la répression du trafic illicite de stupéfiants en présentent en quantité plus importante. Les résultats de cette étude confirment qu'il est possible de mettre en évidence une différence significative entre la population des billets en circulation et la population des billets saisis tant pour les francs suisses que pour les euros. La méthodologie développée pour déterminer si un lot de billets est relié au trafic de produits stupéfiants est ainsi validée et constitue une contribution nouvelle dans la lutte contre le trafic des stupéfiants.

Combining data from police statistics and crime victim surveys, this article analyses the evolution of crime in Western Europe from 1988 to 2007. The results show that there is no general drop in crime. Property offences and homicide have been decreasing since the mid 1990s, while violent and drug offences have increased during the period under study. These trends highlight the limits of the explanations to the crime drop in the United States, which are based on the premise of a correlation in the evolution of all offences. The drop in property offences seems related to changes in the socioeconomic situation in Europe as well as to increases in security measures in households, and the reinforcement of private security. The increase in violent offences can be explained by the combination of several factors, including changes in youth's free time provoked by the development of the Internet, changing demographics, and the rise of episodic heavy alcohol consumption and street gangs.

This study provides a retrospective review from the forensic files of the University Centre of Legal Medicine in Western Switzerland in Geneva, from January 1956 to December 2005. The studied homicide-suicide cases cover a period of half a century (50 years). As a rule, all police-ordered forensic examinations of violent death cases in the Canton of Geneva are conducted by the University Centre of Legal Medicine. All of the data necessary for an exhaustive retrospective study are thus readily available. During the period covered in this work, 228 homicides were perpetrated in Geneva. In 23 cases, the homicide was followed by the suicide of the aggressor. The 34 victims of these homicides (18 women, 1 man and 15 children) had either an intimate or filial relationship with the perpetrator. Most of the suicidal perpetrators were men that killed their spouses or intimate partners, with children as additional victims in some cases. Shooting was the most common means to kill, followed by stabbing. The majority of the victims and perpetrators were Swiss nationals. This retrospective study shows that in the last 50 years, homicide-suicide cases in the Canton of Geneva have been a rare and an episodic phenomena with a very variable frequency from 1 year to another.

This chapter offers a case-study of diversity and diversity policies withinthe Mossos d’Esquadra, the police force of the Catalan autonomous communityin Spain. The case is described in a comprehensive way (includingpolicies in all relevant policy areas: recruitment, retention, and promotion)and at the same time analyzed with a new analytical framework (includingthe definition of diversity, the motivation for diversity within the organisation,and the facilitation of diversity within the organisation with policies).The goal of the chapter is twofold. First, offer a deeper understanding ofthe dynamics of diversity within this police force. Second, demonstrate theacademic potential of this new analytical framework.
