The notion of diversity is an issue that is of relevance in several contexts. For example, the biodiversity of a given ecological environment and the diversity of the options available to a decision maker have attracted some attention in recent research. This paper provides an axiomatic approach to the measurement of diversity. We characterize two nested classes of ordinal measures of diversity and an important member of these classes. We prove that the latter special case is equivalent to a diversity ordering proposed by Weitzman.

This paper analyzes the measurement of the diversity of sets based on the dissimilarity of the objects contained in the set. We discuss axiomatic approaches to diversity measurement and examine the considerations underlying the application of specific measures. Our focus is on descriptive issues: rather than assuming a specific ethical position or restricting attention to properties that are appealing in specific applications, we address the foundations of the measurement issue as such in the context of diversity.

This paper is an examination of the Supreme Court of Canada's interpretation of federalism since constitutional repatriation in 1982. It argues that the lure of centralist efficiency is overpowering a fundamentally important part of our federal order: regionalism. The author contends that changes made by the Court to certain fundamental concepts of Canadian constitutional law now provide Parliament with greater latitude than before in the exercise of its legislative powers. According to the author, these changes are disturbing because they are structured so as to preclude consideration of the legitimate concerns of regional polities. Furthermore, he argues that the Court has reinforced the central government's power to regulate the economy, including intraprovincial matters affecting trade, by resorting to highly functional tests that emphasize economic efficiency over other criteria. This, he claims, makes it more difficult to invoke legitimate regional interests that would lead to duplication, overlapping and even, in the eyes of some, inefficiency. The author the focuses on the Court's treatment of environmental protection in an attempt to show the tension between the Court's desire to use a functional approach and the need to recognize regional interests. Finally, through an examination of recent case law, he attemps to demonstrate that the Court's dominant perspective remains functional despite its endorsement of a more community-oriented undestanding of federalism in Secession Reference. If the Court chooses to proceed in this manner, it will alienate regional polities and may encourage them to choose more radical means of asserting their differences. Further, the author argues that strict adherence to the functional effectiveness approach will undermine the very values that federalism is meant to promote.

Ce mémoire examine le rôle de la diversité dans une conception de la justice. Je débute en considérant l’abstraction de la différence impliquée dans le raisonnement utilisé pour arriver à une conception de la justice. Par la suite j’évalue le rôle des différences des groupes sociaux dans l’application des principes de justice, en considérant si la justice exige des droits individuels ou si les groupes peuvent revendiquer des droits différenciés. Ce mémoire utilise la position originale de John Rawls pour évaluer la première question, et sa conception de la personne et des groupes sociaux pour examiner la deuxième. Je soutiens que nous pouvons et devrions utiliser l’abstraction de la position originale, tant que nous sommes conscients de ses limites. Bien que sa conception politique de la personne soit également utile pour la défense des droits individuels, sa conception du groupe social n’est pas appropriée pour les groupes culturels ou historiquement opprimés, car il repose trop lourdement sur la notion d’association volontaire. J’analyse l’argument de Will Kymlicka concernant les droits minoritaires et j’enrichis la théorie de Rawls en ajoutant l’inégalité entre groupes. Je termine en examinant les problèmes concernant les minorités à l’intérieur des groupes minoritaires et conclue que les droits minoritaires ne sont justifiées que lorsqu’ils sont compatibles avec les droits individuels, et non pas quand ils renforcent une autre inégalité. Par conséquent, même si l’abstraction au niveau théorique est justifiée, les droits des groupes minoritaires exigeront qu’on porte une attention aux différences entres groupes, ainsi qu’à l’intérieur de ceux-ci.

En 2007, le Premier ministre du Québec, monsieur Jean Charest, a établi la Commission de consultation sur les pratiques d’accommodement reliées aux différences culturelles afin de donner suite aux conflits émanant des différences ethniques et culturelles. La commission a pour mandat de dresser le bilan des pratiques d’accommodement au Québec, d’analyser la problématique, de consulter la population et de formuler des recommandations au gouvernement afin d’assurer la conformité des pratiques d’accommodement avec les valeurs de la société québécoise. En premier lieu, ce mémoire démontrera que deux facteurs, dont l’évolution de l’identité de la majorité francophone et l’évolution des pays d’origine des immigrants, ont contribué à un malaise de gestion de la diversité et, par conséquent, ont rendu l’établissement de la commission pertinent. En deuxième lieu, m’appuyant sur une revue de la méthodologie, des conclusions et des recommandations de la commission, ainsi que la réplique du Ministère de l’Immigration et des Communautés culturelles, je vais illustrer que, malgré un mandat pertinent et achevé, la réponse gouvernementale fut inadéquate. Finalement, je démontrerai que les modèles de gestion de diversité soutenus par le rapport de la Commission, la laïcité inclusive et l’interculturalisme, sont des aspects nécessaires de la gestion de la diversité. Cependant, ils en découlent des philosophies politiques de neutralisme et pluralisme dont la force et le compromis en sont les buts. Je crois que le Québec peut être meilleur gestionnaire de sa diversité et peut obtenir de vraies réconciliations en prônant la conversation; une approche patriotique de la gestion de diversité.

