Currentthreatstotheplanet’sbiodiversityareunprecedented,andtheyparticularlyimperilinsular floras.Inthisinvestigation,weusethethreatfactorsidentifiedbytheMillenniumEcosystem Assessmentasthemaindriversofbiodiversitylossonislandstodefineandrank13current,continuing threatstotheplantdiversityofninefocalarchipelagoswherevolcanicorigin(orintheSeychellesa prolongedisolationafteracontinentalorigin)hasproducedahighdegreeofendemicityandfragilityin the faceofhabitatalteration.Wealsoconductaglobalendangermentassessmentbasedonthe numbersofinsularendemicplantsintheendangered(EN)andcriticallyendangered(CR)IUCN categoriesfor53islandgroupswithanestimated9951endemicplantspecies,providinga representativesampleoftheworld’sinsularsystemsandtheirfloristicrichness.Ouranalysesindicate that isolationdoesnotsignificantlyinfluenceendangerment,butplantendemicsfromverysmall islandsaremoreoftencriticallyendangered.Weestimatethatbetween3500and6800oftheestimated 70,000 insularendemicplantspeciesworldwidemightbehighlythreatened(CR+EN)andbetweenca. 2000 and2800ofthemincriticaldangerofextinction(CR).Basedontheseanalyses,andona worldwideliteraturereviewofthebiologicalthreatfactorsconsidered,weidentifychallenging questionsforconservationresearch,asking(i)whatarethemosturgentprioritiesfortheconservation of insularspeciesandfloras,and(ii)withtheknowledgeandassetsavailable,howcanweimprovethe impactofconservationscienceandpracticeonthepreservationofislandbiodiversity?Ouranalysis indicatesthatthesynergisticactionofmanythreatfactorscaninducemajorecologicaldisturbances, leadingtomultipleextinctions.Wereviewweaknessesandstrengthsinconservationresearchand managementintheninefocalarchipelagos,andhighlighttheurgentneedforconservationscientiststo shareknowledgeandexpertise,identifyanddiscusscommonchallenges,andformulatemulti- disciplinaryconservationobjectivesforinsularplantendemicsworldwide.Toourknowledge,thisisthe mostup-to-dateandcomprehensivesurveyyettoreviewthethreatfactorstonativeplantsonoceanic islandsanddefinepriorityresearchquestions.

We construct an uncoupled randomized strategy of repeated play such that, if every player follows such a strategy, then the joint mixed strategy profiles converge, almost surely, to a Nash equilibrium of the one-shot game. The procedure requires very little in terms of players' information about the game. In fact, players' actions are based only on their own past payoffs and, in a variant of the strategy, players need not even know that their payoffs are determined through other players' actions. The procedure works for general finite games and is based on appropriate modifications of a simple stochastic learningrule introduced by Foster and Young.

This paper integrates in a unified and tractable framework some of the key insights of the field of international trade and economic growth. It examines a sequence of theoretical models that share a common description of technology and preferences but differ on their assumptions about trade frictions. By comparing the predictions of these models against each other, it is possible to identify a variety of channels through which trade affects the evolution of world income and its geographical distribution. By comparing the predictions of these models against the data, it is also possible to construct coherent explanations of income differences and long-run trends in economic growth.

In most areas of the world, thyroid cancer incidence has been appreciably increasing over the last few decades, whereas mortality has steadily declined. We updated global trends in thyroid cancer mortality and incidence using official mortality data from the World Health Organization (1970-2012) and incidence data from the Cancer Incidence in Five Continents (1960-2007). Male mortality declined in all the major countries considered, with annual percent changes around -2/-3% over the last decades. Only in the United States mortality declined up to the mid 1980s and increased thereafter. Similarly, in women mortality declined in most countries considered, with APCs around -2/-5% over the last decades, with the exception of the UK, the United States and Australia, where mortality has been declining up to the late 1980s/late 1990s to level off (or increase) thereafter. In 2008-2012, most countries had mortality rates (age-standardized, world population) between 0.20 and 0.40/100,000 men and 0.20 and 0.60/100,000 women, the highest rates being in Latvia, Hungary, the Republic of Moldova and Israel (over 0.40/100,000) for men and in Ecuador, Colombia and Israel (over 0.60/100,000) for women. In most countries, a steady increase in the incidence of thyroid cancer (mainly papillary carcinomas) was observed in both sexes. The declines in thyroid cancer mortality reflect both variations in risk factor exposure and changes in the diagnosis and treatment of the disease, while the increases in the incidence are likely due to the increase in the detection of this neoplasm over the last few decades.

