O presente trabalho tem como objetivo analisar os conceitos de liberdade e identidade através da proposta de um "liberalismo cultural", apresentada pelo filósofo canadense Will Kymlicka, tal como defendida em suas obras Multicultural Citizenship: A Liberal Theory of Minority Rights (1995), Politics in the Vernacular: Nationalism, Multiculturalism and Citizenship (2001) e Multicultural Odysseys. Navigatingthe New International Politics of Diversity (2007). Através dessas leituras, buscou-se compreender em particular de que modo a língua e o território se configuram como elementos definidores das culturas de povos nacionais e étnicos que empenham suas lutas para garantir a permanência desses atributos, tanto em nível doméstico como no plano internacional, a fim de assegurar a singularidade de seus modos de vida e de suas visões de mundo, enquanto grupos diferenciados. Para tanto, tornou-se fundamental a realização de uma análise crítica do processo de construção nacional dos Estados modernos, como um projeto levado a cabo por parte de inúmeros países na modernidade com o intuito de promover a unidade nacional de seus Estados, através da invisibilização das expressões culturais e da participação política de grupos culturalmente minoritários. Ao final, desenvolve-se uma pequena reflexão sobre como esse debate pode contribuir para uma melhor compreensão acerca das reivindicações de populações indígenas e remanescentes de quilombos no Brasil pela regularização de seus territórios e reconhecimento de suas práticas culturais.

The effects of F- ions on physical and spectroscopic properties of the Yb3+ in tellurite glass system are investigated. The results show that the glass system takes on good thermal stability with the content of ZnF2 lower than 15 mol%, both the emission cross-section and the fluorescence lifetime of Yb3+ ions increase evidently which indicate that such oxyfluoride tellurite glass system is a promising laser host matrix for high power generation. FT-IR spectra were used to analyze the effect of F- ions on the structure of tellurite glasses and OH- groups in this glass system. Analysis demonstrates that addition of fluoride decreases the symmetry of the structure of tellurite glasses which increases the emission cross-section and removes the OH- groups, and which improves the measured fluorescence lifetime of Yb3+ ions. The spectroscopic and fluorescent decay behaviors of Yb3+-doped SiO2-PbO-Na2O-K2O glass is reported in this work. Yb2O3 contents of 1, 1.5 and 2mol% are added into the glass. Through the measurement of absorption and fluorescence spectra, and fluorescent decay rate at room temperature and at low temperature (18 K), it is found that the nonradiative decay rate of Yb3+ ions is mainly determined by the interaction between residual hydroxyl groups and Yb3+ ions. Concentration quenching effect can be omitted in this glass up to the Yb3+ ion concentration of 8.98 x 10(20)/cm(3). Multiphonon decay rate is also very small because of the large energy gap between F-2(5/2) and F-2(7/2) levels of Yb3+ ions. (c) 2004 Elsevier B.V. All rights reserved.

As porções uniparentais do genoma humano, representadas pelo cromossomo Y e pelo DNA mitocondrial (DNAmt), contêm informação genética relacionada às heranças patrilinear e matrilinear, respectivamente. Além da aplicabilidade em genética médica e forense, o DNAmt tem sido utilizado como um importante marcador molecular em estudos sobre evolução para traçar inferências filogenéticas e filogeográficas sobre as populações humanas. A análise de linhagens de DNAmt presentes em diferentes populações mundiais levou à identificação de haplogrupos reunindo diversos haplótipos específicos dos grandes grupos étnicos: africanos, europeus, asiáticos e nativos americanos. A população brasileira é conhecida como uma das mais heterogêneas do mundo, resultado do processo de colonização do país, abrangendo mais de cinco séculos de miscigenação entre povos de diferentes continentes. Este trabalho teve como objetivo estimar a partir da análise do DNA mitocondrial as proporções ancestrais africanas, européias e ameríndias na população do Rio de Janeiro. Para isso foram sequencidas as regiões hipervariáveis HVI e HVII do DNAmt de 109 indivíduos não relacionados geneticamente residentes no Rio de Janeiro. Os haplogrupos foram classificados de acordo com o conjunto de polimorfismos dos haplótipos individuais. Programas estatísticas foram utilizados para a determinação de parâmetros de diversidade genética e comparações populacionais. A diversidade haplotípica foi estimada em 0,9988. Nossos resultados demonstraram na população do Rio de Janeiro percentuais de cerca de 60%, 25% e 15% de ancestralidades maternas africana, ameríndia e européia, respectivamente. Através da análise de distâncias genéticas, evidenciou-se que a população do Rio de Janeiro está mais próxima das populações brasilerias dos estados de São Paulo e Alagoas. Como descrito nos registros históricos, algumas regiões do país tiveram processos de colonização muito específicos que se refletem nas proporções ancestrais maternas e paternas observadas. Em relação ao DNAmt, não se verificou diferença genética significativa entre as populações do Rio de Janeiro e a de Angola, uma população africana. Os resultados obtidos estão em estreita concordância com os registros históricos e outros estudos genéticos acerca da formação da população brasileira

