FOREWORDAs a culturally ambitious nation we are shaped by our cultural engagement and it is an important catalyst for critical discourse. It is vital that audiences and artists discuss their experiences, enabling us as a community to come together through engagement with diverse practice that challenges and entertains. This research has been undertaken in response to the Australia Council’s strategic vision for a nation where there are no borders to accessing Australian arts, and all Australians are able to experience and cherish Aboriginal and Torres Strait Islander arts and culture.Building Audiences provides an insight into the nature of existing Australian audiences and the broader public. It reveals how Australians engage with Aboriginal and Torres Strait Islander arts in the public sphere as audiences, highlighting that this engagement is part of a broader national dialogue about their relationship with and towards Indigenous Australia.

The purpose of this study was to determine whether there was a relationship between pressure to perform on state mandated, high-stakes tests and the rate of student escape behavior defined as the number of school suspensions and absences. The state assigned grade of a school was used as a surrogate measure of pressure with the assumption that pressure increased as the school grade decreased. Student attendance and suspension data were gathered from all 33 of the regular public high schools in Miami-Dade County Public Schools. The research questions were: Is the number of suspensions highest in the third quarter, when most FCAT preparation takes place for each of the 3 school years 2007-08 through 2009-10? How accurately does the high school’s grade predict the number of suspensions and number of absences during each of the 4 school years 2005-06 through 2008-09? The research questions were answered using repeated measures analysis of variance for research question #1 and non-linear multiple regression for research question #2. No significant difference could be found between the numbers of suspensions in each of the grading periods nor was there a relationship between the number of suspensions and school grade. A statistically significant relationship was found between student attendance and school grade. When plotted, this relationship was found to be quadratic in nature and formed a loose inverted U for each of the four years during which data were collected. This indicated that students in very high and very low performing schools had low levels of absences while those in the midlevel of the distribution of school performance (C schools) had the greatest rates of absence. Identifying a relationship between the pressures associated with high stakes testing and student escape behavior suggests that it might be useful for building administrators to reevaluate test preparation activities and procedures being used in their building and to include anxiety reducing strategies. As a relationship was found, it sets the foundation for future studies to identify whether testing related activities are impacting some students emotionally and are causing unintended consequences of testing mandates.

The changing economic and technological conditions often referred to as ‘globalization’ have had a deep impact on the very nature of the state, and thus on the aims, objectives and implementation of cultural policy, including film policy. In this paper, I discuss the main changes in film policy there have been in Mexico, comparing the time when the welfare state regarded cinema as crucial to the national identity, and actively supported the national cinema at the production, distribution and exhibition levels (about 1920-1980), and the recent onset of neoliberal policies, during which the industry was privatized and globalized. I argue the result has been a transformation of the film production, from the properly ‘national’ cinema it was during the welfare state—that is, having a role in nation building, democratization processes and being an important part of the public sphere—into a kind of genre, catering for a very small niche audience both domestically and internationally. However, exhibition and digital distribution have been strengthened, perhaps pointing towards a more meaningful post-national cinema.

BIM has received considerable attention from academics and innovative construction companies in recent years within the Iranian context. However, there is a conspicuous lack of studies, which give a picture of the current state of BIM in Iran. To address this gap in the body of the knowledge, this study intends to present an account on the current state of BIM with a focus on barriers and drivers associated with its adoption in Iran based on the perceptions of Iranian construction practitioners. Drawing upon a questionnaire survey completed by 44 construction practitioners and through deploying data visualization alongside statistical analyses, it came to light that industry practitioners in Iran are inexperienced as to BIM’s use and the level of BIM implementation in the country is at the lowest level of BIM maturity. That is, 29.5% of construction companies are involved in some level of BIM adoption whereas 56.8% have had no exposure to BIM and 36.4% do not even have any plans to adopt BIM in the near future. The findings also showed that the highest ranked barriers to adoption of BIM in Iran are almost entirely associated with the structure of the Iranian market, the nature of the construction industry and the predominant business environment in the country as well as lack of attention by policy makers and the government. On the other hand, major drivers were found to be associated with monetary gains and enhancing competitiveness in the market. The clear message is that widespread adoption of BIM in Iran will not occur in the absence of a supportive regulatory environment and financial assistance by policy makers. The paper contributes to the field by sharing the preliminary findings of the first study conducted on BIM adoption in Iran, which provides a sound basis for further inquiries on the topic.

