This Policy Brief reviews the implementation of the EU Blue Card (BC) Directive in Member States and offers some suggestions on how to improve its potential. Firstly, it traces back the origin of the current partitioned approach in labour migration and the objectives that an EU labour migration policy should achieve according to the Commission. Secondly, it reports on the content of the directive and its implementation in Member States. Thirdly, there is an analysis of the weaknesses of the directive in terms of numbers of BCs issued and harmonization achieved. Finally, recommendations are put forward on how to improve EU labour migration policy.

Foreword. Climate change is bad news for water resources – and thus for human development, societies, economies, the environment, and local and global security. The increasing frequency and severity of extreme weather events such as droughts and floods serves as a reminder of the effects climate change can have on the quantity and quality of global water reserves, and thus on various other aspects of life. Even though the effects differ from region to region, this is a global challenge with far-reaching consequences to which Europe is not immune. As the world leaders gather in Paris in December 2015 to discuss a new international climate deal, it is worth to remind politicians, businesses and citizens of the water challenge and its wider implications, which already affect us today – and which will only get worse with climate change. However, water-related risks resulting from climate change are not a fatality and damage control doesn’t have to be the only mantra. Placing the water challenge at the centre of political and security dialogues, development strategies and climate mitigation and adaptation measures, and implementing smarter water management, could also bring great economic, environmental and social benefits, in and outside the European Union. It would also contribute to global security. Water matters – now more than ever. This is also what this publication demonstrates. Building on the European Policy Centre’s, two-year “Blue Gold” project, this publication shows the rationale for action, how the EU could use its existing internal and external policy instruments to tackle the water challenge with its various dimensions and the benefits of action.

Cosa ci spinge a viaggiare? Siamo così terribilmente annoiati dalle nostre insicurezze e dalle luccicanti certezze della società che per rimanere in vita sentiamo il bisogno di muoverci, spostarci, andare fuori. Ma fuori dove? Crediamo davvero di salvarci andando a cercare qualcosa che non riusciamo nemmeno a definire? Coloro che potrebbero rispondere affermativamente a un tale quesito non sono quelli che partono, ma quelli che non tornano. Viaggiare per me significa leggere le differenze e leggermi nel profondo, scrivere dell’esperienza e scrivermi tracciando il mio cambiamento, tradurre da una lingua all’altra e tradurre le mie nuove emozioni. Questo elaborato è, perciò, l’umile tentativo di descrivere la complessità e l’arricchimento che può derivare dal fare esperienza, che sia viaggiando, leggendo, scrivendo o traducendo, vedendomi “di spalle che partivo” come avrebbe detto Fabrizio De André. Il fil rouge che creerà un legame tra tali azioni, che tesserà la trama dell’arazzo della mia esperienza è la metafora. La metafora è qualcosa che va anche al di là della sua semplice etimologia dal greco che la rende protagonista di un portare oltre. Metterò in scena il dubbio e la curiosità come motivi del viaggiare; parlerò della soglia come sipario che scorre via una volta che ci si apre all’Altro e non vi è più distinzione né distanza di spazio e tempo; varcherò i confini delle definizioni come palcoscenico in cui lettori, scrittori e traduttori viaggiano, e mostrerò come questi siano antropologi, registi e spettatori allo stesso tempo. Tutto ciò che infine rimarrà non sarà solo il silenzio, l’assenza derivanti dalle perdite che tali esperienze comportano, ma soprattutto l’amore che l’accoglienza dell’Altro insegna.

Aufbauend auf dem analytischen Tool des Totalen Krieges (vgl. den Artikel des Autors zu Controversy Total War in 1914-1918-Online) werden im vorliegenden Beitrag die Anstrengungen Chinas im Ersten Weltkrieg zu denjenigen anderer nicht europäischer Länder wie Australien, Südafrika oder Indien in Bezug gesetzt. Dabei wird das Ziel verfolgt, den globalen Charakter eines Konfliktes deutlich zu machen, der zurecht als erster Weltkrieg bezeichnet wird und in welchem China sicherlich eine weit bedeutsamere Rolle spielte, als es gemeinhin in der Historiographie dargestellt wird. Ursprünglich wurde der Beitrag als Antwort auf die Frage konzipiert, warum nicht nur China für eine Globalgeschichte des Ersten Weltkrieges von Bedeutung war. Im Verlauf der Übersetzung wurde der Titel dahingehend angepasst, dass stärker die Bedeutung von Chinas Rolle im Ersten Weltkrieg betont wurde.