O presente trabalho tem por objectivo, a elaboração de um manual prático que permita aos leitores, sejam ou não, técnicos de redes, instalar uma rede local básica em casa ou no local de trabalho, sem recorrer a sessões de formação presenciais. São abordados vários aspectos essenciais para a compreensão dos paradigmas de redes locais. Faz-se também, um estudo prático e sucinto de todos os componentes envolvidos no processo de comunicação, numa rede local. Assim sendo, este manual permitirá ao leitor compreender o funcionamento de uma rede local, assim como o processo de instalação e configuração.

The report also contains a projection of technology cost savings. This report was produced in compliance with Iowa Code §8A.204(3a) and was submitted to the Governor, the Department of Management, and the General Assembly on January 2, 2008.

Segundo investigações de publicações especializadas, globalmente o turismo projecta-se sempre de forma positiva apesar das críticas que muitas vezes lhe são dirigidas, pois pode constituir-se não só como um factor básico de crescimento económico, em muitos países, como também um factor com grande impacto cultural e de melhoria social das populações receptoras. Ademais, o turismo internacional tem crescido permanentemente. Daí, a necessidade de se aproveitar esta oportunidade no contexto de Cabo Verde. Não obstante, constata-se que em diferentes países que têm optado pelo turismo, existem diversas formas de desenvolvimento do produto turístico em espaços naturais, uma diversidade que se manifesta na variedade de tipologias de ócio e nas diferentes formas em que o território se converte num espaço recreativo ou turístico. Daí que os impactos gerados sobre o território tenham incidência nos aspectos económicos, sociais e no meio ambiente. Neste sentido, é importante que se opte por um enfoque de desenvolvimento turístico, assumindo o desafio de que a sociedade, na qual este se desenvolve, deva ser, inevitavelmente, sustentável. Por isso, é preciso não só integrar atractivos, facilidades e acessos, como também as empresas públicas e privadas, as instituições sociais e a comunidade local. A integração de todos os elementos terá um efeito directo na qualidade da planificação e coordenação das actividades turísticas e nos resultados que a sociedade espera, pelo que se trata de uma questão urgente e fundamental para o produto turístico de Santo Antão. Segundo o plano estratégico para o desenvolvimento do turismo, em Cabo Verde o sector turístico é assumido pelo Governo como um dos motores de desenvolvimento do país, pelo seu impacto em termos de geração de emprego, de rendimento e de desenvolvimento de uma forma geral, o que exige um esforço de planeamento de curto, médio e longo prazos, de forma a maximizar os efeitos benéficos do turismo e mitigar os potenciais impactos negativos que engendra. Contudo, a nível local, não existe ainda um plano de desenvolvimento que permita aproveitar aspotencialidades turísticas regionais com enfoque de sustentabilidade. Considerando como premissa que o desenvolvimento do turismo é multissectorial e que a sua viabilidade e sustentabilidade dependem da eficácia de outros sectores, a implementação gradual das propostas científicas que esta obra apresenta poderá contribuir para impulsionar a estratégia definida pelo Governo para o desenvolvimento regional, designadamente para o aumento do rendimento das famílias, a redução do desemprego e da pobreza na ilha de Santo Antão. Em particular, pode contribuir para promover uma boa governação local, ao propiciar um plano de desenvolvimento integral do turismo que reforça a sua eficácia e considera a participação de representantes da comunidade da região no processo de tomada de decisões. A obra também constitui um instrumento de consulta e apoio aos estudantes, professores,investigadores, empresários e políticos que desejam uma formação sólida e competente na busca de soluções aos desafios que experimenta o desenvolvimento turístico no país, em geral e na ilha de Santo Antão, em particular.