A chegada dos primeiros habitantes há cerca de 15.000 anos e de colonos portugueses e escravos africanos, desde o século 15, em sucessivas migrações na América do Sul, levaram à formação de populações miscigenadas com raízes consideravelmente diversificadas. É notável a heterogeneidade populacional decorrente dessas migrações e do processo de amalgamento de indígenas a partir dos contatos entre os diferentes grupos étnicos, iniciados com a colonização da América pelos europeus. A despeito da elevada miscigenação, ainda se pode encontrar no Brasil populações que, majoritariamente, mantém a identidade genética dos seus ancestrais mais remotos. O objetivo desse estudo foi caracterizar a ancestralidade da população de Santa Isabel do Rio Negro, Amazonas, com fortes traços fenotípicos ameríndios, e da tribo indígena Terena de Mato Grosso do Sul. Para isto, foram estudados marcadores uniparentais paternos ligados à região não recombinante do cromossomo Y e maternos presentes na região controle do DNA mitocondrial (mtDNA). Em relação à herança paterna, foram genotipados 31 indivíduos de Santa Isabel do Rio Negro, sendo que os Terena já haviam sido estudados sob este aspecto. Quanto ao mtDNA, foram estudados 76 indivíduos de ambos os sexos e 51 Indivíduos do sexo masculino de Santa Isabel do Rio Negro e dos Terena, respectivamente. A análise de marcadores Y-SNPs possibilitou a caracterização de 55% dos cromossomos Y dos indivíduos de Santa Isabel do Rio Negro como pertencentes ao haplogrupo Q1a3a*, característico de ameríndio. Através do mtDNA, foi verificado que o haplogrupo A é o mais frequente nas duas populações, com percentuais de 34% e 42% em Santa Isabel do Rio Negro e na tribo Terena, respectivamente, observando-se no tocante à ancestralidade materna a não ocorrência de diferenciação genética significativa entre as duas populações. Por outro lado, a análise do cromossomo Y revelou a ocorrência de distância genética significativa entre elas, o que pode ser resultante da diferença entre os tamanhos das amostras populacionais ou refletir diferenças entre rotas migratórias dos ameríndios anteriormente à colonização. Os resultados mostram ainda que os genomas mitocondriais autóctones foram melhor preservados, e que novos haplogrupos do cromossomo Y foram introduzidos recentemente na população ameríndia. É, portanto, possível concluir que a população de Santa Isabel do Rio Negro e a tribo indígena Terena apresentam um significativo grau de conservação da ancestralidade ameríndia, apesar do longo histórico de contato com europeus e africanos, os outros povos formadores da população brasileira.

A presente dissertação teve como objetivo cartografar o campo de intervenção do Programa Família Acolhedora (PFA) do Rio de Janeiro, com o intuito de perceber máquinas da gestão das menoridades operadas por políticas públicas neste recorte, pelo PFA. Para tal, foram realizados grupos com as famílias de origem, famílias acolhedoras e crianças e adolescentes acolhidos, além de entrevistas com duas famílias de origem e diversos encontros e discussões com uma equipe técnica. A partir do referencial teórico da Análise Institucional francesa e do método cartográfico, a defesa da convivência familiar preconizada nos discursos que sustentam programas de acolhimento familiar foi posta em análise, evidenciando práticas-discursivas que naturalizam modelos de família e cuidado, operando certa gestão da infância que, em última análise, visa à neutralização de uma parcela da população tida como potencialmente perigosa através da inserção ou manutenção em unidades domésticas. A análise das tensões postas nas negociações travadas no cotidiano do Programa explicita o tensionamento da proteção que tutela, inerente à intervenção. A emergência de dinâmicas, como a gestão da solidariedade e da retórica da gratidão, permitiu analisar um campo de relações enunciativas e agenciamentos de posições que produzem os sujeitos em relação e agenciam possibilidades de negociação. Através da discussão do trabalho com grupos e da desmontagem de dois casos, discutimos experiências de famílias de origem e acolhedoras no Programa. Foi possível perceber como as famílias e as equipes técnicas se apropriam do Programa, apesar do caráter impositivo como prática disciplinar de governo, criando linhas de fuga e mantendo algum grau de autonomia, não se confirmando nem rebeldes, nem coitadas.