A recently established strain collection of freshwater microalgae native to Quebec was examined for physiological diversity. The 100 strains appeared very heterogeneous in terms of growth when they were cultured at 10±2 °C or 22±2 °C on the secondary effluent from a municipal wastewater treatment plant (WW) and defined BBM medium. Scatterplots were used to examine the diversity in physiology that might be present in the collection. These showed a number of interesting results. There was a fair amount of dispersion in growth rates by media type independent of temperature. Surprisingly considering that all the isolates had been initially enriched on BBM, the distribution was quite symmetrical around the iso-growth line, suggesting that enrichment on BBM did not seem to bias the cells for growth on this medium versus WW. As well, considering that all the isolates had been initially enriched at 22 °C, it is quite surprising that the distribution of specific growth rates was quite symmetrical around the iso-growth line with roughly equal numbers of isolates found on either side. Thus enrichment at 22 °C does not seem to bias the cells for growth at this temperature versus 10°C. The scatterplots obtained when the percentage lipid of cultures grown on BBM were compared with cultures grown on WW at either 10 °C or 22 °C made it apparent that lipid production was favored by growth on WW at either temperature and that lipid production does not seem to be particularly favored by one temperature over the other. When the collection was queried for differences with respect to sampling location, statistical analysis showed that roughly the same degree of physiological diversity was found with samples from the two different aggregate locations.

Mycoplasma hyopneumoniae, the causative agent of porcine enzootic pneumonia, is present in swine herds worldwide. However, there is little information on strains infecting herds in Canada. A total of 160 swine lungs with lesions suggestive of enzootic pneumonia originating from 48 different farms were recovered from two slaughterhouses and submitted for gross pathology. The pneumonic lesion scores ranged from 2% to 84%. Eighty nine percent of the lungs (143/160) were positive for M. hyopneumoniae by real-time PCR whereas 10% (16/160) and 8.8% (14/160) were positive by PCR for M. hyorhinis and M. flocculare, respectively. By culture, only 6% of the samples were positive for M. hyopneumoniae (10/160). Among the selected M. hyopneumoniae-positive lungs (n = 25), 9 lungs were co-infected with M. hyorhinis, 9 lungs with PCV2, 2 lungs with PRRSV, 12 lungs with S. suis and 10 lungs with P. multocida. MLVA and PCR-RFLP clustering of M. hyopneumoniae revealed that analyzed strains were distributed among three and five clusters respectively, regardless of severity of lesions, indicating that no cluster is associated with virulence. However, strains missing a specific MLVA locus showed significantly less severe lesions and lower numbers of bacteria. MLVA and PCR-RFLP analyses also showed a high diversity among field isolates of M. hyopneumoniae with a greater homogeneity within the same herd. Almost half of the field isolates presented less than 55% homology with selected vaccine and reference strains.

The study deals with the diversity in structural and spectural characteristics of some transition metal complexes derived from aldehyde based thiosemicarbazone ligands thiosemicarbazones are a family of compounds with beneficial biological activity viz., anticancer,antitumour, antifungal, antibacterial, antimalarial, antifilarial, antiviral and anti-HIV activities. Many thiosemicarbazone ligands and their complexes have been prepared and screened for their antimicrobial activity against various types of fungi and bacteria. The results prove that the compounds exhibit antimicrobial properties and it is important to note that in some cases metal chelates show more inhibitory effects than the parent ligands. The increased lipophilicity of these complexes seems to be responsible for their enhanced biological potency. Adverse biological activities of thiosemicarbazones have been widely studied in rats and in other species. The parameters measured show that copper complexes caused considerable oxidative stress and zinc zinc complexes behaved as antioxidants. It has applications on analytical field also. Some thiosemicarbazones produce highly colored complexes with metal ions. This thesis aims to synthesis some novel thiosemicarbazone ligands and their transition metal complexes together with their physico-chemical characterization.

