El artículo explora el surgimiento de la figura del extranjero indeseable en las legislaciones nacionales latinoamericanas, desde la Independencia hasta finales de la década de 1930, aproximadamente, de forma paralela a la política de inmigración en los Estados Unidos. Las restricciones sobre la entrada libre de extranjeros que establecieron las repúblicas, durante las primeras décadas de la Independencia, estaban relacionadas con el modelo del ciudadano idealizado. El análisis de los impedimentos para la entrada de extranjeros muestra cómo, durante el siglo XIX, el extranjero “deseado” fue definido cada vez más en contraste con los rasgos negativos de los “indeseables”, bajo el supuesto objetivo de “defender la nación”.

El artículo es un análisis de la crisis económica que mira hacia sus efectos sobre las relaciones de clase social. Se comprueba que la desigualdad ha crecido de manera importante en Norte América y Gran Bretaña en la época neoliberal, y se sugiere que, desde la perspectiva del consenso político actual, la tendencia se agudiza. El posible efecto sobre el orden social poscrisis y su impacto sobre la política, están en discusión.

En las primeras décadas del siglo XX, la Argentina sufrió un desajuste económico y social respecto del plan estratégico de 1880. Los acontecimientos históricos rompieron el modelo de la prosperidad infinita y pusieron de manifiesto la disolución del ser nacional en revueltas militares, fraude electoral, corrupción, caudillismo y brechas profundas entre regiones y clases sociales. Hacia 1930, la escritura de Roberto Artl se presenta como un cuestionamiento acerca de los límites del proyecto modernizador y de las instancias más significativas del mandato de progreso histórico. Los personajes de sus ficciones le permiten al escritor proyectar una interpretación no solo de su ser caído y angustiado, sino también del sujeto desligado de aquella sociabilidad propuesta por la generación de los románticos y que en 1880 parecía determinar una identidad estable, según reglas aparentemente seguras. El escritor posee la visión de que 1930 es el momento histórico que exige otro estatuto de lo real. El efecto de lectura de la obra de Arlt reside en la manipulación indefinida del lenguaje literario a través de la propuesta de personajes anclados en la percepción de un mundo que los excluye y de una peripecia narrativa que devela la descentración de la Historia como relato total. Consecuentemente, su eficacia es impactar y movilizar el cuerpo social a través de la producción imaginaria como una versión literaria de la Historia.

Este artículo aborda el papel de los abogados semiprofesionales, conocidos como tinterillos, en las comunidades indígenas de la sierra ecuatoriana, a partir de mediados del siglo XIX, quienes adquirieron una presencia aparentemente ubicua en las comunidades rurales del Ecuador. Muchas veces los tinterillos fueron parte de las élites locales con algo de educación. Inspiraban respeto entre los indígenas (quienes, en su mayoría, eran analfabetos) debido a su habilidad a manejar documentos escritos. Estos intermediarios comúnmente explotaron su posición privilegiada para su propio beneficio económico, social y político. Sin embargo, los indígenas llegaron a depender del apoyo de los tinterillos para denunciar ante el gobierno los abusos de los terratenientes. En ocasiones, en lugar de sentirse impotentes o víctimas, los indígenas aprendieron a negociar sus relaciones con esos intermediarios para su beneficio. El estudio de los tinterillos permite examinar las relaciones de poder que se negociaron entre diferentes culturas y a través de profundas divisiones de clase.

A través del examen crítico del cuento “El negro Santander”, del libro Yunga (1933) del ecuatoriano Enrique Gil Gilbert, miembro de la conocida Generación del 30, se propone una serie de interrogantes desde lo que, en términos simbólicos, el texto revela en torno a la idea de la nación, sus exclusiones, la modernidad y la presencia de la diáspora afro en la sociedad ecuatoriana. Este ensayo echa luz, desde una perspectiva actual, sobre uno de los cuentos emblemáticos de la obra de Gil Gilbert que forma parte la vanguardia narrativa que se da en Ecuador y América Latina en los años 30 del siglo XX.

Escritas durante la primera mitad del siglo XX, Canaima, La vorágine, y Sangama son tres novelas de la selva en las cuales aparece una representación del mundo indígena del Amazonas o del Orinoco. Se ha repetido que se trataba de novelas progresistas, que encerraban una crítica del sistema social de la época, y más particularmente del genocidio acarreado por la explotación del caucho durante el “ciclo da borracha”. Sin embargo estas ficciones nos proporcionan un enfoque ambiguo de la realidad indígena. Una visión impregnada por las mismas concepciones del siglo XIX que favorecieron los excesos, maltratos y masacres que dichas novelas pretenden denunciar. Este ensayo se propone analizar la matriz científica de estas representaciones, insistiendo en el paradigma racialista decimónico, derivado de la teoría evolucionista y de la ideología del progreso. Los indios de las ficciones se desplazan como fantasmas en un universo mágico, embrujado, o infernal que carece de realidad. Este “flor” romántico es la proyección literaria de una estrategia biopolítica que se da en las sociedades de la época: la cuestión gira en torno a la construcción del pueblo nacional. Los “aparecidos” del espacio novelesco son un momento de unas estrategias discursivas más globales: se trata de construir una homegeneidad nacional a partir de una etnicidad ficticia que requiere el rechazo del “otro atrasado”. El espectro es la huella o el testigo de esta violencia fundadora.