Acoustic estimates of herring and blue whiting abundance were obtained during the surveys using the Simrad ER60 scientific echosounder. The allocation of NASC-values to herring, blue whiting and other acoustic targets were based on the composition of the trawl catches and the appearance of echo recordings. To estimate the abundance, the allocated NASC -values were averaged for ICES-squares (0.5° latitude by 1° longitude). For each statistical square, the unit area density of fish (rA) in number per square nautical mile (N*nm-2) was calculated using standard equations (Foote et al., 1987; Toresen et al., 1998). To estimate the total abundance of fish, the unit area abundance for each statistical square was multiplied by the number of square nautical miles in each statistical square and then summed for all the statistical squares within defined subareas and over the total area. Biomass estimation was calculated by multiplying abundance in numbers by the average weight of the fish in each statistical square then summing all squares within defined subareas and over the total area. The Norwegian BEAM soft-ware (Totland and Godø 2001) was used to make estimates of total biomass.

Acoustic and pelagic trawl data were collected during various pelagic surveys carried out by IFREMER in May between 2000 and 2012 (except 2001), on the eastern continental shelf of the Bay of Biscay (Pelgas series). The acoustic data were collected with a Simrad EK60 echosounder operating at 38 kHz (beam angle at -3 dB: 7°, pulse length set to 1.024 ms). The echosounder transducer was mounted on the vessel keel, at 6 m below the sea surface. The sampling design were parallel transects spaced 12 nm apart which were orientated perpendicular to the coast line from 20 m to about 200 m bottom depth. The nominal sailing speed was 10 knots and 3 knots on average during fishing operations. The scrutinising (species identification) of acoustic data was done by first characterising acoustic schools by type and then linking these types with the species composition of specific trawl hauls. The data set contains nautical area backscattering values, biomass and abundance estimates for blue whiting for one nautical mile long transect lines. Blue whiting (Micromesistius poutassou, http://www.marinespecies.org/aphia.php?p=taxdetails&id=126439) is a small mesopelagic planktivorous gadoid found throughout the North-East Atlantic. This data contains the results of a model-based analysis of larvae captured by the Continuous Plankton Recorder (CPR) during the period 1951-2005. The observations are analysed using Generalised Additive Models (GAMs) of the the spatial, seasonal and interannual variation in the occurrence of larvae. The best fitting model is chosen using the Aikaike Information Criteria (AIC). The probability of occurrence in the continous plankton recorder is then normalised and converted to a probability distribution function in space (UTM projection Zone 28) and season (day of year). The best fitting model splits the distribution into two separate spawning grounds north and south of a dividing line at 53 N. The probability distribution is therefore normalised in these two regions (ie the space-time integral over each of the two regions is 1). The modelled outputs are on a UTM Zone 28 grid: however, for convenience, the latitude ("lat") and longitude ("lon") of each of these grid points are also included as a variable in the NetCDF file. The assignment of each grid point to either the Northern or Southern component (defined here as north/south of 53 N), is also included as a further variable ("component"). Finally, the day of year ("doy") is stored as the number of days elapsed from and included January 1 (ie doy=1 on January 1) - the year is thereafter divided into 180 grid points.

Data were collected during various groundfish surveys carried out by IFREMER from October to December between 1997 and 2011, on the eastern continental shelf of the Bay of Biscay and in the Celtic Sea (EVHOE series). The sampling design was stratified according to latitude and depth. A 36/47 GOV trawl was used with a 20 mm mesh codend liner. Haul duration was 30 minutes at a towing speed of 4 knots. Fishing was restricted to daylight hours. Catch weights and catch numbers were recorded for all species and body size measured. The weights and numbers per haul were transformed into abundances per km**2 by considering the swept area of a standard haul (0.069 km**2).