The broad distribution of Pacific sardine (Sardinops sagax) along the Pacif ic coast of North America makes it difficult for fisheries managers to identify regional stocks of this dominant small pelagic species. An investigation of morphometric characteristics of otoliths of Pacific sardine across most of their range revealed regional differences in populations. In a survey of over 2000 otoliths, all ages (with an emphasis on age-1 recruits) were compared. Principal components analysis, multivariate analysis of variance, and a novel method derived from regression and residuals calculations, termed perimeter-weight profiles (PWPs), revealed otolith similarities and differences. The results of the different approaches to statistical comparisons did not always agree. Sardine otoliths from Mexican waters were generally lighter and more lobate than those from U.S. and Canadian populations. Age-1 otoliths from northern California in 2006–07 tended to be heavier and smoother than those from other areas, including year-class cohorts from southern California. Comparisons of age-groups and year-classes of northern California otoliths with the use of the PWP models indicated signif icant trends in year-to-year patterns. In conjunction with other established indices of population structure, otolith PWPs are a useful tool for identifying local and regional stocks of Pacific sardine and may help distinguish populations of other fish species as well.

In this study we present new information on seasonal variation in absolute growth rate in length of coho salmon (Oncorhynchus kisutch) in the ocean off Oregon and Washington, and relate these changes in growth rate to concurrent changes in the spacing of scale circuli. Average spacing of scale circuli and average rate of circulus formation were significantly and positively correlated with average growth rate among groups of juvenile and maturing coho salmon and thus could provide estimates of growth between age groups and seasons. Regression analyses indicated that the spacing of circuli was proportional to the scale growth rate raised to the 0.4−0.6 power. Seasonal changes in the spacing of scale circuli reflected seasonal changes in apparent growth rates of fish. Spacing of circuli at the scale margin was greatest during the spring and early summer, decreased during the summer, and was lowest in winter or early spring. Changes over time in length of fish caught during research cruises indicated that the average growth rate of juvenile coho salmon between June and September was about 1.3 mm/d and then decreased during the fall and winter to about 0.6 mm/d. Average growth rate of maturing fish was about 2 mm/d between May and June, then decreased to about 1 mm/d between June and September. Average apparent growth rates of groups of maturing coded-wire−tagged coho salmon caught in the ocean hook-and-line fisheries also decreased between June and September. Our results indicate that seasonal change in the spacing of scale circuli is a useful indicator of seasonal change in growth rate of coho salmon in the ocean.

John Otterbein Snyder (1867–1943) was an early student of David Starr Jordan at Stanford University and subsequently rose to become an assistant professor there. During his 34 years with the university he taught a wide variety of courses in various branches of zoology and advised numerous students. He eventually mentored 8 M.A. and 4 Ph.D. students to completion at Stanford. He also assisted in the collection of tens of thousands of fish specimens from the western Pacific, central Pacific, and the West Coast of North America, part of the time while stationed as “Naturalist” aboard the U.S. Fish Commission’s Steamer Albatross (1902–06). Although his early publications dealt mainly with fish groups and descriptions (often as a junior author with Jordan), after 1910 he became more autonomous and eventually rose to become one of the Pacific salmon, Oncorhynchus spp., experts on the West Coast. Throughout his career, he was especially esteemed by colleagues as “a stimulating teacher,” “an excellent biologist,” and “a fine man.

To better address the charter and party boat fishery needs in the U.S. Gulf of Mexico, fishery managers must understand the linkages between the industry and other groups and organizations that affect its success. Gulf state charter and party boat operators were interviewed to ascertain the extent of their social network linkages, membership in community organizations, business community relationships, and linkages to information sources. Approximately one-third to one-half of the charter and party boat operators did not belong to local community organizations that could assist their business through tourism promotion or natural resource protection. Despite their limited integration in the community, the vast majority of operators gave and received referrals from other businesses. Of four major information sources, the National Weather Service and the County Marine Extension agents were rated highest and lowest, respectively, in mean importance to charter and party boat operators. Results suggest that business success can be enhanced by strengthening network ties between operators and local businesses, chambers of commerce, and tourism organizations. For this to occur, individual operators and charter/party boat organizations need to become more effective in representing industry interests. Informational linkages between industry and govemment agencies also need improvement.