We use aggregate GDP data and within-country income shares for theperiod 1970-1998 to assign a level of income to each person in theworld. We then estimate the gaussian kernel density function for theworldwide distribution of income. We compute world poverty rates byintegrating the density function below the poverty lines. The $1/daypoverty rate has fallen from 20% to 5% over the last twenty five years.The $2/day rate has fallen from 44% to 18%. There are between 300 and500 million less poor people in 1998 than there were in the 70s.We estimate global income inequality using seven different popularindexes: the Gini coefficient, the variance of log-income, two ofAtkinson s indexes, the Mean Logarithmic Deviation, the Theil indexand the coefficient of variation. All indexes show a reduction in globalincome inequality between 1980 and 1998. We also find that most globaldisparities can be accounted for by across-country, not within-country,inequalities. Within-country disparities have increased slightly duringthe sample period, but not nearly enough to offset the substantialreduction in across-country disparities. The across-country reductionsin inequality are driven mainly, but not fully, by the large growth rateof the incomes of the 1.2 billion Chinese citizens. Unless Africa startsgrowing in the near future, we project that income inequalities willstart rising again. If Africa does not start growing, then China, India,the OECD and the rest of middle-income and rich countries diverge awayfrom it, and global inequality will rise. Thus, the aggregate GDP growthof the African continent should be the priority of anyone concerned withincreasing global income inequality.

Astrocytes are responsible for regulating extracellular levels of glutamate and potassium during neuronal activity. Glutamate clearance is handled by glutamate transporter subtypes glutamate transporter 1 and glutamate-aspartate transporter in astrocytes. DL-threo-beta-benzyloxyaspartate (TBOA) and dihydrokainate (DHK) are extensively used as inhibitors of glial glutamate transport activity. Using whole-cell recordings, we characterized the effects of both transporter inhibitors on afferent-evoked astrocyte currents in acute cortical slices of 3-week-old rats. When neuronal afferents were stimulated, passive astrocytes responded by a rapid inward current followed by a persistent tail current. The first current corresponded to a glutamate transporter current. This current was inhibited by both inhibitors and by tetrodotoxin. The tail current is an inward potassium current as it was blocked by barium. Besides inhibiting transporter currents, TBOA strongly enhanced the tail current. This effect was barium-sensitive and might be due to a rise in extracellular potassium level and increased glial potassium uptake. Unlike TBOA, DHK did not enhance the tail current but rather inhibited it. This result suggests that, in addition to inhibiting glutamate transport, DHK prevents astrocyte potassium uptake, possibly by blockade of inward-rectifier channels. This study revealed that, in brain slices, glutamate transporter inhibitors exert complex effects that cannot be attributed solely to glutamate transport inhibition.

In this paper, we use a unique long-run dataset of regulatory constraints on capital account openness to explain stock market correlations. Since stock returns themselves are highly volatile, any examination of what drives correlations needs to focus on long runs of data. This is particularly true since some of the short-term changes in co-movements appear to reverse themselves (Delroy Hunter 2005). We argue that changes in the co-movement of indices have not been random. Rather, they are mainly driven by greater freedom to move funds from one country to another. In related work, Geert Bekaert and Campbell Harvey (2000) show that equity correlations increase after liberalization of capital markets, using a number of case studies from emerging countries. We examine this pattern systematically for the last century, and find it to be most pronounced in the recent past. We compare the importance of capital account openness with one main alternative explanation, the growing synchronization of economic fundamentals. We conclude that greater openness has been the single most important cause of growing correlations during the last quarter of a century, though increasingly correlated economic fundamentals also matter. In the conclusion, we offer some thoughts on why the effects of greater openness appear to be so much stronger today than they were during the last era of globalization before 1914.

Quase simultaneamente às interrogações sobre a natureza e o alcance do poder dentro das comunidades, fossem impérios, reinos ou cidades-Estado, surgiram também as primeiras tentativas de demonstrar a natureza das relações internacionais. A mais famosa dessas teorias na Antiguidade foi a desenvolvida pelo grego Tucídides, na História da Guerra do Peloponeso.

