The main thesis of this paper is that Freire’s original experience in Angicos anticipated a grand design for social transformation of educational systems. As such it brought together two key concepts that formulated the basis of his educational system: popular culture as an counter-hegemonic project and popular education, more particularly what was later called citizen schools or public popular education as keystone of his new educational system. I use the term Paulo Freire System to show that his original attempts were not only to challenge pedagogical the prevailing banking education system that was so pervasive in Brazil and Latin American at the time. In challenging the hegemony of banking education, its narrative, theoretical foundations, epistemology and methodology, Freire and his team sought to create a new system that could replace the old one. They saw banking education not only as obsolete in terms of modernization of systems but also oppressive in gnoseological, epistemological and political terms. In the conclusion of this paper I will discuss the twins obsessions of Freire, already present in the Angicos experience and that will stay with him throughout his life: the relationship between democracy, citizenship and education, and education as a postcolonial ethical act of social transformation. I would like to emphasize therefore that the Paulo Freire system, as conceived in the Angicos experience and its aftermath was a much larger and comprehensive system that originally considered, even by his critics.

El principal desafío de América Latina consiste en encontrar el modo de afrontar la fragmentación social, el individualismo extremo y las inequidades oprobiosas en el marco del más absoluto respeto a las instituciones. El Estado aún tiene en sus manos dos herramientas formidables: la educación y el sistema tributario. La insistencia en el cumplimiento de las obligaciones tributarias contribuye decisivamente a formar una conciencia ciudadana, fundamento, a su vez, de una mayor calidad institucional. Y, en una suerte de causalidad circular, el correcto funcionamiento de las instituciones legitima el reclamo de cumplimiento de las obligaciones tributarias a un habitante que va, así, tomando creciente conciencia de los deberes y derechos emergentes de su condición de ciudadano. Para comprender el modo en que pueden darse estos procesos en la región, es preciso contar con una nueva disciplina: la sociología de las finanzas públicas.

A partir de Operación masacre, de Rodolfo Walsh, la autora distingue, en este ensayo, el testimonio de otras narrativas. Señala que no es literatura de bandidos, porque el sustrato son memorias de víctimas o de sobrevivientes de la impune violencia de Estado. Afirma que tampoco es reportaje o crónica periodística: en estos últimos no median una serie de entrevistas orales ni se plantean imágenes históricas totalizadoras. La autora insiste en el carácter revolucionario del testimonio, que busca construir una verdad absoluta, un discurso sin fisuras. A diferencia de la novela-testimonio, que es instrumento de conocimiento, este género tendría un sentido fundamentalmente histórico. Sostiene que, en Argentina, las víctimas directas de la violencia son quienes pueden solicitar reparación, por eso, los escritores de testimonio de la posdictadura se debaten entre la pertenencia al grupo de víctimas y la voluntad de asumir las causas políticas. Nofal concluye que Walsh, a diferencia de ellos, toma la palabra y dice la verdad desde su lugar de ciudadano y desde el espacio literario.

El artículo explora el surgimiento de la figura del extranjero indeseable en las legislaciones nacionales latinoamericanas, desde la Independencia hasta finales de la década de 1930, aproximadamente, de forma paralela a la política de inmigración en los Estados Unidos. Las restricciones sobre la entrada libre de extranjeros que establecieron las repúblicas, durante las primeras décadas de la Independencia, estaban relacionadas con el modelo del ciudadano idealizado. El análisis de los impedimentos para la entrada de extranjeros muestra cómo, durante el siglo XIX, el extranjero “deseado” fue definido cada vez más en contraste con los rasgos negativos de los “indeseables”, bajo el supuesto objetivo de “defender la nación”.

Every year a large number of birds die when they collide with windows. The actual number is difficult to ascertain. Previous attempts to estimate bird-window collision rates in Canada relied heavily on a prior citizen-science study that used memory-based surveys. Such an approach to data collection has many potential biases. We built upon this study and its recommendations for future research by creating a citizen-science program that actively searched for collision evidence at houses and apartments for an extended period with the objective to see how standardized approaches to data collection compared with memory recall. Absolute collision estimates as well as relative differences were compared between residence types in the two studies, and we found considerable differences in absolute values for collisions but similar rankings of collision rates between residence types. Collision recall rates in our study (56.5%) were very similar those in the prior 2012 study, where 50.5% of participants remembered a bird colliding with a window at some time in the past. Fatality estimates, however, were 1.4 times higher in the 2012 study than in our study based on standardized searches. Rural houses with a bird feeder consistently had the highest number of collisions. This suggests that memory recall surveys may be a useful tool for understanding the relative importance of different risk factors causing bird-window collisions.

This paper proposes a conceptual model of a context-aware group support system (GSS) to assist local council employees to perform collaborative tasks in conjunction with inter- and intra-organisational stakeholders. Most discussions about e-government focus on the use of ICT to improve the relationship between government and citizen, not on the relationship between government and employees. This paper seeks to expose the unique culture of UK local councils and to show how a GSS could support local government employer and employee needs.

Termites are an important component of tropical soil communities and have a significant affect on the structure and nutrient content of soil. Digestion in termites is related to gut structure, gut physico-chemical conditions and gut symbiotic microbiota. Here we describe the use of 16S rRNA gene sequencing and Terminal-restriction Fragment Length Polymorphism (T-RFLP) analysis to examine methanogenic Archaea (MA) in the guts and food-soil of the soil-feeder Cubitermes fungifaber Sjostedt across a range of soil types. If they are strictly vertically inherited, then MA in guts should be the same in all individuals even if the soils differ across sites. In contrast, gut MA should reflect what is present in soil if populations are merely a reflection of what is ingested as the insects forage. We show clear differences between the euryarchaeal communities in termite guts and in food-soils from five different sites. Analysis of 16S rRNA gene clones indicated little overlap between the gut and soil communities. Gut clones were related to a termite-derived Methanomicrobiales cluster, to Methanobrevibacter and, surprisingly, to the haloalkaliphile Natronococcus. Soil clones clustered with Methanosarcina, Methanomicrococcus or Rice Cluster I. T-RFLP analysis indicated that the archaeal communities in the soil samples differed from site to site, whereas those in termite guts were similar between sites. There was some overlap between the gut and soil communities but these may represent transient populations in either guts or soil. Our data does not support the hypothesis that termite gut MA are derived from their food soil but also does not support a purely vertical transmission of gut microflora.