Sex-specific demography and reproductive biology of stripey bass (Lutjanus carponotatus) (also known as Spanish flag snapper, FAO) were examined at the Palm and Lizard island groups, Great Barrier Reef (GBR).Total mortality rates were similar between the sexes. Males had larger L∞ at both island groups and Lizard Island group fish had larger overall L∞. Female:male sex ratios were 1.3 and 1.1 at the Palm and Lizard island groups, respectively. The former is statistically different from 1, but is unlikely significantly different in a biological sense. Females matured on average at 2 years of age and 190 mm fork length at both locations. Female gonadal lipid body indices peaked from August through October, preceding peak gonadosomatic indices in October, November, and December that were twice as great as in any other month. However, ovarian staging revealed 50% or more ovaries were ripe from September through February, suggesting a more protracted spawning season and highlighting the different interpretations that can arise between gonad weight and gonad staging methods. Gonadosomatic index increases slightly with body size and larger fish have a longer average spawning season, which suggests that larger fish produce greater relative reproductive output. Lizard Island group females had ovaries nearly twice as large as Palm Island group females at a given body size. However, it is unclear whether this reflects spatial differences akin to those observed in growth or effects of sampling Lizard Island group fish closer to their date of spawning. These results support an existing 250 mm minimum size limit for L. carponotatus on the GBR, as well as the timing of a proposed October through December spawning closure for the fishery. The results also caution against assessing reef-fish stocks without reference to sex-, size-, and location-specific biological traits.

Distribution and abundance of zooplankton over the tidal cycle were studied in the Mandovi estuary, Goa, during August and December 1971 and May 1972. Tide induced salinity fluctuations were obvious with high values during spring tides. Salinity was low during August, apparently due to precipitation and land run off but increased subsequently. The mean biomass values for the day and night collections were 13.6 and 19.8 ml/100 m super(3) respectively. Occurrence of most of the zooplankton taxa and species was related to diel rhythm and tidal oscillations. However, overall mean zooplankton standing stock at both the stations were same (16.3 ml/100 m super(3)) indicating that estuarine zooplankton maintained their position during tidal exchanges. Variations in occurrence of common groups and species of zooplankton over the tidal cycle are discussed.

The study was conducted on 238 households in Bangladesh Agricultural University campus and its adjoining areas in Mymensingh. The household were divided into four groups based on their per capita income. Monthly expenditure on fish, income elasticity of demand and marginal propensity to consume were calculated. 'Weighted average' method was used to study the level of preference for fish by sex and age groups and frequency of its purchase. The per capita monthly expenditure on fish of overall households was found to be Tk. 178.83. The consumption increased considerably between and among the income groups rising from Tk. 63.95 in the lowest income group to Tk. 249.11 in the highest income group. Based on income elasticity the proportion of income spent on fish was found to be greater than the proportion of increase in income for lower middle and upper middle income groups. However, percent expenditure decreased from 8.15 in lowest to 5.49 in the highest income group. Female members between 20 and 40yrs had the highest preference for fish in general followed by male members of above 40 yrs. Children (0 to 8 yrs), on the other band, had the least preference for fish, Sing and Magur (Catfishes) were the most preferred fish species for each age and sex group. Rui, a carp, was the single most purchased fish while the introduced exotic fishes were the least bought. Freshness was found to be the most important factor followed by the appearance and taste perception that positively affected the fish purchase.

The effects of stocking density (10, 15, 50 & 75 fish in 65L tank) and ammonia excretion on the growth of Nile tilapia, Oreochromis niloticus (12.19 ± 1.21 g) were investigated. Increasing stocking density of Nile tilapia from 15 fish/tank (2.81 g fish/L) to 75 fish/tank (14.07 g fish/L) resulted in associated increase in ammonia level (1.48 ± 0.87 mg/L to 26.44 ± 11.4 mg/L) and significantly lower growth rates. Significantly better feed conversion ratios were found for fish reared at lower (15 fish/tank) stocking densities compared to higher (75 fish/tank) stocking densities. Individual growth rates were significantly better for fish reared at a lower stocking density 15 fish/tank compared to higher stocking density 75 fish/tank and size variation (coefficient of variation in weight) were positively correlated with stocking density. Although water exchange did not have a significant effect on the growth of Nile tilapia for fish stocked at 10 fish/tank (1.88 g fish/L) and 50 fish/tank (9.38 g fish/L), however, the fish in the higher stocking density (9.38 g fish/L) groups and without water exchange, significantly changed the coloration of their bodies (silver to black) which may be due to the lower oxygen levels combined with higher ammonia levels. Ammonia level increased with increasing stocking density and without water exchange. In this study, it may be suggested that when fish reared at higher stocking densities then water exchange must be taken in to consideration so as to help avoid environmental and physiological stress to the fish.