El presente artículo se enfoca en las contradicciones del proyecto nacional ecuatoriano de principios del siglo XX en cuanto pretende subsanar identidades en conflicto dentro de las nuevas configuraciones sociales y espaciales. Para ello se examina la forma en la que Luis A. Martínez reconoce la ambivalencia de la modernidad al punto de confeccionar sus obras como alegorías de fallidas comunidades imaginadas. Tanto sus catecismos de agricultura como su novela A la costa (1905), además de contribuir a los debates intelectuales de la época sobre la participación del país en el moderno sistema-mundo capitalista, testimonian las contradicciones existentes dentro del liberalismo como ideología hegemónica. De ahí que los textos arriba mencionados sean considerados como bisagras que vislumbran lo nacional en lo liminar aunque todavía sin subvertir los desencuentros entre la clase dominante y la subalterna.

The railway lines proyect to the Eastern provinces of Ecuador that was established in the process of nation building at the beginning of the 20th Century formed an integral part of the program promoted by the liberal governmentes, that had intrest in articulating the region and control of the amazonic space. There is an analysis on the debate about the constrution of roads to the East at the beginning of Century and the development a railines to the cities of Ambato to Curaray, also sketching other railroad proyects to the East. The study contributes to redeeming the history of one of the raillines that has ocuppied significat political debates in the period and to situated some of the contradictions that were presented in the process of nation building.

The emergence of social action amid governance is relatively new, but has been cases and situations even in earlier centuries than the 20th century. The presence, however, of a permanent social action in the State as a regular form of action public institutions, further established in republican constitutions in Latin America, is a significant novelty in the exercise of public administration. This research deals with the analysis of this reality, still incipient, and the implications of the permanent presence of the society in the state function. A reference framework for treating relationship between society and State involvement in a deep dimension is no stranger to the analysis of ideologies, agencies, interests and policy management dimension. This study analyzes the current situation of this participation in the State, in the case of Ecuador, with some references with other countries in the region. The study concludes that this participation is still incipient, amid a complex dialectic of stakeholders. Finally research makes some proposals to operationalize such participation and make it real, deep and continuous.

The Ivory-billed Woodpecker (Campephilus principalis) disappeared from the forests of southeastern North America in the early 20th Century and for more than 50 years has been widely considered extinct. On 21 May 2005, we detected a bird that we identified as an Ivory-billed Woodpecker in the mature swamp forest along the Choctawhatchee River in the panhandle of Florida. During a subsequent year of research, members of our small search team observed birds that we identified as Ivory-billed Woodpeckers on 14 occasions. We heard sounds that matched descriptions of Ivory-billed Woodpecker acoustic signals on 41 occasions. We recorded 99 putative double knocks and 210 putative kent calls. We located cavities in the size range reported for Ivory-billed Woodpeckers and larger than those of Pileated Woodpeckers (Dryocopus pileatus) that have been reported in the literature or that we measured in Alabama. We documented unique foraging signs consistent with the feeding behavior of Ivory-billed Woodpeckers. Our evidence suggests that Ivory-billed Woodpeckers may be present in the forests along the Choctawhatchee River and warrants an expanded search of this bottomland forest habitat.

Tropical Cyclones (TC) under different climate conditions in the Northern Hemisphere have been investigated with the Max Planck Institute (MPI) coupled (ECHAM5/MPIOM) and atmosphere (ECHAM5) climate models. The intensity and size of the TC depend crucially on resolution with higher wind speed and smaller scales at the higher resolutions. The typical size of the TC is reduced by a factor of 2.3 from T63 to T319 using the distance of the maximum wind speed from the centre of the storm as a measure. The full three dimensional structure of the storms becomes increasingly more realistic as the resolution is increased. For the T63 resolution, three ensemble runs are explored for the period 1860 until 2100 using the IPCC SRES scenario A1B and evaluated for three 30 year periods at the end of the 19th, 20th and 21st century, respectively. While there is no significant change between the 19th and the 20th century, there is a considerable reduction in the number of the TC by some 20% in the 21st century, but no change in the number of the more intense storms. Reduction in the number of storms occurs in all regions. A single additional experiment at T213 resolution was run for the two latter 30-year periods. The T213 is an atmospheric only experiment using the transient Sea Surface Temperatures (SST) of the T63 resolution experiment. Also in this case, there is a reduction by some 10% in the number of simulated TC in the 21st century compared to the 20th century but a marked increase in the number of intense storms. The number of storms with maximum wind speeds greater than 50ms-1 increases by a third. Most of the intensification takes place in 2 the Eastern Pacific and in the Atlantic where also the number of storms more or less stays the same. We identify two competing processes effecting TC in a warmer climate. First, the increase in the static stability and the reduced vertical circulation is suggested to contribute to the reduction in the number of storms. Second, the increase in temperature and water vapor provide more energy for the storms so that when favorable conditions occur, the higher SST and higher specific humidity will contribute to more intense storms. As the maximum intensity depends crucially on resolution, this will require higher resolution to have its full effect. The distribution of storms between different regions does not, at first approximation, depend on the temperature itself but on the distribution of the SST anomalies and their influence on the atmospheric circulation. Two additional transient experiments at T319 resolution where run for 20 years at the end of the 20th and 21st century, respectively using the same conditions as in the T213 experiments. The results are consistent with the T213 study. The total number of tropical cyclones were similar to the T213 experiment but were generally more intense. The change from the 20th to the 21st century was also similar with fewer TC in total but with more intense cyclones.

