A road safety audit was conducted for a 7.75 mile section of County Road X-37 in Louisa County, Iowa. In 2006, the average annual daily traffic on this roadway was found to be 680 vehicles per day. Using crash data from 2001 to 2007, the Iowa Department of Transportation (Iowa DOT) has identified this roadway as being in the highest 5% of local rural roads in Iowa for single-vehicle runoff- road crashes. Considering these safety data, the Louisa County Engineer requested that a road safety audit be conducted to identify areas of safety concerns and recommend low-cost mitigation to address those concerns. Staff and officials from the Iowa DOT, Governor’s Traffic Safety Bureau, Federal Highway Administration, Institute for Transportation, and local law enforcement and transportation agencies met to review crash data and discuss potential safety improvements to this segment of X-37. This report outlines the findings and recommendations of the road safety audit team to address the safety concerns on this X-37 corridor and explain several selected mitigation strategies.

In 2006, the average annual daily traffic on this roadway was found to be 1,290 vehicles per day. Using crash data from 2001 to 2007, the Iowa Department of Transportation (Iowa DOT) has identified this roadway as being in the top 5% of Iowa secondary rural roads with the highest density of serious (fatal and major injury) crashes for single-vehicle run-off-road incidents. Considering these safety data, the Washington County Engineer requested that a road safety audit be conducted to identify areas with safety concerns and to recommend low-cost mitigation to address those concerns. The Dry Run Creek Watershed received a biological impairment in 2002 after sampling conducted by the Department of Natural Resources revealed a lack in the diversity and abundance of aquatic life along a 2.8 mile reach of stream along the Southwest Branch. Among the primary stressors identified were hydrologic change, increased stormsewer inputs, lack of available habitat, and sedimentation. Goals put forth by the Watershed Management Plan and the preliminary Total Maximum Daily Load (TMDL) study center around the reduction in storm sewer inputs. The goal set forth by the TMDL is the reduction of connected impervious surface (CIS) to 10% in each of the creek’s subwatersheds as a surrogate for other stressors. Grant funding is being sought for the construction of two bioretention cells and a green roof to treat the first flush of runoff from a new 400 unit student housing structure and connected parking surfaces totaling 5.16 acres. In addition, a monitoring program will continue to be coordinated through a partnership with the Department of Natural Resources IOWATER program and locally led volunteer efforts which will allow us to track the progress of the watershed. Funding for administration, outreach, and assessment will be provided through existing 319 grants. Implementation of these practices will occur in phases over the course of a two year period.

On October 20–21, 2009, two road safety audits were conducted in Lee County, Iowa: one for a 6 mile section of County Road X-23 from IA 2 to the south corporate limits of West Point and one for a 9.7 mile section of County Road W-62 from US 218 to IA 27. Both roads have high severe crash histories for the years of 2001 through 2008. Using these crash data, the Iowa Department of Transportation (Iowa DOT) has identified County Road X-23 as being in the top 5 percent of similar roads for run-off-road crashes. The Iowa DOT lists County Road W-62 as a high-risk rural road that has above-average crash numbers and is eligible for funding under the Federal High-Risk Rural Road Program. Considering these issues, the Lee County Engineer and Iowa DOT requested that road safety audits be conducted to address the safety concerns and to suggest possible mitigation strategies.

The main objective of this research was to evaluate the impact of temporary speed humps and speed tables on vehicle speeds, vehicle speed profiles, and traffic volumes along local and/or collector streets in several rural Iowa cities. A 25 mile per hour (mph) temporary speed hump and a 30 mph temporary speed table, both made of recycled rubber, were purchased to test the impact of temporary devices. Two cities volunteered and the speed hump/table was installed on two test streets in the city of Atlantic (Roosevelt Drive and Redwood Drive) and one test street in the city of Le Claire (Canal Shore Drive). The speed hump was installed first and then converted to a speed table. Each device was installed for a period of at least two weeks at the same location. Speed, volume, and resident opinion data were then collected and evaluated.

Price Creek is a 13 mile long stream located in SE Benton County and the NE corner of Iowa County. It ends below the village of Amana where it flows into the Iowa River. The Iowa and Benton County Soil & Water Conservation Districts (SWCDs) applied (and were tentatively approved) for 319/WPF/WSPF funding to treat livestock and water quality issues in this watershed over the next three years. That project’s funds were allocated for a Project Coordinator, information and education activities, and cost share for Best Management Practices (BMPs) directed toward livestock issues and nutrient issues. Soil erosion and sedimentation are also problems in this 18,838 acre watershed. It is 64% HEL (highly erodible land) and 58% of it is cropped. With a coordinator working with Price Creek producers, this would be an excellent time to also address the soil loss and sedimentation issues in this watershed. We will offer additional cost share incentives on BMPs targeting soil erosion on the critical areas we’ve identified. We are applying to IWIRB for additional funding to allow us to cost share specific BMPs up to 75% to treat soil loss in these critical areas of the Price Creek Watershed.

Wars are often associated with a rhetoric of renewal or new beginnings. This essay explores this claim through the lens of civil religion and a recent book by Carolyn Marvin and David Ingle, Blood Sacrifice and the Nation, which combines Emile Durkheim with Réné Girard in proposing that modern national cohesion depends on blood sacrifice. I unpack some of the paradoxes raised by this theory of national renewal in the context of 9/11, with a special focus on the sacred status of the flag and the special attention given to uniformed serviceman in the American body politic.

Little Bear Creek is a 21.79 mile Class A1 and B (WW2) warm water stream that encompasses approximately 29,202 acres in northern Poweshiek County. The lower 8.4 mile segment is listed as biologically impaired on both the IDNR 2008 303(d) list and 2010 303(d) draft list. A RASCAL assessment and landowner survey was completed through a development grant in 2011, and these assessments indicate that erosion and sediment delivery from cropland, lack of adequate buffers along the stream channel, and streambank conditions contribute significant sediment delivery to the stream, likely resulting in the impairment. An estimated 36,544 tons of sediment are delivered to the stream annually. A total of 11,075 acres (38%) of the watershed are high priority areas or land with sediment delivery rates greater than one. Our goal over 15 years is to install Best Management Practices (BMPs) and increase public education in order to reduce sediment and phosphorus delivery by 25% and decrease priority areas by 15%. More specific objectives for this WIRB project are to 1) Reduce annual sediment delivery by roughly 16.3% or 1,058 tons and associated phosphorus delivery by 1,375 pounds and 2) Develop an information and education program aimed at producers and residents within the headwaters of Grant and Chester townships, which account for 18% of the watershed's priority areas. The SWCD proposes to utilize 50% EQIP funds and 25% WIRB funds toward rural BMPs, and 75% WIRB funds toward urban BMPs received through this application.