A gestão das Instituições de Ensino Superior está a ser repensada num contexto de globalização tendo em conta a missão destas, a responsabilidade e a sua cultura (ou culturas), impondo-se novos modelos de gestão e governação. A Qualidade e a Responsabilidade Social do Ensino Superior constituem um tema pertinente e actual. As transformações estruturais que as sociedades atravessam aconselham e justificam da parte do Ensino Superior uma atitude consentânea com as necessidades daquelas. Os desafios que, as Instituições de Ensino Superior enfrentam, exigem novas perspectivas estratégicas e nova visão perante cenários de incerteza que surgem a nível mundial, desempenhando a liderança um papel fundamental na qualidade destas instituições. Neste sentido, lança-se no presente estudo, a seguinte questão: Que Modelos de Gestão e Governação contribuem para a melhoria da Qualidade no Ensino Superior? A metodologia utilizada para a realização deste estudo passa pelo delineamento de uma estratégia com cinco fases: elaboração de um plano ajustável à evolução do trabalho, levantamento do estado da arte de uma forma gradual, trabalho de pesquisa e criação, escrita da tese e análise crítica e reflexão. Para além de outros aspectos relevantes no domínio do Ensino Superior, foram estudados diversos modelos, Modelos de Excelência, modelos para implementação de Sistemas de Gestão da Qualidade, Gestão Ambiental, Gestão da Segurança e Saúde do Trabalho, Gestão de Risco; entre outros. Criaram-se diversos Indicadores de Responsabilidade Social neste contexto e foi feito um estudo piloto no âmbito da Responsabilidade Social em Instituições de Ensino Superior. Por último, destacaram-se as conclusões que decorrem do estudo piloto efectuado, bem como reflexões que surgem da investigação teórica realizada. O estudo piloto efectuado permitiu concluir, por exemplo, que existem indícios de algum alheamento no seio das Instituições às temáticas relacionadas com os princípios éticos e com a educação ambiental. Por outro lado, uma grande parte dos indivíduos inquiridos disseram não ter qualquer opinião quando confrontados com questões sobre Participação Social Responsável, Investigação Socialmente Útil e Gestão Social do Conhecimento. Conclui-se que as questões para as pessoas ainda são muito vagas, daí que, faça sentido o debate de todas estas questões, bem como estudos que contribuam para uma mudança de paradigma relativamente à educação, e em particular no Ensino Superior, com vista à qualidade, num sentido abrangente.

The management of Higher Education Institutions is being rethought, with the mission and culture of the institutions changing due to globalization, resulting in new models of management and governance. The quality of Higher Education and its obligations to society are of current importance. The structural changes that the society has gone through requires a response in higher education that matches the changing needs of the society. Higher Education Institutions require new perspectives and a new strategic vision to cope with the uncertainty arising at a global scale, and this plays a role in their quality and whether they are leading institutions. Thus the following question arises: Which forms of management and governance contribute to the improvement of quality in higher education? The methodology for this study was designed with five stages: preparation of a plan of work within the thesis, the gradual progression to understanding the up-to-date understanding of Higher Education Research, generating research hypotheses and creating further understanding, writing the thesis with critical analysis and reflection. In addition to other relevant issues in higher education, different models were studied: Models of excellence, Models for implementation of Quality Management Systems, Environmental Management, Occupational Health and Safety Management, Risk Management, among others. Several indicators of Social Responsibility were created in this context and a pilot study was conducted in the area of Social Responsibility in Higher Education Institutions. Finally the conclusions resulting from the pilot study are presented and questions arising from the theoretical research are discussed. For example, the pilot study showed that there are indicators of a lack of understanding within the institutions to issues related to ethical and environmental education. Moreover, a large proportion of respondents said individuals have no opinion when confronted with questions on Responsible Social Involvement and Social Research and Social Management of Useful Knowledge. It is concluded that people have a vague awareness of these issues, so these concepts are new to them.
