The submersed plants hydrilla (Hydrilla verticillata (L.f.) Royle) and elodea (Elodea canadensis Rich.) are both members of the Hydrocharitaceae family and cause problems in waterways throughout the world. Diquat (6,7-dihydrodipyrido[1,2-α:2’,1’-c]pyrazinediium dibromide) is a contact herbicide used to control nuisance submersed and floating aquatic macrophytes. There is no readily available information in the literature on the control of elodea under various diquat concentration and exposure times (CET) and other than a study by Van et. al 1987, little on hydrilla. Since CET relationships are critical in controlling submersed plants in areas influenced by water exchange, this study was designed to evaluate the efficacy of diquat on hydrilla and elodea under various CET scenarios. Florida’s large number of shallow lakes, warm climate and long growing season have contributed to the development of excessive growths of aquatic macrophytes that have seriously interfered with many water use activities. The introduction of exotic aquatic macrophyte species such as hydrilla ( Hydrilla verticillata ) have added significantly to aquatic plant problems in Florida lakes. The use of grass carp ( Ctenopharyngodon idella ) can be an effective and economical control for aquatic vegetation such as hydrilla. Early stocking rates (24 to 74 grass carp per hectare of lake area) resulted in grass carp consumption rates that vastly exceeded the growth rates of the aquatic plants and often resulted in the total loss of all submersed vegetation. This study looked at 38 Florida lakes that had been stocked with grass carp for 3 to 10 years with stocking rates ranging from < 1 to 59 grass carp per hectare of lake and 1 to 207 grass carp per hectare of vegetation to determine the long term effects of grass carp on aquatic macrophyte communities. The median PAC (percent area coverage) value of aquatic macrophytes for the study lakes after they were stocked with grass carp was 14% and the median PVI (percent volume infested) value of aquatic macrophytes was 2%. Only lakes stocked with less than 25 to 30 fish per hectare of vegetation tended to have higher than median PAC and PVI values. When grass carp are stocked at levels of > 25 to 30 fish per hectare of vegetation the complete control of aquatic vegetation can be achieved, with the exception of a few species of plants that grass carp have extreme difficulty consuming. If the management goal for a lake is to control some of the problem aquatic plants while maintaining a small population of predominately unpalatable aquatic plants, grass carp can be stocked at approximately 25 to 30 fish per hectare of vegetation.

Seventy percent of the world's catch of fish and fishery products is consumed as food. Fish and shellfish products represent 15.6 percent of animal protein supply and 5.6 percent of total protein supply on a worldwide basis. Developing countries account for almost 50 percent of global fish exports. Seafood-borne disease or illness outbreaks affect consumers both physically and financially, and create regulatory problems for both importing and exporting countries. Seafood safety as a commodity cannot be purchased in the marketplace and government intervenes to regulate the safety and quality of seafood. Theoretical issues and data limitations create problems in estimating what consumers will pay for seafood safety and quality. The costs and benefits of seafood safety must be considered at all levels, including the fishers, fish farmers, input suppliers to fishing, processing and trade, seafood processors, seafood distributors, consumers and government. Hazard Analysis Critical Control Point (HACCP) programmes are being implemented on a worldwide basis for seafood. Studies have been completed to estimate the cost of HACCP in various shrimp, fish and shellfish plants in the United States, and are underway for some seafood plants in the United Kingdom, Canada and Africa. Major developments within the last two decades have created a set of complex trading situations for seafood. Current events indicate that seafood safety and quality can be used as non-tariff barriers to free trade. Research priorities necessary to estimate the economic value and impacts of achieving safer seafood are outlined at the consumer, seafood production and processing, trade and government levels. The 2009/28/EC Directive requires Member States of the European Union to adopt a National Action Plan for Renewable Energy. In this context, the Basque Energy Board, EVE, is committed to research activities such as the Mutriku Oscillating Water Column plant, OWC. This is an experimental facility whose concept consists of a turbine located in a pneumatic energy collection chamber and a doubly fed induction generator that converts energy extracted by the turbine into a form that can be returned to the network. The turbo-generator control requires a precise knowledge of system parameters and of the rotor angular velocity in particular. Thus, to remove the rotor speed sensor implies a simplification of the hardware that is always convenient in rough working conditions. In this particular case, a Luenberger based observer is considered and the effectiveness of the proposed control is shown by numerical simulations. Comparing these results with those obtained using a traditional speed sensor, it is shown that the proposed solution provides better performance since it increases power extraction in the sense that it allows a more reliable and robust performance of the plant, which is even more relevant in a hostile environment as the ocean.

Modern wind turbines are designed in order to work in variable speed opera-tions. To perform this task, these turbines are provided with adjustable speed generators, like the double feed induction generator (DFIG). One of the main advantages of adjustable speed generators is improving the system efficiency compared with _xed speed generators, because turbine speed can be adjusted as a function of wind speed in order to maximize the output power. However, this system requires a suitable speed controller in order to track the optimal reference speed of the wind turbine. In this work, a sliding mode control for variable speed wind turbines is proposed. The proposed design also uses the vector oriented control theory in order to simplify the DFIG dynamical equations. The stability analysis of the proposed controller has been carried out under wind variations and pa-rameter uncertainties using the Lyapunov stability theory. Finally, the simulated results show on the one hand that the proposed controller provides a high-performance dynamic behavior, and on the other hand that this scheme is robust with respect to parameter uncertainties and wind speed variations, which usually appear in real systems.

An integral sliding surface is used, because the integral term avoids the use of the acceleration signal, which reduces the high frequency components in the sliding variable. Finally simulated results show, on the one hand that the proposed controller provides a high-performance dynamic behavior, and on the other hand that this scheme is robust with respect to parameter uncertainties and wind speed variations, that usually appear in real systems.