This research will serve to evaluate the current processes and procedures in place for the Community Case Management training, data entry, and quality assurance at the Department of Juvenile Justice. The goal of the research is to identify and establish a framework for a universal unit within the agency that will enhance the effectiveness of Case Management by consolidating and streamlining information to reduce conflicting standards to create a stronger support unit, and to facilitate learning and understanding for the staff.

El interés del presente Estudio de Caso es analizar la Cooperación Internacional Turca en un marco de Cooperación Sur – Sur con la Región de los Balcanes, específicamente con: Albania y Bosnia y Herzegovina. Entendiendo las dinámicas históricas que tiene la región con el Imperio Turco Otomano; las reformas internas realizadas por el partido AKP de Turquía y la fortaleza en política Exterior de éste evidenciada a través del Poder Blando de los Proyectos de Cooperación Internacional, se busca entender si la Cooperación sirvió como un mecanismo de posicionamiento como líder de Turquía en la región, ayudándole a autoproclamarse como tal utilizando mecanismos de exposición de habilidades, capacidades y recursos entre los años 2003 y 2014.

El objetivo de esta monografía es interpretar, desde la biopolítica, la construcción de un racismo de Estado en Alemania a través de la política inmigratoria bajo el mandato de Angela Merkel (2005-2014). Por medio de tres apartados se presenta de manera organizada la teoría de la biopolítica desarrollada por Michel Foucault, con sus postulados y conceptos principales, resaltando el concepto de racismo de Estado. También se enuncia de manera breve la historia de la inmigración en Alemania, su ley de inmigración actual y la ley de nacionalidad. De esta forma, se puede analizar que en Alemania se ha construido un racismo de Estado, desde la visión teórica de la biopolítica de Foucault, a través de la consolidación de la política inmigratoria vigente en dicho Estado (2005-2014), que reúne el tema de la migración internacional regular.

La presente investigación tiene como finalidad analizar las implicaciones humanitarias de la participación de las Compañías Militares Privadas (PMC) contratadas por los Estados en escenarios de conflicto, a partir del caso de Blackwater y Estados Unidos en Irak (2003-2007), con el fin de mostrar a través de algunos hechos específicos como el acaecido en la plaza Al Nisour los vacíos existentes en la regulación de sus actividades. Frente a estos hechos se muestra como la Comunidad Internacional ha tratado de avanzar en la creación de un régimen internacional que las controle, sin embargo, como se evidencia a lo largo de este escrito la falta de compromiso por parte de los Estados ha hecho que esta tarea se vea obstaculizada y por lo tanto la actuación de estas compañías se encuentra aún en una zona jurídica gris.

El presente trabajo son analizan las representaciones nacionalistas elaboradas por la sociedad bogotana en el marco de la celebración del Centenario de Simón Bolívar en 1883. La celebración es tomada como una puesta en escena, en la medida en que es un evento en donde los ámbitos de producción y recepción se entrelazan en un solo momento. En este sentido, se parte desde las concepciones nacionalistas impulsadas por los políticos de la Regeneración, la cual consintió en la modernización de Colombia a través de la tradición, para luego evidenciar cómo estas ideas y conflictos en torno a diversos ideales de nación se entablaron en el ámbito del Centenario. En el Centenario se pregona un cese a las hostilidades internas, una unidad nacional y una identificación del país bajo la figura de Simón Bolívar como padre y caudillo de la patria en la búsqueda hacia ‘la civilización’ y el ‘progreso’ de la nación. Así, el presente trabajo aporta a los estudios históricos en clave cultural de las celebraciones centenarias en Colombia y su incidencia en la construcción de la nación durante el siglo XIX.