S. album L. is the source of highly priced and fragrant heartwood which on steam distillation yields on an average 57 per cent oil of high perfumery value. Global demand for sandalwood is about 5000-6000 tons/year and that of oil is 100 tons/year. Heartwood of sandal is estimated to fetch up to Rs. 3.7 million/ton and wood oil Rs.70,000-100,000/ kg in the international market. Sandal heartwood prices have increased from Rs. 365/ton in 1900 to Rs. 6.5 lakhs/ton in 1999-2000 and to Rs. 37 lakhs/ton in 2007. Substantial decline in sandalwood production has occurred from 3176 tons/year during 1960-‘ 65 to 1500 tons/year in 1997-98, and to 500 tons/year in 2007.Depletion of sandal resources is attributed to several factors, both natural and anthropogenic. Low seed setting, poor seed germination, seedling mortality, lack of haustorial connection with host plant roots, recurrent annual fires in natural sandal forests, lopping of trees for fodder, excessive grazing, hacking, encroachments, seedling diseases and spread of sandal spike disease are the major problems facing sandal. While these factors hinder sandal regeneration in forest areas, the situation is accelerated by human activities of chronic overexploitation and illicit felling.Deterioration of natural sandal populations due to illicit felling, encroachments and diseases has an adverse effect on genetic diversity of the species. The loss of genetic diversity has aggravated during recent years due to extensive logging, changing landuse patterns and poor natural regeneration. The consequent genetic erosion is of serious concern affecting tree improvement programme in sandal. Conservation as well as mass propagation are the two strategies to be given due importance. To initiate any conservation programme, precise knowledge of the factors influencing regeneration and survival of the species is essential. Hence, the present study was undertaken with the objective of investigating the autotrophic and parasitic phase of sandal seedlings growth, the effects of shade on morphology, chlorophyll concentration and chlorophyll fluorescence of sandal seedlings, genetic diversity in sandal seed stands using ISSR markers, and the diversity of fungal isolates causing sandal seedling wilt using RAPD markers. All these factors directly influence regeneration and survival of sandal seedlings in natural forests and plantations.

This thesis Entitled distribution ,diversity and biology of deep-sea fishes the indian Eez.Fishing rights and responsibilities it entails in the deep-sea sector has been a vexed issue since the mid-nineties and various stakeholders have different opinion on the modalities of harnessing the marine fisheries wealth, especially from the oceanic and deeper waters. The exploitation and utilization of these esources requires technology development and upgradation in harvest and post-harvest areas; besides shore infrastructure for berthing, handling, storing and processing facilities. At present, although deep-sea fishes don’t have any ready market in our country it can be converted into value added products. Many problems have so far confronted the deep-sea fishing sector not allowing it to reach its full potential. Hence, there should be a sound deep-sea fishing policy revolving round the upgradation of the capabilities of small scale fishermen, who have the inherent skills but do not have adequate support to develop themselves and to acquire vessels having the capability to operate in farther and deeper waters. Prospects for the commercial exploitation and utilization of deep-sea fishes were analyzed using SWOL analysis.

Emergence of antibiotic resistance among aquaculture pathogens has made it necessary to look into environment friendly, effective and sustainable methods such as probiotic and immunostimulants among others.. In the present study, LAB were isolated from the gut of fish species namely Rastrelliger kanagurta and analyzed for their antibacterial activity against various fish, shrimp and human pathogens. Different LAB species such as Lactobacillus plantarum, L. bulgaricus, L. brevis and L. viridiscens were encountered in the gut of R. kanagurta. Several strains showed good activity against fish, shrimp and human pathogens. LAB from the gut of such marine species may be developed as possible probiont for environment friendly health management of fresh water, estuarine and marine species currently exploited in aquaculture

In the present study we address the issue on gut associated lactic acid bacteria (LAB) isolated from the intestine of estuarine fish Mugil cephalus using de Man Rogossa and Sharpe (MRS) agar. LAB isolates were identified biochemically and screened for their ability to inhibit in vitro growth of various fish, shrimp and human pathogens. Most of the LAB isolates displayed an improved antagonism against fish pathogens compared to shrimp and human pathogens. Selected representative strains displaying high antibacterial activity were identified using 16S rRNA gene sequence analysis. Of the selected strains Lactobacillus brevis was the most predominant. Four other species of Lactobacillus, Enterobacter hormaechei and Enterobacter ludwigii were also identified. It was also observed that even among same species, considerable diversity with respect to substrate utilization persisted. Considering the euryhaline nature of grey mullet (Mugil cephalus), the LAB isolated from the gut possessed good tolerance to varying salt concentrations. This finding merits further investigation to evaluate whether the isolated LAB could be used as probiotics in various fresh and sea water aquaculture