Atmospheric electricity measurements were made at Lerwick Observatory in the Shetland Isles (60°09′N, 1°08′W) during most of the 20th century. The Potential Gradient (PG) was measured from 1926 to 84 and the air-earth conduction current (Jc) was measured during the final decade of the PG measurements. Daily Jc values (1978–1984) observed at 15 UT are presented here for the first time, with independently-obtained PG measurements used to select valid data. The 15 UT Jc (1978–1984) spans 0.5–9.5 pA/m2, with median 2.5 pA/m2; the columnar resistance at Lerwick is estimated as 70 PΩm2. Smoke measurements confirm the low pollution properties of the site. Analysis of the monthly variation of Lerwick Jc data shows that winter (DJF) Jc is significantly greater than the summer (JJA) Jc by 20%. The Lerwick atmospheric electricity seasonality differs from the global lightning seasonality, but Jc has a similar seasonal phasing to that observed in Nimbostratus clouds globally, suggesting a role for non-thunderstorm rain clouds in the seasonality of the global circuit.

The Ramsar site of Lake Uluabat, western Turkey, suffers from eutrophication, urban and industrial pollution and water abstraction, and its water levels are managed artificially. Here we combine monitoring and palaeolimnological. techniques to investigate spatial and temporal limnological variability and ecosystem impact, using an ostracod and mollusc survey to strengthen interpretation of the fossil record. A combination of low invertebrate Biological Monitoring Working Party scores (<10) and the dominance of eutrophic diatoms in the modern lake confirms its poor ecological status. Palaeolimnological analysis of recent (last >200 yr) changes in organic and carbonate content, diatoms, stable isotopes, ostracods and molluscs in a lake sediment core (UL20A) indicates a 20th century trend towards increased sediment accumulation rates and eutrophication which was probably initiated by deforestation and agriculture. The most marked ecological shift occurs in the early 1960s, however. A subtle rise in diatom-inferred total phosphorus and an inferred reduction in submerged aquatic macrophyte cover accompanies a major increase in sediment accumulation rate. An associated marked shift in ostracod stable isotope data indicative of reduced seasonality and a change in hydrological input suggests major impact from artificial water management practices, all of which appears to have culminated in the sustained loss of submerged macrophytes since 2000. The study indicates it is vital to take both land-use and water management practices into account in devising restoration strategies. in a wider context, the results have important implications for the conservation of shallow karstic lakes, the functioning of which is still poorly understood. A suite of climate model experiments indicates that 20th Century increases in ocean heat content and sea-level ( via thermal expansion) were substantially reduced by the 1883 eruption of Krakatoa. The volcanically-induced cooling of the ocean surface is subducted into deeper ocean layers, where it persists for decades. Temporary reductions in ocean heat content associated with the comparable eruptions of El Chichon ( 1982) and Pinatubo ( 1991) were much shorter lived because they occurred relative to a non-stationary background of large, anthropogenically-forced ocean warming. Our results suggest that inclusion of the effects of Krakatoa ( and perhaps even earlier eruptions) is important for reliable simulation of 20th century ocean heat uptake and thermal expansion. Inter-model differences in the oceanic thermal response to Krakatoa are large and arise from differences in external forcing, model physics, and experimental design. Systematic experimentation is required to quantify the relative importance of these factors. The next generation of historical forcing experiments may require more careful treatment of pre-industrial volcanic aerosol loadings.

In the ‘Object as Subject’ exhibition held at the Stephen Lawrence Gallery, Greenwich University, myself and two other artists showed work which explores the use of the ‘found object’ in their respective practices. My work was selected by the gallery curator David Waterworth. The work exhibited by me, two multi-media pieces and two films, continues my (practice as research) investigation into using everyday objects as starting points for creating work in a variety of mediums including: sculpture, films, installations and multiples. In this work I address a range of subject matters – philosophical, social and cultural. The history of the use of found object in art began in early 20th century European art when Marcel Duchamp and Pablo Picasso independently introduced everyday objects into their practice. My work continues this research.
